but first katie outside on the sky deck and meisha checking the roads. good morning, lady. >> happy new years eve, eve and roadways are looking good, katie but we can see that dense fog you have been talking about but roadways are looking pretty dry. can we hang on to that all morning. >> definitely through morning but we are not done just yet. is there another frontal boundary set to lift in and more wet weather on the way a at some point today but for now, it is all about the fog. right now we are having to deal with low lying cloud cover leading to poor visibility. here in philadelphia it is not too bad. we will start off with storm scan three though just radar sweep and nothing being picked up. so it is certainly a quiet beginning to the day, far cry from what we saw yesterday and it is always tough when we have satellite coverage thrown overtop to see fog showing up on that satellite but it is out there. we have a dense fog posted. essentially northwestern half of the delaware valley under that dense fog advisory that last us until ten. draw a line from chester, bucks county and across the

river there in to new jersey and mercer county and points northwest that is where you'll run into some poor visibility this morning. looking at area temperatures not terrible. we had a very light wind in the sky deck and every every where else. what you see is what you get. the it feels like 46 in millville, wildwood, and you get the idea there but you know it is enough that it warrants at least a jacket or a fleece if you are heading out this morning. we are calling for partly sunny day but eventually there will be some showers that build in for us especially for second half of the day in toward night fall. that is when we do start to see more wet weather returning from the forecast and we will also see some chill, return to the forecast, looking at area headlines still unsettled today but mainly later tonight a and then sun finally returns, and it will be an awfully chilly start to the new year. we will talk about how cold it will get coming up, meisha. i will take partly sunny today, because i missed it yesterday, i think you did too

and our drive was wet, not easy. today should be better but we are seeing that if you go right now. this is at the schuylkill eastbound. you can see plenty of headlights hitting those roadways, just entering 5:00 o'clock hour now and it will be like yesterday in terms of the volume levels but a lot of people heading out of town too for the new year. 422 westbound looking good, nice and quiet, looking dry here. we are talking about that fog though this morning. the just know that this is approaching route one. you can see a steady stream happening of what we see on a wednesday and day before new years eve. it looks like levels are looking light right now. we have an accident outside up are pottsgrove, at bennington road just make net of that for those in and around that area. we have some flooding in new castle, airport road between i-95 and mcarthur road, so a lot of things going on this morning. >> well, eagles nation has been demanding chip kelly's head for most of the season

and new fans they got what they wanted. owner jeffery lurie lowered the boom before kelly could finish his third season. we have jan carabao talking to fans about that move. but first "eyewitness sports" reporter pat galleys live at studios of our sister station 94 wip. lots to talk about today, good morning, pat. >> good morning, nicole. it came out of left field not so much the actual firing of the chip kelly but timing of it, a tuesday evening, just after 7:00 o'clock, and after three seasons as head coach, of the philadelphia eagles, chip kelly is out. it started so well with so much promise with ten wins in his first season, ten wins in his second season, although no playoffs but this year just completely fell a apart. they are six-nine and heading in the final a begins the giant which pat shurmur will coach the offensive coordinator but it is much deeper. there is talk chip lost locker room and that the guys stop playing for him especially given how the season ended.

owner jeffery lurie took notice at that. there was a meeting a a at some point after tuesday's practice and 7:12 p.m. chip kelly was released by the team. here is jeffery lurie's statement saying i have made a decision to release chip kill think evening, i spent last three seasons evaluating many factors involved in our performance as a team. as i watched this season unfold, i determined that it was time to make a change. a as we move forward the search for a new head coach will begin and will be led by myself, don smolenski and howie roseman. to the extent we're able we will try to keep you informed as we go through this process. eagles offensive lineman lane johnson joined 94 wip yesterday and he was shocked just like many of us. >> that is what happens when you don't go out there and play well, you know, players get fired and coaches get fired when something doesn't happen. it is partially the players to

twitter was afire with twitter weighing n sports bars were a buzz too. now some fans did cut coach kelly a little slack for the eagles disappointing season saying coach can only do so much. he cannot catch balls or make sure team doesn't fumble but most fans are unfor giving and they have in problem saying see you later. >> philadelphia loves a winner and if you are not a winner, you have to go. he trade add way some quality players. i thought it was all nothing but a personality dispute. brought in a guy for millions and millions of dollars who was an absolute bust so it is time to make a change. >> i think it is about time. i think both eagles and chip kelly they need to separate and faux their own ways and eagles need a strong leader. >> why do you let a man go with one last game before the season? stick around, fire him after the game. maybe those two gentlemen had a talk, there is something there to it.

"eyewitness news" reporter justin finch is live outside school district headquarters with more on this very important story, justin. >> reporter: good morning, bumming it back and forth has been going on now for six months and now in the final days of 2015, pennsylvania still has no budget, only this

quick fix and, of course, this ongoing fight. governor wolf spared no word on tuesday in harrisburg calling the the latest budget he has now seen unconsciousnable and ridiculous. he is urging the g.o.p. led legislature to bring forward a bill that balances and fund education and human services. wolf is now inacting his veto power and empowering him to fund some budget items and overlook some others. the the $23 billion now in route from harrisburg is welcomed across the state especially in school district. now recall that philadelphia schools faced close another next in without these funds. republicans say that the governor has dragged his feet on the budget issue and that he veto their on time bill back in june. here in philadelphia, covenant house at risk youth shelter is a applying for this new funding. >> when we had been notified today that it is being executed immediately and we need to get that in by wednesday so we can start to

get our first work, our youth will be immediately impacted by the funding. >> reporter: the shelter and staff said they were using private funding to fill in the gaps and it came down to the wire for them. there is no word yet if the legislator will convene a special session to go over the budget issue, and bring the governor what he wants. nicole, back over to you. >> justin, thanks for that update. new this morning police are searching for four suspects in the the shooting death of the 25 year-old man in north philadelphia. investigators say the suspects were caught on nearby surveillance when they confronted a 25 year-old man near eighth and ontario around 11:45 last night. victim was shot several times and pronounced dead at temple hospital. police say suspects got away in a white minivan. well, part of the midwest are under what the they are morning after devastating flooding, and the the water is still rising as we speak, we will go to the hardest hit areas coming up. plus this local dog has a nose for trouble.

louis worked late tuesday night laying out sandbags, the the situation was dire, at this water treatment plant in the town of high ridge, its reserves can only contain enough water for up to four days. >> we will get through it. we have to work together and get through it report rorrer rare winter deluge has left parts of the the state, including the the the town of union, under water. rising the water along the mississippi and other major rivers has forced people out. >> we emptied our basement out of anything important which is strictly storage, anyway, and then we cleaned up the house, of clothes, things that cannot be replaced, important pieces of furniture. >> reporter: tony phillips closed his furniture store ahead of the evacuation order. >> we're just preparing for the worst by getting everything up to higher ground. >> reporter: the water levels could exceed those not seen since the great flood of 1993. but state officials maintained that they are prepared. >> in terms of specifically forecasting a river levels who

were light years better than 93. now we're putting in forecast rainfall, so that has given us a much more heads up. >> reporter: more than 12 people in missouri has been killed in the flooding, don champion for cbs-3 "eyewitness news". all right. well, this time yesterday, just getting soaked. >> yeah. >> different story to day. >> absolutely. we ended up seeing some icing, some snow reports that came in so yeah it really was a bear of the storm system and thankfully it is gone. >> i necessity there is sleeting up north and in the poconos. >> absolutely. >> we will give you a a couple damage reports, go back in time and show you what ended up happening. this is a a short list of the damage that did come into our area, we have reports of tree downs in jim thorpe there, in the mountainous terrain, one tree came down. that ended up being one of the big issues, the the trees were coming down and power lines as well. and, so it was somewhat sparse in terms of the damage reports

but it only takes one damage report to at least have some issues for folks. the that is how it all shook out. in terms of the snow cover the bulk at this point we're still finding it falling across central plains right the now, bulk to the western half of the united states, but we're starting to fill this map in more if you will recall last time we showed you current snow cover you could barely find any a across the the north east. now it is starting to fill in but really pack in across northern maine in fact, there is at least a foot the on the snow of the ground through most of the state. that is definitely telling us the story. there is cooling starting to trend, in this climatic scheme and that is eventually what we expect to happen here as well. at the moment storm scan is very quiet, other than fog issues we are finding through northwestern half of the delaware valley we are off to a quiet start, certainly two pieces of moisture, grabbing the attention here we have light snow falling through central and northern plain states as well as heavier rain falling across portions of the deep south.

that moisture lifts into our area into tonight and we will see our next shot for wet weather but for now at the moment it is not looking too bad. we have light winds on the delaware river but you can make out city sky line there off in the distance, 43 degrees, looking forward in the forecast we expect to top off in the mid 50's here today watching for showers to rebuild from the southeast specially as we head toward early this afternoon but generally into tonight and then we should clear out. it looks like a nice, quiet stretch from here on out but meisha, it will get cool tore kick off the the new year. >> sound that way, katie. as long as we have that sunshine is all i care about good morning. happy hump day if you are just waking up with us. we're's looking good, busy, new jersey traveling north bound at creek road approaching 295 looking good. but in all of our cameras this morning we are seeing this haze, this glare, if you will coming off headlights letting you know we are under that dense fog advisory warning. go to the ben franklin bridge you can see same thing looking good for those traveling in

the westbound direction from new jersey looking good there and moving in the eastbound direction we don't pay too much attention then. always very light on a wednesday. so moving over to the ben franklin bridge we are looking g delaware county i-95 north taking a peak outside for those moving in the north bound direction this is north right here you can see just a easy string of taillights and headlights moving in the north and southbound directions but looking good delaware county, if you go not an issue. we are not seeing that in the cameras but it is out there this morning but it will be nothing like what we're dealing with yesterday. then we have an accident in harleysville at clemens road. nicole, back over to you you. talk about a major hoverboard failure, see a former boxing champion get knock out by hot holiday toys, plus... >> it will be missed and i'm surely going to miss it very much. >> local police department is in mourning after losing one of its k-9 officers, we will take a look back at remarkable legacy he is leaving behind.

police department is mourning death of one of the beloved k-9 officers zero. as ukee washington reports, zero was a record breaking cop who helped sniff out crime. >> officers standing in solute, heart broken, draped with an american flag, and led by his partner lieutenant zach james, camden county k-9 officer zero was car mid to rothman animal hospital in collinswood. >> he set the standard. zero set standard for k-9 and not just in camden county but also the the the state of new jersey. >> reporter: that standard was perfection, zero teamed up with lieutenant james in 2007 and the a arrests started rolling in. they would eventually break the the state record 68 apprehensions. >> we worked hard. we worked very hard. we worked just as hard to go from catching bad guys, to

keep them coming. that was his trademark, wow lay down and love to get pet and that is what we want as a police officer. >> reporter: "eyewitness news" got a chance to see zero's impact first hand, last april, we were there as he searched an abandoned camden home security by the the city and then broken into. that home was cleared but zero was always ready. >> he has fallen through ceilings together, we have convinced people to surrender, when, they would attempt to use force against myself or other officers a and that was his job. the his job was to protect, everyone, not just the the officers but the citizens themselves. >> reporter: and that will be his legacy to protect but most importantly, to serve. >> he was a great k-9 officer and he will be missed and i'm surely going to miss him very, very much. >> first in, last out, and in one understands the bond between a handler and a dog like another handler.
