erika von tiehl. lets check with meisha and katie for latest on the road and the forecast on the road. all right. the road are looking good. we have construction. they are still will dry, but wow another cold day it felt like this morning. >> another cold day and that is helping set stage for here what we expect to be a little bit of light snow here by tonight. nothing compared to what we expect by week's end as pieces of puzzle start to come together we are starting to have more confidence that this could end up being a substantial storm, where we end up with at a minimum 6 inches of snow. that is at minimum. now what you are finding out over kentucky, and indiana a that is not the the storm, that is affecting us later in the week. this is just a simple system that will come through and eventually it does bring us a snow shower or flurry. bulk of the moisture off to the south and much wider zoom. it the is tough to make it out but look toward idaho, western montana that is big piece of

moving fire in new castle county, delaware. that call came in around 10:30 to a house on the 2600 block of abington road, in tallyville dartmouth wood neighborhood. fire fighters found a man's body inside that home. there is no word what caused that fire. this morning, several families are waking up homeless, their apartments destroyed in this center city blaze. two fire fighters were also hurt. "eyewitness news" reporter jan carabao joins us at the that scene where fire i been investigators are expect to return to look for a cause, good morning. >> reporter: good morning. the that is only a part of this morning's story, fire crews are still dealing with a number of issues on the scene this morning. you can see behind me that the fire is under control will but from time to time we have seen crews dousing this apartment building with water just to make sure this fire doesn't start backup. as you mentioned later this morning the the investigation in the the cause will get underway and all this work as you well know by now has been

done in below freezing temperatures. so fire fighters most certainly had their handful for quite sometime now. this four alarm fire started in the 2100 block of locust street around 5:30 yesterday as folks were coming home from work, chopper three over the scene as a smoke and flames toured over this four story apartment building in rittenhouse square. twenty-one unit were evacuated and so were two neighboring homes. fortunately in resident were injured. two fire fighters did suffer minor injuries but they are expected to be okay. the it took crews just about two hours to get this fire under control and they are still working on hot spots this morning. meantime about two dozen people have been displaced and red cross is helping seven families with a place to stay as fire crews justin to work. >> everything that they have in the world is gone, it is awful. it is so coal, and there is so many people and dogs and babies, it is just really terrible.

>> it will be a long night because we cannot get inside to see the fire. we will put host on the fire once its knocked down and then we will have l and i come tout make sure the building is safe. once inside we will determine the origin and cause. >> reporter: that work is still to be done today, fire investigators expect back out here on the scene to get into this building to see what happened here. we are told by the commissioner he believes the fire started in the the basement and then worked its way up. we just don't know if the whole building is a complete loss but it certainly looks like that might be the case just seeing all those flames and smoke last night. so we will remain on the scene to bring you any update but just for a traffic reminder, the locust between 21st and between the second is block off and we have salt trucks on the scene as well to make sure that the ice does not build in this area keep that in mind heading throughout the area this morning. we are live in rittenhouse square, jan carabao for cbs-3 "eyewitness news".

>> so many people affected there jan, thank you. a tough night the for philly's most brave, they battled more flames and intense cold in north philadelphia. "eyewitness news" on the 1600 block of westerly high avenue. the fire department place that had fire under control before 10:00 last night, two people suffered minor injuries. we're waiting to hear students at allen lock elementary will have school will this morning. they were dismissed early yesterday when heat, their heat went out in the west philadelphia school. we are told, it will be made up throughout the year. the u.s. coastguard is suspending its active search for 12 marines missing off the coast of hawaii. this were on board to helicopters that crashed last week. the various agencies, searched more than 40,000, nautical miles of ocean for five days. they found life rafts but no survivors. two of the missing marines are from pennsylvania. we're hearing from the the woman who survived a frightening attack in a west philadelphia septa station.

lauren lickman suffered a broken clavicle and other injuries. on sunday she was pushed off the platform on the el tracks at 40th street station by this man suspect kenneth grimes. moments later we're told he pulled a knife and threatened her. he then fled and she managed to get the herself back on to the the platform. >> in one really did anything, the the train pulled up and everyone got on to go about their day. >> one of the scariest things ever because it was so random. there was no reason behind it. >> after the attack grimes was arrested at 30th street station. academy award winning actor jamie fox saves a man's life after a forry car crash right in front of his home. fox and brad kyle, victim's father there return to the scene of monday night's wreck. three two-year old brett tile, and fox pulled him to safety just before the the truck exploded. >> pulled him out and as we

don't worry about that that is a far cry from what we are looking ahead to. on radar it looks lackluster this will streak south and down over lower mississippi valley, developing into something much more substantial. that will happen tomorrow and then it appears as though it will cut itself off from the main flow. that is why we expect this to be a substantial storm. when you have a cut off low and all of the pieces of puts will will in place with high pressure blocking the storm and also intensification that will take place over relatively warmer ocean water, you can get something snow out of this. it is looking more like that will be what happen. in addition to snow we are talking major traffic delays, gusty wind, power outages and i would say at this point it is fair to say, that we have an very decent shot of picking up at least half foot but even better likelihood that this end up being annex stream snow event where we have a foot on the ground. you look at the the light to

philadelphia police need public's help finding three suspects accused of planting a skimming device on the atm. we will have that surveillance right here, atm at beneficial savings bank on city avenue in overbrook from back in the december. one suspect is here, installed the skimmer on the machine. police say he then return with two other suspects to retrieve the skimmer which record the the accounts and pin numbers. if you know who these people are, you are asked to call philadelphia police. police in cherry hill got a tip of skim even the at a 7-eleven store in chapel avenue. that device did not have
