"eyewitness news" at ten tree park here in philadelphia where it is a little blustery, but not bad day, for taking the dogs for a walk or a run. >> and of course with fireworks tonight, and mummers tomorrow, we want to get first look at the forecast, with meteorologist, katie fehlinger, live for us on the cbs-3 skydeck, hey, katy? >> good afternoon, nicole, everyone, well, thankfully things are nice and dry for us here, we've seen any hint of wet weather completely make a full retreat across the delaware vale, which is awesome news, everybody will be headed out and about for festivities as we head into tonight. but, things are pretty much just clear at this point.

we're currently in at 50 degrees at philadelphia international airport, low 50's, also, basically up and down i-95. and off to the south and east, and we're going to continue to see these temperatures stay what steady here, throughout the day. and, we're continuing as well to see high pressure begin to build in for us here. so as a result of that, we can expect to stay basically clear as we continue throughout the rest of the day. having some trouble with my clicker here, guys, so just bear with me here. what i can tell you, even though we can't justin with the graphics here, is that skies are generally just going to be remaining clear, moving forward in the forecast, the temperatures that we have out there right now, are basically what you are going to find for the rest of the day, but we do eventually start to see them dropping off, and we will be getting to much more typical territory, as the days progress, so, with that said, you can expect very quiet weather pattern here at the local level, from now, right into the new year, and we will tell you just how long that is expected to hang on for us

buses and trolleys will operate on a modified holiday schedule. >> no new years fireworks in belgium's capitol. authorities grapple with fears of terrorist attack. two people are already under arrest accused of plotting new years attack in brussels. today police are questioning six more people. now, belgium has already been connected to last month's paris killings. ten people in belgium are under arrest in those attacks. >> well, crowds are building in new york times square wait to go ring in the new year, of course with threat of terrorism looming, 6,000 new york city police officers will be on patrol watching over that huge crowd. cbs news correspondent jamie is in new york city with the preparation involved to keep this party safe. >> crowds for the world's biggest party showed up early to get a spot in times square. >> once in a lifetime experience. so i figure i would get it out of the way, when i'm still young. >> at the same time, security work to go make sure revelers can selfly ring in the new

year. >> we're the best prepared city in the country. we know how to do big events. we've shown it time and time again. >> officials say no specific or credible threat. but close to 6,000 officers will be in times square. just in case. some in uniform, some undercover. knife ers will be on rooftops, garbage cans removed, manhole covers sealed shut, and radiation detectors deployed. >> well, the capability on the threat analysis beforehand, as well as the capability to respond very quickly, we believe we are as prepared as anybody can be. >> spectators will be searched once in place, revelers cannot get outside of these pens, and no back packs or large bags are allowed. tell me why you're here? >> i'm here because it is my birthday. as soon as the ball drops at midnight. >> those showing up early aren't worried. they're excited for a good time. preparations for that have been underway too. organizers have already tested confetti, and the fall had its test run, and ready for its

midnight descent. and that was jamie uke is reporting. fun isn't over after the fireworks tonight. the party keeps ongoing into tomorrow. that is when the feathers will be flying in philadelphia for the 116th annual mummers day parade. "eyewitness news" reporter jan carabeo has a preview. >> again, for the 116th year in philadelphia, the mummers are just about ready to strut down broad street. here at the convention center in center city, the fancy brigades, busy putting the final touches on ex travel grant routines, making sure the moves are just right. across the city in south philly, one of the city's oldest string bands is getting in tune. the 64-member woodland string bands, down for one last dress rehearsal, the sequins shimmering, and giant float, ready to entertainment. >> and while the mummers parade is more than a century's old tradition on new years day, leading the 2016 parade will be some new faces

hottest gifts, the hoverboard, hearing a lot about this, because ten year old eel yays johnson's christmas gift exploded and burned right before his family's eyes. now the family put the fire out, and called the fire department of course. but flames are already charred the floor. investigators say the fire started where the batteries are inside the hoverboard. new york fire commissioner says the department is looking at the safety of the devices along with other authorities across the country. >> all right, still ahead on "eyewitness news", there is a million dollar powerball, and the win is her right here in our area. get your tickets ready, because we'll have the numbers coming up. how about a million dollars forecast? how does that sound, katie? >> yes, if you're paying for it, that's cool with me. actually looking ahead, nicole, to pretty tame beginning to the new year. it will be seasonable, it will be calm, and hey, it will actually be sunny for a change, too. we'll have all of the details for your new years eve, fireworks displays and the mummers day parade all coming up on the other side.

the republicans in harrisburg were fighting each other over the state budget. that's right. each other. the republican state senate passed a responsible budget that "begins" to fund education but the republican house of representatives has insisted on a budget that fails to fund education and balloons the deficit. call your legislator, tell them to pass a budget that's right for pennsylvania.

welcome back, somber new years eve in parts of the midwest, deadly flood waters continue to rise there. at least 20 people have died so far. marlie hall with the latest on the flood watch from the city of arnold, missouri. >> rivers are rising to record levels in the midwest. washing away homes, drowning bridges, and forcing daring rescues. the merry mack and mississippi rivers roast to higher levels than they've ever seen. shedding -- shutting down interstate 55 south of st. louis, and other major highways bringing travel to less than a crawl. >> there is no where you can

go. you know, i mean, it is water. but, you know, if there is enough of it, you can't do anything. >> today the merry mack river has crested at a record level in some sections. but the good news is shored you have levies seem to be holding. towns, like arnold, have been under siege. volunteers have helped residents put down sandbags, but flood waters have still made their way into homes. john thomas says he won't evacuate despite the threat of rising waters. >> they've come by last night and told me to leave. >> why didn't you? >> i got two boats. i said my boats was better than their boats, i can always get out. >> township officials worry the flooding has destroyed up to 150 homes. if not more. marlie hall, cbs news, arnold, missouri. such a an unfortunate situation there. feel so badly for those people. >> absolutely, and and it is record flooding, too. just sounds like it won't let up either. here at home, very dry, nice night shaping up for few years

going on there if that's your thing, really, really fun time for the kids, too. but, let's go to another camera shot here. we take you out to the live neighborhood network, outside we go to palmyra cove nature park, well across the river you can at least make out the city sky scape. still some clouds, but little bit brighter than it was yesterday, this same time, and promises to get brighter and brighter as the days progress here with high pressure settling in. another place where we still have at least little bit of cloud cover is out at the boardwalk plaza in rehoboth. early this morning if you were up dark and earl which us on "eyewitness news" we had some damp boards. those have since had a chance to dry out. so, definitely, looking at just quieter conditions here, granted even though there are still some clouds out there, you can see how they're trying to break apart little bit here as this latest front continues to basically just get swept away. so with high pressure, now regaining control, yes, it is going to ends up being a cooler start to the beginning of the new year. but, for the early, first week here, in january, it just is a dose of reality. it is back to where it really should be for these

temperatures that you'll see in the seven day, are a lot closer to where they actually belong for a change. but we've been awfully spoiled, not just this past month, but several of recent months, meanwhile, as we take you out to temperatures one more time, we're into the low 50's at the moment, out at philadelphia international airport, down through the southern new jersey reason on, dover delaware checks in at 50 yeast, not really going to tack too much more onto the high. hovering up fourth's generally throughout the entire morning, and now as we hit the afternoon, not too much more movement here. and that's thousand will stay. but you can also see why. the cooler air starting to overtake us, and that's why you sort of get that balancing act going on, despite the sun being up, when you typically see the temperatures continue to climb with the cool air catching up to it, that's why you're staying kind of level. talking fireworks, shall we? 6:00 p.m. probably about 45 degrees. by the stroke of midnight, probably closer to 40, not terrible. cold, i'll get give that you, but where we should be. not exceptionally cold. how about the mummers parade? not bad. step-off nine, ten, sunshine

the story of abby rose, delaware county spca longest homeless shelter resident. last month i told you about the spca effort to find abby a forever home. well, she was in their facilities for christmas, christmas eve, christmas, but will not be therefore few years, take a look at the video from the spca, abby roseanne her new family are leaving the shelter for good. it is a new year, and new home for this really, really sweet pitbull. and i'm just so happen that i she is saying good-bye to the shelter and hello to a new family. >> so, so true. >> my hat off to those, and those at the spca they do such an amazing job. >> they're incredible. >> they have a real heart for it. >> absolutely. >> thanks for what you do. that's "eyewitness news" at noon, i'm nicole brewer, for katie all every us here, thanks for watching.
