good morning, parts of the area waking up to a wintery nuisance, snow falling in some spots leaving coating on surfaces and creating some slippery roads. the weather lab is out now checking on those conditions. >> storm scan3 shows the system as it moves up the east coast. we dodge add bullet yesterday. we will be seeing some precipitation today. >> and let's check out the city. city hall overnight. while the snow may not be a huge deal, we in for some bitter cold this weekend. your valentine's details on that, first, we want to talk about the snow. good morning, it is tuesday, february 9th, i'm erika von tiehl. >> i'm jim donovan. we're on extra early, we begin with traffic and weather together with katie and meisha. >> good morning, happy tuesday, guys.

the roadways right now looking outside looking quiet and looking very wet. so, katie, my question is is this going to change into snow. >> yes, actually snow out there already on the map. where is it sticking? generally speaking it is sticking to unpaved surfaces, at the moment. what we end up finding scattered variety of snow showers any time really here today with few lulls along the way, and anyone can get in on them. it does not look like major storm event. essentially what you have got here clipper system with little more u m.p.h. to it, will help bring in more moisture to help accumulate little more. clippers tends to zip through. this is not your average clip nerve that regard, because it will be a prolonged event. let me take you outside. we will show you what's going on here. hint of low-lying cloud cover right now, kind of skewering the top of the comcast building, there as we face south here, though, really don't have any major visibility issues just yesterday here from the center city studios, taking the shot, but we do have snow currently falling out there. so let's take quick peak here out next we go to storm scan3,

and it is certainly cold enough to support the snow. meanwhile, across southern delaware, seeing little hint of rain mix in. but notice, right on the tail ends of the loop, that's the most up-to-date snapshot of the radar. and it is pretty quiet. now, you can't go by this. this is going to be ever changing through the course of the day. you see the snow back up over baltimore, dc area, that's going to sort every just rotate through the region through the course of the day, little pockets. so, this is where we stands with our winter alerts. we've since downgraded, good news, downgraded winter storm warning for most every you, to winter weather advisory, in other words, you're not going to see heck of a lot of snow out of. >> this it will come through off and on any time during the day t becomes more of nuisance at that. meanwhile there is lasts until 6:00 a.m. tomorrow, the pink shaded areas, those are your winter storm warnings. drastically reduced from what we had seen yesterday. so at this point it is delco, chester, lancaster counties getting in on what we expect to be the worse of any accumulation. and at that, we are only

talking couple of inches. certainly by comparison to the quote unquote blizzard of 2016 that we saw 2 feet worth. that's not what we are dealing with here. coastal flooding does become a problem. we have advisories and warnings posted for much of the garden state, all of the first state of delaware, even across the delaware require here. so watching today for intermittent snow, steadiest of which it looks like it comes tonight. it will reduce visibility, we've already seen some slick surfaces out there specially if the roads have gone untreated so slow commutes. i would say the p.m. drive looks to be the worse of the typical a.m. and p.m. drive. but regardless, meisha, looks like both affect the, certainly action out there already. >> yes, certainly. it is wet. it is slick, no doubt about it, thanks so much, katie. also, we do have some flooding like katie pointed out in new jersey, so i'll touch base on that in just a moment. right now looking at the skewing, head leaving moving in the eastbound direction, spring garden, looking good, fairly quite, very wet. when we know we have wet surfaces specially yes if

untreated they'll be slippery. ninety-five south past cottman, see again looking nice and quiet. do you have some snow brushed up again more of the shoulder region, overall main line areas, not so much there right now. see how this progresses through the rest of the day and like katie pointed out our evening commute is good to make note of there is as well. delaware county, 95 northbound 452 looking good, nice and quiet, look at the lens you can see droplet letting you know once again we have got snow, we have got slick roadways, we've got wet roadways, this will slow you down, do have speed restrictions on play on the bridges. 35 miles per hour except for walt whitman bridge, slow at 45, 45 for the walt whitman bridge, tac-pal, looking good, really the ben franklin, betsy ross, commodore barry down to 35 miles per hour. good news for those of in you new jersey on the turnpike, and also flooding new jersey brooklawn center all lanes

blocked in and around the area. if you are around here, all lanes are block, you will not be able to get through. jim, erika, back to you. >> meisha, thank you. earlier we sent them out, wanted first-hand look at the roads meisha is keeping an eye on therefore us. >> we asked justin fin top head south, finds some snow, find anything for us yet, justin? >> reporter: jim, erika, good morning, haven't seen much in the way of heavy falling snow. you have seen some things blow in and out. in downtown wilmington, on north market street, heading toward rodney square here, as you can see, the road is casino of wet in spots. we have some cars that have been here, snow collection on them. not much in the way of any major problems getting south here, we did see some plows, and trucks now park on nine at south, heading down here to delaware, all-in-all, didn't look so bad. south of the airport, we did see some weather kind of get into the mix, precipitation,

kind of a wintery mix, but nothing in the way yet that will stop you. as katie mentioned earlier, did see some collections, precipitation of snow, slush, on grassy and untreated surfaces. the roads and sidewalks so far have been pretty clear. hopefully that continues throughout the morning, how much, as you make your way about here, still kind of dark. you will see some slick and wet patches. but it is still safe to take it easy just in case. that is the latest here in wilmington, back over to you, erika, jim. >> thank you very much, justin meanwhile shore communities will have to deal with snow today on top of tidal floodings, streets on long beach island, were needed yesterday. fortunately no reports of any serious damage. >> new this morning, weather may have been a factor in a frankford crash that sent three people to the hospital. it happened near bridge and talcony street just after 11:30 last night as the snow was falling. it took emergency crews half hour to pull a 33 year old man

from the wreck. that man and 22 year old woman and two year old boy are in stable condition at aria-torresdale. former philadelphia eagles running back lesean mccoy may face assault charges for night club brawl involving two night off duty police officers. recess lounge in old city very sunday morning, sources say mccoy and three friends allegedly funds recalled and stomped two off duty philadelphia police officers. the fight supposedly began over a bottle of champagne. >> first complained, very, very severe injuries in terms of his eye socket, broken nose, broken ribs it, i believe some hand injuries, possibly even some skull injuries, and second complaint and the, as well, saying that laceration above the eye as well as possible skull fractures. >> police are wait to go see if the district attorney issues arrest warrant for those involved. >> temple trustees will move forward with new football stadium in north philadelphia

despite outrage from protesters. >> demonstrators tried to block trustees from attending yesterday's meeting. the protesters are concerned about noise and parking. meantime, the board approved $1 million resolution, feasibility, and design study on the proposed site. the planned $126 million stadium could begin construction next year. still ahead this morning, president obama calling on congress to respond to the world-wide spread of the zika virus. >> we'll tell you how much money the president wants to combat the disease. >> also ahead, first votes are cast in the new hampshire primary. we'll have early results. >> then, more good news at the pom many, why it will soon cost even less to fill up your tank. >> casey anthony back in the news, coming out of hiding. we will tell you what she is working on and why it has got her neighbors so upset. stay with us.

looking at the schuylkill at city avenue, extra help for you early this morning. roads not looking bad right there. i know kate does have her eye on a storm, and meisha watching the roads for you. updates coming up in just one moment. >> first, violent storm forces royal caribbean cruise ship to cut short its trip. documents documented the harrowing ship on social media. four passengers hurt, but non-serious injuries. look at all of that, everything toppled over the the ship set sale saturday from cape liberty, new jersey, to port canaveral florida. >> i'm booked on that ship in august. hopefully they fix the damage. no serious injuries. i was on a ship few years ago where we hit a hurricane. i mean, it was wild, yes, we made the front page of the new york times, cruise to hell.

those are times when you are thinking i better get a good discount after this. >> most of them don't go back with their discount. >> meanwhile, turning to other news, president obama asked congress for a $.8 billion in emergency funding to fight the zika virus, the money would go toward mosquito control as well as vaccine development and education programs, the virus declared public health emergency is linked to a birth defect causing babies to have abnormally small heads. >> and night of violence disrupts the chinese new year celebrations in hong kong. protesters clashed with police over authorities attempts to crackdown on food vendors. police used pepper spray to try to disperse the crowd. demonstrators through bricks at police, and lit fires on streets. so are you looking for cheap gas? well, go west. a 7-eleven in oklahoma city selling regular gasoline forget this 1.11 per gallon, cheapest in the country. triple a reports the national average for a gallon is 1.74 a

gallon, that's the cheapest it's been since january 2009. triple a says crude inventory at their highest level for this time of year in almost 80 years. closer to herges the best bargains are in south jersey. triple a report gallon of regular is 1.59. in southeastern pennsylvania, it is 1.99. in delaware, gallon of regular will cost you 1.75. >> don't like what oil prices do to our 401k's, but do enjoy it growing up. >> if you need to fill up, now is the time to do it, right, before you hit the road? >> i would say so. thankfully this stormy would call it glorified clipper really. and it is casino of slow but it doesn't dump a heck of a lot. that's what's weird about this one. so slippers don't tend to drop a lot of snow, usually leave light dusting up to 3 inches max because they zip on through so fast, but this one is taking it sweet old time. that's where the problem comes from here, we're going to be dealing with just an entire day's worth of potential for some modest accumulation out

of this. now, we have since scaled back our expectations to really what we were talking about this same time yesterday. because, it does look as though we will get little burst of steadier moisture, south and west specially of philadelphia, but that's it. the rest every us are casino every just not necessarily in the clear, but getting a very, very glancing blow out of. >> this but it is with you all day. so it becomes this big nuisance as a result. now, storm scan, at the moment, actually brinking in some rain showers across sussex county here in delaware, you have got steadier round of snow that came in over kent county within the last say hour and a half or so. this little pocket looks like it will clip our area, as well, but this is essentially what you will be finding throughout the entire day. looking at wider zoom, i mean, so scared. so haphazard, not dealing with a line, not dealing with a big swat of snow. that's why we are talking intermittent at times off and on, however you want to put it, it isn't going to be something that just completely cripples the city. but, it is going to be enough that it will slow you down. so let me walk you very

quickly through future weather. next couple every hours, future weather trying to pinpoint the bulk every moisture off to the south. you might be waking to up absolutely nothing out here the further north and east you travel in the next couple of hours, that will likely change with time. what i want you to notice, the spots to the northeast don't see heck of a lot through the first half of the day. bulk of the moisture staying to the southwest, eventually, starts to fill in little bit here for the second half of the day, toward typical evening rush, and by tonight likely see a specially near the shore some of that pick up, as well. but then, it starts to just get out of here. scatters away. you will be left with really just couple of flurries. if you were with us, we showed this graphic where different models are taking into effect pegging how much totals we'll see, from couple continues every an inch up to eight modelsment look how things have aligned now. that's why we have, or at less why the weather sorry service, since scaled back, to just winter weather advisory. not saying it is not going to be a problem, and a lot of

a lot of stuff trying to mount, it looks wet, slick, have little bit of mixed bag every both. so just make note that far when you go out to your morning commute this morning, a loft vehicles hitting roadways today, i can guarantee you that, mondays, tuesdays are busy so give yourself few extra minutes. broad at spring garden looking good, nice and quiet, ice on the roadways, see the glare from the lamp letting you know you will have slick spots, 42 northbound, creek road, just kind of early sea of headlights starting to build here in new jersey, typically see this as you approach 29a make note that far, it is heating up on 42 right now. we have two points every flooding in new jersey, route 130 near route 322, near the commodore barry bridge, and also, route 130 again at brooklawn center all lanes are blocked here. so make note of that for those every you in and around the area, jim, erika, back to you. >> meisha, thank you. shining new light on historic stretch of philadelphia. check out new lights on fabric row. thirty-eight pedestrian led lights and 12led overhead lights were unveiled on fourth street between lombard and

christian. the project costs $1.3 million, and includes new trees, crosswalks, as well as improvement to the curbs and sidewalks. well, one of the city's historic churches now closer to being saved. >> "eyewitness news" at saint john the baptist in manayunk where the signature cross has been repaired and now returned to the top of the cathedral. the cross is part of a $1 million restoration project to save the church, inside the gold-plated cross is a time capsule with hundreds of prayers. >> these prayers, this cross, is very symbolic, not just to the restoration of the building but the building up and restoration of our fate community. >> the renovation also includes critical external repairs, the church dates back to the 1890's. i always love when they're restoring these churches. i live in a building from the 18 60s, especially philadelphia, i mean, just part of a character of the sit. >> i how special to have those prayers in the cross, as they put it back up. love that. >> good for them.

now, baby slot arrives in style to his new home in pit burying. look at this. the sloth touched down by private plane to camera wielding paparazzi, the two towed sloth flown in from florida to his new home at the national avenue area. now, lenea will be used to promote rain forest conservation. >> such unique animal, have to slow everything down to adapt to them, but just knowing what's normal and natural for a sloth is there is a first step, being able to provide high quality care for them. >> high quality care. they say the involve will play an integral role in outreach and education programs, also serve as ambassador for rain forest species. the sloth will make it public debut on friday. >> who knew they could be so cute? >> hey, already on display, the columbus zoo's newest polar bear, check her out, meet nora.

she was born last november, but the zoo had on line contest to name her and the results are just in now. nora is a combination, this is neat, of her parents name nanuk and aurora. active little guy, too, my goodness, crawling all over the place. >> oh, i love it. these polar bears. >> wonder how big she will get? huge? >> mama and pappa are any indication. i can't see a little baby polar bear and not think of those coke commercials. >> back in the day. sliding down, very, good. >> so darling. >> well, all right, coming up we have some very early results until the new hampshire primary where voting began in certain places at midnight. latest result coming up. >> sylvester stallone weighing in on the oscar controversy. nominated for his best supporting actor for creed. we'll it will you what he has to say about the diversity concerns when we come back. stay with us, everyone.

>> back on "eyewitness news", live look at storm scan3, showing the storm expected to bring several inches of snow to our area today. we do have some school closings, which you can find at cbsphilly.com. >> meanwhile, the first ballots in the first in the nation primary were cast this morning in dicks ville notch new hampshire, bernie saunders won all four democratic votes. among republicans, ohio governor john kasich edged donald trump's three to two. >> two other towns with populations under 100 also opened their polls at midnight. >> officials in the granite state are hoping for record turn out despite some snow. danielle nottingham has the story of the candidates final push for voters. >> the first votes in the first in the nation primary were cast in tiny dicksville notch, town with nine registered voters. >> four votes cast for bern he sanders. >> none for hillary.

>> hours earlier they turned up the heat at the final rallies to win over new hampshire voters. hillary clinton, accused senator bernie sanders, of also taking money from wall street to fund his campaign. >> bet bernie sanders took about $200,000 from wall street firms. >> sanders repeatedly criticized clintons for collecting millions from wall street firms. >> her super pack got $15 million from wall street last quarter. >> donald trump who has a commanding lead in the gop race spent a good part every monday attacking jeb bush. >> jeb is a light weight. jeb bush, total stiff. >> bush sounded off on trump during his evening town hall event. >> we have the front running candidate. it is all about him. there is no service nature in his heart. >> bush, marco rubio, con kasich, and iowa caucus winner ted cruz are all in tight race for second. at this point it is a turn out game. it is about turning out conservatives. >> snow is in the forecast tuesday.

but state officials expect record crowds at the polls. danielle nottingham, cbs-3, "eyewitness news". among the candidates hoping to make strong showing in new hampshire is new jersey governor chris christie. >> "eyewitness news" reporter rahel solomon caught up with the governor at town howell meeting in manchester. >> if you don't do well tomorrow, what's that mean for your campaign? >> i don't think about that estimate you can worry about that, not me. >> stay with "eyewitness news", watch the outcome of the new hampshire primary. rahel solomon will have more live reports for you tonight here on cbs-3. >> well, out of respect for his co-stars, actor sylvester stallone is considering skipping the ross scars for lack of diversity, stallone received best supporting actor nomination for his role in creed, stallone says he owes his nomination to his african-american director, for the second year in a row, all of the nominees in the acting categories are white. >> i do believe that things will change, it was just a matter of time, and eventually all town will rise to the top.

>> senate plans to vote on whether to remove kathleen kane without a valid law license since october.leen top ranking republican in the senate says the vote will take place tomorrow. kane is awaiting trial on criminal charges of leaking secret grand jury material,

and then lying about it under oath. at least 33 yes votes in the senate would be required to remove her. kane spokesman says the action is unwarranted and unconstitutional. >> from the cbs broadcast center in philadelphia. this is cbs-3 "eyewitness news". >> well, it is a snowy start across the area, the mobile weather lab is out right now checking area conditions. the roads aren't too bad. but you will want to leave some extra time for yourself this morning. good morning, everyone, and katie, didn't seem that bad, one little scrape or two of the windshield, i was able to get in here safely. >> at least for now primarily unpaved surfaces getting any kind of accumulation, and we're just getting started. this is prolong the event, granted, expect to go see some accumulation out of this, but it happens over stretch of 24 plus hours. so, that's something that i think will help out the road crews for one thing, and certainly use traveling out and about here today.

we want to gave you a sense what's going on, let's go ahead, take you outside. first and for most, liver neighborhood network shot, 28 degrees, very modest winds flow at the moment out of the south southeast here outside palmyra cove nature park. you can still see the city skyline here or the lights off in the distance, so that bodes well, right, for any commute that you might have initially getting ready to head out the door. here is the system at hands, folks. it just isn't that potent. it is a large system, it is a slow mover, but it doesn't have a ton of moisture. okay? so, what we have seen happen here is couple every winter storm warnings since get downgraded, just doesn't look like it will be panning out all that impressively. some spots, granted, break the shovel out. we will get to. that will quick check at the localized level, you have even hint every rain mixing with us is ex, kent county, delaware, seeing enough cold air that eventually see some snow showers there. take a look at the winter alerts, in the purple shaded areas you have since downgraded to
