firefighters best efforts to fight that blaze. "eyewitness news" reporter justin finch joining us at the scene to show us the devestation there. justin, good morning. >> hours later fire crews are still here, cleaning up, and also, keeping watch. firefighters got the call about 1:00 this morning, have kept the press end here ever since, "eyewitness news" getting a close look at flames, engulfing the front dining area here. the fire broke out about two hours after closing time, and quickly moved about the house of jin with heavy fire seen jumping from the rooftops. house of jin is a local favorite serving chinese and japanese food here along the 200 block of west shelter. >> traffic here along chelten and pull as ski, at 2:00 a.m. the fire brought under control about an hour after the first

report. we have investigators on scene, clean upped underway. told officials talking to witness was this time, trying to figure out what happened and what may have trying third fire. erika, back over to you. >> justin fink. , thank you for the update. >> new this morning, police saw one brother shot another late last night in northeast philadelphia. the alleged shoot is her in custody. the victim was shot in the chest around 11:00 last night, on the 3100 block of woodhaven road. he was returned to the hospital in stable condition. police have not determined the motive for that shooting. >> gunman goes on rampage, police shot and killed the suspect, and as don champion reports, police are still trying to figure out the motive. >> reporter: investigators describe a chaotic scene

inside this plant near wichita, kansas, when a gunman opened fire. >> the shooter was actively firing on any target that came across his sites. >> reporter: police say employee shot 15 people at ex he will industries, shortly after 5:00 thursday, and in his hospital bed jesus remembered the moment he got hit. >> people were just running saying somebody was shooting, and then i thought i got hit in the leg. that's when i turned and started running. >> law enforcement source tells cbs-3 the shooter was 39 year old cedric ford killed in a gun fight with the first officer who got to the scene. josh tucker new him. >> everything was hunky dorey, didn't seem like this kind of guy. >> before getting to the plant, the gunman randomly shot at motorists hitting two. anxious family members could be seen looking for their loved ones. >> i feel like i'm in a nightmare right now. >> jennifer says someone got shot right next to her husband. >> i heard my husband's voice,

but i won't be happy until i see him in person. >> moments happened that happened on live television. >> oh, my god. oh, my god. >> you can come in here. >> oh. >> the atf and f.b.i. are helping with the investigation. don champion, for cbs-3, "eyewitness news". keeping a cool head pays off for two philadelphia police officers after a threat wednesday night. police say cherif haynes approached officer michael edwards patrol car, knock on the door to ask for help, then threatened him. despite repeated attempts to show his hands, haynes reportedly taunted the officer making shooting gestures. edwards called in for help. officer eric tyler arrived pulling out his taser and hit haynes. both officers are credit their training. >> that's the first thing that came to my minds was to preserve life, and de escalate the situation the best that i could. so that we bet could go home to our families and that he

could be arrested without being injured or killed. >> police say haynes did not have a gun. he is in jail facing several charges. police commissioner richard ross says that the officers had used their guns, he believes it would have been justified. >> 6:07 right now. clean up continues in lancaster county where an ef2 tornado touched down wednesday. the damage is spread out over an area about 400 yards wide, and 5 miles long. up to 50 homes and buildings were damaged. many of them belonging to the amish. one woman was with them when the twister rolled in. >> i told my neighbor, because i was the only english person there, that we needed to get out of there now. and as soon as we went to stand up, the whole thing shook. >> the rebuilding process is already underway. fortunately, no one was injured by that tornado. >> now, the storms also downed dozens of trees across the region, and several of them fell on homes too. coming up: what you need to know before you file an

>> following those damaging storms wednesday night, a close call in vineland right here, a tree fell on an all-kids first day care and preschool, just minutes after they closed for the day. you can see, landed there right on top of the room where the baby slept. crews are working to repair that damage in time for the day care to reopen monday. no one was hurt. >> the cherry hill now, another downed tree, slice intoed this home. it wiped out two bedrooms. thankfully, though, once again, many family was downstairs watching it. v when that fell. so know one was hurt. now, if you are one of the unlucky ones, dealing with tree related storm damage, filing an insurance claim can be confusing. consumer reporter jim donovan breaks it down so you know what is covered, and who should file that claim.

>> trees down in yards, trees down on houses, treason top of cars. it is inevitable after a powerful wind storm. but what is covered by your insurance, and what's not, depends on number of factors. if your tree falls on your house, your insurance company will pay for removal of the tree from your home and will repair your home, as women. if your tree falls on your neighbor's house, your neighbor's homeowner policy is going to be responsible. it is considered an act of god, and your neighbor should file a claim with their insurance company, and vice versa. if a tree falls in your yard, but doesn't hit anything, in most cases, it is up to you to pay for it removal. finally, if your car gets hit by a tree or damaged by flying limbs, you need to file a claim against your vehicle's comprehensive coverage. >> so if you have a tree that's in bad shape, maybe that stress cracks, weak branches, hollowed or decayed areas, and you don't do anything about it, if it comes crashing down, you could be

held liable. so if you dodge add bullet this time around, you may want to deal with those dangerous trees now, before your luck runs out. reporting for three on your side, i'm jim donovan. >> great advice there, katie. still windy today? >> still windy today thankfully no where near the kind of damaging potential like we had in recent days here, but just went through tree removal ourself at our place, not fun maintenance costs to deal with, but it definitely does pay dividends down the road. thanks for that one, jim. meantime, storm scan3, pretty quiet at the local level. but what you see, the reason i show you this wider more northeast zoom, is that you see where the wind is coming from. just by following the little slivers of light snow showers, and flurries coming down, lake erie, ontario, won't survive as they push our way. but, we will keep couple every clouds around. but more than anything, it is about the winds today. it is cold. it is a brief return to winter here. with wind speeds as high as 25 miles per hour, and again, it is the direction that always makes such big difference, out of the northwest it comes, gusts to 30 miles per hour.

that will send your windchills, that much lower. so, while it is already colder than average, at about 40 at best for the daytime high, it will feel a lot colder with the wind, at the moment, not real strong winds flow out at pleasant valley, blue mountain off in the distance, 25 degrees, speaking of the mountains, anyone hitting the slopes in well, that's pretty decent weather coming up here. definitely definitely coal day to hit the slopes. weekend looking pretty phenominal. specially sunday, look at this, 50 degrees in the mountains, not shabby, friends. and as we look ahead to sunday, specifically, i keep saying, this is my personal favorite of the next seven. it is absolutely beautiful. it is actually the casino of day that you could even break out a pair of shorts. at least briefly, right? but then we look ahead to mid week, march kicks off, looks like it comes in like a lamb, quietly on tuesday. i like that. >> what was that? >> baah. >> not like the lion rather. roar, yes. you can tell it is friday. >> we get little loopy on

>> yes, absolutely. thanks for that update, katie. you know, right now i am looking at more serious accident here on 95 southbound, past street road. good morning, everyone, just waking one us, pay close attention to this area because you are going to slow down motion definitely. an accident involving entrapment, again, that's 95 southbound past street road. you can see it pulled all the way off to the right shoulder blocking right lane. clearly crews on site. any time involving end tramment we know it will be very slow moving. so, for those of in you and around this area, maybe just tuning in this morning, just be leary of this. if you can avoid this area right now, you certainly want to. another area that is very, very busy, also on 995, but this is 95 moving in the northbound direction at girard, take a look at this, on the left, that's where we have an accident, i actually saw a car spun all the way facing the wrong way in this direction. so, make note of that. not only is it significant delays in the northbound side, but then take a peak over on the southbound side. not looking much better.

not to mention the fact everyone is tapping their brakes, and taking a peak at what's going on over here, causing some gaper delays. so both in this area around girard just make note that it is very, very slow moving. we had disable vehicle here, 995 southbound before bartrum near the airport that's now, no, it is actually still there. i'll have update on mass transit coming up in about ten minute, erika, over to you. >> meisha, thank up. tip leads to gruesome find in philadelphia's germantown section. nearly dozen dogs dead, six of them just puppies. authorities suspect dog fighting ring and "eyewitness news" reporter jan carabeo joining us now at the spca headquarters where authorities need the public's help to find those responsible, january, good morning. >> exactly right. erika, good morning, pspca now asking for the public's help to track down who ever is responsible for all of these dead dogs. we're talking about ten dead dogs, one germantown block, over the course of just one week and six were puppies.

take a look at this video, pspca made gruesome discoveries 400 block east rittenhouse street, first on tuesday, officers received the tip and executed search warrant at 417 east rittenhouse, there they fawn six dead puppies about two weeks old in a trash can in the backyard, dead dog was found inside the house. and two other living dogs were found on the property as well. officials tell us the property is vacant, no turn tour inside. they say this is strictly a stash house for dogs. found inside the house they say this is likely case of dog fighting, but that is not all. when officers returned yesterday, they found three more dead dogs, all pitbulls, in a vacant lot across the street. they believe one of the females may be the mother of this six dead puppies.

into a checker's restaurant. police released this surveillance video it, shows him right there throwing that rock through the window, crawling inside. >> this happened at the islands avenue checkers in elmwood back on february 21. that suspect did have a handgun on him. to two employees were inside, were not hurt, the suspect eventually got away empty handed. >> bill cosby is dropping his defemation lawsuit against super model beverly johnson. johnson accuses cosby of drugging her in the 19 80s. she repeated the allegation when number of women came forward with claims that cosby sexually assaulted them. cosby responded with a lawsuit, saying, she started making these allegations again recently to help with her career. said the lawsuit dropped last week so he could focus on his criminal trial. he plans to refile it before the statute of limitations expires. this morning, we're hearing from a woman who was one of more than 200 people who may have been exposed to

"eyewitness news" reporter natasha brown tells us how police say it happened. >> i'm going: what? , what? i'm going through this, this can't be right, i mean, i must have reread this letter three times. >> heart pounding moments for arlene, after receiving this letter, on thursday, from shore medical center. >> and i get this letter in the mail. and i'm like freaked out. okay, i'm going: they want to test me for hiv, step tights c, hepatitis b. >> arlene more than 200 patient notified about infection control breach at the hospital from june of 2013 to september 2014. former hospital pharmacist, frederick, accused of tampering with medication and stealing morphine. the 53 year old is allege today have removed morphine from vials intended to be used in iv solutions on patients, and re-filling them with saline solution. >> i was up all night, thursday night, friday morning, i'm screaming, i'm at
