today and what it means for pennsylvania, greg. >> reporter: well, jessica it means that pennsylvania finally a has a signed state budget but for state schools and social services, the funding is coming in the form of emergency cash. >> i am going to exercise my constitution at right to line-item veto this redick rust exercise in budget futility. >> those are fighting word from pennsylvania governor tom wolf. >> this budget is doublely frustrating because we were so close to a reasonable one. >> reporter: announcing he is signing the state budget and releasing more than $23 billion in funding but wolf is line-item veto certain items, while releasing emergency funding for education and social services. >> i'm also letting funding go out to our human services agencies and to our counties but this is on a emergency basis only. >> we're excited, here. >> this money means so much to us. >> reporter: valerie bailey is director of finance and administration for covenant house which provides shelter

for troubled youth. she said the past few months without state funding have been tough. >> we are able to fill gaps, we have worked very hard to fill them with private funding about you that state funding is crucial for us. >> reporter: that is why she's already filling out paperwork to receive emergency state funding. >> we have been notified, it is being executed immediately and we need to get that in wednesday so we can start getting our first fund. children immediately are going to be impacted by the funding. >> reporter: although governor wolf is placing the blame on state republicans for this budget fiasco the g.o.p., of course, firing back. in fact they say quote today tom wolf finally admitted his multi billion dollar mistake, it is tragic that so many schools and non-profits were faced with unpaid bills, layoffs and enclosures because tom wolf used them as political pawns in his reckless budget game. as for when lawmakers will reconvene to figure out this

budget mess, including funding for state schools, and social services we're told by the speaker of the house the the earliest that would be january the fourth. we're live from center city, greg argos for cbs-3 "eyewitness news". >> greg, thank you. i sat down with philadelphia mayor-elect jim kenney moment after the state budget announcement was made and here's what he had to say. >> well, it is not optimal situation. we obviously want a full funding formula for our schools not only in philadelphia but statewide and i think legislator needs to step up at some point in time. education is not a luxury it is a requirement. if we want our state to be successful and city to be successful our kid to be productive they need an education. >> budget does have a lot of people talking especially on social media we'd love to know wharf to say. let us know on facebook and twitter. just use hashtag cbs-3 chat. now to the weather another dreary day a across the region. meteorologist kate bilo has a check of your first forecast, kate. >> good news in the wake of the storm that brought ice and

snow and sleet and certainly rain to our area things are drying out. you can see where that storm is right now bringing steady snow to northern maine and canadian maritime province but everything is clearing out behind it and we're in for a generally dry but mostly cloudy night. we have more rain to track. i will tell you when in just a moment. recapping storm from last night and this morning is there ponding on the road, that came fast and furious. phoenixville my hometown an inch of rain. philadelphia at the the airport we had .89 inches. the atlantic city .84. wilmington at .79 inches. mix of snow, sleet did impact especially northern part of the region. lehighton got 1.1 inches of that mess. the mount pocono just shy of an inch, and. a trace in allentown. trace in philadelphia a sleet mixed with the rain enough that they marked it down as a trace of snow and that is how it will go down in the record books. it does mean that this has had a trace of snow. we had iciness in the poconos.

a tree was down. tree down jim thorpe and toby hand i as well, penn forest reservoir and, two trees taken down by the the the ice. quarter inch of ice, came down and really glazed those surfaces in the poconos. that the was hardest hit by winter weather with this particular system. coming up with your full forecast we have another wet threat for your wednesday, and of course new years eve is just around the corner if you plan to be out and about, seeing fire works in the the city, i will have that forecast and beyond coming up. ukee, back over to you. south jersey police department is in mourning tonight. sudden loss leaves camden county officers saying good bye to one of their own. a record breaking cop who spent his career sniffing out crime. officers standing in solute, heart broken, draped with an american flag, and led by his partner lieutenant zach james, camden county k-9 officer zero was car mid to rothman animal hospital in collinswood.

>> he set the standard. zero set starrard for k-9 and in the just in camden county but also state of new jersey. >> reporter: that standard was perfection. zero teamed up with lieutenant james in 2007 and the arrests started rolling in. they would eventually break the state records, 68 apprehensions. >> we work hard. we worked very hard. we worked just as hard as to go from catching bad guys. that was his trademark. he would lay down and let the kids pass. >> "eyewitness news" got a chance to see zero's impact firsthand, last april, we were there as he searched an abandon camden home that had been secured by the the city and then broken in to. that home was cleared but zero was always ready. >> we've fallen through ceilings together. we have convinced people to surrender when they would attempt to use force against myself or an officer and that was his job. the his job was to protect.

was an ambassador for camden county police department to the children of camden. are where he went kid recognized zero and came over to him and his loss will have a great impact on them. zero was 12 years old. an investigation continues tonight into a deadly fire that ripped through a camper in townsend delaware. fire fighters were called to the property on pine tree road just before 6:00 this morning and during their investigation first responders found a man dead inside of the camper. an autopsy was scheduled for earlier today but results of have not been made available. bensalem police need your help identifying three robbery suspects. we are looking at surveillance video from the store on bristol pike yesterday. men stole $4,000 worth of cigarettes from the storage room and assaulted a store worker. the these same suspects are also wanted for a robbery at 7-eleven on street and nights road earl are this month. three vehicle accident

send six people to the hospital, this happened on lincoln drive right by strawberry mansion bridge by 12:30 this afternoon. we know one person suffered a broken leg but conditions of the others are not yet known. they are told, one state patrol officer was involve, in word on what caused that accident. city of philadelphia has signed an agreement clearing way for construction of the memorial park at the site of the deadly center city building collapse. park will be at 22nd and market where six people were killed in june 2013 when a building under demolition fell on the salvation army thrift store. nearly two million-dollar has been raised for the park's construction. du pont announced it is cutting 1700 jobs from headquarters in wilmington delaware. at announcement comes ahead of the merger with fellow chemical company dow. a quarter of the delaware's work force will lose their jobs. reaction from delaware politicians was swift. we spoke with senator chris coons. >> i for the really hard for them to have a great future in delaware. it is particularly upsetting

much worse in new years eve. and then toward new years day, new years day traditions, out and about cooking pork, sour krout, traditional new years day food, 44 degrees, brisk and chilly for your friday. not too bad there either. lets look at the forecast. we have been wondering where is winter. first week looks seasonal and pretty quiet. it looks dry. second week of january we are focusing on colder weather. it looks like this may feature the coldest weather of the season so far. that is not hard to do but another blast of cold. there is a potential forstrom way ahead in the forecast, maybe more for south east but keep an eye on the second week of january, briefly back to mild weather for second half of the month. believe glimpse of to what could lie ahead. we have seasonal chill for new years day, and upcoming weekend, lower 40's, that is where we should this be time of the year in the upper 20's. it will feel cold in contrast with our balmy december. and, right back to pretty much
