drawing in lots of moisture and there is a lot of moisture and warm in the gulf for to it draw from and starting to lift north. big precipitation shield on the north and western side of the storm as this lifts north in the colder air in place, this will eventually change to snow. track of the storm will take it the right to the eastern seaboard, ocean water temperatures off the eastern seaboard warm right now and that will give the storm even more energy as it deepens and strengthen, as we get in the weekend. that will throw in a lot of snow, and energy back in our region this weekend. blizzard watch as we mentioned has been issued this includes southeastern pennsylvania, lower montgomery and bucks county, philadelphia a, delaware, eastern chester county, northern two counties of delaware and much of the interior south jersey as well. winter storm watch and winter storm warning posted to the further north and south. we have a blizzard warning in effect for the d.c., baltimore area where you see shaded in red. a all will of these winter weather warnings blanketing the mid-atlantic region from virginia back through

kentucky. blizzard watch for us, also a coastal flood watch, that is because as this storm comes up the coast it is a classic nor'easter northeast wind piling what the's long the coast and in the mouth of the delaware bay. we will deal with major to moderate coastal flooding through all shore communities and anyone that lays on the bay side as well. also the delaware beaches. this is friday night into sunday morning. high tied the at day morning. also sunday morning looks like sunday morning high tied may be the ones of the greatest impact but by could experience major to moderate flooding. again without further ado our snow map has not change, since we issued it first last night. we did edge this 12 to 16 down just a little bit, something we will really have to keep an eye on is the cut off to our northern suburbs. if we get a band to develop and it wings back to the north, these areas could over perform but there could be a sharp cut off if the storm exits further to the south. we do expect two to 16 inches in the greater philadelphia area wilmington delaware down through much of the new castle

county, six to 12 in interior south jersey, three to 6 inches down the shore. on the back edge, and band moves through these areas could over perform a bit the but we will watch some warm air, i mentioned those warm ocean water temperatures that warm air mix nothing and it could change over to rain and sleet for a time and that could limit those snow totals down the shore. coming up we will have potential wild card with this system, what we're expecting as far as when storm moves out of here and many more details coming up in just a few minutes. for now ukee back to you. governor tom wolf declared a state of emergency for pennsylvania. he spoke earlier. >> i urged all resident to heed all warnings and alerts from emergency management officials and law enforcement officials. your safety, the the the safety of all pennsylvanians is my top priority and the top priority of everybody here. >> by the way locally philadelphia mayor jim kenney will speak very shortly. marries scheduled to hit the podium around 5:15 and will update everyone on local

you probably seen people saving their parking spots with the lawn chair or traffic cone. this is not allowed per city law. if you see someone doing it police want to you call them and report the location. they are using hashtag, no safes. concern is growing for what this could mean for shore communities. news". project home is upping its outreach to the home less in advance of the winter storm. >> reporter cherri gregg of our sister station kyw news radio took a ride with one of the street teams. they are trying to convince the most vulnerable to seek shelter. >> reporter: meet sam sanity teeing -- santiago, he is hunting for people to help. santiago has spent two decades as a outreach response work are for project home. >> i know everybody's name. >> reporter: with snow and cold blue weather predict he is searching under highways and hidden spaces to let people know folks living on the street know even with tarps and blankets the this weekend could be deadly. >> if they passed out somewhere, there is a good chance they could freeze. >> reporter: but convincing folks to come in isn't easy. part of the problem is shelters can be dangerous and sunday's shooting at station house in north philadelphia is making it even tougher to get folks off of the street. >> do you need anything. >> no.

but georgia already had a winter weather advisory and her phone, popped up like a a while ago. it is on the move. >> it the is on the move and so many people will be impact by this storm from the deep south, all the way up through mid-atlantic, possibly even new england as well very, very sharp cut off to the north. areas like new york city, boston, rhode island right on the fringe of this storm. very tough forecast call there. for us it is more straightforward for philadelphia i think we have i good shot at getting a lot of snow with this system,e have i generally around a foot, that forecast has not changed. that is what we issued to begin with and we're sticking by it. nothing has change as far as the city. we have to watch that northern edge and watch mixing down the shore. those areas may be a battle ground as far as just how much snowfalls.

i'm mike debernardinis managing director of the city of philadelphia i want to thank you a all for this press briefing. we called this briefing due to the magnitude of the storm and the forecast, as well as the mayor's interest and the leadership of the various operating departments in providing the the most thorough and accurate information to our citizens. so today, we have the mayor and the heads of the operating department that report into the managing director's office here, to brief you. we will do our best to provide you with the most accurate and up to date information regarding, our plans, which we have been working on all week, with the mayor and with the leaders of the departments and we will likely have another press briefing sometime tomorrow. so to get us started off, with

our report, i'm going to call on samantha phillips who is the director of the office of emergency management who will talk about the the status of our coordinating efforts and how we will move those efforts forward over the next couple of days, sam? >> good afternoon, thank you i'm sam phillips director of emergency management for the the city. just to start off with the the the forecast, the national weather service has been great about sharing information with us and that is the official forecast that we use for our decision making. we are in the blizzard watch, that begins friday evening and extend through sunday morning. we're forecasted for the the the most probable snowfall a accumulation of 12 to 18 inches. certainly there could ab normallies there the upper range could be closer to 20 and then, of course, the the lower is a single digit and inches.

with this storm there is going to be high winds. so we're really focused on the powe to tension for power outages, and down trees. we're doing some close coordination with our utility partners and also our, and, and i just want to go through, we have not, made any decisions, for the current forecast from the national weather service. and we are leaning toward a snow emergency declaration but again, we're not making that decision until tomorrow. we want to have the best forecast to inform our decision making process. we will likely activate cities emergency activation center tomorrow evening. that activation will begin as a partial activation with core transportation and public safety agencies, and then expand to a full activation on saturday morning. the the snowfall overnight should be relatively manageable and then the height

of the storm we will kick in saturday morning. before i hand it over to deputy managing director claire tollsonny want to make one distinguishing note. today governor wolf declared a state of emergency for the commonwealth of pennsylvania. that is completely different from the city of philadelphia's snow emergency. a as a reminder our snow emergency only pertains to parking on snow emergency routes. the governor's state of emergency is several because it can free up resources if we need support from our commonwealth partners but there is no connection to city of philadelphia a operations. thanks. >> good afternoon. the streets department in collaboration with the the other agencies in the city and outside the city, began its snow treatment operations yesterday evening at 7:00 p.m. with a brining operation. for this snow that is expected to begin tomorrow, we will have a full deployment of

approximately 400 plows and over 600 personnel who will be plowing and salting our city streets. we are asking our citizens to join in our efforts by assisting with shoveling, shoveling to the sidewalks, getting a clearing or 3 feet on the sidewalks including curb cuts and to discourage them from putting snow back into the the streets, once they had been cleared. we're working in collaboration with the parking authority and tomorrow we will have a start which is $5 lot parking, by the parking authority. a additionally working with the septa for our regional transportation, they could be expectations of delays on buses or trains, and customers should check septa a dot organize, septa.org to determine the status of the trains and buses and get latest update. we are doing our best to maintain our route system throughout the the entire system to minimize impacts.

the as well as our airport, check there as well as to determine if there are any delays or cancellations for flights as a result of the snow that may be coming to us. i will now turn over to commissioner donald carton from the streets department. >> good evening. i would like to talk to individuals that have thursday trash collection, which will be pick up friday because of mlk holiday. we ask individuals to please leave your trash at the curb, friday collection will still be scheduled and pick up as it is planned. for those who normally have friday collection, we will not be collecting trash on saturday, we ask individuals who normally have friday trash collection to hold it until next friday, again, if your trash collection day is normally thursday, we will work this friday, and we will collecting thursday's trash this friday. for trash and recycling.

for anyone who has trash and recycling collection normally scheduled for friday and scheduled to be picked up this saturday we have asked residents to please hold it until next friday. i will know turn this over to our honorable mayor james kenney. >> thank you very much. >> i want to thank agencies for their hard work, in preparing all this i want to make sure we recognize and think about our city workers who will be out there in the frigid cold for a long period of time doing what need to be done to get city back and keep ourselves safe and get city back in order. they are out there time and time again, sometimes you lose, we lose sight of the fact that they are out there, somebody is out there driving those plow is a and doing what they need to do. i want to thank them for their work and give them thoughts during the the course of the next couple days. i want to ask philadelphians to be safe and look out for each other. try to help your neighbors, clear the steps, check on our seniors and people perfect shut in.

we are under blizzard watch as a major winter storm, moves closer to our region. heavy snow is expect, all across our area preparations are underway. "eyewitness news" continues a at 5:30. i'm ukee washington. i'm jessica dean. what can we expect and when? meteorologist kate bilo is in the the weather center with more on that, kate. >> thanks, we are taking a look at this storm as it develops and strengthens, and pull moisture in here over portions of the south east and it is lifting northward and by tomorrow at this time it will be very, very close to us, and we will look at those start times in a moment. once again blizzard watch has been issued for our entire area, that starts friday evening, continues right through sunday morning. keep in mind a blizzard is function of the wind and visibility. it has nothing to do with how much snowfalls, and it can happen with falling snow or just blowing snow, wind of 35 plus miles an hour and visibility under a quarter mile, sustained for three plus hours. so a blizzard watch probably soon to be a blizzard warning

means over three hours during the day saturday we will have wind, over 35 miles an hour sustained and visability under a quarter mile. the that means treacherous driving conditions, all day saturday on the roads, white out conditions expected, don't want to be out in this if you can help it. start times with this system between six and 9:00 p.m. in delaware and southern delaware. and in the city ape suburbs between 7:00 p.m. and 11:00 p.m. edging toward later side around 9:00 or so when we can see first flakes falling, sometimes these storms sneak in early. we will left you a window there we will get commute out of the way and that is good news, ten to 1:00 a.m. in the far northwestern suburbs and lehigh valley. wind will gust to 50 or 60 miles an hour down the shore and further inland. even in the city wind could goodies to 40 miles an hour. that snow will be blowing around and that is why a blizzard watch has been issued. overnight tonight, it is mainly clear, cold, quiet at 23 degrees. your friday increasing cloud, snow comes in after night fall, and after evening commute, and your three day forecast shows that major

winter storm, it is through friday night, and all day saturday, this may not move out until today break on sunday, and it will clear out as blustery day, milder at 37 degrees. those temperatures air above freezing as we head into next week so things should melt rapidly. coming up i'll have much more on the system and give you a look at snow map to pinpoint how much snow you could get. back to you. as you mentioned southern part of the viewing area could see heavier snow totals out of this storm. >> "eyewitness news" reporter greg argos is live in new castle county delaware where they are getting ready, greg. >> reporter: last year was with so much winter weather dell dot officials had trouble keeping up their salt supply. but this year with the warm start to our winter season with this storm at least you can see that is not going to be a problem. the plouts are ready, the the salties stocked and the brine delivered. dell dot is prepared for this potentially massive winter

for thermal underwear and storm prep is all about layering. >> we have everything that you need, starting with your base wear of thermal underwear. we have base wear of socks, gloves, and helmet liners because when you start shoveling your snow you will perspire and it absorbs moisture and keeps you warm and dry. that is the most important thing. >> they say sales were down in november, december because of the, of course, unusually warm weather. it is a perfect storm and gas stations, the impending storm and cheap gas are fueling long lines. we have found people filling up their vehicles on west chester pike in havertown delaware county. some people were also getting fuel will for their snowblowers. >> i'm here just to make sure i have gas for the upcoming storm. >> better now then when it is snowing. i don't want to run out of gas, when trying to get somewhere and everything is closed. better to get it now while nice weather. instead of the blizzard. >> reporter: that is very true. gallon will of regular gas is selling for $1.97 at that gas
