good morning, breaking news right now. save and sound and back with his family. we'll tell you about the terrifying night for to that little boy sleeping in the back of a car when it was stolen. also this morning, feel the chill. it's not our doing. the poke cold enough to make snow. kate lets you know. firefighters brave the bitter cold to put out flames at a local golf course overnight but there were complications, we'll tell you what happened. good morning, tuesday, january 5th, i'm erika von tiehl. meisha you said it feels minnesota cold. >> it reminded me what i have been dealing with and i got used to the 70's, kate, so we're back at it. i would say to our viewers think about starting the car early this morning. it's going to be tough on them.

it is cold. the roadways are dry. but kate what's in store for us today >> looks nice bright sunny here in the delaware valley but very cold. what i can tell you though is this is going to be the worst of it. then starts to ease up on us a little bitful we got a storm system to eventually track. it is chilly. it's january. it's what you expect. let's go ahead and start things off by taking you outside a crescent moon with in problems viewing it here this morning on skycam 3. this is our roof camera shot from our station headquarters here in center city, philadelphia. a great shot of that moon. it actually just rose shy of 3:00 a.m. this morning, sets early this afternoon, by that point sun will be shining, you're not going to have as good a view. stormscan 3 quiet as can be. man is it chilly outside. taking a quick peak here at the satellite coverage. we do again have nice clear skying basically region-wide, a few clouds overspreading portions of out to the garden state parkway, mid state there in new jersey.

we've also got to tell you about a wind chill advisory it's specific to the poconos, carbon monroe county, for windchill values that will be as low as ten to 15 below 0. make no mistake. it's going to be fridge start. here's how it feels right now. this is rough stuff mount pocono, 20 below 0 how it feels, factoring in the breeze. feels like below 0 everywhere at this point but in philadelphia, specifically four below. i always feel so bad for the folks waiting in that economy parking lot for the shuttle at the airport at this time because it's so cold. 13 the current actual temperature. that's not much better. at the airport with a north breeze. with that cold bross grease it's going to be colder. we're calling it arctic cold and it will stick around, so is the sunshine, although ntas going to do a lot. you got to bundle up. that will be our #for the day. meisha over to you. >> at least we got the sun,

use an alternate such at as ridge monday in the frankford section of northeast philadelphia where a car was stolen with a sleeping child in the back. "eyewitness news" jan carabeo joins us at bridge and oxford. jan, good morning. >> reporter: erika, good morning, i'll state for you right now, the suspect is still at large. fortunately, though, that stolen car and the little boy who was inside when it was stolen have both been found. that boy is with his mother this morning, reunited unharmed. all of this happened behind knee to at the 7-eleven at the frankford section of philadelphia. take a look at the video. eyewitness was there as police reunited mother and son. this is the 7-eleven at bridge street and oxford. police say this started around 2:30 this morning when a stepfather drove his 6-year-old son to the 7-eleven. police say when they arrived, the stepfather went inside and left the boy in the back seat of the car with the car still running.

that's when police say another man got in the car and sped off with the little boy still sleeping in the back seat. he was only in his pajamas. the car was eventually found a short distance away about a half mile away on it 4900 block of leaper street and again the boy is now reunited with his mother safe and sound. happened about an hour after all this started. back out here live on the scene at the 7-eleven in the frankford section, scary 60 minutes for this family. fortunately both the car and the little boy found reunited with his mother. philadelphia police are still looking for a suspect. we will bring you updates. for now, live in frankford, jan carabeo >> great to hear, thank you. new this morning, a fire at the cobbs creek golf course. "eyewitness news" at the scene on the 7500 block of carting ton road in overbrook. this is firefighter battled huge flames and frigid temperatures. firefighters say the water pressure hampered their effort as the club was destroyed.

>> we had to do some relay pumping and it was -- we had to gets -- use multiple streams and shut them down and move them in various positions >> the upper darby fire department assisted. no one was injured. the cause is under investigation. more flames overnight at chester county family managed to escape their burning home in kennet square. firefighters rushed to the home on the 1,000 block around midnight. the chester county fire marshalls said roof collapsed and extensive damage throughout the house. no one was you are the had. cause of that fire is under investigation. the transition of power continues this morning in philadelphia as the city gets a new police commissioner. richard ross is moving from due point commissioner. he'll take the oath this morning. like his predecessor, retiring commissioner charles ramsey, ross believes in community policing. he's been on force since 1989.

promoted to deputy commissioner in 2005 and first deputy commissioner three years later philadelphia mayor jim kenney will attend a swearing in today. instead of the inaugural galla usual held he welcomed hundreds of supporters to a block party. featured local food trucks and raised money for the philadelphia school district. the mayor addressed the crowd during the ceremony >> how do you like our block party? no black tie, no gowns. we're good. come from neighborhoods. we know what it's like >> earlier in the day, mayor kenney signed six executive executive orders. new city council members were also sworn in yesterday part of his efforts to raise money, mayor kenney accepted a $100,000 check for the school districted fund. they had to make a minimum donation of $5,000. mayor kenney said philadelphia's

children and their education is a priority of his administration. it's a goal of visiting students across city once a week. the new year also means a new district attorney in montgomery county. field becomes da as the office takes on hi profile cases, including against bill cosby and pennsylvania attorney general kathleen kane. president obama will outline new measures to tighten gun control. president is staying taking executive action to beef up enforcement on gun sales. it includes mandatory background checks for goodness purchased from dealers, even if they're bought online or at gun shows. the government will consider anyone who sells guns as a dealer, which would narrow loop holes. the president will also bring on more agents process the checks. many republicans called the

president's plan unconstitutional >> he has a phone and he has a pen but if you live boy the pen, you die by pen and my pen got an eraser. >> it's not constitutional and i'm confident the courts will reject his attempted to do that >> loretta lynch is comfortable that president obama has the legal authority to implement the checks for would be gun owners. this morning, authorities are looking into skeletal remains found in the delaware county park. they believe they belonged to a woman missing for more than a year now. 25-year-old amanda dio was last seen in 2014 leaving her drexel hill home. the mother of two has a history of addiction and believe she's no longer alive. over the weekend, a hiker found skeletal remains deep in the woods at ridley creek state park. police asked amanda's family for her dental records. >> i don't think that's my baby.

these are actual air temperatures, not factoring in the wind. it's actually below 0 in mount pocono right now, and only in the teens at best here across basically the rest of the region. believe it or not, the actually warmer in minneapolis right now than it is here in philadelphia. sign of where the core of that arctic is settling in currently well below 0 across the canadian here. how does it actually feel? this is the guage you want to be using. taking the temperature aside, use this. when getting yourself and the kids ready to head outside for day. it will likely feel no better than single digits even in the warmest spots of be ready. a frigid day on tap. especially this morning put if you go out and about and with the breeze checking in only at ten miles per hour. it's not super windy but enough to make it feel no better than 20's despite the high of 31, which obviously isn't even at freezing. 15 tonight. bitter cold obviously continuing. thankfully the wind tapering off and we start to see the next
