"eyewitness news" reporter walt hunter at the academy of music in center sit which more on today's swearing in ceremony. walt? >> reporter: erika, i'm live in the lib of the academy of music. what you see now in the vast crowd right behind me is the new mayor, james f kenny, the 99th mayor of philadelphia, headed out the door and on his way up broad street to city hall. he's going to be shaking hands, greeting people, very much in line with his idea of being a mayor of the people. this was the scene here, at the academy of music just within the last hour, as kenny was sworn in as mayor here in philadelphia. and the ceremony attended by 17 members of city council also being sworn in. here is a little bit of what the new mayor had to say after he became the new mayor. >> so to all of those philadelphians, all of the rest to have entrusted me with this great responsibility, thank you. thank you from the bottom of my heart. i promise to serve you, to be

cbs-3, "eyewitness news". >> all right, walt, thank you. as walt mentioned it was also inauguration day for members of philadelphia city council. council president darryl clark was among the 17 council members sworn in today. five of whom were newly elected members. michael nutter visited his alma matter st. joe's prep in north philadelphia in his final official official appearance as mayor. nutter delivered his farewell address to the student bod think morning. he has visited the schools in one of his first acts of mayor as when he was elect in the 2008 and then re-elected in 2012. now nutter is passing the keys to the city to former classmate and new mayor, jim kenney. >> the departing mayor has been succeeded by income willing mayor of a graduate of the same high school. and so for at least 12 years, and probably 16, this city will be led by a jesuit trained st. joseph's prep

oregon. >> at the occupied protesters are setting up camp and settling in for the long hall. leading the occupation, says, they are fighting back against the government's expansion of the over 100 year old federal wildlife refuge at the expense of local ranchers. >> there has been some tremendous abuses. they've used the courts to prosecute and to basically take the lands and resources away from the people. >> back in 2014, bundy's father, was embroider in the dispute with federal officials over grazing rights on federal land in nevada. that escalate intoed an armed confrontation. this group set up camp saturday, after a march in nearby town in support of two ranchers. dwight and his son steven were convicted of setting fires on federal lands in 2001, and served jail time. they say it wasn't arson, but

controlled burns to protect their property. in october, a judge added four more years to their sentence. >> seems like little over reach for having burned 127 acres. >> in a statement the hammond's attorney report they're not associated with bundy's group, saying neither hammond bundy nor anyone within his group or organization speak for the hammond family. but, protesters say they plan to stay put until all local ranchers re-claim land they allege was stolen by the us government years ago. john black stone, cbs news, burns, oregon. now, we want to get to that forecast that we've been spoiled with, this beautiful wet in december, now this arctic blast, just feeling cooler than it really should. let's check in with justin drabick, out on the skydeck for kate think noon. you real dow notice that chill when you walk outside. >> yes, just not used to it, the first true arctic thayer we've dealt with all season long, whole month of december has been above average.

now finally bringing in below average temperatures for the start of january, and if you're way from the winds, like i am, kind of sheltered by the north breeze it, doesn't feel too bad in the sun, sun's pretty strong, but it is down right cold. the air temperatures, upper 20's in the lehigh valley, berks county we're at freezing now at the airport in philadelphia, mid 30's in south jersey, and again, these are the actual air temperatures, not factoring in the winds, same deal, in the northwest suburbs, and also, mt. holly, new jersey, 31 degrees. here is the problem. it is the wind out of the north, sustained 15 to 20 miles per hour, so it is bringing the windchill values down to the teens to about 20 degrees in philadelphia. that's going to be the trends through the rest of this afternoon. the winds continues tonight. so once you value later single digits. quiet, sunshine mixed when clouds, maybe passing flurry. we'll struggle to get back up to the mid 30's in philadelphia, and at the shore, and only the low 20's in the poconos. so tonight, the real cold air comes in with the single digit windchills, we will talk about how long they last coming up in the full forecast in a few more minutes, erika, back to

you. >> justin, thank up. us stocks are opening 2016 on a down note. their decline comes after big drops in china and europe. we have a live picture for you right now of the big board the dow down 418 points. the dow fell almost 350 points half hour into the trading day. the nasdaq fell more than 100 points. in china trading was suspended when their index fell nearly 7%. we'll have today's closing numbers for you tonight on "eyewitness news" at 5:00. president obama is working on plans to takings on gun control without congress. the president meets attorney general loretta lynch in the oval office this afternoon to discuss what measures he'll take. correspondent mark albert reports from the white house. >> president obama is back from his hawaiian vacation, not wasting any time, using his executive powers, to push for new gun control measures. >> my new years resolution is to move forward on our unfinished business, as much as i can. >> the president is working on

details of the new policy, which reportedly will focus on closing loopholes, that allows small gun dealers to avoid performing backgrounds checks. and, making it more difficult for convicted domestic abuse tears buy firearms. the move is in response to the latest mass shooting where terrorists killed 14 people in san bernardino, with guns, that were legally purchased. we know we can't stop every act of violence. but what if we tried to stop even one? >> the president won't layout the details of his plan until later this week. but the move has already sparked criticism from republicans, especially those, who want to replace him. monday morning, donald trump became the latest presidential candidate to rip the plan. >> pretty soon you won't be able to get guns. you are supposed to get together and pass a law. he doesn't want to do that because it is too much work. >> house and senate also get back to work this week. they are vowing to fight the president's proposal. mark albert, cbs-3, "eyewitness news".

meanwhile, donald trump releases his first television ad it, highlight some of his most controversial proposals. the ad features of the san bernardino shooters, reiterates hits call for ban on muslims, and pledges that he'll stop illegal immigration by building a wall that mexico will pay for. trump's campaign says the ad will begin airing in iowa and new hampshire tomorrow. former president bill clinton is on the campaign trail today for his wife, democratic presidential candidate hillary clinton. he'll be in new hampshire. mr. clinton just finished up a head lining grass roots event for his wife at national community college, new hampshire voters back in 1992 who helped bill clinton struggling bid for president. drivers on the pennsylvania turnpike are paying more today after a toll increase for the eighth straight year. tolls are now 6% higher for both e-zpass and cash customers. e-zpass users are still paying 35% less than cashews ers.

also today drivers no longer stop at the tolls at the delaware river bridge. tolls will be calculated automatically, cashews ers, though, will be build through the mail. all right, checking in on sports right now, and the eagles are packing up after a disappointing season. the birds cleaned out their lockers at the nova care complex this morning, not clear which players will be back next season. quarterback sam bradford is a free agent, among others. the eagles beat the giants in the season finale yesterday, 35 to 30, to finish the season seven and nine. now, in addition to new players, the eagles will have new coach after the firing of chip kelly last week. among the early candidate, former eagles running back, duce staley, who is now running coach. also rumors that doug pediatric err son former eagles quarterback, current chief coordinator in the running. eagles defensive coordinator pat shurmur coached yesterday's game. coming up this noon, new video reportedly from isis threatened world leader. also, miles and miles of land

levy break, quarter mile wide, has sent water from the mississippi just rushing in. so far at least ten deaths are blamed on this winter flooding. officials say the threat will last for days. >> we're asking people to stay out until we feel it is safe. we've never seen water this hi, it got significant pressure on the levees. >> only home that i have ever owned right out is gone. >> in missouri president obama signed federal disaster declaration. hundreds of people there have been forced into shelters. new video this noon, purported to be isis propaganda video targets britain and its prime minister, david cameron. the man in the video here speaks as an english accent, threatening cameron. child in the video case they'll kill over there, apparently meaning the west. five men are also shown being executed. they're shown confess to go spying on behalf of great

britain. it has not been independently verified. british officials now studying the video. >> desperate stuff from an organization that really does do the most utterly despicable, ghastly acts, and people can key shah, again today. but this is an organization that's losing territories, losing grounds, it is, i think, increasingly losing anybody's sympathy. and it is again shows what an appauling organization we're up against. >> now, this video is from cameras showing iraqi air strikes against isis. iraq's minister of defense says militants, their hide outs and vehicles, were all targeted. a disturbing discovery made on flight caring 163 people from the philippines to south korea. a noise on board the korean air flight alerted flight members who found a plane door wide open. the gap in that door was wide enough to run a finger through. at the time of the discovery that jet was in a altitude of 10,000 feet. the flight safely returned to

board for christmas, be able to try it out. so here is the set up. compliment of this arctic cold front, came through, late last night, early this morning, just brought some clouds, but now it is pushing in the cold air. so temperatures during the day, running about five to 10 degrees below average. not record cold, but much colder than what we were dealing with, short lived, though. couple every days of cold air, highs only in the 30's, then each day this week it starts to warm up little bit. average high this time of year is 41, so by the end of the week back above average. sitting at freezing at the airport, philadelphia and wilmington, 16 up in mount pocono. true arctic air, 11 state college, 11 buffalo, settles in our region the next 12 hours, another very cold night tonight. maybe stray flurry in some spots, this afternoon, but most of those flurries have ended, and back just with sunshine mixed when clouds. high pressure, remains in control for the next several days, so that will block any major storms from developing. so that's good news if you have travel conditions. or travel plans. no problems out on the roadways, a loft sunshine

tomorrow, not going to help the temperatures out much. eventually this high moves off shore for wednesday, this helps to bring back some milder air. but still, the overall water pattern has changed flip flopped from what we were dealing with in december, so through mid january, the jet stream pretty much going to set up to the south. this finally allows that cold air, which was sitting up in canada for awhile, to finally spill southward, so that's why we're going to see little more frequent hits of some colder air over the next couple of weeks, today just windy day, 35 degrees, that's it for this afternoon, tonight, cold again, 18 degrees, for the city, and then when you factor in the wind, this is what it feels like tomorrow morning, below zero up in the poconos, around zero to minus five in lehigh vale, even in the city, and suburbs, feeling like single digits, southern delaware coastal new jersey, my feel like 10 degrees tomorrow morning. have the heaviest coats and gloves ready. thirty-three that's it on tuesday. in the sunshine back to 41 wednesday upper 40's end of the week, watch out for rain friday into

the republicans in harrisburg were fighting each other over the state budget. that's right. each other. the republican state senate passed a responsible budget that "begins" to fund education but the republican house of representatives has insisted on a budget that fails to fund education and balloons the deficit. call your legislator, tell them to pass a budget that's right for pennsylvania. coming up later today on "eyewitness news" at 5:00 now that it is starting to feel like winter you can start expecting some bigger bills. if you have problems paying for home heating, help may be only an application away. consumer reporter jim donovan explains today at 5:00. star wars the force awakens continues to break records.
