ukee washington. i'm jessica dean. we have team three coverage of the major winter storm. "eyewitness news" reporter are all over and we will begin with meteorologist kate bilo in our weather center tracking the storm, kate. >> storm is developing as anticipated, and, they sneak in, and pretty much has done. yet to see first flakes in philadelphia i think we will get the through vast majority of the evening commute before we see much in the way of falling snow and certainly roads should not be covered for the the next several hours if they have been presently treated. but, portions of our area are seeing the snow. lets take a quick look at our live neighborhood network. it is snowing in rehoboth beach, delaware. they are tart to go get that light dusting of snow, wind picking up there. north/northeast wind at 21 miles per hour and temperatures in the 20's there at the moment. looking the at the snow there, as we head off toward the pocono area not seeing anything at all, just yet. the the the grass is clear that will change. poconos will be last to get in

the shore and will be the first to see the the snow this evening. but here is our storm. notice the size, scope, of this storm. this is a very long duration snowstorm, for us, again starting this evening, the snow, could move out earlier then originally anticipated. thanks to the earlier start time. expected to end overnight saturday night into sunday and, and, we are still talking about 24 to 36 hours of falling snow. it will lighten up and be very heavy at times. even if you get a half inch an her we are talking about over a foot of snow in the area storm scan three shows heaviest banding setting up across portions of virginia, right around richmond area here. notice there are some holes in the precipitation. we have dry slots developing, as that storm moves off shore and transfers its energy back inland we will see everything start to fill in a little bit but at some point during the storm tomorrow we will could see them work in and that could be a limiting factor for some spots as far as snowfall totals. blizzard warning has been expanded to encompass the entire area. they just included, lancaster

county in the blizzard warning and down across portions of chester county, entire county there, montgomery, bucks counties, right toward the coast, every spot in readies in a blizzard warning and goes from 7:00 tonight right until 10:00 o'clock tomorrow morning. here's a look at our latest totals. we will zoom them in. in million will 12 to 16 your current range. sixteen to 20 inches wilmington. right up toward philadelphia the slightly less along immediate coastline thanks to the mixing but we will have major coastal impacts. twelve to 16 in perkasie. up toward allentown and poconos we are looking at six to 12 inches. some of these can shift and some may get slightly higher amounts within your region. we can see some spots achieving to 18 inches, et cetera. this will be a major snow storm for the entire area we will be with you the the whole way. we will have more details coming up in just about ten minutes. for now, ukee, back to you. reminder check on each other, elderly, pets, children indeed. we all in this together.

the coastal flooding. governor chris christie is returning to the garden state. he will meet with his cabinet to prepare for the winter storm. >> "eyewitness news" reporter cleve bryan is live in avalon where the the snow is really starting to come down now, cleve. >> reporter: that is right. it has been snowing for more than an hour here in avalon and it is definitely sticking to the ground. pick some up so you can get a sense of the consistency. light, fluffy snow here. so far it looks pretty nice, but a scene that people will look at that could be frightening later is back bay here and that has to do coastal flooding. they expect three high tides cycles that could be significant. they are talking close to, levels of super storm sandy. in ventnor high water rescue trucks are ready to roll as towns along the new jersey shore, prepare for one of the worst storms in years. >> the temperatures will drop, and then it will rise, and then drop again. so we will fight this storm, and, many different ways.

>> reporter: in margate public works employees shoveled mound of sand in showers thousands of bags. they are free for residents to use fortifying their homes and businesses, officials predict relentless wind will create three extremely high tides from saturday morning to sunday morning. treating water could watch over roads and damage property. >> at low tides the tides are still staying in especially in the the back bays and low lying area. >> reporter: another concern is power outages. in gloucester township new electric systems in 20 major intersections, will allow traffic lights to function off generators. for the the first time the township will deploy a mobile power station, so people can charge critically electronics. >> we will be taking the power to the neighborhoods that are affected. so we will pull up into your neighborhood, and you'll be able to come out, plug in your cell phones, to give you better communications. >> reporter: again, quite a bit of snow, already here in cape may county. very light, fluffy snow, that you're going to have to be very careful out on the roadways and with that wind

picking up, the visibility could decrease quite a bit. we are live from avalon, cleve bryan, cbs-3 "eyewitness news". >> we will get back to you, thank you, stand by. concerns down the the shore led to a state of emergency in bar gate township ocean county. police and office of emergency management issued a mandatory evacuation notice for all resident between barnegat bathing beach and east bay avenue bridge. residents must be out no later then 0:00 p.m. a state of emergency goes into effect at midnight in delaware. >> alexandria hoff joins us now from newark. alex, you have talked to some drivers hoff come up from the south and they have already seen what this storm has to offer, um. >> well, ukee and jessica, that is right. these are professional drivers we are talking about. once they got a taste of what is to come traveling down south they have decided to take a long pause here in delaware. about an hour ago accumulations started in the southern and mid part of the state, but just a couple minutes ago we started to see these flakes start falling

down here in newark. at this point in the season before mass accumulation of snowfall, can still seem novel. >> bundle up and get some sled and snow boards ready. >> reporter: for real, you will get right out there. >> yeah, so excited, waiting forever. hopefully thinks our chance. >> reporter: delaware's department of transportation wasted no time for preparing to treat the state's 13,000 plus roadways, stockpiling an additional 14 million and salt and brine if need be. traveling south on i-95, we found truck stops packed. >> it ain't me it is these other people driving crazy. >> reporter: they will serve as home base for 18 wheelers and their drivers, many of whom have already encountered this storm and then beat it here, ready to hunker down. >> i have a heater, sure, i have television, you know, dvd movies, computer lap top, food, always carry food and water, plenty of that. >> reporter: but for some like ton van carter and his wife and their two dogs, well, they

got an early start with the hopes to keep on trucking. >> just go until the wheels start spinning and then you shut it down, so you got to go you got to go. >> reporter: well, you got to go until it becomes too dangerous to do so. once again governor has issued a state of emergency starting at midnight. that will mean most of the roadways are largely off limits, to make room, for emergency personnel who will certainly have their work cut out for them. the reporting live from newark delaware i'm alexandria hoff for cbs-3 "eyewitness news". >> thank you for. that. from the shore to the city, philadelphia is getting ready for the winter storm. the city is now under a snow emergency, and "eyewitness news" reporter rahel solomon is live at city hall with more preparations, rahel. >> reporter: jessica, good evening. we just heard from cleve and alex that they are starting to see snow. here in center city, in the quite yet. still nothing on the ground. it is looking relatively normal for a friday evening. we are seeing a lot of people still at work. some people getting their jog

in. as we know in a few hours this will feel, and look, a lot dip rent. whether you're staying at home, and entertaining. >> i got people coming over this weekend and i don't know, where they will park. >> reporter: or forced to brave the road for work. >> it is in the really that far but just trying to get down here, you know, still a short distance but still may be a problem. >> reporter: this weekend's storm is bringing with it headaches of all kinds. city leaders strongly encourage everyone to stay home, and if you do, you'll need to keep trash close too. >> folks that normally have friday trash and recycling services will not have those services, this week. we ask people to retain their trash recycling until next week. we regret that inconvenience but equipment will be coverted to snowplows as opposed to collection vehicles. >> reporter: if you have to go out and plan to take public transportation, just know, most of the septa lines will in the be running.

>> and, septa to suspend most operations for a 24 hour period starting saturday morning at the 4:00 a.m. >> reporter: mayor jim kenney just weeks on the job says that the city is preparing as best as they can. he did however have one suggestion. >> i suggest that the netflix, pay purview, make sure you are stock up, enjoy being home, and don't go outside until it is really safe to go out and we will give you the the all clear. >> reporter: philadelphia parking authority is warning drivers to move your cars from the snow emergency route, they say they don't want to have to relocate your car and fine you but they say they will if they need to reporting live from center city, rahel sol machine for cbs-3 "eyewitness news". >> nobody wants a car relocated, rahel, thanks very much. due to the storm septa is suspending most of its services beginning at 4:00 a.m. tomorrow. all regional rail lines, bus, and trolley routes and the norristown high speed line will be suspended for 24

hours. the market frankford and broad street lines will continue to run. officials say those routes are staying opened so emergency personnel and hospital workers can travel. storm preps are well underway in montgomery county, officials are particularly concerned about the winds. >> often times you get trees, limbs that come down and down power lines. so we have put in place several different protocols, procedures, operations to partner with our two main power providers, peco and ppl in montgomery county, is he should power go out in various locations, we can get roads cleared as quickly as possible, get the power lines backup as quickly as possible, and get people, their heat and their electricity, and their energy, as soon as possible. >> staff at the emergency operations center license working 12 hour shifts through at least, sunday morning. and the storm is affecting air travel, philadelphia international airport has announced that it will be shut down tomorrow, airport is are busy today though with people trying to get in or out of the city before the snow gets

plan on traveling by train this weekend you may have an easier time than those trying to fly. >> "eyewitness news" at 30th street station, amtrak trains, on the northeast corridor will continue to operate today and tomorrow but on a modified schedule. some trains, south of philadelphia, like washington d.c., have been canceled, and officials urged travelers to give them self extra time and be careful on the platforms, boarding the train. >> it can be very dangerous. >> a lot of people trying to get home this afternoon before the snow starts coming down. >> meisha johnson joinses with the check of the road. >> hi good evening to all of you at home. it is getting bus on it roadway. i can tell i that everybody is trying to get home from work and get home before the the snowstorm hits. the not a bad idea. we have a disable vehicle 95 taillights moving in the northbound direction at cottman. i can let you know cottman is very busy in the southbound and northbound directions. so you throw in this disabled vehicle that will slow you down quite a bit. schuylkill westbound at city

avenue, you can see plenty of brake lights letting you know you are in longer traveling at posted speed there and also, blue route, headlights moving in the northbound direction at macdade we are traveling 3 miles an hour moving away from i-95. also, go to the wide you can see 13 on the schuylkill moving in the westbound direction, 12 on i-95 right now, 46 on the vine. the not too bad. when lou at blue route you are going 20 miles an hour moving in the northbound direction, ukee and jessica, back to you. meisha, thanks very much. stock up on emergency supplies and stay off the road. >> that is latest message from the director of pennsylvania emergency management. >> prepared this message, it continues, thinks the time to do it. get out and do what you need to do to be safe, yourself and your families, for a 72 hour period, three day period. we don't know what will happen. >> the the state is working with fema to provide assistance if necessary. >> it is happening right now. kate said the blizzard warning is extending, a little bit. >> that is right.

>> we do have team three weather coverage with meteorologist kate bilo and lauren casey. we will start with lauren on the sky deck. >> yeah, thanks very much. outside on the sky deck and i'm on flake watch. i don't see anything quite yet with you that snow will be moving in as kate was telling you in the next couple of hours here in center city philadelphia. it is going to be a big one as we head in the next couple of days. we will check in as far as the top snowstorms in philadelphia, will we get there by the time this event wraps up on sunday? the top most snowy storm, about two and a half feet of snowfall, back in 1996, the the most recent, you might remember was a storm in february 2010. we pick up 28.5 inches of snowfall. twenty-one, fifth on the list there. 21 inches of snow fall in the 1900's. we will get close, i don't know if we will make it all the way there but we will make a good run for it. the as far as the fluff factor consistency of the snowfall is depend event on the air temperature during which the snow is falling.

we're likely going to have temperatures right around freezing, 30 to about 34 degrees, as this event progresses, so it is going to be kind of good for snow men but a wetter, harder to shovel snow. as we head in the next several days. be sure to take it the easy on yourself due to the more heavy consistency of the snowfall. we will show you latest look the at storm scan three and where that snow is at right now, here's kate bilo. >> thank you so much, lauren from the die deck. she's on watch and she says we are looking for snow flakes here in philadelphia a they are getting here very shortly. luckily they are seeming to hold off until most of our evening commute is done with as we promised so that is great news there storm scan three, again, showing the the scope and breath of this storm. it the is very, very large. and very, very impact full from philadelphia, even new york city, and portions of southern new england all the way down into the deep south. we are seeing dangerous icing even in the carolinas here tonight. you can see heavier of the snow falling in portions of virginia. so, here's what we are watching. the heaviest, darker purple

shade if you go that is over your area you are getting hit hard with heavy snowfall. it is starting to lift in our region. the this is just the leading edge of it. we will be dealing with this snow until after night fall, tomorrow night, and it should taper off sometime early, sunday morning. i know everyone wants to see snowfall amounts. if you missed it we have bumped these up, we have just shifted everything a little further are north and east. this 16 to 20 used to end here. now it looks like 16 to 20 will make it into philadelphia, we do expect a foot and a half of snow to fall in the city of philadelphia, also in wilmington. twelve to 16 in allentown, reading, trenton, right down into interior south jersey. expect a foot of snow in camden and gloucester counties, unless you are closer to the city and then closer to the 16-inch mark. six to 12 could make it to the shore points. this is where we're concerned b it will be hard to predict these totals because it is mixing that could limit things for us. of course that mix line could make it further inland. thinks best threat for a dry slot to develop. when a storm deepens off shore it will try to pull in dry

air. that column leave with us a lit built of reduction in snowfall rates. sixteen to 20 inches in philadelphia three to six down the the shore, potentially higher amounts there wind, are going to be a major problem every where. the lets talk burr coastal impact. wind gusts to 60 miles an hour, major coastal flooding, beach erosion, and power outages expected down the the shore, here's a look at our coastal flood warning for all of the jersey shore and delaware beaches. the gusting northeasterly wind, push that water on to land. you can see high tides times. the these are higher then normal tides because we have a full moon in place. that is another mitigating factor here. 7:00 a.m. in rehoboth beach and heading up in the new jersey shore, high tides time 7:35 in wildwood, 7:14 in strathmere and 6:43 tomorrow morning in atlantic city. high wind warning has been issued for areas not in the blizzard warning. they think we will change over to some rain here. it is not a blizzard warning but it is a high wind warning with gusts to 60 miles an hour in these spots. you can see that is the the case, wind gusting to 40, 50, even 60 miles an hour at times

and numerous crashes, and at least three weather-related deaths have have been reported in tennessee, and north carolina. and that storm is now moving up the east coast and while we're expect to get hit hard, washington d.c. is expected to take the brunt of this storm. >> correspondent craig boswell joins us from our nation's capitol with what is happening there, good evening, craig. >> reporter: hey, guys, d.c. officials say it is way pennsylvania time, for people to three or close eastern shore. this storm is rolling in. snowplows have rolled out and i rode with a snow plow drivers earl ter day and says he is ready to move through and maneuver through two or 3 feet of snow in a storm that officials here are calling life threatening. it is a monster storm, created treacherous driving conditions during morning commute from georgia to virginia. people used snowblowers, and small plow toss clear the sidewalks in north carolina we have a forecast that i don't think we have had in 90 years.

>> reporter: this satellite image from nasa shows just howie normal us this historic blizzard is from space. it is expected to sit over washington d.c. for the next 36 hours, dumping up to two and a half feet of wet, heavy snow. officials are concerned about 50-mile per hour wind, toppling treason roofs and power lines. >> this is a life threatening type of storm. >> reporter: with the the potential for 3 inches of snow an hour, district officials are making main road, and snowy vac ways routes a priority. >> get off of the street. let us handle our business out here. >> reporter: air travel has been challenging. united airlines plane skidded off the runway in chicago. in one was injured but other airports in the east are suspending services as a precaution. along the the new jersey shore, it is not the snow but lunar high tides that has resident worried about coastal flooding. while new yorkers are bracing for a foot of snow. >> i'm an australian guy, walking into the blizzard. >> reporter: officials say

50 million people are in the storm's path. >> back out here live, in washington d.c., as snowfalls, you can see the the beauty of this storm, here on capitol hill as it, rolls into the area. but, there is the power and the danger of this storm that i spoke with emergency operations officials earlier today. the they are warning of the potentially delayed 911 response times as intensity of this snow picks up. friday evening, saturday morning, saturday night. they are warning of extensive power outages that will be compounded by the wind that will be picking up later on. ukee and jessica, back to you. >> craig, you and the korean be safe. thank you for that preview. we will get back to you. thank you. coming up next on "eyewitness news" penndot crews have been working around the clock preparing for the first major snow storm of the season. a news conference is expected to start very shortly. we will bring it the to you live. new at 6:00 how the approaching storm could be affecting your health. our stephanie stahl speaks to a local doctor about the increase in hospital visits

and welcome back, family we have an eye on the storm, as the big snow event takes aim at our region. this is a live look from down the shore, in avalon where the snow is, already falling, and as you can see, it is, sticking. >> wow, what a change over the last hour. >> i'm telling you. with the winter storm starting to move in the area, penndot is getting ready as well. >> a news conference is getting underway right the now, we will listen in. >> preparation is key in winter driving. motorist should carry an emergency kit, including items such as non-perishable food, water, first aid supplies, warm clothes, a blanket, cell even if charger and a small snow shovel. drivers should taylor their kits to any specific need that they may have, considering adding items such as baby supplies, extra medications, pet supplies, and even children's games. and another part of winter

preparations is making smart, safe travels decisions. we should always think safety first ann and postpone travel if necessary. motorists should remember that while in snow, road will not be free of ice and they will not be free of snow. penndot is responsible for 40,000 miles of roads. roughly the same number of miles maintained by new york, new jersey, new england combined. when winter weather hits penndot's primary focus is on interstates and expressways and equipment may be redirect to these routes, during significant, winter events. there will be 13 state farm expressway patrol trucks, recommending our expressways, throughout this storm, through sunday morning. the more traffic a roadway has, the the more attention it will receive from plows. so motorist may find deeper

accumulations on less traveled routes and should adjust for those driving, and for those conditions. if motorist encounter snow or ice covered road, they should slow down, increasing their following distance and avoid distractions. please be on alert, for the reductions of speed limits. we will be monitoring conditions very closely, and we do expect to have to reduce speed limits at times, during this snow event. last winter, there were 552 crashes resulting in four fatalities, and 279 injuries on snow, slushy or ice covered road. these were result from aggressive driving behaviors such as speeding or making careless lane changes. if you do drive, and in winter weather, being sure you you do not have to pass an operating

snow plow. leave at least six car lengths between you and the plow. it is very hard for our drivers to sianni there are plow blind spots. please keep out of the way so that they can do their perfect work and keep our roadways safe. to help people make travel decisions during this storm, i strongly encourage all motorists to check the the 511 pa.com site before you leave home. 511p a a has traffic conditions, for all of our state owned roadways, and winter information, for nearly 3,000 miles. we recently added option to view more than 700 plow trucks on interstates and expressways statewide. while this won't show every single truck or even all of the ones on our interstate, it will show where trucks have been, and will allow you to pick the most safe route.

"eyewitness news" reporter diana rocco joins us from the airport with the very latest from there, diana? >> reporter: ukee and jessica, a busy day has turned into a busier night here at philadelphia international airport, as travelers are trying to get in a taxi cab or on an airplane before this storm hits. we are seeing the last remaining flights, coming in, as many are now preparing for a weekend of travel woes. that one threat on time, friday afternoon, now looks more like canceled, as philadelphia international airport, prepares for the impending storm, all flights are canceled, saturday. the travelers trying to get in and out before the storm hits,

now reached frustration. many bringing patients when preparing to wait. >> very frustrating and i want to cry. >> reporter: laurie came in from haiti friday a afternoon. the she's trying to get to her daughter in virginia who just had a baby. >> when i left miami this morning they assured me, that the flight to philly to richmond was not canceled. so i looked up, and it was, and now i'm desperately trying to get my luggage. >> reporter: more than 2500 flights have been canceled nationwide friday as the northeast prepares for blizzard like conditions. travelers scramble to get on earlier arrivals and departures. another 2500 cancellations are expect, saturday. airlines waving all fees to accommodate, saturday's passengers and those who weren't fortunate enough to get out in time. >> right the now airport is preparing for this snow. we have pretreated the runway so that we're ready when the snow starts to fall. our crews are in place and will begin to clear the the snow as soon as it starts to

fall. >> reporter: there will be 400 personnel on hand here, clearing snow, as soon as they see the first flakes, trying to keep at least one runway opened, at all times. airport personnel is asking that passengers do not show up here, at the airport tomorrow. they are anticipating a very busy day. on sunday. we are live at philadelphia international airport i am will's diana rocco for cbs-3 "eyewitness news". >> diana, thank you. road crews will have their work cut out as snow will be coming down heavy and fast starting tonight. "eyewitness news" reporter david spunt is live at the philadelphia streets department with more on that, david? >> reporter: hi jessica. we were at streets maintenance yard which is normally maintenance yard. it is salt and plow yard. one of these trucks behind me folks have been getting ready all week for this event. they have been working all week and they expect more probably until manor tuesday, just to make sure that everything is under control. we have spotted plows.

we have spotted salt trucks, to stay constant, flow of people coming in and out of here tonight and job here at the philadelphia streets department, they are not doing major interstates but they are taking care of the streets that you are on when you leave your neighborhood. the main streets you are on when you go to the store. obviously they don't want people doing those things with this weather but in case people are out there, they have to make sure that those streets are taken care of. i had a chance to speak with the gentlemen who is in charge of the making sure that those streets are properly salted, and safe. >> we should be getting more equipment, between 10:00 and midnight, and we will be out all night, and all day tomorrow. >> reporter: one of the big things when talking about plowing, and the the secretary mentioned that in that press conference from penndot, don't pass those plows because that is a big problem, people in a rush trying to get somewhere passing around the side of the plows. the that is not a good idea. if you see one stay back.

saturate the atmosphere and start falling. even though it looks like it is coming down in philadelphia, it is still 6:00 t started falling. we are pushing toward after the commute which is what we are hoping for. things are underway. if i had sleeves they would be rolled upright now. we are in the thick of it. storm is here. it will be here for quite. sometime. so make it rolled up at some point but as we head right through the next couple hours and into tomorrow it will be crucial to watch this storm. watch what it is doing on the radar, what we call now casting the things can still change. these storms are beasts of nature and they love to throw curve balls when we have tricky factors like very warm ocean water, convective banding, thunder snow or thunder sleet why not with this storm. we have a lot to look at. we will watch it through the night and through the day tomorrow. lets look at what is going on right now. we will go out to washington d.c. we are all familiar with this residence, the white house in d.c., looking very picturesque at the moment with the snow blanket thing the ground and

bushes in front of the white house there in the nation's capitol. this could be the biggest storm ever for the nation's capitol. one of the short range models tries to drop 18 inches of snow there by about noon time tomorrow, which is complete thely smoke with heavy snow there. biggest snowstorm ever, 28 inches this has a chance to beat that in d.c. from what we have seen and heard from people that have lived in d.c., they are not all that ready to deal with big storms. not as ready as we are here in philadelphia things could shut down for a while there in d.c. we will keep an eye on them. for us, this is no walk in the park either. we are right in the same corridor of the heavier snow. bull's eye is around d.c., baltimore. it extend up into philadelphia. then it starts to get smaller and thinner, and more of a cut off here. i'm not envious of meteorologist in new york city and boston because they are on the the gradient. fit shifts to the north which it looks like it is doing, they could get over performing snow amounts but heading even five or 10 miles to the north, a sharp cut off in those snow amounts. as we look live at is what

happening right now, you can see steady snow all over sussex county, delaware, kent county, southern new jersey as well and hearing from folks that flakes are flying in bucks county. you can see that darker purple ban that has set up there and one is just poised to move into delaware county and then into philadelphia within the next hour or so. so here's your blizzard warning expand todd include the vast majority of our area, cape may county, sussex county, delaware in the high wind warning, that begins again tonight through the day tomorrow, and then also winter storm warning there. so future weather, again shows the snow over spreading the area at 9:00 p.m. 11:00 it is every where. tomorrow morgue we will deal with the heavy band of snow, all day long. so, the worst of the storm is saturday morning in, to saturday have afternoon. the blizzard conditions, snow rates of one to 3 inches per hour, and many of those bands we talk b wind gusts 40 to 50 miles an hour. the visibility down to a quarter mile and that blizzard warning is in place. so again, worst of it, heaviest precipitation from about 3:00 a.m. all the way to

about 3:00 p.m. and then starts to taper off later saturday evening. your amounts, once again 12 to 16 inches in the north and western suburbs, 16 to 20 in philadelphia, wilmington, delaware county, much of chester and southern montgomery county and in the lehigh valley you can expect or poconos expect heavy snow, winter storm warning in effect there with gusts to 35 miles an hour. your coastal flood warning, goes right through sunday morning, down the shore, and then we have got gusty nor'easterly wind, major coastal flooding in the forecast. overnight the snow arrives, turns windy at 26 degrees. coming up we will have more on the timing of the storm and we will have that seven day forecast coming up at 6:00. for now ukee and jessica, back over to you. kate, thanks very much. still ahead, from gloves to boots, vests and socks. we will tell but special heated clothing, to keep you warm. winter golf accessories? >> how about it. >> see it up first when we come right back.
