>> this is cbs-3 "eyewitness news". good morning, the cold weather is finally here. hey, we have some proof for you. live picture of our poconos camera, jack frost, big boulder, they are finally making some snow. skiers and snow boarders rejoice. find out just how cold it will get over the next few days. >> also, philadelphia says good-bye to mayor michael nutter and welcomes new mayor, jim kenney today. and, kenny already has some pretty big plans for the city of brotherly love. >> and, president obama gets back to work today and he has gun control on his agenda. what he wants changed and how he plans to accomplish it. good morning, it is monday, january 4th, i'm erika von tiehl. we check in with justin and meisha with the latest on the

forecast. finally feeling snow. finally feels cold. >> one of my new new years resolutions, good morning, happy monday to you. roads looking good. justin, looking nice and dry this morning. so i am hoping that this will stay. what's in store for us? >> yes, just locked into dry weather pattern, we will deal with some cold air. snow is our first arctic air mass of the season. take some time to get here. you know it had to happen at some point. winter weather love respect, this is for you. check it out. the conditions pretty much typical this morning. we're in the 20's through low 30's, that's not out of ordinary, but this afternoon you're not going to see the numbers go up much from here. maybe three, 4 degrees or so, generally, mid 30's this afternoon, so that's way below average. thirty quakertown, 29 willow grove, 31 mt. holly. we can deal with that this morning, winds kicking up behind the arctic cold front coming on through, sustained out of the northwest 10 miles per hour, get gustier conditions into the afternoon, windchill values do feel like low 20's on exposed skin,

berks county, lehigh valley, 26 in philadelphia, numbers may come down even into the afternoon. have the gloves around this afternoon. few clouds rolling on through, you may even find few scattered flurries, through the morning, into the afternoon, that's about it, with this rush of cold air. look at the temperatures, kind of leveling off this morning, getting to up about 35 degrees by noontime, should be the daytime high temperature, forecast high 35 for philadelphia, 36 at the shore, only 21 up in the poconos, so, again, forecast today, 35 degrees, that would make it the coldest day since march 6th of 2015. so, just not used to this cold, but it is not record cold. we will talk about how long it lasts when i show you the seven day in a few minute, let's hit the road with meisha. >> good morning, thank you so much for that. no complaints here. i think it is due time, welcome back. outside good news the vine is open. in fact, open all morning long, that's great news, a loft you waiting until usually around 5:00 a.m. but it is all clear, looking good both eastbound, westbound, looking very quiet so far on this monday morning,

"eyewitness news" reporter justin fin itch joins us at city hall with the story for us, justin, good morning. >> reporter: good morning, what a day for the city of philadelphia. we are now days into a new

year. and now hours from installing a new mayor, who is a familiar face here, at city hall. jim kenney served for some two decades at the city councilman at large today, he is set to take the oath of office at about three and a half hours, from the campaign trail, to now, the councilman says that kenny has always been a fighter for all of philadelphia, not just some parts. he is looking forward, he says, to continue building ties between police and the public. and also, investing in public schools. he's also due to arrive at city hall here as mayor, at about 2:00 this afternoon, and sign his first executive orders, though he will be today's front and center face. kenny wants to focus on all of the city. >> this is not about me. this is not about jim kenney mayor. this is about us as a community, it is not what i am going to do, it is what i am going to do. for us to find out what we are going to talk, talk with each other, talk to each other, treat each other be respect, move the city forward.

i know we can do that. >> that move will begin today here at city hall after jim kenney takes the oath of office at the academy at 10:00 this morning. today will be who's who of national state and law lawmakers from governor tom wolf to city council as well as city commission. he will have a fundraiser for schools at about 5:00 today. the mayor will then go to what we're told will be a city style block party. there are no black tie gala's scheduled, erika, and he says that is by design. this will be a very jim kenney day here, in philadelphia. back over to you. >> all right, justin fin of for us, thank you. the inauguration ceremony taking place as justin mentioned, and kenny taking the oath at 11:00 a.m. watch it live right here on cbs-3. >> new this morning, a fire has damaged home in gloucester county. firefighters got that call just after 1:30 this morning to home on evergreen avenue in pitman. two people got out of the home. no word on any injuries. the flames were under control in about ten minutes.

the cause of the fire is under investigation. >> police intercept robbery in progress in the philadelphia hunting park neighborhood. officer on patrol witnessed an altercation with one man pulling out gun and shooting another. it happened shortly after 12:30 at broad and hunting park avenue. officers chase that suspect and caught him with the gun in his possession. >> turns out there were three victims on the highway, all being robbed by our shooter. and during the course of the robbery, the shooter fired three shots striking one of the three, robbery victims, in the wrist. >> the suspect is in custody pending charges. the victim is in the hospital listed in critical condition. investigators tell us that surveillance video may have also captured the robbery in progress. philadelphia police investigating triple shooting left one person kid in fairhill. investigators say, a gun battle near front and west wishart street started just before 6:00 sunday night. police say there were 20 shots

from two semiautomatic weapons, one of which was assault rifle. police have no motive, but they do have theory. think say the scene is known for street level drug sales. neighbor says that that may be what led to the shooting. >> the whole time, they just start trouble sometimes. it is really dangerous over there. >> forty-seven year old man is dead, two others were in critical condition, the other is 17. police say another wounded man who is in his 20's was wearing a bulletproof vest. president obama is getting back to work today after his hawaiian vacation. the president is beginning his final year in office with new action on gun control. he is meeting with u.s. attorney general lore eight lynch later on today. the president wants to expand backgrounds checks. but republicans are voicing their disapproval. >> right now they have plenty of rules and regulations and should be looking at mental health. we should build like

institutions for people hole are sick os. we have sickos all over the place. >> why don't you work on keeping weapons out of the hands of terrorists and lesson keeping hands out of -- on keeping guns out of the hands of americans. >> don't require approval from congress. >> the site of the san bernardino shooting rampage that left 14 people dead and 21 injured reopens today. there will be tighter security as the inland regional centers 600 employees return to work. the center has been closed since december 2nd when killer sigh add and his wife tashfeen malik started shooting rampage. both were killed late near shoot-out with police. >> right now, it is 4:38. if you are driving the pennsylvania turnpike today, expect to pay more. tolls are now 6% higher for both e-zpass and cash customers. however, e-zpass customers will still pay 35% less than those using cash. this is the eighth straight

>> the fbi has a stand-off refuge in oregon. armed mal airasia took over the mall here national wildlife refuge and burns saturday night. the group is protesting a decision by a federal judge to re sentence 73 year old dwight hammond and his son, steven. the ranch is working -- convicted of arson three years ago, served time. the judge ruled their

sentences weren't long enough. clearly, double jeopardy. already started their time. >> this refuge here is rightfully owned by the people. and we intends to use it. >> the hammond's are expected to report to jail later on today and could spend the next four years behind bars. the protesters, meanwhile, say they plan on staying at the refuge inch deaf lit. >> flood waters are receding along the mississippi river. many of its contributaries after historic and deadly flooding. at least ten people have been killed in illinois and at least 15 in missouri. hundreds of homes in both states were damaged. still some surrounded by cart. further south of army corpse of engineers is confident the 3500-mile levy stretching from missouri to the gulf of mexico will hold. so parts of the country have seen so much flooding. cold what seems to be what we are talking about this morning, finally feels like winter. >> just locked into dry weather patternment comes at little price with the cold

air. but it is january, supposed to be this cold. we're just not use to it, and i'm sure the complaints will start coming in, it is too cold. but it is january, we have to deal with t check it out. again, it is dry, that's good news, so driving today, should be no issues. we'll bat al lot of sun glare this morning, just clouds rolling on through right now, and they're broken, that's the arctic colds front starting to swing on through. that will will push in some of the cold air. again, may be a stray flurry from time to time in some locations. look at the temperatures, this isn't terribly cold. actually colder yesterday morning, we were dealing with low 20's in a lot of locations. we have breeze now, mixing up the air a little bit. so can't get the ream cold air to settle in at the surface, 32 palmyra, zoo here voorhees, and the temperatures may level off, may climb another degree or two into the afternoon that's about it. we are fighting colds air moving in from the north and wells. cold air coming through dry, maybe again the stray flurry,

but highs for the next couple of days, good five to 10 degrees below average. been a while since we've seen temperatures below average. entire month of december warmer than average every day. so, there is some of the moisture coming off the great lakes in the form of some lake effect snow showers over the mountains every western and central pennsylvania, again, some clouds around today, so call it partly sunny but still overall not a bad day as far as sky conditions go. breezy, high pressure system moves in from the southwest over the next 12-24 hours, again keeps us dry. a loft sun in the forecast. that's not going to help the temperatures whole lot for the next couple of days, even through wednesday, looking good with mainly sunny conditions. so, little breeze think morning, into the afternoon. so what's it really going to feel like when you factor in the winds? anywhere from about teens to 20 degrees. through the afternoon hours, then tonight, that winds continues, look at the windchill values, down into the single digits, in most locations, across the region, will feel like possibly minus ten to minus 15, up in the poconos, still single digit windchill values tomorrow.

today, 35 for the high. tonight 18 for the sit, colder in the suburbs, extended forecast a lot of sun, warms up by the ends of the week with rain late friday into saturday. >> at least we have the sun. eagles are off season is underway and the team could look pretty different the next time they take the field. birds play the giants at the meadowlands yesterday, and they looked pretty good too. demarco murray 54 touchdown on the eagles first possession, that's the longest touchdown run of murray's career. later in the game, walter thurman, deflected eli manning pass ran 83 yards for touchdown. eagles win the season finale 35 to 30. >> well, the birds will now clean out their lockers later today t could be the last time some of them see each other. quarterback position could be up for grand, sam bradford is a free agent. early in the season he struggled while recovering from his second knee surgery, but still ended the season with 3700 yards and 19 touchdowns. bradford also set franchise record for competition

>> er. >> today is inauguration day, mayor-elect is sworn in. we'll have live coverage as kenny takes the oath of office right here on cbs-3 at 11:00 a.m. meanwhile, president obama getting back to work today after his had a we answer vacation, his first action, taking up gun control. president plans on expanding backgrounds checks through executive actions. the fire marshall investigating the cause of this overnight fire at home in pitman, gloucester county. it happened just after 1:30 this morning on evergreen avenue. two people were inside the home at the time, but they did get out safely. no word yet on a cause of that fire. 4:49. time for check on money watch. money watch's jill wagner joins us from the new york stock exchange, jill, the first trading day of 2016. also hoping for better year than last year. traders included. lou things looking so far? >> so far, unfortunately, not so good. futures already pointing lower. that's because china stock market plunged 7% on that first day of trading for the

year. data showed manufacturing contracted for fifth straight month. trading in china actually was haltedment meanwhile, the dow and the s&p here in the u.s. had their first negative year in 2015 since the financial crisis. nasdaq, though, did manage to finish the year in positive territory. so hopefully today not a foreshadow whatever is to come in 2016. >> better 2016. also of course new year, a lot of americans, the time we think about our finances, right? what can you tell us? >> survey from alliance life finds thirds of americans are making financial resolutions for this year. so this includes creating emergency funds, paying off credit card debt and budgeting, expert say it is real important to have specific time oriented goals to better stay on track. that's definitely makes a loft sense. erika? >> we'll check back in a month, see how the gomes are many doggie a long, jill, thanks so much. >> exactly. >> hey how does this sound for finances in $400 million.

>> you want to find the big puffy coat. >> they had the gloves, too, dealing with windchills out here, first true arctic air mass, finally start today mover into the region. current temperatures not that bad. colder yesterday morning, but still upper 20's, low 30's, we have the winds to deal with, sustained out of the northwest, it is coming in at about 15 miles per hour in some locations. so the winds is what we have to battle all day long.

so windchill values right now teens to 20's, and it will stay like that throughout the day today even in the afternoon. we are going to see decent amount of sunshine, as you can see, storm scan3, just some broken clouds over the region, maybe passing flurry. that's about it. that is just the cold air that's rushing in from southern canada. so forecast high today 35 degrees, partly is under i skies, wind out of the northwest up to 20 miles per hour, very cold tonight. eighteen for the city. colder out in the suburbs, wind continues, so windchill values drop to the single digit tonight early tomorrow morning, so the core of the coldest air, set settles in tuesday, high of 33, even with the sun, short lived, though, each day gets little warmer starting wednesday. back into the mid and upper 40's by the end of the week. that's above average. staying drier, next storm holds off until late friday into saturday in the form of rain. meisha, a what's the latest on the roads? >> justin, the colds just an excuse to have hot cup of coffee. >> there go. >> roads ways looking dry, things looking up. so far so good, in 2016. good morning, everyone, taking a look outside. ninety-five at cottman looking

outside on the freezing skydeck. still no coat on. meisha inside keeping an eye on the roads. >> good morning, yes, kicking off a brand new year together thing looking so far so good. i have to say the roadways justin so far looking nice and dry. so, i think that's even exchange. taking a little bit colder, that's fine, but keeping it dry, super nice. how is it feeling out there? >> i'm with you on that, yes. just locked into the dry weather pattern, it is cold, dry, and when you get the air masses pretty much just stays dry. we see decent amount of sun today. just not going to help the temps out that much. might even get passing flurry in some spots. but when protected by the wind, where i am right now, not that bad. gets into the winds, feels pretty coldment check out current temperatures, to go terribly cold in the morning, it is 34 at the airport, 28 up in the lehigh valley, allentown, 19 mount pocono, where they are making snow up at the resort, good news, prime snow making conditions for the next several days. so skiers and riders you will love this forecast. suburbs same deal. upper 20s
