blow $2 in pennsylvania. find out where drivers are filling up for less and speaking of driving dropping, temperatures are tumbling. we haven't felt weather this cold in about 10 months. good evening, i'm ukee washington. >> i'm jessica dean. we have been spoil so far this winter but bitter cold is now blanketing the region. meteorologist indicat kate bills outside on the sky deck. >> how long will they go for the temperatures as well. they continue to drop. i just changed our forecast knock it down couple of degrees because temperatures are dropping so rapidly tonight. dew points are incredibly low. skies are clear. it is a recipe for cold and i can tell you i'm feeling it on the sky deck right now. definitely want the gloves, the hat, the scarf, the whole 9 yards i got the fleece lined tights on right now those are helping. it's 15 in philadelphia. that was our original forecasted low. now revised it to around 13. it is 13 in reading and in land cast right now. mount pocono is sitting at zero

mark at the moment when you factor in the wind take a peek at these feels like temperatures it feels like two below zero where i stand here in the city of three below in reading and near 20 below in mount pocono. so tonight's forecasted low 13 degrees that will make it the coldest since the morning of march september of 2015 when it was 11 degrees. we'll be close to that number. ukee and jessica i'll tell you how long this cold weather lasts when i join you in that nice warm studio. back over to you. >> come on inside, kate, thanks so much. it looks and feels like winter in western pennsylvania where about an inch of snow fell in pittsburgh early this morni morning. it was just enough to delay schools and slow down the commute. this snow ties the city's record for the latest snowfall of the season. the previous latest snowfall happened on january 4th of 1942. a new year brings a new leader in philadelphia. jim kenney was sworn in today as the city's 99th mayor and the festivities continue tonight. "eyewitness news" reporter david spunt is over at city hall right now to tell you more.

david? >> reporter: ukee, jim kenney is a native son of philadelphia and he has made that no secret same thing with his supporters. tomorrow he'll spent his first full day here at city hall. but tonight he decided to do something a little bit different and it deals with food trucks. mayor jim kenney pledged to do things differently and did he tonight. instead of the usual formal inauguration gala he welcome hundreds to a block party featuring local food trucks at the convention center. earlier in the day -- >> congratulations mayor kenney. >> reporter: he took the oath of office to become philadelphia's 99th mayor standing by his side his daughter nora and son brendon. government functions properly when it's accessible and accountable to the people it serves. >> kenney wants to have an open administration. his priorities are fighting crime and soon he'll have a new ally in the next police commissioner richard ross. few hours after he took the oath

of office, kenney attended fundraiser to promote another priority, schools. he met with donors for the school district of philadelphia where the minimum donation was $5,000. >> i told my staff, this is going to be a crazy job with a lot of crazy responsibilities and things that happen unless you get me into a school once a week to be around children i'm going to go crazy. because i will then forget what it is we're in this for in the first place. >> the mayor signed six executive orders including the creation of achieve divert is the officer and an order that limits how see officials cooperate with federal immigration officials. also today, five knew council members join the club. more new faces for an administration ready to get things done. >> i promise to serve you, to accountable to you and most important toll listen ton work with you. so that we together as philadelphians can make every single neighborhood in the city of philadelphia the best it can be. god bless you and let's go to work. richard ross in the story. he will be become philadelphia's next police commissioner tomorrow morning mayor jim kenney will be in attendance. reporting live tonight at city hall david spunt cbs3 "eyewitness news". >> david, thank you for that our coverage continues online. you can watch mayor kenney's entire inauguration speech on our website cbsphilly.com. david show you mayor kenny took a different approach to his inaugural party. instead of black tie he chose block party including food trucks. vittoria what. it shows was it takes to get a true taste of philadelphia together in one spot coming in about 10, 11 minutes. michael nutter visited his alma mater st. joe's prep in his final appearance as mayor. he delivered his farewell address to the student body in north philadelphia before heading off to the inauguration ceremony. he credited the prep for its role in producing two graduates that would go on to become mayor of philadelphia.

>> for at least 12 years and probably 16 this city will be led by a jesuit trained st. joe's high school graduate and i think that's significant. >> nutter graduated in 1975. kenny in 1976. st. joe's prep was nutter's first stop in both 2008 and 2012. when he was elected mayor. it was also inauguration day in montgomery county where district attorney kevin steal took the oath of office he was among a dozen officials being sworn in. steal becomes da as the office takes on high profile cases including ones against bill cosby and kathy lean kane. president obama takes the first step aim at tightening gun control the president is taking executive action to beef up enforcement surrounding gun sales. background checks will now be required for guns purchased from dealers even if they're bought online or at gun shows. the government will consider anyone, anyone who sells guns a

and if she's hearing this that please have her call her daddy. she can come home. >> heartfelt plea from a grieving father john has been clinging to his rosary beads praying his daughter amanda is out there and alive. >> that she's not here for christmas with her babies. she's such a good mommy, you know. and she loves her babies so much. and her babies want her back. >> reporter: the 25-year-old mother of two has been missing for a year and a half last seen leaving her drexel hill home. amanda left in june of 2014 with her purse and iphone. police say with the history of addiction they believe she was head to the streets of the kensington and they no longer believe she's alive many over the weekend skeletal remains were found here deep inside ridley creek state park by a hiker 20 to 30 points off the trail. police are now looking into the possibility it could be amanda. >> i don't think that's my baby. >> there's something in you telling you.

snowboarder and been wanting to get on the slopes the next couple of days may be your best bet when it's still cold enough to keep that powder flesh. storm scan3 looking great. skies are clear. high pressure is off to the west drawing north to northwest wind and that's bringing the cold directly down from eastern can in a dan right into the eastern half of the united states. so temperatures right now across the live neighbor network 9 degrees in doylestown. 11 in delran. 15 in point pleasant beach. a few more degrees closer to the water. fort washington it is just 11 degrees outside right now. morning lows will be in the single digits to near zero. mount pocono philadelphia and surrounding suburbs will end up in the teens anywhere from 10 to 20 degrees as you head further south and east. you'll get closer to that 20-degree mark and then 20s for the shore points and into southeastern delaware but that's only one part of the equation. you have to factor in the win as well. so for your tuesday morning, lows in the teens. winds out of the north at 10 to 20 much winds could still gust to 25 miles an hours specially for the% part of the overnight

meaning wind chills in the single digits and as we're seeing right now some wind chills in the subzero range. at 3am it will feel like zero in philadelphia. feeling like 14 below in mount poke known highest elevations of the poconos under a wind chill advisory into tomorrow morning not much better at 9am feeling like 10. so we're talking low to middle teens feeling like zero to 10 out there overnight. for your tuesday plenty of sun it's frigid and blustery there's that cold air in place. but watch what happens as we head toward the weekend. we start to warm up once again with advancing system. it's going to be mild friday and saturday which is good timing because that's when our next system comes through. so sunny, cold, but dry. tomorrow and wednesday. thursday is a little nicer and friday 47. rain arrives friday evening. continue into saturday another system sunday but it's in the 50s just rain this time but what you want to watch for the cold and the storms meet up. >> ut-oh. >> that's how we'll get our big snows this wint if we do. >> if we do.
