weather for the holidays, it is coming at us late but for the work week, it is here, it is january, so do you have expect it at some point. talking temperatures coldest air of the winter season, not record breaking cold, but, you know, in the 30's, that's big difference from what we were dealing with, that really comes in tomorrow. enjoy today. it is cold start. check it out. freezing at the airport, 24, up in allentown, and reading, 27 in millville, this hour, suburbs kind of the same deal. get outside the city temperatures really drop down. lower 20's this hour in quakertown, so there will be a lot of frost out there with the light wind. so scraping your car if it was outside through the overnight. winds, there you go, less than 10 miles per hour, at least we don't have nasty windchills to deal with this morning, this is where it feels like on exposed skin, low mid 20's, yes, cold, throw on the heavier coat. storm scan3, nice and dry, nice travel day coming off the holiday weekend. so through the morning, temperatures climbing to the 30's, by noontime already talking mid 40's, the sunshine

continues for this afternoon, with a high of 47 gore philadelphia, so that's above average. upper 40's at the shore. mid 30's poconos, then tonight get the arctic cold front in here with true arctic air coming at us, start of the work week, we time out that, i'll let you know how cold it gets in the forecast, rahel, over to you. >> i guess we had to know cold weather was coming back, thank you. driving on the turnpike this morning it will be little more expensive. justin fin itch live in plymouth meeting where the blue route, east-west turnpike meet. good morning, justin. >> reporter: good morning, this is an across the board toll increase for all pa turnpike drivers, how much, e-zpass drivers, save as much as 35%, because the most common toll increase for passengers cars with e-zpass will go up from 1009 to 116. cash payers from 170 to 180. and that tolls dif end shale rolls back in 2007 when the difference between e-zpass and

cash rates just 7%, of course it has risen since. toll hikes began in 200 the to -- 2009. the new rates will help cover state mandated payments to penndot for road and mass transit project, including widening, rebuilding of the 550-mile system that turned 75 back in october. turnpike spokesman called, tells our kyq news radio, drivers will notice other changes today. >> customers westbound, new main line toll plaza, the start and end of the turnpike ticket system called the neshaminy falls toll plaza, and it is a mile or so on the east side of the bensalem exit. also lifting the tolls at the delaware valley interchange which connects the turnpike to route 13. >> and, another note, the pennsylvania turnpike is going cash less starting today, at the delaware river bridge. rahel, back over to you.

news". well, for many, the mummers parade was a fun-filled and familiar philadelphia tradition, but mayor-elect jim kenney and parade organizers are condemning some of the performances. in this video see mummers painted their face brown to portray mexicans. also a group that some called trans phobic, as they mocked transgender activist caitlin jenner. kenny tweeted quote our trans citizens do not deserve this type of sat tire to insult. >> homophobe ya at this year's parade. this video caught one member of a mummers club yelling anti-gay slurs while marching. >> the leaders of the mummer group that this man belonged to released a statement saying they, quote, condemn the hateful speech spoken by person marching with finnegan on new year's day. the man you saw on the video has been banned from the mummers club, will not be allowed to march with any other club san not considered

a mummer any more. >> a new jersey woman is facing charges after she allegedly jumped into someone else's car and hit several other vehicles at atlantic city casino. eyewitness video shows the incident and the no, ma'am that security pull her out of the car. police say 39 year old joanna costas was drunk early new years day at the tropicana hotel and casino. she allegedly end he erred unoccupied vehicle waiting in a vallet to be parked, then she reportedly hit the other cars while trying to drive away. she now faces several charges, including dui. >> well, the powerball jackpot now stands at an estimated $400 million. that's a lot of zero's. no jackpot winners in last night's drawing, but, you still could have won a smaller prize, so check your numbers. last night's numbers are: one ticket in pennsylvania matched all five numbers and the power play, so that lucky person gets $2 million. the next drawing for

back on "eyewitness news", it was neighborhood prank gone wrong. teenager in the hospital after he was shot during a game of dingdong ditch. cbs news correspondent marlie hall has the details. coal peyton started 2016 in a hospital bed. police chief steven lem g sees the 14 year old was shot while pulling a neighborhood prank. >> we have had some reports of some kids running around the neighborhood, ringing doorbell, and running. >> at about 1:30 on new years day, authorities got a call involving peyton and two friends. >> the homeowner felt that they were trying to break-in and so he fired shots at him, struck him twice. >> police say they found peyton on the shooter's front porch struck in the arm and stomach. samantha perry is a neighbor. >> and that's just kids being kids right there. i don't think there should have been anything like that involved.

>> police say peyton and his friends with unarmed and did not try to break into the house. oklahoma stands your ground law a use the -- allows deadly force only if force of imminent per he will. >> the district attorney has to decide if the homeowner used deadly force. >> coal peyton, is football player, wrestler, honor student, remains in the hospital in stable condition. marlie hall, cbs-3, "eyewitness news". well, three people were hurt and at least 50 homes damaged when house exploded in oklahoma city. fire investigators say the scene looked like a tornado with debris field spanning about 200 yards, and oklahoma natural gas crew was reportedly working on the home when a fire started near the gas meter. a man who was inside the home was thrown from his bed but fortunately escaped with just minor burns. eight homes in the neighborhood were evacuated. two other people were taken to the hospital with difficulty breathing. >> water from the mississippi

river is now starting to recede after record flooding leaves at least two dozen people dead. correspondent david begnaud reports, the fire mayor -- nightmare is far from over for many across the midwest. >> the mississippi river is hitting record high levels in the state of missouri. but the giant flood wall that protect the city of cape girardo is rising, outside the wall, much different story. low-lying areas, the watt kerr not be stopped. >> as cape girardo ever seen nearly 50 feet of water? >> no, this is the most we've ever seen. >> we took a ride with public works director steven cook and found vehicles nearly submerged. water street took on whole new meaning this this neighborhood where homes and businesses have succombed to the water. >> cape girardo devastated by the so-called great flood of 1993. afterward, most people living in the flood prone area like the one right behind me, they decided to take a government buy-out and get out of this area. those who stayed have now seen the water rise higher than it

did in 93. >> this is one of the worse. >> on the other side of the mississippi river, illinois governor bruce router said hundreds of homes in his state are under water. urging people in voluntary evacuation to not take any chances and leave. a flood in the winter, which is obviously very rare, very different than a summer flood when it is 08 degrees outside, because hypothermia is a bigotries being. we've got folks here waiting around the homes in knee-deep water. >> flood water continues to recede in st. louis, and major roadways are open again. but the high water is now headed south and people in that area are getting ready. david begnaud, cbs-3, "eyewitness news". >> justin, tough images there. your heart certainly goes out to all of those families. luckily nothing like that here. >> yes, we will stay nice and quiet a lot of sunshine if the forecast next several days. now talking about typical winter like conditions, first true arctic air coming at us. look at that, already complaining. haven't even had it yet. that's what we do around here. never happy. i know some winter weather

right now. will take it time to get here. but comes to our region tonight. so we're dry out of ahead of the front, brief surge of miler air today as temperatures surge into the upper 40's. then, tonight, tomorrow morning, arctic front comes through, bridges in the core of the coldest air, high temperatures going to be running five to even 10 degrees below average, both monday and tuesday, that bridges our high temperatures into the 30's, average highs this time of year is 41 degrees. soap, for this afternoon, looks good, again, snow showers across up-state new york. we will be in the sunshine ahead of the front. here comes the front, comes through dry, maybe get flurry up into the poconos, late tonight into tomorrow. just kick up the wind behind this front. north winds takes over monday, you will feel the difference by the time you wake up, windchill values will be down into the teens and 20's, at times, during the day, both monday and tuesday. nice and dry though, this high pressure area sits over us for tuesday, full sunshine, still locks in the cold air, then cold air starts to lift out for wednesday. soap, for today, look at that, mid and upper 40's for the warm spot for highs this

afternoon, gets colder tonight, waking up tomorrow morning, back to reality, work and school, going to be the 20's to 30 degrees for a lot of the locations, highs struggle to make it into the mid 30's monday afternoon. that's not even factoring in the winds. winds today, sustained out of the west, coming in about ten to 15 miles per hour. then they start to switch out of the north tonight, and for monday. these are sustained winds, 15 to 20 miles per hour, we'll have gusts maybe to 25 to near 30. this is what it will feel like. this evening, those windchill values start to drop. this is 8:00 tonight. it will feel like mid 20's on exposed skin in a lot of locations, tomorrow morning dress warm, break out the gloves, feeling like teens in many locations outside the city, and windchill values through the day monday into the 20's, zocore of the coldest air starts to move in for monday and tuesday, as jet stream drives dot, so brief shot of arctic air. then talking about highs back to the 40's for the rest of the week. today is pleasant, sunshine, breezy, 47 degrees. tonight we drop to 28 for the city, colder in the suburbs, here is the extended forecast,

but it is what they found after giving him a shave that is truly disturbing. >> you can see just little wounds all over. >> the kitten is covered with bite marks. some fresh, other partially healed. doctors here think smurf may have been used as a living chew toy for someone's dog. >> there is something obviously something that goes wrong with some people that they would be willing to hurt a baby. >> but there are 400 cats here, all with a difficult story. most of them dumped or abandoned as babies, by people too irresponsible to get their pets spade or neutered. >> you get kind of callous to the idea that there is, you know, just a dime a dozen. >> and yet, somehow, they remain loyal to us. the staff hearsays despite all smurf has been through, all he wants to do is curl up in someone's arms. >> once he realized that we were the good guys, and we

terribly warm, not talking record highs, but we get back to the upper 40's, it is cold right now, a loft locations below freezing at this hour, airport like yesterday sitting at freezing, 27 in wilmington and trenton, mid 20's up in berks county, lehigh valley, again, same deal out in the suburb, wind pretty much call. 5 miles per hour or less, little windchill out here, this is what it does feel like on exposed skin. low to mid 20's, so throw the gloves on if you are headed out early this morning, storm scan3, nice and quiet. we will be seeing a loft sunshine today. that will help warm the temperatures up pretty rapidly. so in the 20's, 30's, this morning, but into the afternoon, mid and upper 40's for the afternoon temperatures. so back above average today high of 47 degrees, 48 at the shore, mid 30's in the poconos, but change happens tonight and tomorrow. check it out. we get our first true surge of arctic air it of the season into the region, forecast high monday, 36 degrees, that will be the coldest day since march 6th of 2015. i'll talk about how long the cold snap lasts coming up in the seven day forecast in a few more minutes, rahel, over

to you. >> justin, thank you. time to break out the hats and gloves. well, drivers hitting the road in pennsylvania will find tolls on the turnpike more expensive starting today. our justin finch is live at the east-west turnpike and the blue route in plymouth meeting with what that means for travelers. justin, good morning. >> reporter: good morning,, no matter how you look at it turnpike tolls will going up for drivers. you will save a bit if you have e-zpass, that's because they stand to save as much as 35%. those passengers will with their e-zpasses, their rates rising 1.90 cash payers pay more than dollar 70 to dollar 806789 why the hike? toll likes rolled out in 2009 to cover the turnpike commission's operational costs. the new rates will also help cover state mandated payments to penndot for road and mass transit project. that includes the widening and rebuilding of the 75 year old 550-mile system. we are speaking to our partner

the philadelphia new mayor and police commissioner set to take office. the outgoing commissioner tweeted thanks to the city. he says, thank you philly police officers, and all philadelphians it, has been a pleasure serving as commissioner. hashtag unforgettable. ramsey came out of retirement to become philadelphia police commissioner in january 2008. he is being succeeded by former deputy commissioner richard rot on january 7th. incoming mayor jim kenney takes over monday. new mayor says poverty in the city is his top priority. kenny says he also wants to improve the relationship with the city's african-american community, and reduce jail over-crowding. our jessica dean will have one-on-one interview, with the city's 99th mayor, jim kenney tonight, on "eyewitness news" at 11:00. >> hacking group taking credit for taking down president trump's campaign website. site down for about an hour saturday, from 11:00 a.m. to noon. group called new world hacking, which claims to focus

police say the alleged shooter seen here on surveillance is israeli arab. his father called police after seeing surveillance video of the shooting on tv, and told them it was his son. he reportedly has a psychological disorder, and may be without medication. >> two people were killed, and at least seven wounded in the shooting, the suspect is still on the loose. saudi arabia decision to execute 47 prisoners including influence shale muslim cleric prompted outrage around the wormedment last night protesters in iran ransacked the saudi embasy retaliation. jonathan reports from london. including prominent cleric, but the charismatic religious leader known at his follower as pea full reformist who opposed violence. news of the death sparked wave of protest around the region.

>> new laws took effect this weekend. kris van cleave has what to watch for in 2016. >> in texas, new open carry law allows people with concealed weapon permits to wear a holster gun in most public places. >> it is going to be a learning process. it will be some grew pains here at the beginning, i'm sure there will be some people that will take startled possibly by the site of someone caring openly. >> this as california tightens its gun laws. banning firearms in or around tools even for holders of concealed weapon permits, bb and pellet guns sold in the golden state will have to be a bright color like pink to make sure they are not real. in hawaii, new signs posted warning of first in the nation law, raising the legal smoking age from 18 to 21.

philadelphia, mid 20's up into the lehigh valley and berks county also interior south jersey cold spot coming in at 26 degrees. there is the cold arctic air. still out across the midwest. des moines, 20 degrees, 23 in chicago, that gets here through the overnight hours, and set unless our region for monday, and tuesday. we're in the clear right now, a lot of sunshine today, arctic front still well to the north and west. that's where all of the snow showers are breaking out across southern canada. so that will move through tonight. front comes through dry. but just ushers in the colder air. so winds will start to switch out of the northwest tonight. feel the difference by early tomorrow morning. we are talking about high temperatures returning, five to even 10 degrees below average, both on monday and tuesday, so this is the first true arctic air, we've seen so far this season. not much happening on our future weather model. again there is front comes through dry, maybe few clouds, perhaps maybe stray flurry up in the poconos, that's about it, monday, back to sunshine, again, some gusty winds will make it just feel cold, when you factor in the wind. all right, wind direction right now, and today, out of the west to southwest,

actually bumps the temperatures up little bit. but notice the winds arrows, start to switch direction overnight out of the northwest and more northerly through the day on monday. that just pumps in that colder air from canada and here we go. temperatures today, back into the mid and even upper 40's for this afternoon. it gets cold tonight, monday morning, waking up with temperatures even in the upper 20's, around the city. so this will be the cold egg morning we've had all winter long. again this will be windy, as women. stowe will feel a lot colder when you factor in the wind. temperatures struggle to get back to the mid 30's, for the afternoon highs on monday. so how long is this trend going to last? well, we have the hit of colds air coming in the next couple of days, indicated by the blue here, watch what happens. out of here. by next weekend we get some milder air returning, talking about highs back in the upper 40's, maybe 50, but then right back at it, next week. this is january 13th, another shot of some arctic air moves back n looks like pattern has changed up little bit. every now and then get some shots of colder air moving in.

other impostures try to convince that you they're with tech support, or claim you have been award add grant. >> the top scams all involve impostures, people pretend to go either be someone that you know and trust, or someone that you're afraid of. >> the scams have something else in common. the criminal wants money up front. farther michael ortiz received this phony sweepstakes letter claiming he had to pay attacks to receive his prize. >> hook, line and singer i fell. >> and the scam artist want untraceable form of payment payment. >> one of the red flags, if someone requesting you pay bee prepaid debit card, wire transfer, or gift card, you should be war. >> i experts say if someone is demanding money or if the offer sounds too good to be true, it is likely a scam. now, as i've said many times before, irs will never, ever call you demanding payment for back taxes. so if you get a call like that, hang up. and up from get a check in the mail, clam g that you have won a prize, but they want you to cash the check and send back the money, that is a scam, too. so don't do it.
