trouble across the the country. good evening, everyone i'm ukee washington. i'm jessica dean. let get over to kate bilo with more on this system, kate? >> thanks very much, jessica. as we take a look is what happening on storm scan three right now you can see that same system up across new england. we have heavy snow over maine and canadian maritime provinces, rest of the northeast finally drying out after a hit of rain, ice, sleet, and some spots as we just showed you heavy snow, worst now over and certainly here in philadelphia we have the the best the system has to offer in the form of the heavy rain. it was a mess all morning but bet are than ice, snow and certainly better than severe weather that impacted the the south since this weekend. storm scan three right new locally no problems. you can see an 18 hour loop as we look closer, we will show thaw the rain moves in overnight, and just kept coming. phoenixville my home town had an inch. 1.09 inches. official total in philadelphia

.89 inches. atlantic city .84. wilmington .79. vineland, new jersey .61 inches of rain. we had snow, sleet, this is a mix of snow sleet then straight snow but an inch in lehighton, mount pocono got .8, candencyst at .8. martines creek. .3. and allentown a trace. the we had few ice pull nets philadelphia poconos hardest hit thanks to the ice. carbon county a tree was down due on is jim thorpe, toby hand i fire. and two trees were down, thanks to the icing. some spots in the poconos ended up with a quarter of an inch of ice. certainly enough to bring down tree branches and enlarger trees, and power lines. what to expect moving forward? we've got another wet threat for your wednesday, system could bring in some rain. we will tell you areas most likely to pick up showers and we will take a peak at that all important new years eve forecast, i'll tell you this, it is trending colder heading in to january.

very, very, very bad. >> mother of the young boy says she looks forward to some day meeting her two heroes. all of the weather has led to airport delays around the country, american 1200 flights have been canceled so far today, many others have been delayed, chicago's airports have been hardest hit where cancellations today, come on top of the cancellations from yesterday. the right now average delay at philadelphia international airport is about an hour and 25 minutes. pennsylvania governor tom wolf vetoes a portion of the state's six month-old overdue budget but signs off on emergency funding for schools. "eyewitness news" reporter greg argos is live outside philadelphia school district headquarters with more on what it all means, greg. >> reporter: ukee, beginning. what this means is we finally have a signed budget the but it is a partial one. that means in terms of education spending that cash is coming in the form of emergency funding. >> this budget is wrong for pennsylvania. >> reporter: but at least it is now signed, governor tom wolf announcing that the six

month budget impasse is over. he signed it but line-item vetoes part he disagreed with. >> i'm's calling on our legislators to get back to harrisburg, back to the work that they left unfinished, last week. in the meantime i'm vetoing their 95 million-dollar cut to education. i'm vetoing other items that they don't pay for. >> reporter: by signing budget wolf released more than $23 billion in funding but his vetoes means cash for education is still in the finalized, which is why he is releasing emergency funding. >> i'm allowing emergency funding for our schools to get out. i'm also letting funding go out to our human service agencies and our counties but this is on a emergency basis only. >> i think the problem with education is very important and we need more money for education. >> reporter: that is why parents and relatives of the children in public schools say they are frustrated with yet another delay in full education spending. >> really didn't pass a budget for education.

>> reporter: but for philadelphia a schools whether were dealing with the funding dry up in late january this extra cash could not come at a berth time. >> one, it is good news, that we can go beyond january 29th. naturally there is a lot of details that we have to figure out and as always, indicate, devil is in the details, but in the short term, this allows to us move beyond january 29th. >> reporter: governor wolf is blaming republicans for this budget fiasco, the g.o.p. is firing back. in fact, their spokesperson releasing this in part quote today tom wolf finally admitted his multi billion dollars myth takes, it is tragic so many schools and non-profits were faced with unpaid bills, layoffs and enclosures because tom wolf used them as political pawns in his reckless budget games. the as for when lawmakers will reconvene to figure out these last few holes in the budget we are told speaker of the

concerned we are at a steep gradient from north to south where it is 33 in mount pocono to 40 in allentown. we are sitting at 51 in the philadelphia a airport. fifty-six in wildwood. fifty-six in atlantic city a as well. temperatures down drop that far tonight as we will end the in the mid 40's. we are slight thely cooler. this is along the same cold front boundary that system that came through this morning and little wave of low pressure will track off to the south, brush the the area with showers, lighter rain along the the coast, further are north and west not going to see much beyond shower here and there then new years eve cloud give way to sunshine. we are dry for new years eve. it is cold just in time for january 1st and new year, chilly new years day at least more seasonal for this time of the year. a as far as this storm tomorrow is concern not much. most of the region looking at least than a tenth of an inch of rain, mainly tomorrow evening just keep in mind if you are out the and about on the road your evening commute could be slower. mainly cloudy, chilly at the 44. wednesday increasing cloud,

he first tried hitting the cave with that rock hammer and when that didn't work, he pulled his coat over his head, crawled in the fetal position. he said the bear satan him for over an hour. >> how frightening had is that. >> isn't that terrifying. >> you hear those voices of those young men and they really followed their training and helped get it done. >> they got it done. >> amazing. >> well, chicago police officer charged in the 2014 shooting of a black teen, pleaded not guilty to murder and misconduct charges. james van dyke's attorney says helps client wants to prove he is not the a cold blooded killer. van dyke was scenery leased last month on video shooting seven year-old laquan mcdonald 16 times. the teenager was arm with the knife and walking away from officer in the video. next hearing for van dyke is set for january between the ninth. in campaign 2016 donald trump is back on the campaign trail after taking a break for christmas and he has got a new target for his attacks.
