brotherly love ape sisterly affection has a new mayor and jim kenney outlined what he hopes to do over the the next four years. we will have team coverage in just a moment but first the coldest weather of the the season is here. good evening, i'm ukee washington. hi everyone i'm jessica dean. we are feeling that arctic blast and temperature is dropping quickly. the meteorologist kate bilo is live on the cbs-3 sky deck with more, kate. >> jessica and ukee we have experienced warmest december by far on record in philadelphia, now there is a time to pay the piper, temperatures have dropped considerably even since this morning and we continue to see temperatures tank overnight heading for middle teens, by far, the coldest night of the winter so far. the lets look at how it feels right now stepping out the tonight right now 24 in philadelphia. it is 17 in allentown. it is only six, 6 degrees in mount pocono and 27 degrees in millville. this is more of the shock to the system because we have not felt cold like this really since last winter. what it feels like right now when you factor in the wind gusting to 20 miles an hour in

spots. that is making it feel already like the single digits. the it feels like nine in philadelphia. feels like four in allentown. that is not a typo but feels like 13 below zero in mount pocono. our low tonight, forecast ted low in philadelphia 16 making it the coldest night since march 6th and 7th of 2015 when the mercury went down to 11 degrees. it was that cold in march last year. we had a very cold winter. coming up i'll tell you how long this first cold spell of 2016 will last. back inside to you. there is a new mayor in town. jim kenney was sworn in this morning and festivities are still going on tonight. >> we have team three coverage. walt hunter is a at city hall with all of the highlights from today's inauguration ceremony but first we will get to vittoria woodill live at the convention center for nag recall block party. mayor kenney is expect to speak at 6:30, torey. >> that is right, this is in the a ball, this is a block party, take a look at all of

the people you have been beater with the heater on the stage, you have the phillies fanatic, lots of philly pride here all celebrating our 99th mayor of philadelphia. food trucks are flooding the convention center and all of these folks are having fun but a lot of food and amazing entertainment as they celebrate our brand new mayor. the it is not only out this way where we have a lot of fun. they even have something set up where you can take pictures for folks who are actually what they with like our new mayor to bring to philadelphia. inn what they can bring as well. if you look behind me you can see here where it says i plan to be a better corporate citizen. pretty amazing stuff. it is amazing how something like this really brings people together wanting to do better. we have a new mayor, new year and we are celebrating jim kenney the 99th mayor of philadelphia and having a great time doing it. a lot of mayors in the past

have something little differently when it came to the inaugural ball because for them it was a ball, lots of formalities, we have black tie affairs but, jim kenney, doing things differently. he ising block party style in very colorful and very vibrant, and very lively, a and that is all because he is taking a new approach into the community and he can really see that here tonight. a as he celebrates local food and local businesses, while incorporating our food trucks in the area. they are all part of the mobile food association where they celebrate small businesses and really a tribute a lot to jim kenney for being an advocate of that, mayor jim kenney, as he is today. we are having a fantastic time this evening. as you'll notice, the the celebration is underways about 1500 attendees are getting ready to have a fantastic night to celebrate a brand new year with our brand new mayor.

order that changes how the the city shares information with the federal government about detained undocumented immigrants. >> only way that federal government, local government ape law enforcement is going to have a cooperative, productive, relationship is that it is done through the the community. it cannot come from the top down or from the federal government down or city government down. it has to come from the community up. >> the six executive order amended cities anti discrimination policy on contracts for minority, women and disable businesses. the the the state academy of music was full with other city officials being sworn in as well, they included 17 city council members, as five were elect. fail a sheriff, register of wills, three city commissioners and a host of judges also took the oath of office during the inaugural ceremony. a dozen officials were also sworn in montgomery county, and that included district attorney kevin steel. >> discharge duties of my office. >> with fidelity. >> with fidelity.

our area impressively chilly at least after the the warmth we have been enjoying. twenty-four in philadelphia right now. seventeen in allentown. six in mount pocono. twenty-seven in dover. see how far this cold has moved south. we have got blue colors touching gulf of mexico here 36 in birmingham,al bam, 38 in at the plant a and 36, in nashville. so it is cold all across eastern half of the country, morning lows for your tuesday, in the zero range, in mount pocono, right around 0 degrees in the poconos and even into the north and lehigh valley. we expect morning lows in the teens in philadelphia, allentown, trenton, wilmington, possibly even single digits here in the northern and lehigh valley a and cities like allentown, bethlehem and easton and in the 20's generally low 20's, shore points and portions of southeastern delaware. certainly coldest night in quite sometime. you have to factor in the wind as well what to expect overnight coldest air of winter, wind chill near zero even in philadelphia, frigid start to your tuesday, afternoon highs around

10 degrees below average. it doesn't sound that cold but when average is around 40 you can imagine how cold it will be. 1:00 a.m. it feels sub zero in reading and lancaster. 5:00 a.m. look at what it feels like in philadelphia, minus 12 in mount pocono and feels like eight the at 9:00 a.m. when folks are heading out. overnight 15 degrees is the the low. feels colder then. that tomorrow sun, frigid, blustery high of 33. expected to feel in better than around 24. here's big massive cold air moving in but watch what happens in the weaken it does start to warm up again but in the the for long. another batch of cold air moves in as we get into next week and temperatures outlook for next week is still below average in philadelphia it will come in fits but when you start to get pushes of cold air we will get better chance for winter weather, we have not seen any yet. you can see back to the 60's this weekend but if we get a storm time out, that will bring us a better chance for some snow and i think we will get into this winter but not just yet. >> my sister in pittsburgh and
