storm. it is already hitting the mid-atlantic region, it stretches far back to the midwest headed our way. >> today is friday, january 22nd, good morning, i'm jim donovan. >> i'm erika von tiehl. the eye on the storm, all week long now, the eyewitness weather forecast updating snow totals and tracking the storm, justin on the skydeck. >> meisha keeping an eye on the road, but let's start with katie. good morning, kate. >> i good morning, guys, yep there is storm system pretty much a shore thing at this point, in fact, now we do have as we just heard the anchors mention blizzard warnings to deal with. as well as winter storm warnings, so everything that had been a watch, has been upgraded for us, but look at this, we are clearly not alone here, this is an expansive slot of winter storm watches, warnings, and of course the blizzard warning. notice we are the ones, in baltimore, in the blizzard warning right now. so it is pretty much going to end up being for us, where we end up seeing the bull's eye hit, as far as the wind

issues, but looks like the snow will bulls eye just might be off to the southwest. really nice organization with it, at this point, and the tell tail signs of the clouds, starting to lift in, over washington and eventually headed our way too. so your time to prepare is essentially dwindling at this point, guys, you will get through the entire day though we think before the first snowflakes begin it fall across most of the region here, window of snow to begin between 7:00 and 11:00 that's specific to center city philadelphia and the immediate suburbs. might come little sooner if you're cross delaware and southern new jersey and certainly later obviously as you get further north. that's generally the within dough. heavy snow continues all day tomorrow. more detail as the show goes on here, but things do start to clear out sunday morning. the winds doesn't end for little while. so that's going to cause additional headaches. now, it is a cold start to the morning, but not terribly winnie yet. key word yet. give it time folks. now is the time.

storm so set to bring us blizzard like conditions, ten plus inches of snow and high speed winds, already, forecast. in preparation, on wednesday, the brine gannon the roads there is evening some 400 plows, are going to hit the road. now, so far, we do know that trash is impacted, thursday pick up switched to today for the king holiday are still on. friday pickups for the king holiday are now going to be off. so you will hold those until next week. drivers a warning, parking along snow emergency routes will not be allowed this weekend, cars found to be in violation will be towed and fined. the city emergency operations center expect to partially enact some core services saturday morning, and then decide from there what other services will be required this weekend. we also know this morning, officials will review the latest forecast models before

calling a snow emergency if know do, likely, whether little, or a lot, resident specking some hassle, but also, some help from each other. >> parking is the biggest issue, from the sit, the south, and just stay off the street, and if the neighbors help their neighbors, i think we will all be good. >> and that is what mayor jim kenney says it really is all about. neighbors helping neighbors, going door-to-door to do what you can, specially, for our senior citizen neighbors, he also says it may not hurt to shovel an extra space or sidewalk or two. we know the weather service urging you not to travel if you have to, just stay home, be safe, warm as women. we also do know more updates are due out from the city and the mayor throughout the day. we will bring those to you on air and on line as we get them. live here in center city, justin finch, cbs-3,

"eyewitness news". >> we'll all get through it together. >> and getting out every town by air may be difficult, more than 100 flights out of philly are already grounded this morning. >> no snow already. on top of that, american airlines, the airport's largest carrier, says all flights out of philly tomorrow, they're just all cancel. amtrak also scaling back service. some passengers are adjusting their plans to try to beat the snowstorm. >> we are beating your snowstorm. i would rather be snowed in than can't get in. >> right now, there are no major concellations on amtrak, but, that could change. if you are planning to get out of town by train, go ahead, call ahead, not to get stuck at the station. >> real concern down the shore not the snow so much, it is potential for severe coastal flooding. emergency management teams are already closing floodgates, beaches. businesses are also taking in furniture to get ready for those powerful winds and high water. while zombies cents do plan to stay open, emergency

>> don champion joins us liver from the nation's capitol, expecting a lot of snow, don, good morning. >> yes, good morning, shall kay. jim, misery lovers company. that's for sure. you know, this region has not seen the likes of snow totals we are specking here in many, many years. meteorologists say the the ingredients to the storm finally coming to the, people in the nation's capitol are being warned once the snow starts falling, things will get intense, as quickly. people in the path of potentially paralyzing blizzard rush to super markets and supply stores, late into the night, gearing up to be snowed in. >> yes, 700 shovels, but then about two hours, all of the sales depleted, if i had a nickel every time i asked for a shovel, i would be a rich man. >> more than 77 million people

will fill the effect of the historic storm, set to cripple part of the mid-atlantic in just a few hours. >> i've lived in d.c. most of my life. i don't know that i have lived through a forecast like this. >> in washington, d.c. federal offices as well as the nation's second busiest subway system will shut down this afternoon. in maryland, and virginia, where blizzard conditions are also expected, crews began treating roads with salt hours ago. hoping to avoid a repeat of yesterday's mess, when just an inch of snow caused accidents and delays throughout the area. >> what happened last night was not okay. that can't be repeated. >> along with the snow, the storm system will bring dangerous winds, and ice, that could lead to major power outages. in north carolina power crews began cutting limbs, hanging over power lines thursday, most people in the storm's path are taking it all in stride. >> winter was coming. we had to know that.

>> already several airlines have pre-emptively canceled thousands of flights, and provided waivers to travelers to re-book when conditions improve. >> in fact, they're already about 2500 flight concellations in and around the mid-atlantic this morning, another 3,000 for tomorrow. thankfully saturday one of the least traveled days of the week, though, time to hunker down, erika, jim. >> appreciate t stay safe out there. >> we want to see your snow pictures, share the pictures on facebook, twitter, instagram. use the #cbs3 snow. you might see your pictures right here on "eyewitness news". and our team coverage of the storm continues with katie in the weather center. >> yes, and you know what, folks, this is sure thing at this point, and we tart to see the blizzard watches, the winter or i should say the watches turn into warnings, and then winter storm warnings zero warnings, also, so everything sort of what we will say is upgrade from the what we had as of even just few hours ago. so, it is, again, more of sure

thing at this point the greater philadelphia area will be in a blizzard situation. this is a long lived warning. this starts at 7:00 tonight t goes until 10:00 a.m. sunday. not a typo t goes over the entirety of saturday. that's how long and persistent these wind are expected to be. and that's the thing. you think of blizzard. you might think that that has a serious impact on how much snow you are going to get. no. our expectations of snowfall haven't actually changed. justin will cover that more on our team coverage here. but let's reminds you what a blizzard actually means. snow doesn't have to be falling, just has to be blowing or falling, in addition, you have to have wind speeds of 35 miles per hour or greater. visibility, it is low, in a blizzard situation, and all of this has to take place for at least three hours. so very specific, in terms of what you need, for it to qualify as a blizzard, now i think it is going took. storm scan3, very evident off to the south. as we see the system push into some colder air at the moment, see a loft rain turning over to icing and snow, that's what's headed our way with

time. so, timing it out, you are going to get through the day, without a hitch, it will be a lot of traffic, a lot of folks at the grocery store, no snow just yet, generally once the sun goes down, then it is with us, just stuck with it once it get here and before the storm gets out of here out of the entire at this saturday, likely not until early sunday. skies do clear sunday thankfully, but still having a lot of blustery conditions, by that point, that's going to potentially make your snow shoveling all for not, depending, so we will keep you posted there. for now let's go through future weather. we get you up to the noontime frame. nothing on radar, not locally, then builds in. window for fill toy see it, 7:00 to 11:00 or even portions of lehigh valley might not have flake flying by the time 11:00 tonight. give it time once it gets here though it just sticks. and we will continue to see it pummel basically right through the day. few little breaks along the way here too potentially, could limit snow totals southeast of philly but not until sunday morning that this is starting to get out of

here. at the coast, keep in mind, and certainly inland, as well, very windy conditions. so you want to secure loose object if you haven't already. and power outages, are very likely, since we will have some heavy wet snow with this, combined with that wind. for more on that we send it out to justin on skydeck. >> morning, katie. that's right, classic nor'easter, we will get it all, heavy rain and snow and certainly winds. >> good question came in facebook, heavy or wet snow? temperatures around freezing, slightly snow. typical mid-atlantic snowstorm. ratio ten to one, that means 10 inches of snow to every inch of liquid. that's really somewhat of a weather snow, not the true heart attack snow but not going to be powdery. good for making snowmen and making snowballs as well. as far as the amount go, 12 to 16 inches still, not whole lot of change in the forecast map around philadelphia and sub suburbs, further south and west you go, cecil county

maryland toward baltimore amounts go up. then the numbers start to drop. further north lehigh valley and poconos and into south jersey. still couple of wild cards to talk about with the snow amount. watch that northwest zone, where does the heavy snow ends? that could shift north or south as well. also, see snowfall rate one to 3-inch per hour, if you get stuck under one of the bands, numbers could be higher. also sleet could impact these numbers. the more sleet we could see, that would cut the numbers down. today increasing clouds, 35 for the high temperature, tonight, the snow arrivals, late in the evening, 25. extended forecast, blizzard, on saturday, the sun returns for sunday, and it is not cold behind the system, normally, get arctic air behind the strong storm, not happening for this one. good news for clean up. i know meisha likes that. little easy shoveling? >> all the time, justin, good morning, everyone, hammy friday. yep, it is coming indeed. right now, the good news is on your morning commute the roads are still dry. let's enjoy it while we have it. looking outside, this is where we have disable vehicle,

>> we are bracing for a blizard, snow, blustery cold air, the first flakes already falling to the south. this is video from charlotte, north carolina, where it is already snowing. schools there are closed today as they expect upward of about 20 inches of snow. >> and, katie, i lived in north carolina for few years, and one flakey would head for the krispy kreme counter. then i was in for the rest of

the week. >> yes, you know, they do perceive snow events a lot differently down south. but we're buzzing, too, right? i mean, this is definitely very big storm system for our area. so, we've got a lot to discuss, now, blizzard warnings posted for our area, they did actually take effect tonight at 7:00 p.m. for the greater philadelphia region in the pink shaded areas you have winter storm warnings, that take effect, same time tonight. so, essentially, what's happened here, guys, is that you have had upgrade take place from the national weather service, what was a watch has now been turned into a warning. in other words, we expect it to actually happen now. so, storm scan3, starting to see the tell tail signs of the clouds lifting in across the nation's capitol, and if we zoom it out just once, see the leading edge of the precipitation. still couple of states away, but matter of time before it starts to snow here, likely because it comes in, this evening, it starts as snow for everyone. but we will have few little, you know, switches over into different kind of precipitation out of this, which we will get much more into as the show goes on.

but saturday is the action day. you will be dodging snow covered roadways, slippery sidewalks, you will have delays, if not concellations. and very hazardous travel, especially when you have to factor in the kind of winds speeds we're dealing with because it will blow and drift the snow, even though heavy snow, strong enough winds, to sends it flying. so, gusts peak as high as 06 miles per hour in some locations, tropical storm force in other words, and that does mean you will be dealing with coastal flooding as well, and a lot of other issues for the shore towns, which again, we'll discuss in more detail with time. but for now, back to the here and now, if you do have to go to work or school today, and many of you do, you are going to be facing -- not facing weather-related problems, it is cold but, and as the day progresses mid 30's at best for all of the shore towns, certainly here in philadelphia, and it will be colder up toward the poke now mountains, then eventually all every those clouds build in, and flakes start to fall, the general window of that to happen, once the sun goes down, like i said, though,

meisha, a far more detail on timing, all of the impact as we progress through the show, but for now at least it is quiet. >> yes, right now, the roadways looking nice and dry, we know that it will change specially later this evening, so if you can stay off the roads later tonight i would advise you do so. good morning, everyone, happy friday just waking up with us, so glad you're here. roadways right now, nice and dry. but i will say in some areas you are dropping little bit less than posted speeds. this is one area that's starting to heat up right now, the schuylkill headlights moving in the westbound direction at the conshohocken curve see the sun just struggling to peak out. looking good here, still traveling at posted speeds here, actually, this is one area that you're slowing down little bit. fifty-nine south at cottman, woe know around this time just casino of what happens as you come around the s curve, see plenty of brake lights letting you know no longer traveling at posted speed there, slowing down there, accident all clear on the pa turnpike westbound, great news for those of in you that area, also water main break moorestown, new jersey, south church street closed right now between main street

and route 38. you're going to have to use alternate, i would suggest right now mt. laurel road or lenola road probably going to be your best bet. also water main rye pear delaware, route 202 north pound past naman's road the left lane is still blocked for those every in you and around that area, and also, let's just touch base on this real quick. amtrak is running modified schedule saturday and sunday, because of what is going on with the snowstorm, and also, check your flight schedules for those of you traveling by air, you might have a slight cancellation. of course i'll be tweeting reminders all morning long, erika, back over to you. >> meisha, thank you. from broomall to brigantine, people making preps. >> another worry coastal flooding, eye on the storm coverage continues with "eyewitness news" reporter jan carabeo live in ocean city. jan? >> reporter: jim, erika, good morning, coastal flooding concerns are growing ever greater, at shore point along the jersey shore this morning. we are coming to you live from a beautiful and calm ocean city boardwalk. and what a gorgeous sunrise

coming over the horizon right now. but no doubt, this will all change later today, people who live and work here will be making those last minute precautions as you mentioned making sure they're all in place before this storm rolls in tonight. now, shore towns have been busy over the past couple every days. building up the beach, getting their businesses prepared for this impending storm. we've seen a lot of berms being built, the hope these beach replentishment project will stick and will barred off rising icy tide. now this winter storm is expected to bring seven to 8-foot tides to the jersey shore. now, in brigantine, emergency management officials prepared to work around the clock through this storm. they've already been busy closing floodgate, and beaches, meantime, businesses up and down the shore as you can see are busy moving furniture and product to higher ground, they're also bracing for anticipated high winds, possibly, 60-mile per hour wind gusts. and even though zombies cents tell "eyewitness news" they'll stay open, local officials are asking folks to stay home.

>> our main concern here is the flooding. you know, after sandy shall everybody's hyper sensitive to the flooding for good reason. and the weather service is calling for 7-foot tides saturday morning, seven and a half foot saturday night, and maybe seven and a half closer to eight on sunday morning. those are good tides. our public works crews have been out for the last couple of days, they've closed off all of the beach walkways, with sand on the oceanside to help prevent any ocean base flood that may come. they also, they're going to close off all of our floodgates, which will prevent water from coming in, once the tide starts to rise. here in ocean city expecting major, through three high tide cycles. those tie hides at 7:28 a.m. and clock 54:00 p.m. tomorrow, and then, at 8:11 a.m. sunday. back out here live in ocean city this morning, you can sigh, such a gorgeous sunrise happening right now.

this storm, however, also coincides with full moon making the storm potentially even more problematic at the jersey shore. because that far officials are asking folks to move their cars to high ground well before the high tide. and with the 60-mile per hour wind gusts anticipated, they're asking every town tie down any loose items outside of course we'll continue to keep you to up date. for now live in ocean city. jan carabeo, "eyewitness news". >> thanks, jan, better safe than sorry. we check in with the city, more than a foot expected later on. >> justin fin itch live in center city where officials are considering acting a snow emergency. good morning, justin. >> reporter: jim, erika, good morning, that's right. just hours away from knowing if the sitly call a snow emergency. officials say they will determine that once they have the looking at the latest forecast. but take you now to video from city hall, this is mayor kenney, and city officials free viewing their snow plan. now, that plan got into effect

well into wednesday evening, when salt trucks hit the roads to pre-treat and brine the roads. now, that sets up the 400 plows set to roll out this evening, and the 600 or so street department staffers who will help supervise that effort there. now, the storm is now forecast to bring us double digit snowfall, as well as wind speeds. that will will tie up city services, including trash and recycling pick up. we do know that thursday pickups moved to today for the king holiday will resume. however, those friday pickups that were swapped to tomorrow for the king holiday, those are now on ice until next week. and those city staffers will be working through this storm, the mayor is asking neighbors to pitch in, and help one another. and so far we have found resident here are who are confident in the city's plan. >> they've done it before. many times. >> philadelphia's ready. you know, i just hopefully the

city, you know, gets to the side street. because parking is the biggest issue. >> parking is going to be a big issue indeed. one place you are asked not to park is on the city snow emergency routes. if you park there, prepare for your car to be towed. and for you to be fined. again, we are being asked to stay indoors during this big snow event. have all of your food, prescriptions filled, water, flashlights, batteries and back up power, and again, the mayor is asking neighbors to check on neighbors, especially the senior citizens, the ill, and elderly, they are of course at the utmost risk during a event like this. there are more updates set to come from the mayor and city hall. we will bring those to you on air, and of course on line as they come through. erika, jim, back over to you. >> thanks very much, justin. >> now this extreme weather is expected to hit delaware first. del dot says it is ready. officials say they've more than 43,000 tons of road salt, which is equivalent of the

weight of 22,000 cars. so they really are ready. you can also get the latest on that storm on cbsphilly.com. you can check out the radar for the latest on the storm and also those all-important travel conditions. >> and, with the winter storm knock being on our door, penndot is getting red. >> i yes, spokesperson gene blaum joins us, gene, good morning, had you are you preparing? >> good mornings erika, jim. well, the preparations began early this week. our mechanics did necessary repairs to equipment, so all of the fleet is ready to go for this weekend, the anti-icing operation, which is the spreading of the salt brine on the expressways, other key travel routes, throughout the region, that began early thursday morning, and just about wrapping up. so all of the necessary prep work has been completed. later today we will get the plows and the trucks, the operators will get some rest, then everybody will report in tonight, get the trucks loaded and it will be -- the snow begins to fall, we will have 450 trucks out throughout the

philadelphia region for this storm using all available equipment, and as i said, application of salt, then it will be a plowing operation will a snow that's coming. >> first major snowstorm of the season. dots that change the way that crews treat the roads for the first hit? >> no, it isn't. no, jim. if we were getting two to 4 inches, we would also be brining the highways. so what we want to do prevent that initial bonding of the snow to the pavement. that snow begins to fall, help activate the chemical with the salt. and that would have been done anyway. just have the first major storm being a storm that can drop foot or more of snow, will certainly be a challenge, and motorists really need to take all the precaution if they have to travel because not only are we going to have very heavy snow potentially falling an inch or two an hour at times, but the strong wind

15 in woodbine. so we have the clear skies over us right now, that's allowing the temperatures to really drop. the storm still pretty far to the south. but starting to move up here. all right, blizzard warning goes in effect for the areas in red. right around the i95 corridor, through central new jersey, into ocean county, that kicks offer at 7:00. the areas in pink, that's a winter storm warning, poconos you guys are under winter weather advisory starting later this evening, as well. so, here's our storm system, still well to the south, snow trying to break out in southern virginia, still seeing clear skies, clouds will thicken up through the day, today not that bad. see increasing clouds, then head toward late afternoon and evening that snow begins to arrive. break it down for you. delaware, southern new jersey, between 5:00 and 8:00 expect the storm to move in from the south and west, city and suburbs between 7:00 to 11:00 holds off later for northwest serbs up toward the lehigh valley between 10:00 and 1:00. poconos after midnight that snow arrives. low pressure over the south will continue to track northward, eventually end inch
