from the cbs broadcast center in philadelphia. this is cbs-3 "eyewitness news". oh, bundled up on another bitter cold day, and we may be shoveling snow by the week's end. after a late start to winter, oh, it really seems to be in full force out there today. good afternoon, i'm erika von tiehl. with the right sunshine, not doing much to warm us up, it is pretty at least, potential also for snowstorm, we want to talk about, that so much going

on in the weather center. right over to katie to give you all of this time, so much, cattery slutly yes. so all start off with the cold. that's the main thing for today. at least like you said lots of sunshine, then it is a very deceiving kind of day, if you have yet to step out the door yet this morning, very, very cold morning, that we had, now the afternoon, not looking too much better, and even despite that full sunshine, so we start off with quick check at storm scan at the moment. nothing to track, clouds far north, not doing much than providing few puffy clouds over us. that said, we've got winds to deal with, and you have the cold. so here's the values that i want you to sort of use as a gauge when you walk out the door. it feels right now no better than 10 degrees, and anyone of the observation site. soap, really brutally cold air, when you factor in what is still a pretty persistent northwesterly wind flow. take a look, tough anywhere 20, 25 miles per hour sustained that is, too, so it is a biting winds, that really just chills you to your bones when outside in this. you will be hugging that winter coat ever closer

obviously. twenty-five the current temperature, you saw the feels-like values, you know you're knocking easily 15 degrees off from what it actually feels like outside. dot math in your head if you're near a thermometer if you hit the road here and have the proper winter weather ac advisories ready to go. we expect the sun to shine the rest of the day, that said, you probably already heard the rumor of winter storm. and yes, there will be a storm. there are still question marks remaining, however, as to how much snow we actually end up with. and the final track. those two go very much hand-in-hand. so, significant or substantial, plowable snow, those are definitely descriptive words we do use to describe this, but we are going to talk more about the meteorological set up moving forward in the show, and what's in store for us in terms of timing, too. >> thank you there is bitter cold weather schools should be safe haven for children. but we are learning one local school had to send students home when the heat wouldn't workment greg argos joins us live in west philadelphia with the latest, talk about a day you absolutely have to have that heat on, greg?

>> reporter: that's right, erika. some 460 plus student attend allen lock elementary school here in west philly. when you factor in the cold, bitter temperatures, the blowing winds, and the fact the school has a problem with it heating system, that equals early dismissal today at 12:00 noon. it is probably not the best day to have a heating problem. >> really cold. >> student at al edge lock elementary school in west philadelphia sent home early tuesday, after the district says a problem with the h vac system cut off heat to the building. >> it is not warm like it normally is. you can feel the difference. >> staff kept student in the auditorium, warmer than the rest of the school as word trickled down to parents, class was canceled. >> i had to call off from work and come get my kids early. i was on my way to work. >> at first student called parent themselves before the school sent out awed mated call telling families about the news. >> it is just cold and the winds was coming through the windows, and it wasn't no heat.

>> i guess just not gooden vier onment to learn in. >> and back her live at the elementary school, you can see the buses starting to arrive right to pick up students from early dismissal. school district officials say they are working on the problem. no word yet on when the problem, heating problem, will be fix the, as for this missed time class, we're told, it will be made up throughout the rest of this year. live here in west philly, greg argos, cbs-3, "eyewitness news". all right, greg, thank you for that. and if you have stepped outside today you just felt that stinging cold, any exposed skin and the winds making it that much worse. "eyewitness news" reporter jan carabeo braved that cold to take a look at conditions throughout our region. >> reporter: old-man-winter finally awakens, stirring again, so with coffee in hand, hood on head, sometimes only eyes visible, folks in center city are doing their best today to protect against winter's frigid grip. >> you don't like it cold? >> no, i don't. >> so hustling inside today walking little faster?

>> yes. >> many though, not really up for small talk with temps below freezing. and the wind certainly not helping how it feels out here today. forecasters expecting wind gusts to up 30 miles per hour. that meant temperature in the teens this morning, felt more like single digit weather. over at the 69th street terminal, in upper darby, windchill factor made it feel close to zero. people heading to work and school couldn't find refuge fast enough. >> yes, really cold out here this morning, so if you know like i know, bundle it up. bundle up. because it is cold out here. >> it is freezing out. my god, like i really can't believe it, like oh,. >> these septa buses became beacon of hope, lord jay who drivers septa 113 a hero. >> just like oh, warm on here. >> but not all dread. >> you're bundled up, though, you're prepared. you hate it? >> no. it is a nice change. >> and many back in center city agree. >> i spent the last eight years in nebraska. so this is nothing. >> and some are even looking forward to snow.

>> on a weekends, yes, i don't have to commute into the city, yes. >> it's been a warm winter. i'm ready for it. >> jan carabeo, cbs-3, "eyewitness news". and, you can track the potential storm with the cbs philly weather app. get the latest forecast from team of meteorologist, download the app right now on itunes and google. >> i it may be cold out but things are heating up for eagles fans. meeting the birds new head coach today. doug pederson, familiar face, to eagles fans. our leslie van arsdale joins us now live at the nova care complex with more on the former eagles quarterback coming back to hopefully help the birds take flight. hey, leslie? >> we sure hope. you are probably wondering, or a loft people might wondering how we goat to this point. well, owner jeffrey lurie said he was looking for coach with emotional intelligence, someone kind of like andy reid, the anti-chip, and that path led directly to doug pederson. the eagles coaching search began december 29th, when they fired chip kelly.

owner jeffrey lurie held a press conference the next day. >> the end result was meade okay rat. >> i eagles interviewed six candidates, all offensive coaches. doug pederson emerged as one of the frontrunners for the job. then news broke last thursday pederson was the new head coach and the eagles announced they had ended their search. eagles had to wait until the chiefs lost until they officially hired him saturday. leaving the game pederson told the media he would see them in a couple of days, sure enough monday he landed in philadelphia. and the eagles announced he would be the 21st coach in team history. pederson had been the chiefs offensive coordinator the past three seasons following andy reid from philadelphia to kansas city. before that he was assistant coach under reid from 2009 to 12. this will be his first head coaching job since coaching high school football from 2005-2008. now, of course, pederson will be introduced 2:00 this afternoon, i'll be joined by don bell. we'll carp that i press conference for you live right

here on cbs-3. everyone is very anxious to see what he has to say. we send it back to you in the studio. >> all right, leslie van arsdale, less than two hours and counting, thank you so much. as leslie remind dollars us you can watch the press conference live at 2:00 here on cbs-3. see the talk at 2:00 on sister station the "cw philly". chester county pastor is accused of sexual assault in his surgeonly awaiting extradition back to pennsylvania. police say 33 year old jacob malone began sexually assaulting a 17 year old girl while she was living with malone and his family in exton in 2014. that victim also told police that malone bought her alcohol after she turned 18 and molested her. malone was arrested after he returned to the u.s. from an a broad. >> the pennsylvania state board of funeral directors has revoked the license of janet daily. siting and finding her for failing to properly store three deceased individuals. last august, police were called to the garage near the powell funeral home after neighbors investigating a foul

odor found the bodies. one was in a coffin, two others were in a cardboard body boxes. daily is also facing criminal charges. a dramatic scene this morning in san jose, california, after a greyhounds bus overturns killing two people. that bus which was traveling on us highway 101 crashed around 6:30 this morning local time. a fire official says that at least 18 people were also injured. the bus appears to have been the only vehicle involved in that crash. the search continues this noon, for the 12 crew members missing after two marine helicopters crashed off the coast of hawaii. there has been no sign of the group since thursday when the a civilian saw the aircraft flying, then saw fireball. the coast guard says three life rafter aboard the helicopters were recovered, but there is no indication that anyone was ever on them. still ahead this noon, it is hollywood's biggest night. so why are so many a list celebrities boycotting the

mcclane facing domestic violence charges. police say they were responding to 911 call from mclean's home in maine yesterday, and the 07 year old singer songwriter was arrested. authorities have released few details in this case but mclean does live in that home with his wife patricia. mclean has a court date in february. >> well, for the first time in a while this morning there are more birds tweeting than people. twitter was having some technical issues all over the world. visitors to the website were greeted by a message saying: something is technically wrong. all right, the problem started after 3:00 a.m. eastern time. the company has not said how many of its 300 million users were affected by that outage. >> well, he was practically frozen to death. still ahead on "eyewitness news", a medical miracle. how a lehigh valley man was brought back to life after spending hours lying in a snow bank. katie? >> and there is actually more snow in the cards for our area, as we track what looks to be a big and i am pact full snowstorm by week's end.

>> welcome back, a medical miracle. a lehigh valley man presumed dead after being nearly frozen to death gets to thank his doctors for saving his life. justin smith was found in a snow bank in carbon county almost one year ago. he was in the cold for 12 hours, but doctors refuse to declare him dead. instead, teams of nurses and staff performed cpr on him for two hours until doctors got approval to try to warm his blood up using a special machine. >> he held my hand that day, and says. i'm going to throw everything i have including the kitchen sink at your son.

>> initially they were almost questioning me like are you kidding me? >> we have very low temperature, it can preserve the brain and other organ functions. >> doctors say, as justin warmed up, his heart started beating, and he woke up. he's now missing his toast and his pinkies on his hand, how much, i mean, essay life, just incredible, 12 hours in a snow bang, katy? think about being out today in the cold, just besides that, incredible. >> yes, just to survive that. >> and winter made its full return. so we always advise you take care. you know? we can handle cold like this, there is no doubt. >> got to dress for it, though. >> that's t all common sense type stuff. you know? heavy coat, hat, scarf, all of that good stuff, just wear it and be just fine. stick with us in terms of any snow potential. that's what we outline for you right now. where have we come in the last 24 hours in terms of the snowstorm? let's get to in a in a second. i want to start it off by talking temperatures here, it is still feeling frigid, folks. cold air essentially setting the stage for later in the week even though temperatures

should ease up with time. expecting the high to officially hit about 29 degrees, so not much more on that thermometer here before the day is all said and done. average high 40. we are in the midst of what would typically be the coldest couple of weeks of the year anyway. this isn't all that a typical. looking at nice wide zoom on storm scan3, little disturbance that's going to streak down toward the tennessee valley. i don't want you to worry about it, however, you can begin to see already some signs of life now moving across portions of north and western portions of california now. that's the beginning of what will eventually be a piece of the system that turns into the storm system that we are going to be tracking for friday into saturday. so, by thursday, it is down here in the lower mississippi valley, gathering some moisture, gathering some strength, cutting it self off we think from the main flow, and if it becomes a cut-off low, that is when we've got potential for it to slow down and really dump on with us heavy snow. so again, because it has yet to even pull into the rockies, let alone the planes, not going to guarantee any snowfall totals. what i can tell that you we've got good shot to see something

plowable, and that requires shovel for sure. so, major travel delays are expected to be an impact here. coastal flooding, that is sort of not something that you would necessarily think of, but because of a lot of blowing and drift that may take place, a lot of strong winds to get that underway. and gusty winds, could even lead to power outages, something that we have to keep an eye on here, so teaming this again it, would be friday generally late in the day friday, into saturday, the better part of saturday. that's a big window of opportunity, fan we've got that snow coming down with the kind of moisture that could be in place, we've got very decent shot to see heavy snow. in other words, six plus inches, again, that's not a guarantee, but it is a very decent chance right now that we would see at least that much. now, moving forward, we are going to, you know, obviously see this impact the rest of your weekend, but for now the wind is already an issue, we go out to the live neighborhood network, what you notice, look closely, see how the sands is actually drifting, that's because the winds is out there. and i've seen little bit of shaky camera going on here

too. because of the winds speed. it is not terribly strong, actually no, now that it changes right before your very eyes, little stronger, west northwest breeze at 18 miles per hour meaning that temperature currently at 19, that's cold enough. feels a lot colder. you can't go by that bright blue sky, sunshine won't help much. looking around the rest of the region, area temperatures, mid 20's generally, tacking few additional degrees onto the values at best, for daytime highs, factor in the winds, as always, and let's move it forward here. so we actually are just sort of beading our -- buying our time. there is a week disturbance tomorrow night bringing not just flurry but maybe straight up snow shower. most of the day should be fine. thursday also looking generally fine, as i'm sure the grocery stores will start to get packed with people looking for their french toast ingredients. >> exactly. >> but by friday, late in the day, again, that's the timing right now for the snow to arrive. it lingers into good chunk of the weekends. >> and change time, everything. >> stick with us, we'll keep you posted. >> hey, you may want to wake
