it is cold this morning, but it is actually going to turn out to be nice afternoon. here we go, mid 20's in cold spots, a loft frost out there, reading, allentown at 24 degrees. twenty-seven wilmington. thirty-two dover, delaware. just outside the city, check out the suburbs, 23 in quakertown, mt. holly, checks in at 24 degrees. and like yesterday, winds pretty much calm out of the west to southwest. 5 miles per hour or less. so, the windchill values really aren't that bad. so this is what it does actually feel like. philadelphia 27 degrees, lower 20's, wilmington, and mid 20's down in millville. so you throw on the heavier coat. do have clear skies. a loft sunshine through the rest of today. temperatures respond pretty rapidly. so we're in the 20's right now. by 99:00 mid and upper 30s for most locations by noontime already mid four east, afternoon temperatures will be above average. forty-one where we should be but we make it to 47 today. forty-eight at the shore. thirty-five in the poconos, and then it is tomorrow, we start to bring in the colder air. talk about how cold it gets, how long it sticks around coming up in a few more

minutes. rahel, back to you. >> justin, thanks a lot. drivers who take the pennsylvania turnpike will pay more for the trip beginning today. our justin finch is live near the turnpike and the blue route with more on today's toll increase. good morning, justin. >> good morning, just in time for the new year, the pennsylvania turnpike commission has rolled out this toll hike, and everyone is paying more passenger cars with e-zpass set to save 35% compared to cash customers. e-zpass holders 1.09 toll rides to 1.16. cash payers now pay 1.80, up from 1.70 last year. the new rates will go right to work to help the turnpike commission cover operational costs, and pay some bills, which includes the state mandated payments to penndot for roadway and mass transit improvement. among them, the widening and rebuilding of the 550-mile system, that turned 75 in october. now, work is underway to expand part of the turnpike to

four lanes. speak to go our partners at "kyw news radio", turnpike spokesman tells drivers that they will also see other improvements. >> customers proceeding westbound end counter what we call new main line toll plaza. that will be the start and end of the turnpike ticket system, that's going to be call the neshaminy falls toll plaza, mile or so on the east side of the bensalem exit. we are also lifting the tolls at the delaware valley interchange, which connected the turnpike to route 13. >> toll hike again, now in place this morning, going up for e-zpass holders as well as cash pay. turnpike is also going to go past starting today at the delaware river bridge, if you do not have e-zpass, you can't expect toll by plate when you pass that area. live at the plymouth tolls, justin finch, cbs-3, "eyewitness news". >> justin, thanks a l new this morning, police are investigating a homicide in the kensington neighborhood of philadelphia. it happened around 4:00 this

morning, in the 2100 block of amber street. one man was shot and killed. no word yet on suspect. >> and, autopsy is set for tomorrow, for the five year old boy found in a canal in allentown. as our greg argos shows us, the boy with autism wandered away from new years eve party thursday night. >> then i showed them a light, so we can follow the light, began to heaven, you know, with the angels. >> dozens of the allentown commie at this gather at light that path for five year old jahlil investigate a bass at this time that. >> everyone knows the child in some way or another. >> his body recovered in the lehigh river. some 8 feet from it banks. >> this is a sad conclusion to the search. it is a sad day for our city. but, as always, the city pulled together. >> allentown police department chief says the five year old autistic boy wandered away from new years eve party around 10:30 thursday night wearing no shoes, no jacket, but caring his favorite red tablet.

hundreds of police searching in the air, on the ground, and in the water for the five year old. as volunteers came from all over pennsylvania, to assist. >> i came all the way from least port pa. >> george keller on the banks of the river saturday. when he spotted something shiny. >> i went in, up to about my chest, and it was a tablet. we pick it up. brought it up to the truck. called 9911. >> police then corded off the area. >> the allentown fire department dive team at that point in time recovered the body of five year old. >> ricardo gonzalez, like so many others in allentown who searched. >> everybody stopped what they were doing and went to search for the child. >> said he is glad the finally can begin the long and painful grieving process. chief of the allentown police department says this does appear to be a tragic accident. so his department is going to open up a full investigation into his death. as for the coroner, he tells us, autopsy scheduled 8:00 a.m. monday.

reporting here in allentown, greg argos, cbs-3, "eyewitness news". for many, the mummers parade was the fun filled and familiar philadelphia tradition. but mayor-elect jim kenney and parade organizers are condemning some of the performances, and this video, you can see, mummers painted their face brown to portray mexicans. there was also a group that some called trans phobic, as they mock transgender activist caitlin jenner. kenny tweeted quote our trans citizens do not de is her of this type of satire or insult. >> also, report of homophobe ya at this year's parade. >> this video caught one member of a mummers club yelling anti-gay slurs while marching. the leader of the mummer group that this man belonged to released a statement saying they quote condemned the hateful speech spoken by a person marching finnegan on new years day. the man you saw on the video

has been banned from the mummers club, will not be allowed to march with any other club and not considered a mummer any more. >> new jersey woman facing charges after she allegedly jumped into someone else's car, and hit several other vehicles, at atlantic city casino. showing the incident the moment the security pulled her out of the car. thirty-nine year old joanna costas was drunk early new years day at the tropicana hotel and casino. she allegedly entered an unoccupied vehicle, that was waiting in the vallet lane, to be parked, then hit the other cars while trying to drive away. she now faces several charges including dui. >> the powerball jackpot now stands at estimated $400 million. there are no jackpot winners in last night's drawing. but you still could have won a smaller prize, check your numbers. last night's numbers are: five, six, 15, 29, 42. powerball number is ten. at least one ticket in pennsylvania matched all five numbers and the power play. that lucky person gets

>> three people hurt, 50 homes damaged when house explode in the oklahoma city. fire investigators say the scene looked like a tornado, debris field spanning 200 yards, oklahoma natural gas crew was reportedly working on the home, man inside the home was thrown from his bed, but, did escape with minor burns. eight homes in the neighborhood were evacuated, and two other people were taken to the hospital with difficulty breathing.

>> record flooding leaves at least two dozen people dead. correspondent david begnaud reports the nightmare is far from over, for many across the midwest. >> the mississippi river is hitting record high levels in the state of missouri. but the giant flood wall that protect the city of cape girardo is holding. outside that wall, it is a much different story. in low-lying areas, the water cannot be stopped. >> as cape girardo ever seen 50 feet of water? >> no, this is the most we've ever seen. >> we took ride with public works director steven cook, and found vehicles nearly submerged. water street took on whole new meaning in this neighborhood where homes and businesses have succumb to the water. cape girardo devastated by the so-called great flood of 1993. afterward most people living in the flown prone area like the one behind me, decided to take a government buy out. those who stayed have now seen the water rise higher than it did in 93.

now. we have the clear skies, good visibility, with that cold dry air in place, 33 degrees, at the palmyra cove nature park in new jersey, light winds out of the south, 2 miles per hour, so again, you can see the skyline right there. a lot of sunshine in our forecast today. so today, probably the warmest out of the next several days with temperatures returning above average, upper 40's, so pleasant finish to the weekends, arctic blast arrives for monday, tuesday, talking highs good 10 degrees below average. overall dry stretch of weather. so if you like sunshine also will like this forecast, here are the numbers right now, city at 33 degrees, the airport, 27, wilmington, mid 20's, allentown and red being. now the colder air still well to the north and west, go into southern canada it find the arctic front. it is 25 in chicago, 20 in des moines. that cold air will be tracking eastward 12 to 24 hours. dry, nice and quiet storm scan3, great news to see if you have travel plans today, maybe friends, family, getting out of town, the skies, roadways, looks good across

the mid-atlantic and northeast, just snow showers coming off the lakes. that's the arctic front that we will be pushing so ward. out ahead of it today. so somewhat mild. the front comes through early tomorrow morning. colter air rushes in. for the daytime high, we should be low 40's, we will struggle to make it to the mid 30's, both monday and tuesday. so, dry today, mostly sunny conditions through the afternoon, here comes the front through tonight. should come through dry, few clouds, about it, back to sunshine for monday, just northerly wind overtake the region, brinking in colder air, high pressure which we've seen a lot over the past several weeks with the dry conditions, right on top of us for tuesday, just locks in the cold air for about one more day. so today, mid upper 40's, for the afternoon temperatures, not bad sunday at all, tonight it does get cold. so back to work and school monday morning, throw on the heavier coat. look at that, a lot of 20's, below freezing in all of the locations across the region, then for monday afternoon,

look at the temperature struggle to get back into the mid 30's, with the rush of cold air. factor in the win, wind values drop upper 20's, tomorrow morning in the teens to about 20 degrees. and that wind continues on monday, so windchill values through the day monday, teens, low 20's. so what's going to happen over the next ten days or so? let's check out the trend. so finally winter. we have this cold shot of air indicated in the blue here. moving into our region for the next few days, but short lived. kicks on out of here. by next weekend milder air moves in. not record warmth. but then we see another shot of colder air coming in. january 13th, the middle of next week. so now kind of in the pattern, wherever few days could get some hit of colder air. forty-seven for the high today. above average. tonight, cold, 28, partly cloudy skies. then the extended forecast, still a lot of sunshine through the rest of the week. mid 30's, monday, tuesday, tuesday morning, that's the coldest morning, 20 for the sit, teens in the suburbs, it will feel like single digits. next chance for rain, hold off

until late friday into saturday. rahel, back to you. >> justin, thanks a l right now 8:19. time to check on those roads. let's go over to ann evans at the cbs-3 traffic center. good morning, ann. >> good morning, rahel. it is busy travel day today. folks head home from the holidays, this is i-95, philadelphia international airport, southbound lanes coming toward us, i-95 there is stretch; busy today. if upheld dollars to the airport to drop someone off or picking someone up today, it will be a busy ride. but so far no major delays or problems. moving the traffic cam here to the ben franklin bridge mid-span, the ben franklin is in good shape. as well as the other area bridges. and if you are taking the ben franklin bridge to the atlantic city expressway westbound, we had accident right at the international airport there. but since cleared. and we're good to go. moving the traffic cam one more time, this is mid-county tolls of the pa turnpike, headed to the poconos, take advantage of the man-made snow up there, and the colder temperatures, you shouldn't have any delays so far on the pa turnpike or the northeast

wounds all over. >> the kitten is covered with bite marks. some fresh, others partially healed. doctors here think smurf may have been used as a living chew toy for someone's dog. >> there is something obviously something that goes wrong with some people that they would be willing to hurt a baby. >> but there are 400 cats here, all with a difficult story. most of them dumped or abandoned as babies, by people too irresponsible to get their pets spade or neutered. >> you get kind of callous to the idea that there are just a dime a dozen. >> and yet somehow they remain loyal to us. the staff hearsays despite all smurf has been through, all he want to do is curl up in someone's arms. >> once he realized that we were the good guys, and we were making him feel better, he just almost like he's forgotten what has happened to

>> today is sunday, january 3rd, 2016. good morning, i'm rahel solomon in for nicole brewer. justin dray brick out on the skydeck with eyewitness weather, justin, chilly work week forecast? >> that's right. it is cold outside right now, get used to it, it will be colder the next few days, winter weather lovers you will love this forecast coming up specially on monday and tuesday. now, here we are waking up sunshine right now, but temperatures cold, just agree above freezing at the airport, but, all the suburbs below freeze this hour. just outside the city 24, up in allentown, reading, 27 in wilmington, 29 in trenton. and, palmyra new jersey still at 30 degrees, 26 in doylestown, a lot of frost as well, you will be scraping this morning. winds pretty much calm to about 5 miles per hour out of

turnpike commission is ringing in the new year with new tolls, that will leave all drivers digging deeper, in to their wallets this new year. but, some relief though for passenger cars with e-zpass, set to save at much as 35% compared to cash customers. so, e-zpass holders now pay dollar 16, from dollar nine. cash payers now pay dollar 80 up from 170 last year. these toll hikes began back in 209 to cover the turnpike commission operational costs, new rates will go right to work we hear, to help the commission cover operational costs and pay some bills, which include state mandated payments to penndot for roadway, and mass transit i am profit, which also includes the widening and rebuilding of the 550-mile system, that turned 75 back in october. to about four lanes, the turnpike spokesman tells or partners at "kyw news radio", that the new year will also bring some other new

improvement. >> new main line toll plaza, the start and end of the turnpike ticket system that's going to be called the neshaminy falls toll plaza. and it is a mile or so. >> lifting tolls at the delaware valley interchange which connects the turnpike to route 13. >> so some changes of note this new year, perhaps see on the plaza, have signs that say new toll rates, starting january 3rd, which is today. going cash less at the delaware river bridge, so cash customers there will be told by your plate. as for how long the rates will continue to go up, we understanded, rahel, the next couple of decades, actually, so it is about 2044. the rates will rise between three and 6%.
