have made that change from snow, to freezing rain, or just, plane rain, and that line will move across our region as night falls. it has been a messy monday so far, good evening i'm jessica dean. i'm ukee washington. we have had eye on the storm coverage and lets begin with kate bilo for where we stand with this storm system, kate. >> ukee and jessica when you talk about the kind of cold we felt this weekend and bring winter precipitation in the mix it will be a mess. problem is we are bringing some rain and warm air, over that cold, the ground is cold, the roads are cold and that is why we have got this threat for icing happening this evening as we start to see that change over. the reason we are seeing this warm air push in track of this low center of the low is way back here. liting to the north. what we are looking at is the warm front lifting through. started off as snow but as that warm air lifts from the south we will see change over, again, eventually to plane rain. it is a battle between the warm and the cold and that fight is happening right now, on storm scan three. you cane because we have what

we call neapolitan ice cream cone of winter messes. we have snow to the north, and pretty heavy back here over south central, pennsylvania. this pink you see is exactly what you don't want to see that is freezing rain mostly mix nothing as well and just plane rain, freezing rain is just rain that hits frozen ground and freezes on contact. then we have plane rain happening down the shore where temperatures are above freezing. the it is this pink colored wedge over northern delaware, into southwestern, new jersey and right into the philadelphia area at the moment. this means, snow that fell will have an icy glaze on top of it, even road especially back roads that haven't been treated will be very icy out identify tonight. we expect this icing to continue through abot o'clock and longer up in the lehigh valley. good news it looks like precipitation will lighten up a little bit in the city h that the is good news but still here's 10:00 p.m. look at that ice from allentown to mount pocono and warm air filthers in and by early tomorrow morning we're talking about just plane rain. some spots have gotten a decent amount of snow,

delaware 4 inches. cape may 2 inches; vineland at 1 inch. we have in the gotten and update the from philadelphia, but last checkpoint three. that will wash away. big surge in temperatures as rain comes in. we will have more on that in a couple of minutes. and, others were fortunately enough to have the day off. and will collinswood, cleve? >> we have the fun task of fog this snow. we started off down south at cape may county and wound up here in collinswood, camden county where you can see sidewalks, are partially, cleared off, and the roadways, in the looking too bad, and most of the people i speak with view this as a nuisance then a big headache. cue the plow trucks, the shovels, and the car scrapers, the snow, is back. >> did you think were you done doing this this winter. >> i sure did. we were just talking about going to florida next year. >> reporter: while businessness downtown

a crunchy texture to the stop. we are now getting the freezing rain after getting the flakes. hopefully everyone has a safe drive tonight. reporting live, i'm cleve bryan, cbs-3 "eyewitness news". >> cleve, thanks much. eye on the storm coverage continues now with "eyewitness news" reporter greg argos live in wilmington delaware where the snow is now starting to turn into a winter mix, greg. >> reporter: that is exactly right there guess contact it has transitioned over to the wintry mix. we're talking about freezing rain, sleet, slippery conditions. up until about an hour ago this is all that white powdery stuff falling. you can see an inch of it the here in wilmington delaware. all this is left over from that massive storm we have had in late january. you can see that 1 inch or so, very bright white stuff, on top of it all. this wintry mix is what has dell dot officials concerned. it is not a massive storm like the one we saw in late january but that doesn't mean it is not dangerous. >> we have all of our crews in.

we have had some crews in since four or 5:00 o'clock this morning. >> reporter: snowplows, check. salt piles out at the ready dell dot officials say they are doing everything to prevent roadways from becoming slippery. >> the tricky part with this storm will be in that change over period, our pavement are very cold. they are below freezing still. so we're concerned with that change over to rain we will get freezing rain. >> a break earlier, you know, try not to go as fast. >> reporter: common sense, right in delaware drivers say they will be doing just that but aren't sure about others on the roadways. >> i just anticipate everybody will do the opposite of what i want them to do. >> i think i will pay more a attention, be more careful. i have to because turf watch out for the other drivers. >> reporter: you are second person to tell me about that, it is all about the other drivers. >> that is what it is a all about, watching the other drivers. >> reporter: now coming up tonight at 6:00 hear more from dell dot official about how they are treating the roadways with these icy conditions but you'll hear from shoppers here

at the concord mall, you might be surprised about what they are purchasing, during this winter weather. we are live from wilmington delaware, greg argos for cbs-3 eyewitness news. >> greg, thank you. in pennsylvania penndot started its salting operation before the the first flakes fell, "eyewitness news" at penndot maintenance yard in norristown where front end loaders dumped salt in the waiting plows. the agency has more than enough salt to get through this latest storm system. >> we're well positioned in the district. we have over a 108,000 tons of salt, at our a available and in the five county region, a additionally we have used about 35,000 tons to date for this winter. >> reporter: if you plan on driving tonight, penndot does ask that you give their salt trucks space to do their jobs. lets take you outside on the roads now live with the cbs-3 mobile weather lab, right new there is a a mix of snow, and sleet, and freezing rain on the schuylkill expressway, heading west into montgomery county, you can see there roads are slushy but it

looks like it is moving long. take it easy if you head outside tonight. follow storm scan three and track forecast anytime, just down load free cbs philly weather app available on itunes and google will play. in other news tonight main line house fire claims life of an eight five-year old man, it broke out just after 10:00 o'clock this morning on strat more road in havertown. victim, bob fox, was rush to the hospital for cardiac arrest and then later died. the cold conditions generated thick smoke and made for a difficult fire fight, neighbors described the scene. >> that is all really high flames shooting out from the roof of that house and one of the most scary things i have ever seen. >> i follow the cop cars and then i heard popping and then i saw the flames and i ran out of my house. >> reporter: neighbors say fox was well men around town, he was a retired photographer for the philadelphia a bulletin newspaper and also ran a bee keeping business. red cross ace cyst continuing 16 people left home less from the the house fire

in norristown overnight. fire fighters were called to the 200 block of powell street just before midnight. two residents had to be rescued from a second floor roof but everyone else got out safely. one fire fighter suffered minor injuries, in word on what sparked that fire. we now know noro virus caused an out break of stomach sickness at ursinus college, more than 200 students, and some staff were affected. the classes had to be canceled for a few days as workers cleaned the school. but it appears that the virus is beginning to run its course. school officials say there has been a significant drop in the number of cases since that illness was first reported last week. president obama ordered flags at half staff in washington to pay tribute to the late supreme court justice antonin scalia. vacancy on the bench is influencing the presidential race and cbs news correspondent weijia jiang has more on that. >> reporter: owner of the west texas ranch where justin antonin scalia died said the 79 year-old was found in complete repose in his room on saturday. scalia was on a hunting trip

>> through go. >> take from it there. >> let's take it the from there because we have a lot the to talk b we have a major system moving through and it is creating a gigantic winter mess out there. this is one of the complex storms where it is not just a snow or rain storm but little bit of everything. the temperatures are below freezing and some rain is falling. we are seeing some of that stick to the roadways. lets look live right now outside and bring you live picture from the cbs-3 mobile weather lab from the route 202 southbound heading from montgomery county, toward chester county. just to continue drabick will join us live coming up. looking closely at windshield it looks like rain drops hitting the windshield in the snow flakes anymore. problem there is everything at the surface is below freezing. these roads, main roads look okay, they have been well treated. back roads, they have a layer of snow with ice on top because everything is going to freeze, on contact and longer that cold air hangs on the worst these roads will be. so please, play it safe, it looks like lighter than normal traffic on 202 thanks to the

president's day holiday but we will check with justin and find that out in 15 minutes. lets take a look at is what going on down the shore, you can see this is where warm air has moved in. this is ocean city, cape may county, you can seaboard walk is just wet. temperatures in the mid 30's there right now. this is just plane rain. we are in the mid of that transition and very messy storm scan three picture we have right now. everything from snow, pretty heavy snow right here across south central pennsylvania to heavy rain in sussex county, delaware and down the shore but that pink wedge you see there moving in the city of philadelphia, that the problem and notice we even got a little bit of purple will, pinkish purple, every color on the rainbow here on the map. purple is some sleet. we have got snow, sleet, rain falling in the city and surrounding suburbs right now. temperatures below freezing and looking at threat for very treacherous roads right now outside. lehigh valley still snow but that mix is heading your way and may hang out longer there down the shore we will get in heavy rain f we get in the

break off to the south and west that is good for us. if we have a lull in the precipitation if it comes down lighter we can get warmer air in here without leading to significant icing but notice we are still at 28. that has jumped three or 4 degrees in the past couple hours. that is good news. the atlantic city at 36. wildwood at 38. once we get warmer temperatures in we can expect that change over to just plane rain. right now snow is change to go sleet and rain, freezing on contact still, rain pushes from the south east to the northwest, as we head through tonight and then by tomorrow morning temperatures rise and we're talking about just plane rain for everybody. but we are under a winter weather advisory a across the region, sussex county under that winter storm warning. here's winter weather advisory expire. get a good handle when change over should occur by 10:00 o'clock tonight southern delaware, coastal new jersey, city, suburbs this will expire, it should be all rain by then. lehigh valley 1c a.m. expect frozen precipitation until then and in the until will 4:00 a.m. in the poconos. lets look at these temperatures by 8:00 o'clock

we are at 33 in philadelphia should be just plane rain but still slick spots out there. twenty's still in the lehigh valley. finally going above freezing overnight and then by tomorrow morning in the poconos we will see those temperatures jump. but not before we get a tenth to a quarter inch of ice up through pocono region and portions of the northern lehigh valley and that can lead to some very, very dangerous road conditions. i cannot say it enough if you don't to have go out to the north and west do not go outside tonight. temperatures gradually warming overnight, upper 40's by tomorrow morning, mid 50's tomorrow, and with heavy rain through the day, strong gusty wind as well and rumble of thunder. good news is we will clear it the out, wednesday and thursday does get colder but hard to imagine we're sitting in the 20's right now, 20's with snow all day tomorrow and mid 50's, with even a rumble of thunder and crazy, crazy weather. >> okay. >> crazy. >> february good never know. >> that is right. >> still ahead on "eyewitness news", the furies flying in new york city as west minister kennel club dog show gets underway.

we have an eye on the storm system right the now you are looking at the schuylkill expressway from cbs one mobile weather lab, traffic first, had to deal with snow and new wintry mix out there in spots or even rain, all depend on where you are. lets give you a live look at storm scan three you can see pink, green moving in replacing snow, for many. "eyewitness news" continues at 5:30. good evening i'm ukee washington. i'm jessica dean. lets get over to meteorologist kate bill other with more on where we stand right now, kate. >> right now is most important part of this this storm when we're in the transition from the cold and snow, of course, we had plenty of cold this weekend to the rain and that is kind have of a battle will, fight between warm air, moving in a along and the cold air entrenched in the surface and we are seeing this dangerous icing begin. we have a little will bit of good news in that there is a break in the action here. you can see precipitation is lighter off to the south and west. the as we head through next couple hours i do expect things to lighten up for a

time in the city which means we won't have heavy rain falling on frozen surfaces and we will get warm air to push in better. as for right the now, i in outside on the road you'll have a slow go this evening. snow to the north producing treacherous conditions to the north. so cold, that the snowfalls and it coats it completely. untreated surfaces you will be snow cover. then we have rain coming on top of that leading to an icy glaze on top of the fallen snow and plane rain and heavy rain down the shore and south jersey and southern delaware. we have sleet mixing around the city as well. it is a mixed bouquet of nasty weather. everything from snow, sleet, ice, freezing rain. this is the worst part of the storm for us as it lifts north. we will see that transition to just plane rain overnight and tomorrow morning. we will take it step by step. we expect plane rain to get just into portions of can den and gloucester counties by 7:00 o'clock tonight. by 9:00 changing over to plane rain in philadelphia but ice sticks around in the lehigh valley and poconos. the it will lighten up,

another batch of rain could come in around 11:00 producing another threat for icing, mainly in our far north and western suburbs even it is just plane rain in philadelphia. overnight into tomorrow morning it is just rain. there may be a bit of the break in the action tomorrow morning in time for morning commute. that is good news. temperatures will be mild but then another big batch of heavy rain comes through in the afternoon tomorrow. so we have warm front lifting through this evening. that is bringing this next bag have of winter weather, tomorrow cold front, temperatures in the 50's. you may hear thunder as this system comes through. this storm has a little bit of everything before it finally clears out by about this time tomorrow. if you are in the lehigh valley, poconos concern about the icing. it will transition to a wintry mix. it is still snow but sleet, freezing rain in the first part of the overnight change to go all rain by dawn but some spots could see a tenth to a quarter inch of ice leading to isolated power outages but even more importantly, very, very dangerous road conditions through midnight and even into early tomorrow morning.

please be safe in our far north and western suburbs. we will have more including the seven day in just a few minutes. for now jessica back to you. this messy mix means you'll have to take it easy outside on the road tonight. the justin drabick is live from the cbs-3 mobile weather lab and he will give us first hand report on road conditions, how does it look, justin. >> reporter: well, good evening, jessica. not the best thing right new because we are dealing with freezing rain. this is a live look at 30 west around the exton area. the road itself, they are passable. slushy, you know, covered deal right the new but again new we have to deal with the freezing rain. that is going to add a glaze outside on the road. good news is we have slush on the road so that could add traction as well. the current temperature right now 24 degrees. the casey, my driver, we were talking as we left the station we had pings all over the windshield. that was sleet. then this this is freezing rain. that is what we have to deal with throughout the evening hours. speed restrictions outside on the roads coming in at 45 miles an hour as well.

traffic right now, not the too bad so that is a good thing there. we saw a few people pulled over to clean off their windshield. lets talk about these road conditions what to expect through the next 12 to 24 hours. through this evening, it is pretty much going to be slow over most of the road especially on the side. conditions with the mix of snow, sleet and freezing rain. overnight we will get that change over to just plane rain, from south to north. so still overnight across lehigh valley, poconos it will be slow but better conditions by tomorrow morning. morning drive, tuesday should be better, which is, just plane rain but again, this evening, it is all about taking it easy outside on the road, we're in the free freezing rain right now. temperature at 24 degrees. storm like this you would rather just have it coal through the the atmosphere and deal with plane, snow and ice. don't miss with that at all. we are live from exton in the cbs-3 mobil weather lab new back over to you. >> you and korean and everyone on the road slow your roll. wheat gel back to you. series have air strikes

targeting hospitals and schools in northern syria leave dozens dead including children. medical charities doctors without borders say rockets hit their makeshift clinic four times. the air strikes were carried out by russian war planes. u.n. condemned the attacks calling them a setback in progress, made by nations seeking to even the syrian conflict. former president george w. bush, is hitting the campaign trail to support his brother jeb. pair will appear side by side a at a campaign rally in north charleston, south carolina tonight. earlier today the former president appeared with his wife lauer bush at a veterans event in columbia. it is first time george w. bush has involve himself with this presidential race. he and his father, george hw burn, both won the south carolina primary during their presidential bids. meantime rest of the candidates are crisscrossing the palmetto state, donald trump continues to trade barbs with ted cruz as marco rubio says division is bad for the party. most recent debate was a fiery exchange between the
