return in from the southwest to northeast maybe a few lingering showers up towards northern lehigh valley northampton county near trenton right now, still some light rain, even in the poconos but that is ending really in the next few minutes. most areas stay dry through the rest of this morning and we should see a little bit of sunshine late this morning into the afternoon. not full sun. we'll just call it partly sunny. temperatures for mid january it's not bad in the morning. low to mid 40s from the city on south and east. it does get colder in some of the suburb just north and west of the city late in pottstown. 37 quake consider town and doylestown. palmyra, new jersey, checking at 41 degrees. fog a little bit of an issue up towards berk county right now. allegation than a mile visibility. mile and a half up in allentown but that should improve through the morning because the wind is going to start to kick up as the storm system exits our region. threats going to help get rid of the fog and clouds. through the morning temperatures slowly climbing up through the 40s. by noon, 47 degrees partly sunny skies much breeze kicks up.

afternoon some spots hitting 50 degrees by around 3:00 o'clock forecast high 51 for philadelphia near 50 at the shore. upper 30s in the poconos. now, it does get colder for the second half of the weekend and we'll talk about another arctic blast moving in for early next week. those details in the full forecast coming up in just a few more minutes. rahel, back over to you. >> justin, thanks a lot. this morning reports of a bombshell e-mail that could derail the sexual as fall case against comedian bill cosby. the e-mail obtained by cnn reportedly details a deal cosby made in 2005 to keep a deposition in a civil case from ever being used against him in a criminal court. that deposition is key evidence for prosecutors who charged the 78-year-old in december with sexually assault add former temple employee back in 2004. the e-mail was reportedly sent before charges were filed to former montgomery county district attorney risa vet free ferman by her predecessor. no comment from the da's office or cosby's rep tiffs. new this morning, four

people are in the hospital after a wreck in west physical overnight. it happened at the intersection of 67th and chester. two cars were involved. one car crashed into an suv parked in front of a house. the other landed in the front yard of a home. no word on the condition of the victims. police are still investigating the cause. two families are out of their homes this morning after a building collapsed in the frankford section of philadelphia. it happened last night in the 2100 block of orthodox street. it was a partial collapse to a three-story home but luckily no one was that injured. the red cross is assists those families displaced by the collapse. no word on that cause. a philadelphia police officer is injured this morning while trying to arrest a man in kensington. it happen at the corner of a and ontario streets around 7:00 last night. police say officers were questioning a 23-year-old man during a traffic stop when the man took off. the officers ran after him and say he tried to pull a gun on them. one of the officers broke his

ankle while wrestling the weapon away. the suspect was arrested and the officer is now recovering at temple hospital. well, plunging oil prices and china's economic slow down are being blamed for the stock market's worst ever start to a new year. the markets closed down again yesterday. at the epp of the day the dow was down 390 points to close at 15,988. the nasdaq and the s&p 500 were also lower. street. but experts look to an over abundance of oil as major culprit. crude oil barrel prices have fallen to a 12-year low and gas prices drop to go about half of what they were just 18 months ago. >> good for me buying gas at the pump. it's bad for all of us in the stock market and certainly bad for, you know, our oil and gas industry workers. >> reporter: the world market is using 95 million barrels of oil a day which is less than what's being pumped. buyer's market could become even more saturated if sanctions against iran are lived. report roar sip klee does when investors are concerned the price of gold actually rose one point 4% this week. reporting live from the sat center alex hoff cbs3 "eyewitness news". >> vice-president joe biden hopes the country were once again accomplish something extraordinary. yesterday in philadelphia he launched a mission to find a cure for cancer. health reporter stephanie stahl has more on the vice-president's

celebrations erupted inside a nursing home where a nurse thought she won the big $1.6 billion jackpot. her own son call her saying she won then text add picture of what he said was the winning ticket. when she got home from work later he told her he was just joking. that is cruel. all right, and panda club bei bei makes his public debut at the smithsonian national zoo. the new cub was born in august and in washington, d.c. and now he'll head outside with the rest of his panda family for the first time today. the national zoo's newest giant panda cub is expected to draw quite the crowd. bei bei has been inside since his birth but take look he's been keeping busy. >> sleep, a little bit of play, some wandering around chasing his mother. and then eating. that's pretty much what he's doing. >> sounds good to me. this little ball of fur has already taken d.c. by storm. bei bei social media game is strong with around 5.5 million views so far on the 24 hour

chesterfield, new jersey ed connor 40 degrees, dry conditions right now. somewhat of a mild start to our saturday and temperatures stay above average for highs today. let's take up towards the lehigh valley again still wet roads to deal with in bethlehem. one car out there on main street as we take live look from the hotel bethlehem. and again, really everyone is going to see the drier conditions returning this morning. so here we go. storm scan3 there's the bulk of the storm impacting southern new england right now. with heavy rainfall. even some heavy snows breaking out across upstate new york right now. the drier weather returning in from the south and west. there you go. the back edge of the steady rain moving that was arriere i don't know moving through trenton right now. still some clouds over us but see a little bit of sunshine. zooming in closer here you may get a sprinkle or two over the next hour but that's it the steady rain is gone so you can ditch that umbrella. winds will start to kick up a little bit. so through the morning into the afternoon, our gusts could get over 20 to 25 miles per hour and that wind energy sticks around tonight. it will be a windy evening if you're heading out

here. >> get out of here. just go. >> the holiday weekend as well. >> yeah. >> we're bringing back little bit of sunshine and temperatures not bad. maybe near 50 today. >> wow. >> then that sets the stage for colder air next week but hey it's mid january. typically the defendant time of year on average. but here's storm scan3 looking a whole lot better right now. pretty large storm but main impact remains just offshore. up across southern new england right now. you can see heavy rainfall cape cod, eastern massachusetts, connecticut and rhode island but back home the steady rain coming to an end. a stray shower well north and east of the city over the next hour. that's about it. so drying trend continues. big change in the temperature compared to this time yesterday morning. anywhere from about four to 15 degrees warmer so we do have mild air in place add a little sunshine this afternoon we'll get temperature near 50. a little bit cool north and west of the city. berks county lehigh valley in the 30s this hour. low 40s around philadelphia mid fours in south jersey. so today again this morning the rain really has come to an end.

temperatures hold in the 30s and 40s this afternoon. little bit of sunshine around but the wind will kick up. temperatures 40s to around 50 degrees for the warmest spot. so philadelphia forecast high 51 degrees today. with a little bit of sunshine. tomorrow mostly cloudy, we'll keep it dry. item which are right where it should be right around 4 degrees. that just sets the stage for another arctic air mass moving in for early neck week. we'll talk about that coming up in the seven day forecast in just a few more minutes. rahel, zen it back to you. >> justin, check in with you then thank you. this morning we're hearing from drivers about the idea of opening the shoulder on the schuylkill to traffic. officials are studying the potential move during times of peak use between route 1 and 202. "eyewitness news" reporter walt hunter has more on the proposed plan. it's a pain in the neck all the time to get there. no matter what time of day it is. >> reporter: we all hate schuylkill expressway jams. but what if that tempting open shoulder lane where it's now illegal to drive became

available? oh asis in the traffic desert. >> i think it would be great. >> hey, if it works and slow is consistent film, it's always a good thing. >> reporter: take heart suffering drivers. penndot is now studying permitting to us ride on the schuylkill expressway shoulders between routes one and 202. for at least part of each day. >> i think it would be pretty nice, because there's always a lot of traffic and it would clear thing up a lot. >> reporter: don't try driving op those shoulders winding up for ticket for it just yet. penndot says the shoulders would need widening from eight to 10 feet to 12 feet. a big challenge since much of the schuylkill is tightly squeezed between rock walls and the river. for now if i'm stuck in traffic i'll just gaze longing al that the a open lane. >> that is again that's right. but it's not for use at this present time. >> reporter: and so we'll just have to wait until we see if we can ride the schuylkill's

shoulders. but then waiting is nothing new for all of us who brave the expressway every day. >> if we could expand that road in any possible way, it would be a good thing for the city. >> reporter: penndot study is also considering other improvements. such as variable speed limits, new signage and high-tech monitoring of traffic. no time frame yet on when those improvements will be put into place. but penndot says it's all aimed at easing congestion on the schuylkill. dare to dream. on the schuylkill at city avenue, i'm walt hunter cbs3 "eyewitness news". >> an elderly woman is seriously hurt after her neighbor's car smashes through her wilmington home. chopper three over cold fact court friday morning. the 73-year-old victim was trapped under the car for about half app hour. police say her neighbor was cited for reckless driving. it has been more than a week since a 13-year-old boy became camden's first homicide victim

of 2016. his mother says she tried to rescue her son from the grips of a gang. reporter terry greg of our sister kyw news radio spoke to the mother who's hoping her story saves lives. >> reporter: tieesha mercado is grieving. >> i keep trying to tell myself it's not real. it's not real. >> her son nathaniel plumber, jr. gunned down on this stream in camden. single mom of three says he was a good kid. but after witnessing his father's arrest he changed. >> he spiraled out of control. he went down. he shut down. >> reporter: mercado says nate started hanging with the wrong crowd. she asked for help from counselors and programs. even hoped he went to jail. but the streets took his life before help came. >> it hurts so bad. it hurts. ultimate goal is to catch them before did he really get hook into the outside gangs. report roar reverend john parker, jr. is pastor of baptist

calls for justice in port richmond from friends and family of ryan kelly. a local man who was murdered on thanksgiving day. "eyewitness news" on the 3500 block of gall street for a vigil last night. kelly was murdered just two blocks away in the 3600 block of almond street back in november. police found kelly lying in the road suffering from gunshot wounds. he later died in a local hospital. investigators have made no arrests and believe his killers are also responsible for a number of robberies in the area. anyone with information should call philadelphia police. physical police also need your help identifying this man in this sketch. the suspect is wanted for robbing and shooting an elderly woman in the face. as she walk near the 71 hun doctor block of erdrick block of tacony on new year's eve. he was driving his white nissan maxima. it was last seen getting on i-95 heading towards bucks county. $6,000 reward is offered for information leading to an arre arrest. there are new developments in the boiler explosion at a

philadelphia elementary school this week that critically injured a maintenance worker. school workers who are part of the service employees international union protested yesterday at philadelphia school district headquarters. the union says the incident which injured one of their members is an example of unsafe conditions in schools because of the deteriorating infrastructu infrastructure. mayor kenney met with the union and district officials last night and announced a task force that will be going around to look at school boilers and heaters. >> i think this is an opportunity and example how the city, the school district, the state, labor everyone can work together to address a problem that's clearly there. >> maintenance work can he was injury wednesday when he attempted to ignite the back up boiler at edmunds elementary. it exploded igniting the man p flames. while many question if it's worth taking on a mound of debt for college diploma one local school wants to help students get two years of school for free. new jersey reporter cleve bryan

the camden new jersey for a sneak peek at what just might be the cutest penguins ever. >> we're used to watching penguins waddle around the adventure aquarium but some tiny new additions are making their big blue debut this week. >> ♪ >> reporter: why are these penguins blue? >> it's actually a form of camouflage called counter shading the penguins are dark on the top and light on the bottom to help disguise themselves from predators while swimming in the water. >> cobalt, indigo, satisfy fear three of the eight little blues wading water side this winter. >> first thing you'll notice when you see a little blue penguin is exactly how little they are. little blue penguins are smallest species of penguin. they range in weight from maybe 2 pounds to 3 pounds. about 13-inches to 15-inches tall. they're very small. >> they may be small, but, boy, can these guys eat. breakfast time and it's a blue plate special. >> they eat variety of small fish. here at the aquarium they'll eat sardines, smelts, small trout
