the search is on for a mask gunman after someone get shot and robbed, right in center city. >> taylor swift's except tan speech has people talking this morning, many believe is intended for kanye west, what she had to say. good morning, it is tuesday, february 16th, back to work, back to school. icy conditions have resulted though in hundreds of school delays. we have that information for you at the bottom of the screen. katie is out on the skydeck, meisha an inside watching the roads, at least not raining right now, ladies, good morning. >> you said it, that's a blessing, not so much visibility issue right now but slick roadways, seeing all of that snow that was starting to melt, katie, making it casino every messy on the roadways. string every accidents this morning. >> and certainly one thing that's definitely going for us

here in a positive direction, thermometer reading, help smelt the snow and icy spots, but also going on tear just uphill climb. i'm at the point where i don't even have my coat button. that's very, very significant for someone like me who is always freezing cold. so storm scan3, showing you what's up here guys. watch what happens on the end of the loop. see the little slivers of pink, the little speckles off, west of philadelphia, then they turn to green. what that tells you is the mild air is surging in, it is taking over, our current temperatures, are all over the place as a result. mid ooh eight, 55 degrees, but variety pack here, guys, win turns officially out of the south, those temperatures in allentown, reading, are just starting to rebound. all the way up to 43 already at mount pocono. so talking ever changing conditions. look at just what is it maybe 20, 30-mile difference here. between palmyra or willow grove, you have got anywhere from five to close to

10 degrees difference, or if not more than that. so, you know it, really is about where you are traveling at any given point. best advice, keep close watch on the car thermometer. may be slushy spots for the morning drive. coming through, still another impact full day, but at least snow and ice are definitely becoming much less after concern. >> absolutely, who can complain about the 50's in february? it is going to feel nice. we will have to take the rain with it, but right now what we are dealing with is all of the snow snow melting, the vine, 95, beautiful birds eye view what's going on. you can see volume levels starting to build now as we push into the 6:00 hour. we can always expect that moving into the 6:00 hour and specially as we move into the 7:00 hour. this is the build for you, what it is looking like for those every you at home thinking about hopping on the roadways, also where we have an accident 309 north

roads, salt trucks, plows, off the roads. plows have also come through on the sidewalks here in jenkintown, here is the after effect of mother nature, what she is doing here, melting all of this stuff down, the water now coming down on these roads, making them now slick, and not so much slushy any more. going down, as you can see, pretty much all blacktop, nice and clear, drivers zooming up and down the roads here, i've seen some hazard light on perhaps that's not needed, just be careful out here across the board. looking now across the street here, sidewalk right in front of the brewing company, not quite so clear. these are the areas that walkers will want to pay attention to this morning, not every sidewalk is going to be clear. not every sidewalk is going to be melted. this same will be true for the roads out here. talking about the roads not so heavily traveled, the ones casino of on hills or overpasses, perhaps, state roads, at the shower roads, those are the ones to watch

"eyewitness news" reporter jan carabeo joining us now at the scene with more on what police believe is behind the motive behind the shooting. >> reporter: erika, good morning, here in a very busy part of center city this morning, an unusual area police say for something like this to happen. they say robbery the post motive for this shooting this morning. this all unfolded right behind mere here at 15th and locust

streets. police are now busy interviewing number of eyewitnesses. who saw everything that happened here, overnight, again, an unusual part of the city, no, not for crime, but for restaurants, theatres, businesses. >> police are calling it a rare shooting in center city. two men, walking in the area of 15th and locust, are approached by a mask man. police say the suspect tries to rob the pair, but the victim's run. one of those men is shot in the arm. >> fifteenth and locust, broad and locust, known for businesses, it is known for theatres. it is a very safe area. this type of thing, very rare for someone to get shot. >> ninth district police, were called to the 1500 block of locust street, just before 1:00 a.m., for the shooting. they followed a trail of blood to broad and samson. that's where they found the 38 year old victim bleeding heavily. he was taken to hahnemann hospital in critical condition. >> apparently the bullet struck him in the right arm, struck an artery, because he lost a lot of blood. >> central detective spent the

morning processing the scene. they found one spent shell casing, from a semiautomatic weapon. they're now also searching for surveillance video, at this time, it is unknown what the suspect got away with, if anything, fortunately, police say, the victim is expected to survive, but they say this easily could have ended much differently. >> any time someone approaches you, with a gun, or a knife, who or any weapon, the best thing to do is just cooperate because it is not worth getting shot or stabbed or hurt over money or cell phone or any of your possessions. >> now, unfortunately, police do not have a good description of the suspect, because that man, again, was wearing a mask. but they do say the description is a man between five-ten and 6 feet tall, last seen running south on 15th street. now, police do hope that these eyewitnesses and the witnesses in the area help track him down. anyone with information is

>> suspected tornados, huge storm system hammered several states. in the florida panhandle, authorities had to pick their way through wreckage, using flashlights. firefighters discovered an elderly woman, who had to be rescued from her home. in mississippi, are school was damaged in virginia, at least three deaths have been blamed on slick roads. >> now, flood something a major concern today, in washington state. several areas of kent count have i been evacuated because that far threat, and the red cross has opened a shelter. authority have also closed roads even though it does not stop some adventurous drivers from hess g the waters, if you do see water, don't attempt to drive through it good remind where all of the rain we're getting, right? >> you said it. at least little lull, but come midday, early afternoon, lunchtime in other words, you will likely see some very heavy rain, maybe even some embedded thunder, but seeing these temperatures race a with a from freezing levels in a lot of spot. see pink, and loop, green,

awesome, temperatures even up toward the poconos starting to spike nicely, however, still what i would call in transition mode, don't go out there being too comfortable with the fact that the temperatures are climbing, keep an eye on the car thermometer, i'll keep saying that, too, that will at least give you gauge for what the temperatures like off the ground traveling through. >> we look talking totals under inch, but we could end up over achieving little bit here through the poconos, with up to inch or potentially more. look at the current wind flow, this says it all seeing very good surge of southerly wind flow, helping to allow these temperatures to just spike. warm air, overtaking the greater philadelphia area. and that means the temperatures that were right around freezing are really starting to warm up nicely if there is any snow or ice, be careful, but justin to get

certainly going to cause a lot of problems out on the roadways, you're going to have these alternate route 30 would probably be your best bet, listening to this right now, if you can avoid this all area altogether until this clear up, i certainly would. because who knows how long these backups are right now, if you are completely stopped, all lanes, all directions, and we're pushing into the 6:00 hour now, it will be busy day today, seeing that all morning long, even starting in the 5:00 hour, things heating up. this will certainly cloe you down quite a bit. another disable vehicle not causing nearly as many problems here on the blue route southbound near the schuylkill, just make note of that, as well. then i have updates on car fire coming up. quick peak at 95 south at cottman, stay right where you are, because we will take quick break, cbs-3, "eyewitness news" will be right back. beast past

>> villanova university student faces serious charges in connection with lsd overdoses on campus. justin is accused every selling the drugs from his dorm. police say three people overdosed, but recovered at local hospitals. another student is charged with punching a woman and two security officers. >> this was an incident that the university took very seriously i can't remember in my time at villanova ever

planning maybe to head on out for it. soggy mess by midday. show you what's going on first and for most, storm scan, pretty quiet initially, clearly there is a lot going on off to the west. still watching the freezing levels climb back through the appalachians, laurel highlands, western pa. but, everybody is seeing a variable surge on the thermometer. we did get snow yesterday obviously, short list whatever fell, so we have 4.2 inches to melt away with the warmer air in middleton, creek kreen pick up two and a half just over one brick township, plymouth meeting pick up over an inch. look at the difference in the thermometer readings, though, since same time yesterday. actual air temperatures, guys, actually climbed in the last 24 hours, 36 degrees surge. either will see something marginal al freezing or well into the 50's, so it is a very

location specific outlook as you walk out the door today, i would keep an eye on the car thermometer if you are traveling that mode of transportation, as you travel, you will run into ever changing conditions. thankfully still transitioning to very warm air, because we are still transitioning, i worry about maybe lingering pockets every ice. at least in the city we've already been in the 50's, and we stay there easily here. later on today, we will at least flirt meisha with the 60 degrees mark incredible. >> point out one more thing, just because it is warm, it is very slick. in fact, we've seen casino of a string of accidents this morning, this is one involving a plow truck. 202 northbound both directions, all lanes block, do you have use an alternate in and around the area. route 30 is probably going to be your best bet be take a look at this, for any of ooh end considering taking route 202, right now, it is

completely closed. you will have to use an alternate. you are not moving. and i feel so bad for those drivers stuck in the middle of this. they are not moving. plow truck had some wires down, this caused that, make note that far for those of you want to go take 202, where clean up is going on, 309 north, before paper mill. looks like not causing too many slow downs. one area busy 995 south at cottman, haven't seen any accident here, but looking very busy indeed. erika, back over to you. >> meisha, thank you. what used to be icy spots, as we've been talking about probably now just slush thanks to mother nature for helping to moment the snow before go to work. "eyewitness news" reporter justin finch joining us now with mobile three in elkins park. how is it looking out there, justin? good morning. >> built of difference story here in elkins park, a lot of the roads out here are in the transition point, not quite clear. i'll show you what i am seeing here. as you can see, right now we have some roads here clear in the center. some not this clear.

so be careful in this area. in the area of cheltenham as well as elkins park, we've seen of course on these hills, a lot of slush, lots of ice also a loft fog, careful of. that will hasn't quite burned off in this area here. it is 37 degrees here, a bit cooler than other spots we've seen this morning, so, that means, not all of the areas, as we had mentioned throughout the morning, have quite caught up to the clearing out the melting that we have seen in other points. so, given that, knowing that all of the conditions are not quite fully cleared more reason to be careful navigating around the ever changing conditions, here at spring avenue, as you can see in the light there, all of the slush and ice still there. so erika, the take away is we are getting there, getting to being clear, but we're not quite there yet. so until we get to that point, take it east. >> i we'll get there together,

we mentioned closing earlier. you brought samples. how should we layer up? >> the biggest thing is dress? layerings, sometimes people dress and they're too hot, you lose heat. first is waking layer like polly pro pa lean, thin, wear that, second layer, wool or fleece, third layer the waterproof breathable very thin shell. and then as you get warm you take one layer off, and you feel better. then if you get cold again you put it back on. that's the safest way to do it. >> very good. i know you brought some treat here, katie coming your way, meisha, you're getting the socks. we have party favorites thanks so much. good to see you. we'll be right back.
