three campus overdoses. i'll have full will details from the the main line coming up. plus a local law professor way personal connection to the late antonin scalia, he speaks to "eyewitness news" about his life and legacy, and what is next for the supreme court. and now at 6:00 o'clock we have an eye on the storm system, from the shore to the city, to the first state, it has been a the rather messy monday. first snow all across the region and now turning to a wintry mix. the storm system is packing three types of precipitation before it is over, in doubt. good evening i'm ukee washington. i'm jessica dean. there are some after school cancellation toss report, you can see those scrolling at the bottom of the screen right now. we also have team three coverage for you a as we continue to keep an eye on the storm. we will start with meteorologist kate bilo who is tracking the winter weather, kate. >> thanks, jessica and ukee this storm is entering transition phase as warmer air surges in from the south but

colder air we felt all weekend still has a firm grip on the region. the it is a battle to get that warm air fully entrenched and get this to change over to just plane rain. it is hard to believe stepping outside earlier temperatures in the 20's, snow was falling but warm air off to the south starting to work from the upper at the months fear on down. we are seeing a change over to rain, before falling but the surface, still hanging on to that cold. you can see what is hang right now we have got snow in the northern and western suburbs. we have a wintry mix in philadelphia and surrounding suburbs. the sleet, freezing rain, rain just plane rain down the shore and southern delaware. little bit of good news we are seeing things lighten up, we are looking at generally light precipitation within the next couple of hours. that is good news with the temperatures still below freezing in the city. you wouldn't want heavy rain coming down but that could bring warmer air down with it. the a as precipitation lightens up and temperatures continue to rise we will start to see that transition to temps above freezing in the next couple of hours. snow amounts seaford delaware in sussex county, 4.6 inches

grab an arm to hold on to walking down the streets like here in collinswood where things are getting slippery. it has changed over to this cold, wet, icy rain after getting lots of snow on the ground. but for a lot of people today they say they have had it with this winter. sloppy snow provided the icing on the cake for a frigid presidents day weekend. that has left many people ready to say, good bye to winter. >> i don't mind winter. the it is okay. after this i think i'm finished. i'm done. i hope mother nature is done. >> reporter: while collinswood took on shade of white in the afternoon the slow moving system from the south gave cape may frosty flakes for breakfast. businesses didn't get the kind of foot traffic they would like on a federal holiday but those who strolled around the washington street mall, say it was picture perfect. >> it is really nice, off season is great and kind of fun to see it, be out and about, and in it, kind of fun. >> it looks absolutely gorgeous.

night, students acting strangely, including one now criminally charged with punching a woman and two security officers. the investigators quickly learned why. >> he was in extreme state of delirium but he was telling officers he had taken lsd. >> reporter: police say they found 50 doses of lsd and brightly colored packets, part of the stash of the drug that was a allegedly being sold by justin yem from his dorm room. drugs that police say led to three overdose victims being rushed to hospitals where they later recovered. >> it is a very serious drug. the it is a hallucination drug. >> reporter: 9,000 in cash, marijuana and needle also allegedly found in yim's room. students shocked to hear about the presence of lsd, and its impact. >> i'm extremely surprised. this is something i would not expect to see at a campus university especially one like

villanova. >> it is unacceptable thing to be happening. it shouldn't happen at all. >> reporter: despite arrest and drug seizures, police are concerned that there is more lsd here on campus, perhaps in the hand of students and they are making a plea to turn the drug over. >> this was an incident that the university took very seriously. i cannot remember in my time at villanova ever having a case involving lsd. >> reporter: but while lsd is relatively new to campus officials warn the same old rules apply here, anyone caught with drugs or allegedly dealing them, risks, swift expulsion. on the villanova campus, walt hunter, for cbs-3 "eyewitness news". a house fire claims the life of an eight five-year old man, and it broke out just after ten this morning on strathmere road on havertown. the victim bob fox, was rush the two hospital for cardiac arrest and then later died. fox was well known around town neighbors say. he was a retired photographer for the philadelphia bulletin

justice renquest. so to replace him president ronald reagan tapped new jersey native antonin scalia. >> he had a big personality. >> this is a tremendous blow to conservism. >> reporter: without scalia four liberal leaning justices and four conservative leaning justices make up the court meaning there may be no majority reached on controversial cases until a new justice is confirmed, something that republican leaders say they will in the do until a new president is elect. pennsylvania republican senator pat toomey agreed and released a statement monday saying in part, given that we are already well into the presidential election process, and that the supreme court a appointment is for a lifetime, it makes sense to give the american people a more direct say in this critical decision. legal scholars like professor little says leaving scalia a's seat vacant until the next president is sworn in could have major consequences on major issues including

we're back on "eyewitness news" with another look from the cbs-3 mobile weather lab heading east on the schuylkill expressway in montgomery county. we have a messy mix on the road right now. if you have to head out, please slow your roll to get to your destination and back safely. kate bilo will have very latest coming up in three minutes. we now know that noro virus caused the illness out break at ursinus college and these lab test results came back as classes resumed in montgomery county. >> health reporter stephanie stahl is here with more on the virus and why it spread so quickly. >> yeah, this is a nasty, bug, guys. we are told that there has been a significant, decrease in the number of students, at ursinus reporting symptoms. now trouble started on campus, tuesday last week, and classes were canceled, thursday and friday, weekend activities limited. but now things appear to be getting back to normal.

ursinus college says aggressive cleaning, sanitizing and disinfecting efforts will continue through the week after 214 students and staff reported symptoms of gastroenteritis. the montgomery county health department now confirms that it was a noro virus. >> it causes mini up democratics frequently. >> reporter: doctor edward an emergency physician at hahnemann university hospital says noro virus has become well known from causing out breaks on cruise ships, it is especially conn stage news places where a lot of people are in close quarters like a college campus. >> it tend to occur in the winter because people are clustered together. most people will present with nausea, vomiting, stomach cramps, diarrhea a. >> reporter: noro virus is easily spread from person to person by touching something that is contaminated with the virus which is invisible. >> something like that happens, you know, somebody goes to the bathroom they don't wash their hand well, they touch doorknobs or touching something else you can spread it that way.

>> reporter: twenty-two ursinus student were treated at local hospitals. the virus causes intense symptoms quickly for a short period of time. there is generally only one serious potential complication. >> people can get dehydrated and so people can then faint and things like that. so that is probably the more dangerous sides of the disease. >> reporter: dehydration is why are ino virus can be especially dangerous for very young children and elderly. or wise there are in lingering problems. but, the virus can be found in body fluids for a number of weeks which is why hand washing is so important. i will tell you this time of the year not from noro virus but flu and everything else, everybody is inside because it is so nasty outside and there are germs every where. >> i would wash my hand like right now. >> thanks, stephanie. >> good point. >> the four presidents of the the mount rush more showed their famous faces in philadelphia.

here is that this is a really good tip that the national weather service just pointed out. a lot of people have been asking should i go outside and shovel my driveway and walkways? answer to that is no, you shouldn't. if you shovel your walkways you shovel sidewalks here and then freezing rain starts coming down it is a sheet of ice. if you leave snow there and ice comes on top of the snow you get crunchy snow that will give you traction and less treacherous to get outside and walk. the especially lehigh valley and poconos good tip for you tonight. lets look at storm scan three. again you can see freezing rain, mainly freezing drizzle. good news is precipitation has lightened up. generally light amounts right new from the city on south and west. we have heavy rain in sussex county, delaware and still steady snow up in our far north and western suburbs, lehigh valley seeing that at the moment as we look at our triple sweep, sleet mix nothing portions of chester count which that dangerous ice still happening to the south. lower bucks, montgomery county still seeing that icing, freezing rain as temperatures

hold below freezing mark. we do expect that warmer air to work in within the next three or four hours but that is a long time to deal with freezing drizzle leading to some ice outside. winter alert still in place, winter weather advisory goes until will 10:00 o'clock for philadelphia toward shore points 1:00 a.m. for lehigh valley. 4:00 a.m. important the poconos. you can see we're making progress. we have jumped 5 degrees in fill at in the past few hours. 21 degrees in allentown. it will take a while for temperatures to rise high enough that we are dealing with rain. it may take until after midnight before we start to see temperatures change over and we will see just plane rain. lehigh valley a and poconos transition to the wintry mix this evening but watch out for that dangerous icing. then we will start talking about the rain tomorrow. the some spots could see over an inch of rain leading to the risk for ponding a and flooding outside on the road. overnight gradual warming, period have rain though and rain will be heading here tomorrow. watch out for ponding, some road spray, it will be a a slow day but we're in the mid 50's. quiet wednesday and thursday.
