tiehl. we are talking gloves, scarf, you need it all. good morning. >> good morning, happy tuesday. the roadways are dry but kate it is cold out there. start your jens early. i always say that special if you have an older car, they need that time to rev up >> absolutely trueful definitely, great advice when you're dealing with the kind of cold we've got. get yourself and your car ready to go a little sooner if you can help it. you're going to need extra layers, as erika mentioned throw on all the extra winter weather accessories, now is the time to pull them out. this is definitely appropriate time to pull all of that out. what's going on, high pressure once again in place, we got a nice clear very, very training quell forecast. it's so cold. this is a true arctic air mass that's in place for us today. yeah, you got a completely clear sky but a hint of a breeze is all you need for it to feel absolutely frigid. as such we got a wind chill

advisory posted for you up here in carbon and monroe counties. if your travel at anything take you up to the i80tive, you're going to does that at the wawa before you hit the highway, you're going to end up cold if put you're not prepared. wind chills as low as 20 below. this is the difference, in what we saw from the same time yesterday morning. it is 21 degrees colder now than it was this same time yesterday in philadelphia. what does to translate to when you're talking actual air temperatures? temperatures are generally speaking into the teens or couple single digits as you go into the far north -- and with the wind strong 15 miles per hour,000 i would wouldn't call that a windy day but with gusts 20 miles an hour that's going to make it feel below 0. expect a frigid day. just in general. worse of it happening now. the sun is not yet obviously. we still have the wind to contend with. but the high, at best, by 3:00

p.m., 31. we don't even hit freezing today. at least you're going to have the sunshine to go along with it today. but the bottom line is, bundle up. you will absolutely be thanking yourself if you're waiting out for a train or school bus, whatever it might be. because any time that wind blows, meisha, it gets you. it bites. >> yes, it does. i felt it this morning coming in. it does indeed. you said the magic word. coffee, something warm this morning is in store, it's cold outside. happy you're waking up with us. the boulevard tail lighs moving in the southbound direction. looking nice and quiet, we were looking at these streets a little bit ago. keeping my eye on it schuylkill as yesterday started a little bit early in terms of the volume level starting to buildful the ben franklin bridge moving in the westbound direction looking good. again just a beautiful shot outside along that darkened sky. very dark outside of the vine still closed east and west. westbound usually opens up sooner. right around now, the westbound eastbound still closed on the

vine. we do have an accident in doylestown right now reports of downed wires in this area, root route 202. all lanes blocked. use side streets, another accident in pottstown king street at york. again another area you're going to have to maneuver around this area. construction on 295 south. the off-ramp is closed until 6:00 a.m. here's the latest on the developing story we've been following, a 6-year-old boy back safe with his family after a terrifying night. the boy was asleep in a car when someone stole that car from a parking lot. "eyewitness news" jan carabeo joins us in the frankford second of northeast with more on this. jan. >> reporter: the suspect is still at large. this morning, fortunately, as you mentioned, both stolen car and the little boy who was asleep inside of it have both been found. the little boy is aok this morning, unharm. police say he was sleeping through the entire thing.

now, he and his mother were reunited behind me here at the 7-eleven earlier this morning in the frankford second of physical. take a look at the video. "eyewitness news" was there for this reunited mother and son. the reunion here early this morning. of course, this is a 7-eleven at bridge street and oxford avenue. police say all of us started around 2:30 this morning when his stepfather drove his 6-year-old son to this 7-eleven. when they arrived. the stepfather went inside and left the boy in the back seat of his car with the car still running. that's when police say another man got in the car and sped off with the little boy still sleeping in the back seat. he only had his pajamas on. that car was found just about 30 minutes later. that's about half mile away on the 4900 block of leaper street. they say the suspect ditched car and the little boy. fortunately. police say the little boy slept through the entire ordeal. take a listen. >> anything could happen. the fact that the 6-year-old stayed asleep, i think made it

better for him and everyone. he's not injured at all. family talked to him. we looked at him. we got him his inhaler. we got him a doughnut at 7-eleven. he seems fine. >> reporter: so you heard keith spector scott say fortunately the child was sleeping and fertilely the suspect left the car running because it is frigid tonight of the child was still warm and fortunatelyly, because he didn't wake up, he didn't have to worry about any asthma attacks by being frightened because he didn't have his inhaler with him. certainly, a frightening night for this family. this child was gone about three minutes before police found him and reunited with his mother about 30 minutes later. a 60-minute ordeal for mom. again, child is safe with her this morning. again, police are still looking for the suspect. they have the car again in custody, i they will be going through it looking for fingerprints and dna. they will also be going through the area looking at surveillance

video. live in frankford, jan carabeo, cbs "eyewitness news" >> thank you. philadelphia firefighters battle intense flames and frigid temperatures trying to place this big fire under control. the fire broke out late last night at the cobbs creek golf course in overbrook. that's where we find "eyewitness news" reporter justin finchch. what's the latest? >> reporter: erika, good morning, philadelphia forecrews were on scene about ten minutes to 11:00 last night. as you can see behind me here they've remained here ever since watching for hot spots and other hazards at this burned out club house. let's take you to video now. there are two buildings, we're told behind this building here that caught fire that had been spared heavy damage here. the flames covered most of that building. that club house last night. officials say there were fire crews inside, but they had to withdraw and moved to attack the one alarm fire from the outside. the flames here moved very quickly. jumping up zeroing into

ceilings. the fire fight was made harder by water issues we're told in the sub freezeing temperatures. firefighters say water pressure already low in this area complicating their effort, so upper darby fire crews were on hand too supplying additional water. that was a big help this fire was brought under control in just under two hours and no doubt this overnight cold called for extra caution. >> we have to be carefully way we're operating in a fire ground. the water spraying all over icing things up, we have to keep our equipment moving. when we try to take it down, it will break, we have to be cognizant of keeping the equipment moving. keeping our people warm in another hour, hour and a half we'll change out the troops, bring in fresh troops. it's the kind of weather completely changes the way we operate. >> reporter: so this morning, if you travel in this area, you may find complications along carting ton road and lansdowne near this club house, there are no injuriess to report.

the fire is not being called suspicious at this time. as you can see there are fire crews still here this morning with flashlights looking for signs of possible fire damage on the outside of the building as well. there's some stuff in the back. golf carts and other itemsful we're told they might be spared. the worst of the fire, this is a business. but at this time, again, there are no injuries to report. again, this fire shows no signs of suspicion at this time. the fire marshall will be back out here to make a determination. we are live at the cobbs creek golf course, justin finch cbs3 eyewitness. erika. >> i'm sure they will investigate. thank you a chester county family manages to escape these flames as an early morning fire guts their home. this was the scene on the 1,000 block in kennett square around midnightch firefighters were met by flames and smoke but soon had to battle the cold and ice. eventually, the home's roof caved in. a vine attach mustang was also damaged. still no word on what caused

that fire. richard ross will be sworn in later on this morning, he takes the oath at central high. he's been on the force since 1989 and currently serves as deputy commissioner. predecessor, former commissioner charles ramsey, ross believes in community policing. jim kenney will attend the swearing in today, part of his first day in office. instead of inaugural black tie gall la. he welcomes hundreds of supporters to convention center. the evening featured local food trucks and raised money for the philadelphia school district. it's not the only way mayor plans to raise money for the school. >> anybody in the audience would like to rent a luxury suite at the sports complex coming up. that's where the money will go. >> earlier in the day, mayor kenney signed six executive

orders including the creation of the city's chief diversity officer. new city council members also sworn in. you can watch mayor kenney's entire inauguration speech and oh our website cbsphilly.com. president obama delivers remarks from the white house outlining new executive actions he intends to take to tackle gun violence. the measures include less thans to close background check loop holes and keep people with mental health restrictions from possessing guns. gun control advocates and many democratic lawmakers back move >> this will not solve every violent crime in this country. it's not going to prevent every mass shooting. it will potentially save lives. >> many republicans called the president's plan unconstitutional and are threatening to take the matter up with the supreme court. still ahead, as temperatures drop, heating bills are going up, 3 is on your side with help if you're struggling to pay those bills.

. we have this new video just in from a carbon monday knocks side scare at hunting park. people were forced out of their home on 3400 block of north 5th street. par met ix are checking out the peel who lives there. at this point, there are no reports of injuries. right now, the armed protests in a remote wildlife preserve in oregon is in it's fourth day with in sign of an end. the group of antigovernment activities says it's standing up for the federal government. local sheriff says it's time for them to go >> the group that seized this national wildlife refuge in oregon gave itself a name. >> citizens pour constitutional freedom. >> they began their occupation saturday following a march to

protest the reincarceration of two rangers. 73-year-old dwight muhammad and forensic-year-old stephen hammond. the hammonds checked themselves back in prison monday after a federal judge ordered they had not served the five year federal minimum for a fire on their property that spread to government land. they were convicted under an antiterrorism law. >> my uncle and my cousin had the fatherest from terrorists >> monday the local sheriff had a message for the occupiers >> the hammonds have turned themselves in. it's time for you to leave our community. >> reporter: protesters say it's bigger than the hammond. they're saying the federal government has been percent activateing them for decades. they were involved in a isn't that true on grazing land in 2014 that turned violent. ammon bundy says he has no

intention of using violence against the police but he's asking others to join his cause, jennifer dowelling burns oregon. ammon put bundy has given the government five days to explain why the prison sentences were extended. at this time it's monitoring the situation and president obama is aware of what's happening. 5:16 right now. and the so-called affluenza teen, ethan couch is expected to appear in court today in mexico for an extradition hearing. he fled the country with his mother several week ago as they determined whether he violated his probation. they're back in the states and will be in court today in los angeles. extremely close call when a truck slides up an icy road in oregon. look how close that 18 wheeler came to crashing into the apartment complex. just inches away. neighbors say they saw the truck jackknife on a hill and spun around as it lost control on it

slick road. >> the most helpless thinking feeling. i thought for sure he was going through one of the apartments and going to drive throw somebody's bedroom. thank god everybody is ok and the driver and everybody in the apartment is ok >> even the tow truck had a tough time moving that truck because of all the ice out west. but they did finally move that semiaway from the building and a great reminder of what the ice can do to the roads. thankfully we're just talking cold this morning, no slippery roads for us >> definitely not, and thankfully no frost on the windshield. really just dealing with the cold. that's it. horrible out there. >> i'm talking about shock to the system. >> after the 70's of december >> it's been whacky. new starting to feel the taste of the arctic. take care of yourself and stay safe in this weather. if you're not smart about it. it can be dangerous. it's nothing we can't handleful we're tough here in philly.

the winter chill this morning, lows 13 degrees, that is the coldest it has been since march 7th of this past year. i think we can all sort of remember just how brutally cold it was last winter. when you go out and feel it, then it really sets in. the reminder. be are there for it. all of those extra winter weather accessorys are necessary and advised. it's based on way the jet stream pattern is working through for the next couple days. with high pressure in place, you're going to see sunshine, but it has loud that arctic chill to settle in. that means that the temperatures are going to remain below average for another day before we start to rebound. the good news this is the worst of it. it gets better from here. storm scan empty, nice and quiet. clear as a bell. breezy, however, with that breeze makes it feel obviously that much colder, good solid five to ten plus off these values, that's what it feels like, even colder depending on the wind.

very close call pour dozens of high school at least in new jersey. 32 students on board that bus to newark getting ready to leave for a track and field meet. their coach stepped out to get something from his car, saw the smoke and flames. moments after they got everyone off the bus, the entire bus was engulfed if flames. >> i smelled the smoke and that's when i saw it there. i didn't want to be in the area of the debris if it was a blow-up. >> the fire destroyed the team's equipment, but could not burn out the spirit. those students still went on to compete in the relay and finished seventh. a local high school student turned an injury in an opportunity. "eyewitness news" greg argos shows you how the teen is giving back to girls in need. >> reporter: the idea started with a broken foot. >> she was in the middle of the competing nationally. >> reporter: sidelined by her injury.

from the cbs broadcast center in philadelphia, this is cbs3 "eyewitness news" good morning, updating our developing story right now. a 6-year-old child safely back with his parents after a scary situation overnight. that boy's stepfather left him asleep in the car to run into a 7-eleven at bridge and oxford. while the stepfather was inside, a man got into the running car and took off. the vehicle was recovered about two miles away with the child still asleep. he's ok. the search is now on for that suspect. police are working on getting a description. our jan carabeo will have a live report coming up in about 30 minutes. it's great to hear he's ok. and the car was running. you need the heater running. >> that
