and beach erosion as this major system moves up the coast. that would be friday into saturday. more on those impacts in a moment. let start off with how it feels outside. it is pretty coal n fact another frigid night on deck. it is 27 in philadelphia. twenty-five in allentown. eighteen in mount pocono. the with the wind, still strong, it feels colder than that. feeling like single digits in lancaster and mount pocono. feels like 15 in philadelphia it feels like 11 in millville. we could have single digit wind chills once again overnight. not quite as brutal as this morning but another cold start, to the the day. let's talk about this winter storm, the timing, friday into saturday. significant accumulation, six plus inches is possible, gusty wind as well and coastal flooding, but there is some disagreement in the guidance we get with these storms, could it be taking a further south track? what would that mean for our area? still a major storm but it could have impacts. i will explain that in the latest information we have got tone day on this potential major storm, coming up in a few minutes, when i join you inside.

ten. eventually settled on doug pederson. he is the new football coach here. it has been a wild eight years for him. think about in 2008 he was a high school football coach. now he is head football coach for a team he used to play for in 1999. i went one on one with him about two and a half hours ago. >> to go from a player, retired, right into high school football for four years, come back here, quality control, quarterback coach and then go to kansas city as offensive coordinator has been a whirlwind since my career ended after 2004 season. i knew coaching was in my future. i felt like coaching was a path that i was eventually going to journey down. >> reporter: how did you know that? >> my last couple years in green bay working closely with favre in games and studying tape and doing the high school, the high school coaching. i needed to see if i even enjoyed it. and, having a great time for doing it the for four years. and then jumped back to the nfl with coach reid and, the

"eyewitness news" reporter rahel solomon joins us live at county courthouse in media with details on this, rahel. >> reporter: well, jessica, prosecutors say that condition trucks fraud unfortunately is nothing new but what they say they have never seen before is how this suspect, met his alleged victim.

incorporated. >> reporter: after months of waiting no work was ever started. this construction you see is as a result of work with a different company. >> it is just done poorly. >> reporter: he says he is just trying to fix c otrel repair work. it has cost him $25,000 and his trust in others. >> this guy puts a gray cloud over honesty, integrity and giving you your money's worth. all right. prosecutors say that the suspect was actually working for that company at the time but here's the thing he was working as a web designer, not a contractor. and while working as a web designer he regreek that company's traffic to himself and this is how he met that alleged victim. so for that he is also being charged with identity theft. he is out on bail as they tried to reach him at his drexel hill home in, one answered the door. reporting live from the delaware county courthouse in media, rahel solomon for cbs-3 "eyewitness news". >> thank you for that. we are hearing tonight from a woman who survived a frightening attack in the west philadelphia septa station.

lauren lickman suffered a broken clavicle and other injuries. on sunday she was push off the platform on to the el tracks at 40th street station by kenneth grimes. moments later he pulled a knife and threatened her with her life. he fled. then she managed to get herself backup on the platform. >> no one really did anything. the train pulled up and everyone got on like to go about their day. probably one of the scariest things ever. it was so random. there was no reason behind it. >> after the attack grimes was arrested at 30th street station. center city apartment complex. >> lets get out to walt hunter joins us live from the sat center with the very latest on this walt, what can you tell us. >> just second ago the second alarm struck out for a very serious fire burning at 21st and location news center city. the lets go live to chopper three. this fire was reported just after 5:30 this evening. the the flames were burning inside of an apartment house,

a three story apartment house, on locust, between 21st and 22nd. as you look at the flames there they have progressed through the entire interior of the building from the basement through the walls and up through the roof of the apartment building. obviously fighting any fire in this weather is a huge challenge for fire fighters, hose lines, freezing water, the the risk of slipping and falling. the good news moments ago i got off the phone with fire commissioner derek sawyer, he did indicate that right now there is no indication of anyone trapped or injured in the building, that includes any original occupants and any of the fire fighters who are now, trying to contain this fire from spreading anywhere else. obviously the traffic in the area of 21st and location as you long the border of rittenhouse square is heavily snarled at this hour, and you have a second contingent a second alarm of fire trucks from around the city now responding in the same area. hose lines being stretched. as you can see there at the roof of the building, fire fighters now, trying to do

their best to control the flames to keep them from spreading, keeping in mine that the high wind we have had blowing here for last couple days are making that battle not only bitter but very, very difficult, flying flames along with the heated flames from the original fire building, potentially spread nothing to other buildings on the block. right now a major fire out of control at this hour in an apartment complex, 21st and locust street, traffic badly snarled. got news no reports of any injuries but fire fighters now on the scene just calling for a second alarm, a along a difficult fight against flames underway in center city. we will have updates for you on cbs-3 as updates develop at 21st and location news center city. live from the news room i'm walt hunter, cb 136789 "eyewitness news". now go back to you good we know you have so much experience covering fires like this one what are these fire fighters looking at in terms of how difficult it is to get this fire under control right now? i know you mentioned the wind and the weather but what are they trying to do right now.

>> reporter: jessica, in temperatures like this if you have a hose line if you are using it to direct it on the flames when it thinks cold if you shut that hose line down even for a moment for 15 or 20 seconds the hose line freezes solid, water freezes solid, that hose line is useless and you have to get another line and bring it in. multi my that bynum of hose lines that are actual any play at a fire like this, the the difficulties sometimes a fire hydrant in this kind of weather opening them making sure they are working and then you take the threats of the fire fighters themselves, it is exhaust continuing to work in this weather and it is tripling dangerous any fire of courses specially a two alarmer is extremely dangerous but when you see fire fighters having to brave ice and wind like it this is a very, very big challenge this evening. again that second alarm, second contingent of fire fighters just arriving in center city. they will do their best in the only to control the flames, but to relieve some original

fire fighters hoff been inside battling that for nearly 40 minutes and facing a very, very difficult battle there. >> did the commissioner talk about how quickly this could spread. we have been watching this for two or three minutes. might be my eyes but it looks like it has gotten bigger. >> these are predominantly as you and i know from being in the city very old buildings at 21st and locust. they tend to be made out of wood, many of them are centuries old and when you get fire fighters in, a building like this when you get flames inside a building like this you can only stay inside the building fighting the fire from the interior for so long then you have to back out because it is simply too dangerous and try to set up waterlines as a perimeter to keep the flaming fromming down the block. what we are seeing these were these flames burning the way they are this is wind that has been blowing through center city, blowing for last couple of days here and in this cold, wind the threat of those

flames spread to go additional buildings down the street is really a very, very serious threat. >> if you just tuning in this is 21st and location news center city, this is a fire. you mentioned in one inside, which is got news here but fire fighters working incredibly hard in difficult conditions to get this fire under control. while they start to need help and assistance from other fire fighters across the the city at a certain point. >> it is possible additional alarms could be struck out in a situation like this. we have new information right now, 21st and locust streets right now is a multi family home, about 13,000 square feet. it was built, ukee and jessica along the lines of what we were saying. building itself according to real estate record was built in 188o you know buildings built in those days, what we called the fire stops inside the buildings. things that one tane the flames. also the building materials, frequently wood are not the what they would be nowadays. so when these buildings

getting we may have modern fire fighting equipment but buildings themselves were not design to resist this kind of fire load. as you can see from the flames there they are really blossom, in the only through original fire building but obviously as best we can see from chopper three threatening to spread to the other buildings down the block. very serious situation and i will tell from you looking at it and what we are hearing from the fire scanners a and what i heard from philadelphia's fire commissioner a few minutes ago this fire is in where near being controlled at this hour. fire fighters now trying to build that perimeter, draw that if you will line in the sand to stop the flames and contain them to a building or buildings to keep them from spreading down the block there. >> if you will stay where you are we have the commissioner on the even if right now, commissioner are you with us. >> commissioner? >> commissioner, this is ukee washington, yes, sir contact dean at cbs-3. thanks for joining us. can you update the situation

we are looking at live at 21st and locust. >> right now, we have a two a alarm fire going, and it is a three story apartment complex. everyone was evacuated safely and right now we have up great todd a second alarm, we will get more resources out there and contain this fire to the fire dwelling. >> commissioner in terms of the fighting this fire with wind and cold conditions, freezing conditions, how are your fire fighters working to do that? >> one of the things we do is bring more resources in because we will have to row are tait members a little bit more often because of the cold and wind conditions and then also try to get water in place to stop the spread of the fire. >> this is an older building we know what are some unique challenges in fighting fires in these older buildings. >> silos, once it gets in the room, and, and things like. that fire load and we don't

know exactly everything that was inside, the the property. so once it gets into the roof, we have to try to stop the spread, and contain the protection of the exposures. >> i'm looking at the wind and thinking about the embers, commissioner, flying down the street and other buildings, the buildings are very old, are you feeling right now that other buildings are in danger. >> well, yes, buildings will be in in danger because of the nature of the win conditions, so one of the things we do in that case we try to put a em ber company in service to make sure that we check the roofs other buildings some make shore no sparks start. >> a at this point are you having to evacuate anyone else, around that building. >> we started immediately. you start to spread we will get people out, just to make sure we have a safety zone. >> and just thrown in your eyes since you have been -- >> pardon me.

>> has this grown in size. >> has the fire grown since you have been on the scene because it looks like it to us. >> it is definitely getting bigger. yes. >> so how long, typically commissioner will it take for them to get this under control is there anyway to know or just a very unique situation. >> no way to know, we just to have get enough water on this thing and we make sure we protect exposures. now that the fire is burning through the roof it helps us a little bit and vent go through roof and it contains it so it will not spread. the the key is just to get more water on the the fire. >> we can see that we can see it coming out of the roof now. >> commissioner, i'm sure are not adding any help. what it is like fighting fires like this in sub freezing temperatures. >> very difficult. when you first start out you have a high level of adrenaline and you you are not as cold but as the night goes on and you get wet from the sweat, and then that cold air hits you, it is a challenge.

then we have to do a better job making sure we rotate our members. when it is cold like this you cannot have them for long period of time. we try to rotate members, give them hot chocolate. the arm or works well n response to multi alarm fires and provide members with coffee outside, and food. once again we have to make sure we utilize our rehab to keep the fires, safe, fire fighters safe. >> can you tell us about that rotation of your fire fight are, how long do they stay, do they give a sigh like i have had enough, bring somebody else in or do you have like 15, 20 minutes and then you rotate, how does that work. >> it is a little will bit of both. and we rotate them. we monitor the the mens. we feel like they have been there too long and we will rotate them ourselves. it is a combination of them both. >> pulling out in terms of the isolating this area, i know walt hunter mentioned that traffic was snarled all the way around, you guys certainly have to have a perimeter within, you know, that you can

work within, what are you doing to make sure that your people have enough room to operate. >> police do a good job of create ago this perimeter. we need that room to stretch waterlines. we don't want people, riding over waterlines because it damages the the fire hose and then, it limits our water supply. one of the things we try to do is make sure we have a nice perimeter to get more equipment and if needed, then we can stretch waterlines, large diameter hose lines to make sure we have enough water. >> our ran stage point is from the air, in chopper three where are you watching this from right now: what are you seeing. i'm seeing the same thing you are seeing. like i said, the the fire is burning through the roof and that is to our benefit because now we know that we can stop this from spreading to the exposure as long as we get enough water on it that is bottom line. your crew member, men and with men, thank you for what you do please stay safe. keep us updated as well.

>> thank you very much. >> appreciate it, commissioner. lets go back to walt hunter who joins us from the sat center, walt talking to the commissioner split sound like they are trying to get their best to get this under control with the flames coming out of the roof of this building, what did you pick up from that. >> reporter: couple of new developments just moments ago from the fire scene battalion chief now calling for deluge guns, very large diameter hose lines, typically the deluge guns used to be called water cannons. they are used to establish a perimeter to put a huge curtain have of water. that is done for two reasons, one to and, flying brand from igniting other fires. we have heard from fire command, and we have 20 people, evacuated, long that block, that number is obviously can easily grow. they are obviously being sheltered in nearby homes and there may ab digs alley vac wayses as we and threat of

ice. it is not just a matter of fire fighters, falling on ice which obviously is very serious. it is also a matter of ice build up. the ice build up is a huge potential problem at any fire in this kind of weather. it can build up on walls, it can build up on rooftops. suddenly a building that is secure that is burning has tons of additional ice within minutes, and that can definitely increase the risk of collapse. that collapse by the way in the just from the building, but ice also, builds up on ladders, and honor devices that the the fire trucks are using. a ladder that is put up to put water on the fire, water blows back, freezes on the ladder. then that ladder in the air is tons heavier and that could be a very dangerous situation, creating a possibility that a, the the ladder cannot be moved in the event of an emergency or b the ladder itself could come down on the ice. ice build up in the situation like this with a major fire,

tons of water and these kind of temperatures is a huge concern along with obviously looking after the fire fighters, the good news from the scene as fire commissioner indicated, we have no reports of any injuries at this time. eat are from the people living in the residents near locust street and no reports of any injuries, the fire fighters but this battle will very much still underway and that call for deluge guns a short time ago indicate ago this fire fighters are looking for where they will draw the line, where they will set up these large volume streams of water, that will create a boundary that will keep this fire from spreading any further. >> that is quite the a fire walt, thanks very much. obviously we want them all to be safe. we will check with you and have more on this fire in just a moment but first we want to get a check of the weather. >> want of the water cannons there. the kate joins with us our forecast and fighting this blaze. frigid temperatures. >> these weather conditions definitely not helping, we have freezing temperatures, strong wind, that are prop

gating flames and not expect to die down. at least through next couple of hours. major weather-related challenges for fire crew out on the scene. we are talk about a major winter storm. lets start off with storm scan three. we will zoom out over the country. there are two things to know. one is cliffer system, weak snowfall over portions of iowa down into missouri and that is one to 3 inches in that region, snow shower or flurry tomorrow night, perhaps this is not a big deal. winter just starting to come on shore over west coast with energy that will eventually develop into a major winter storm up and down eastern seaboard with impacts, again nor'easter impacts, coastal flooding, strong gusty wind and threat for heavy snowfall. temperatures in the 20's. we are at five in allentown. twenty-seven in philadelphia. 25 degrees in millville. current wind right now as we said really helping to prop gate that fire. these are sustained wind between 15 and 20 miles an

hour across the area, making our temperatures feel at least 10 degrees colder then they actually are. lets take a look at our two main computer models with this storm. there have been disagreement. they were in better consensus at this time tomorrow then they are right now. here's the latest gfs model. the the snow starts late friday by 6:00 p.m. snowing in philadelphia heavy snow blanketing northeast corridor. gfs has bull's eye just to our south and west, over d.c., baltimore, and little further south a across portions of the chesapeake bay area further north, it is faster but we have highest snow amounts for our area could bring in a rain/snow mix to the the south and east. european model is an out liar at the moment. here's what thinks predicting, this is most reliable model. notice where this snow is. it takes a more south track, heavier snow in portions of virginia around richmond area we will get, significant snow from this probably over 6 inches in philadelphia. there is a tight cut off and

you can see north and western suburbs may not get as much. latest gfs model, caved a little bit, it moved south. the as i have been saying, all week long, and, and it is supposed to be any trend toward this south solution. that would mean, slightly lower snowfall amounts and makes it for us but not potentially historic storm for us here in philadelphia further south, it is also slower with no hanging around into saturday night, possibly even sunday morning but it is also cold, mainly snow all the way to the coast on that model. that is what we know right now. this is what we are looking at, between two main models, as of right now our best chance is still in the heavier snow range, and it is extreme event. it is as good a chance that we don't get as much snow thanks to that south trend. we will continue to monitor that, and keep you posted, we should have our preliminary, snow maps issued by tomorrow night. we have not put out an official forecast just yet,

here at cbs philly but we will do that as we head in the day tomorrow. i want to make sure we have as much good information as we can before we start to throw numbers out on this storm. so friday and saturday that is our impact days, those two days, late friday, especially saturday, and then does look like it warms up next week. that will help the melting process at the very least. >> kate, thank you. and cold temperatures having an effect on this fire. we have been following at 21st and locust in center city. >> commissioner sawyer told us it is three story apartment complex at 21st and locust. our david spunt is on the scene to tell us more, david? >> reporter: this fire is relentless and crews have been working for about 45 minutes now. it took while to find some parking just because of the amount of people out the here right now watching this. we are told, ukee and jessica there are no injuries to report right now. that is good news. let me back out of the way. if you can happen to see the street just to show you all of the people checking out this fire right now but clearly we do have have that video from

chopper three to show you exactly what is going on. i know walt hunter says building according to property record was built in 1880. so yet another challenge that we have with some of these older buildings in town. just a lot of people outside nervous, concern, curious, if they know anybody that lives inside that building but as i'm seeing on the ground guys there are a massive response and even on our way here we heard probably two or three fire trucks trying to make their way through. that is what we're seeing on the ground right now, ukee and yes, sir contact. >> the commissioner was saying they have to rotate the fire fighters in and out to make sure they don't get over fatigued in these and suffer problems from the cold weather. david, do i see a large crowd of people behind you. i'm curious, what is there demeanor like. from the ground we will get ground pictures to you as soon as possible. we will see that flame whipping around and it the is not stopping. it seems like it is, seeming

to be spreading. the cold weather is in the helping and just age of the buildings, it is in the helping at all, but i spoke to a few people standing on the sidewalk and they told me they live next door, they are concern about their items at this time. we know that be in is allowed in front of the building and really they have several blocks around completely blocked off to the public so getting around here in a car, it is not happening tonight. >> as far as the size of that fire, david, can you tell fit is contained or has gotten smaller, has it spread more what are you seeing. >> we have just confirmed it has been upgraded to three alarms. it was two alarms and now three alarms so yet another crew on this fire, who necessary if it could get to four alarms but clearly it seems to in the be letting up anytime soon. >> guys. >> david, this is now a three alarm fire as he said at 21st and going on for 45 minutes. they do have it going through the roof there. this is a residential area and in a sense that a lot of
