major winter storm and in full force, storm scan3 showing it to you, heavy snow blanketing the region, blizzard warnings now in effect. >> no areas fearing well at this hour. this is live look in center city philadelphia. the snow is piling up and getting around by car and by foot is treacherous. >> and as we take a live look at the atlantic city expressway it is not just snow but down the shore there is another concern, coastal communities bracing for flooding, going to talk about, that as well. today is saturday, january 23rd, good morning to you, i'm nicole brewer. >> i'm jim donovan. this is a special eye on the storm coverage of our very first major winter storm. >> had to happen at some point, right? team of reporters stands out all across the region. >> some community concellations running at the bottom of your screen. first the latest on the

conditions, kate knit weather center, justin on the skydeck. >> meisha keeping an eye out on the roads. let's start out with kate, good morning, first winter storm. >> you said it, nicole, yep, we in the thick of things as we speak, now is the time to just stay home. if you are watching us from the comfort of your couch, we hope that's where you are, please don't go out in this unless you absolutely have to. we are still finding relatively speak ago light fluffy snow. but as dew points climb, this is turning over to more heavy stuff. that will will make it even more treacherous to travel, obviously piling up. multiple reports of six plus inches already, and we're just getting started, folks. out to storm scan one more time. notice any time this is radar 101, you get the darker shades of turn purple showing up, heavier snowfall intensity, basically exploded over the chesapeake bay area into central delaware. still finds that real good fetch of moisture getting drawn on shore with very persistent northeast winds flow. and right now you have got some of your heaviest snow currently falling right through the delaware bay actually, but also the cut off line taking place down near

some of the shore towns. little bit of wider zoom, in fact, we zoom out one more time to show you the storm in its entirety, basically finding heaviest snow falling right over our area as we get on the northern branch of the storm, as we sit here better part of the day we'll do well with snow totals. blizzard warning remaining in effect now through 6:00 a.m. tomorrow. so long lived event, guys. winter storm warnings posted everywhere else. wind gusts as they stand right now, they're impressive. take a look, 46-mile per hour gusts currently wilmington, 44, ac, not even getting report in wildwood because it is that strong. and look at what it looks like in rehoboth right now. cameras shaking everywhere. notice that winds, that is brutal. right on shore at 53 miles per hour, guys. that is going to lead to errosion, that's going to lead to coastal flooding and you're looking at pretty soaking rain right now down there, really not going to help matters much. now this is our snowfall map. we have since updated, since we are starting to see the one

to two-inch per hour snow totals coming in here. it will pack up quickly. since beefed it up, 18 to 24 inches for the greater philadelphia ash. and still pretty impressive as you heard further south or north out of this, as well, and as we said, it is going to continue all day long. and we will walk you through the timing little bit later in the show. soap, meisha, a not looking so hot if you have got to be out in this. >> certainly, one of those things, katie, where there is no reason to get in your car. if you do not have to to drive through this, avoid it at all costs. he drove in this morning. i can let you know that it is very dangerous conditions right now. and the snow keeps coming down. so you what looking at right now, seeing our camera kind of jump around. this is penndot feed. i particularly wanted to pull this up, as they are jumping around, cycling through different camera shots, just to kind of give you overall vibe, overall sense whatever you are dealing with, by the way when they show a shot looking under a bridge and it looks wet, i can let you know right now very slippery. you are dealing with black

ice. tons of snow, obviously on all of your major interstates, and highways right now, it is not just the snow that's going to slow you down. visibility is going to play a major issue today. we do have penndot out there. this is the vine, eastbound, at 11th street toward the ben franklin bridge. see the flashing lights. even though penndot is out there trying to get these cleared out of your way, visibility is an issue. driving in the snow, and i am talking deep snow, is an issue right now, especially over the morning, because you don't have the volume of vehicles going over the roadways flattening it out for you. you are literally driving through feet of snow right now. >> this is a look at the ben franklin bridge. can you see it? you can't see it. this is what i am talking about when i talk about visibility. just not there. speed restrictions on all major pa highways, 45 miles per hour, bridges, you're down to 25 miles per hour, and also, in the worlds of mass transit, septa suspended except for the market frankford line and broad street line, new jersey transit and dart also completely suspended today. if you can stay in your warm homes, do so. jim, nicole, back over to you.

snow is coming down at a good clip, low visibility, the entire roadway is covered. if you take a look, here at broad and walnut. if you look down at the street, and i've seen four plows take a path down broad street yet the entire roadway is still covered. and it is because the snow is coming down pretty heavily. as you can see, it is sticking to my jacket, as you are sitting there. having a vacation on my coat. my commute from south philadelphia station at 15th and spring garden. as you can see, it was low visibility there. the entire road was covered. there were other cars on the road. there was car or two that got stuck on side streetment cabs on the road, things like that. so, this is very treacherous driving. it is very dangerous. but back out here live, it didn't stop a lot of folks from walking around here. we had people who were plowing and shoveling this area, but

here. several plows have made their way around this area here. but as you can see, the roadways are staying area. also, at this hour, a level one driving restrictions is in place. that means, all non-essential traffic is prohibited throughout the state. of course, you noah blizzard warning, parts every winter weather watch in others, and coastal flooding are the major state here in delaware.rst we're actually here at the shopping of gray land plaza. right there it ends tends to be open 24 hours, the process first getting to the door. there have been several plows coming in this area, clearing off this parking lot. you see the squawl that just moved in here. almost white-out here conditions here, this parking lot here. it is very tough to keep these areas clear which is why it is a hazard for you to be out here on these roads if you truely have no business out here. now, we do know, the governor plans to have an update for us later sometime today in the

smyrna area at the del dot situation, rather, set up there, we do know that starting earlier this week, that del dot was out clearing roads, but i can tell you, making our way south, on the philadelphia area here into delaware was quite arduous. we saw tractor-trailer off of the road, almost in in the median of the highway there, several cars taking it slow, others choosing to pull over. i can hardly see you right now because the winds and snow is blowing in my face. these are just not conditions to be in if you truely don't have to be. your best bet is as you've been saying throughout the morning so far, is to stay home and watch this. if you must. from the comfort of your own television where you are nice and warm. nicole, jim, back over to you. live here, in wilmington, delaware. >> you said it, justin, definitely good day to stay at home. thanks. >> now, let's check how things are going on in montgomery county. >> "eyewitness news" reporter rahel solomon live for just king of prussia. what's it like out that way? >> reporter: well, you know, jim, nicole, good morning, not

much better than everything else we've been hearing, you can see sort of in our shot how heavily the snow is coming down, when you couple that with the strong winds, it is just absolutely awful out here. take a look right now, you can see some of the right now route 202 and henderson in king of prussia where also the snow coming down quite heavily, quite forcefully, and these winds are just not making it easier. if we can take a look up now to the american flag, just the side where we're standing, and as this winds starts to pick up, you can see just how forceful these winds are, how it is whipping the flag back and forth, so just not making it an easy commute for anyone who has to be out on those roads. this morning we took the schuylkill on our way in, those roads, snow covered, not many cars out there, we did see quite a few snow plows, montgomery county officials morning telling me they have their full fleet out. but they admit to me, look, it is tough, the snow coming down so quickly, there is only so much crews can do. so if you don't have to be on those roads, of course, we've

been hearing it all morning, trust me, you don't want to have to be. it is dangerous out there. now here at route 202 and henderson, what we're seeing again, not a lot of most rid is cents but folks out there plowing, people out here shoveling. right now we have andrew from blue bell. andrew, good morning, tell me, what's it been like out there for you this morning? >> just complete white-out. the blizzard, pretty much it. >> is it making things touch out there just even driving to where you are going? >> oh, yes, yes. everything is covered. >> what are the road conditions been like? >> horrible. i mean, what is plowed is plowed over, and there is just now snow everywhere, pretty difficult to drive. >> andrew, we certainly wish you the best. good luck out there. so again folks like andrew, what we are seeing out here, snow plows coming to this rest stop, to this wawa, to gas up, get some coffee, get warm, then hit the road again. but, jim, nicole, i have to tell you, you know, about what, 5:00 in the morning,

center. when is it going to stop, katy? >> well, you have some time to kill guys. >> this will be a while. we are in the thick of things, i would say right now, butwill o tonight before it really lets up. now, we will take you out to another bunch our live network camera shots, one of our more remote towns, closer to the northern fringe of this shore, pleasant valley, middle, high school campuses here, school obviously not in session, but good shot to show you, snow starting to pipe up there, as well. going to storm scan, localized zoom, no break out there is at least little bit of dry slot that's starting to lift in though over the chesapeake. see that right on the tail end of the loop. let me zoom it out one, two more times here, actually we go one more, get to you nice wider zoom of this. you can see all of the moisture getting drawn back on line here, we haven't talkedff about this all week, depending where the mix line takes place, likely see limiting snow totals, and that's specific down near the shore towns specially sussex county delaware at this point. but also the fact that you have got some dry air starting to nudge in, with the rotation, that counter clockwise flow around this. it is helping to draw some of that in. soap, you're either going to be just getting pounded on around that region maybe catching little bit after lull. doesn't mean that it is over, how much, folks, this is still got a long ways to go. we talk about potential for

historic, it is potential, now, i don't think we've got shot at a record, at least not at number one, but we look at the top three, as long as we hit, you know, into the 20's, we will be in the top five here, and at this point we think we've got a good shot at t still question mark, still in the midst of all of the snow currently falling to the ground. but we will walk you through the detail of our expectations in just a second here. meantime, we're in the thick of t right now. normally would you only have couple of hours perhaps of the thick of things. but looks like that will linger right into mid afternoon with blizzard conditions for you. one more look at the snow amount, 18 to 24 inches for the greater philadelphia region, and potential for as much as 12 to 18 further north. and remember, guys, even though we talk about blizzard, we're not talking snow and the, rather winds and visibility. that advice isn't very, very poor right now. and for more on that, we will send it out to the trooper of the day, and that would be our own meteorologist, justin

drabick, out on the skydeck all bundle up. how is it looking, justin? >> talk about poor visibility, you can't even see me. i see the lens, actually some just fell off. getting blasted here with the rain on the camera lens, tv equipment here is getting -- can't even see the buildings, visibility an issue, stay off the roads, don't even try to think about even later tonight check it out what we are dealing with at most of the locations as far as the visibility go. half mile or less, it will get down even worse, quarter mile visibility, fan that happens for three hours, that's true blizzard conditions. so no matter where you are this morning, across the delaware valley will be rough. wind, certainly beginning to kick up, the worse of it will be through the morning into early afternoon. these are forecast wind gusts, mid-morning, 50, even low 60s, along the shore line, and it stays windy throughout the afternoon. even though when the snow ends tonight, we are still going to be dealing with wind gusts, 30, 40 miles per hour, specially along the coastline. so there will be blowing and drifting snow. and i've already seen little drift out here on the skydeck,

some drift are already up to 10 inches. coastal flood warning because of those gusty winds piling up the water, times of high tied this morning, this will be a time of concern. rehoboth beach at 7:00, in cape may, little later, coming in at 7:17. strathmere, 7:14, atlantic city at 6:43, coastal flood warning continues all the way until sunday afternoon. good news behind this storm, we are going to warm it up next week, temperatures close to 40 degrees. great news for the clean up but rough for the next several hours. let's check on the road conditions if we can even see them. >> justin i never thought i would see now winter coat. >> finally broke out the time. >> about time. good morning, everyone, all right, well, penndot plow trucks are on the move clearing snow and spreading that salt. spokesperson gene blaum joins us liver on the phone with more on their preparations, good morning, gene. you know that we are in the thick of the snowstorm now. so how are the roads looking right now this morning? >> reporter: well, meisha, as you are describing, your reporters are reporting, the roads are snow covered.

intensity of the storm has pick up over the last hour or two, snow continues to fall, as we expected, very challenging storm, visibility for our drivers, equipment operate respect, is very poor. we have 450 trucks out plowing throughout the five county philadelphia region. so, you know, we've got large task in front of us. our operators are doing the best they can under very difficult circumstances. >> yes, large task indeed. let's talk a little bit about that. because, really, when visibility is this bad, for anyone, even thinking about getting in their cars right now, what can penndot crews do? because the minute you're clearing things out of the way, the snow keeps coming down. so what's happening right now in terms of that? >> that's exactly what's happening. we are plowing the roads, meisha, a but the intensity of the storm combined with the strong winds, there is not only blowing snow through the air, but the snow blowing back on the roadway. so the roadways are being plowed, part of the region are worse than others, the snow is

pulling back on to the roadway, so drifting issue we talked about last night is coming to pass, because of the heavy strong winds, but not only is there poor visibility, but also drifting snow blowing back on to the roadway. so and just basically in the early throws of this storm. so, the message is for citizens to please, if you don't have to drive, do not. stay home, stay off the roadways, the less traffic on the roadways, the easier it will be for penndot operators, and city of philadelphia operators, municipal crews to do their jobs, do the very best to keep up with this storm, as best they can. and to keep the roads, you know, the snow, least amount of snow on the road as possible, so when the snow does subside, and the intensity it is slow down, then we can -- you will see some real progress. >> absolutely, i guess i can leave at just doing the very best you can. i know salting the road right now is impossible to do it, but gene, you guys do such an

where you place the snow. don't throw it off the shovel. and take small scoops. doctors say it is important to dress in layers. up might shed a few, as you warm up shoveling. >> buying a shovel and scraper for the car. >> shovel selection is also an important consideration. and there are many kinds to choose from. >> an ergonomic shovel is the best, help relief pressure from your back, then the type you can push are very helpful. >> after you shovel to avoid achy muscles, stretching can help. and so can anti-inflammatories, like ibuprofen, also? >> when talking about the back or shoulders or anything that hurt from doing the shoveling, the best thing to do at first is come in, warm up, then ice an area. ice for the first 24 hours, the best you can do for must key low skeletal areas. >> remember most every russ not used to shoveling. so take your time. take breaks. and if you have any heart or other health issues, finds a helpful friend or neighbor. i'm stephanie stahl, cbs-3, "eyewitness news". >> yes, good advice,

i do want to say there is this word being used over and over again, paralyzing. that's exactly the word i want to use. you have this wet, heavy, dense snow, right against your face. you can see behind me, you have people getting stuck left and right. >> this guy digging himself out right now. this is some heavy stuff. it can be a little bit deceiving actually when you look at it, it looks so nice, so intensity point, but very wet, heavy, very dangerous, we come take a look over here, the windshield, just to show you how thick that this is coming down. we park here not too long ago. i'm just going to pull this down though. this is how thick this is already. so imagine this is blind to go your face, but on your windshield. i mean, this is just really really treacherous on the roadways, i'll come around here, real quick. because we are talking about there are 200,000 tons of salt being laid down in new jersey. i'm going to go around this way. we have mike here. he is the owner every geno's trucking. tell me what your motto is. what are you trying to do out here? >> well, we try to do the cleaning and 38, 70, 41.

>> i'm nicole brewer. it is 5:30 right now. man, that snow is really piling up out there. we send it over to katie fehlinger for this eyewitness weather forecast, first snowstorm of the season. >> yes, talk about a doozy, to kicks thing up, right? >> tough to top this one after this point. but yes, calling it the blizzard of 2016. why not? it is a serious storm. obviously, well underway at this point. and the snow is pounding down. and we have a long way to go before we're completely done with this storm, folks. let's start it off, though, looking at how much we have so far, that's the key phrase. so far you've already got over half a foot in washington township, aston, washington township, laurel, here in philadelphia, 5 inches thus far from our most up-to-date snowfall totals coming in to us from storm spotters as well as official observations from the weather service. storm scan3, right now, well, you could understand y we're piling it up out there. you have intense moisture. counter clockwise circulation, very evident around the

northern fringe of the storm. it is pounding down, either snow or rain, frankly, as you go further off to the south within the last couple of hours, you see that really intense bands that just built in over the delmarva peninsula. so that really is helping to get things just piled up out there. and leaving us with a lot of work to do when it comes to clean up later on. radar 101, guys, the darker that shade of purple, more intense the snowfall coverage s it looks like we'll likely see some of those intense bands come through any time. the rest of the day. so you can imagine, we've signs beefed up our snowfall expectations, so now our exclusive snowfall map through today we expect 18-24 inches, yep, 2 feet potentially, in the greater philadelphia area, and the further inland you go, further southwest toward the dc-baltimore you could end up with two plus feet worth of snow. however, you are going to do well up in the lehigh valley as well as interior south jersey, and even down toward the shore towns depending where the rain cut-off lane ends up, you might even end up with a foot. so on the roads today, meisha will go into far more detail

what you are looking out there skewing eastbound at montgomery drive. look at this. >> this doesn't even look like the schuylkill. >> this looks more like a side street. something that you would see way up north, or somewhere in the suburbs, no, no, no, this is the schuylkill eastbound at montgomery drive. and i can let you know that even though we do have speed restrictions in play, and i andi will talk about that coming up in just a moment, that you will not be driving that anyway. you will be slowing it way down because it is just way too slippery. there is just way too much snow on the roads right now. forty-two north at creek road in new jersey, approaching 295, looking quiet. couple of commuters out there, if you do not have to be on the roadways, do not go out on them. take a lock at the visibility. this is 95 south at cottman. you can barely see anything. like katie had pointed out, it is white-out conditions. you can see a couple of headlight out there. that's basically it. then when we look at the vine at eighth street, where we just had an accident, that's since been cleared, very slippery under those bridges, and those side streets.

chesterfield, new jersey, also mid 20's, and bath, little colder there, 20 degrees, cherry hill, new jersey, 24, and look at that mid 20's in clementon. so how much snow are we talking about so far? again, seeing a lot of reports, six plus already. look at that, now over a foot, cherry hill, new jersey, measured hereby lynn springer. again, try to take three measurements, and average the three there, and see which one or what it comes out to. don't try to measure in the drift, as well. there is a lot of winds blowing there. dover, delaware, coming up at a foot, perkasie, 9 inches at john's, burlington, sandra at 8 inches, nine in orland, seven in lawrenceville, bensalem. steve swartz reports 6 inches. philadelphia, six. bath, just starting to get underway in hotter hampton county little over an inch there. so again the heaviest snow bands rolling through our region right now. we were seeing little break to the south across delaware. some photos sent in from some of the weather watchers, there you go, phil out of philadelphia, there is a guy driving here.

why won't he be here until sunday? that rite aid here is open 24 hours. and as advertised, they will be open for the duration of this storm. up there on the sidewalk, they had the plows on the sidewalk moving the snow and ice off of that walkway there, we've not seen many vehicle trafficking in this area at silver side and marsh here, in the arden town section of wilmington. it has been very quiet. say for the plows and the noise of the wind and snow. again winds are very strong, perhaps the biggest challenge that we've faced out here have been the blowing of the winds. driving in, winds driving snow and ice onto our windshield, we had to pull over several times just to clear it off and continue our drive. >> that's one reason why the state of delaware has that driving restriction in place for the entire state, as do pennsylvania, and new jersey, non-essential travel is prohibited. this is why we're live. jim, nicole, over to you. >> thanks, justin, get inside,

you end up with heavy snowfall totals. now now casting basically underway and it is happening. >> we will end up with excessive snow, easily we could end up with 2 feet here in philadelphia. that's some crazy stuff. >> on outside, start things offer by looking at storm at the moment, storm scan3, is definitely action pack. you've got a lot of very heavy snow falling right now, and we're going to talk more about storm scan in a second. if we consideration we go next to our computer graphics, take a look there, current winds speeds, if we can bring that up, there they are, current winds speeds very strong out of the northeast. and they're peaking as high as the 30's right now. these are speeds, folks, blizzard by definition, means, you have got to have three hours straight or more of 35-mile per hour winds. so, you know, our gusts have definitely been up there. we'll see how far along we get here. >> we're facing here, persistent winds, gusts that peak as high as 50, 60 miles per hour here, who to 50-mile per hour gusts in the greater philadelphia region. less, but don't underestimate it, the weight of this snow piling down tree limbs, power

lines, can easily lead to power outages, once more we look at storm scan3 at the wider zoom, storm itself is really starting to pound on us last couple of hours, little break take place, so if you are seeing lull, perhaps, across corn kent, northern sussex count it is right now that's y doesn't mean you're done with the storm, grabbing in the moisture fetch from the ocean brinking in heavy snowfall. will keep piling up. even though few breaks along the way don't expect it will last very long. just general synopsis, if you must go out, not only delays, there may just straight up be concellations >> had adder us travel, please be smart about traveling if you absolutely have to. >> mid 40's by the time we hit meade week. that will help to melt some of the snow away for now

issue of the roads being slippery, but you can't see anything. that's how fast this is piling up, and it is thick, it is dense, wet snow. you know, we keep getting made fun of. as reporters we kind of south out solace at wawa. but see we have these trucks here, salt trucks, plow trucks, saw maybe half dozen leave little while ago, this is research we are doing here at wawa. not proving to be very effective because of this wet snow. my notes have completely run here. so we will have to casino of wing t but it is kind of brutal out here this morning, i will admit that much. but we are just really hoping we won't see anybody else on these roadways, and at and at ts hour, we haven't seen what we normally would. but any twist or turn on this road, we were driving in this morning, we now how you have that is to navigate. the bottom line though that you just can't see. i'm having a tough time standing here right now, so the roadway, difficult to navigate, listen to the warnings you've been hearing, state of emergency here in new jersey, what that means, is that you should be ready, where you are right now, to stay there, for 48 hours, if you have to, depending on how

we saw plows this morning, brought and vine sustained there, the streets completely covered, because the snow is coming down at a good clip. and the wind, the win, you can kind of know if you can see it on the camera, but the winds is really blowing that snow. it is cold, stick to the road, the camera, to every single ground here, folks out here, maneuvering through this snow, they have on their boots, they have on layers, they're trying to not slip and fall, i saw one guy fall, and i want to point out one quick thing on the side street. where the been. it is several inches of snow here we're at broad street, couple of inches over there, so if you are maneuvering on the back street, very dangerous, drive slowly, if you are on the snow emergency route, still, drive slowly. it is extremely dangerous, it is extremely treacherous, and

fanned out across the region for you. >> indeed. and there are many community concellations point. they'll be running at the bottom of your screen, but first the latest on the conditions, katie in the weather center, justin on the skydeck. >> also, meisha keeping an eye out on the roads, first, we start with katie and get better idea, just how the storm is performing, kate. >> i oh, it is over achieving for sure. definitely a big one. and it continues to pummel us here with not just heavy snow, but, also, the blowing and the drifting that's taking place, not it mention over my right shoulder. you can see the rain coming in at least where that cut off line takes place. now, as we go right back out to storm scan3, notice, first and for most, only finding rain, generally off shore. say for sussex county, basically snow, everywhere else. a little hint right on the tail end of this loop, though, of some drier air starting to sort of get slot in the here. so, in other words, we look sort of at the snapshot of the current some of the heaviest snowfall coming down where you have got the darker shades of purple. what we find with that, those little bands sort of moving and ever changing throughout the morning. which is why a broad area will likely end up with at least a foot, and probably closer to two, as go into the greater philadelphia region. this is a huge system, folks, winter storm
