nice clear sky outside. beautiful moonlit sky in fact. so, that's helping to sort of brighten things up here at the grounds level. but, that said, we are tracking a new system that comes from the wings, coming our way later tonight. dow want to take you back in time, talk about warmth that meisha enjoyed yesterday. we did end up getting 64 degrees, so, that makes it 22 degrees thus far this winter that we ended up with days at 06 degrees or higher. so technically through the astronomical calendar, still in the midst every winter but today, march 1st, marks the beginning of meteorological spring, which we use more so, because of the climate trends, when it comes to our actual weather patterns. now, storm scan locally totally quiet. quiet as can be. virtually quiet skies everywhere. going forwards in the forecast, see few clouds with time, hire in the atmosphere, though, mid 50's, so not as warm as yesterday. but not as breezy as yesterday. we're still well above average here. now, that said, storm system on the move. starts to bring in some showers, as early as later on tonight. that does bring us bit of

soggy mid week. as we had mentioned, one commute in particular, really going to be impacted by this mid-week storm system, then later in the week, yep, the s word, popping back into the forecast here, we are watching the potential for some snowfall. we will tell you when that is expected to arrive, and right now what our expectations are as far as how much. meisha, over to you. >> oh, that hurts. that hurts! katie, thank you. good morning, everyone. it is tuesday, things are looking good, roadways looking nice and dry. it will be another gorgeous day. taking a look outside, blue route, taillights, before route one, looking good. but i would say when you look at the headlight, moving in the southbound direction, this is before route one, see it is starting to -- levels starting to built overall things looking good on the blue route basically anywhere i look. disable vehicle, the schuylkill westbound, see if i can see, yep, there it is, right there, kind of blends in into that shoulder because it is so dark right there. coming around this curve. now, not going to cause too many problems right now, not the volume activity that would

"eyewitness news" reporter david spunt has more on how authorities caught their suspects. bensalem police arrested 18 year old jacob francisco monday. after detectives say he sold pot-laced brownies to a middle school student at shaeffer middle school. authority tell "eyewitness news", that student then sold the brownies to several other middle schoolers.

but police say, it all started with jacob francisco. >> we did find marijuana, and all the cooking mixes, for brownies, so this kid was baking them, and distributing them, within the school district here in bensalem. >> fred is the public safety director for bensalem township. >> in this day and age, the marijuana is not the same marijuana as it was in the 80s and 90s. >> he said he worried the brown coast have contained things in addition to marijuana. in this case, he said the student who bought the brownies were aware they were laced. luckily, no one was hurt. and he commends the non-brownie buying student for telling authorities. >> sometimes these kids, you know, don't ask, don't tell, they don't want to get involved. but these kids new that something was wrong and they got involved immediately and did the right thing. >> says jacob francisco has sold pot brownies before to student. he is making sure won't happen again. >> we were able to track it down to the dealer today and got him out of the school and in jail where he belongs. and his betty crocker days are

over. >> authority are not releasing the name of the seventh grader they say re-sold the brownies to other seventh graders, meanwhile, jacob francisco is facing several charges this morning. reporting in bensalem, david spunt, cbs-3, "eyewitness news". philadelphia police say they are cracking down on kids causing trouble starting fights in center city after school. police point to video right here from last december, as evidence of the trouble. it shows a teen being chased and then beaten. now, police have a special detail of bike officers, who are working to stop those attacks that have been breaking out over the past few months. septa police are also joining in on the effort. >> we'll make arrests down here. we've made somewhere between 15 to 20 arrests, for kids coming down here, for fighting. >> these student are actually assaulting each other, so badly, it is actually an appauling. >> police say the most effective way to head off incidents is for parents to tell their children to head

right home after school, not to go into center city. >> apple wins a case against the feds. new york judge says the justice department cannot force the company to provide the fbi with access to lost iphone data. this ruling deals with a brooklyn drug case. the ruling gives support to apple's position in it fight against the order to hack into the iphone, belong to go one of the san bernardino attackers. >> 5:36 right now. in business news this morning, making sure subways foot longs are real a foot long. also, march is a new start for the markets. money watch's jig wagner has those stories and much more for us on the new york stock exchanges, finally, somebody cracking down on subway, jill, good morning. >> reporter: yes, the important issue of the day. good morning, erika. investors begin this new trading month after a down day yesterday. the dow fell 123 points, the nasdaq dropped 32, overall, the dow finished february, though, in positive territory. not the same story for the nasdaq, it dropped 1.2%. >> oil prices, have surged 30%

in just two weeks, now trading well above $30 a barrel. it is a bit too soon to tell if prices have bottomed out. fundamentals are really the same, meaning there is still too much oil, the us isn't cutting production, and demands is down, on the bright side, americans are enjoying the lowest gas prices in years. here's a sweet deal for the sweet 16. warren buffet says he'll give a million dollars a year to any of his employees who can correctly predict the teams that will reach the sweet 16 during this year's march madness basketball tournament. >> and subway, want to make sure, their foot long subs are real a foot long this comes after class action lawsuit, teen posted picture every sands whim only 11 inches long, so as part of the settlement subway says it will institute measures to make sure its spread is a full 12 inches. erika? >> yes, ruler, easier way. come on, every store get a ruler, jill, come on.

life. that's it. >> in america you have a lot of opportunities. take this opportunity. because i didn't have a chance. >> he also offered apology to the people he lied to. he also faces sex assault charges, for allegedly having contact with a female student. >> virginia eighth grade is her accused of threatening her school on social media account and using emojis to do so. police say the 12 year old girl posted a message on instagram using images of a gun, a bomb, and a knife. the girls mother said her daughter did it in response to being bullied. police say their investigation is not over. the case could mean judges will have to sort out exactly what emojis mean. >> astronaut scott kelly mark, hads final hours in orbit after spending nearly a year in space. kelly's already handed over control of the international space station, saying his good-byes there. he has been living in space since last march studying the effect of orbit on the human

body. he hopes this mission will eventually help nasa send astronaunts to mars. kelly and cosmonaut mikhail, will lands in the dessert tonight, expected back home in texas tomorrow. what an adventure. >> all right, we want to check in with katie. i know you're looking at the weather watchers with what we're seeing this morning, and in like a lamb for march, right? >> indeed. not necessarily for very long. because, we do start to see what i've been saying, sort of like the lamb is going to be putting on lion's costume or something later tonight. but, that's just because we've got new storm system on the move here. that eventually bridges in the next rounds of precipitation. but the eyewitness weather watchers definitely reporting very tranquil conditions this morning. we start things off back in chester county fran at 38 degrees, nice clear sky, moonlit sky out there this morning, folks, see a lot of stars out before the sun comes up. and let's see here, we have just about 45 minutes or so before the sun will shine over the horizon. but fran is asking if the groundhog was right, after all, because we are looking

tucked in there hidden in the shoulder which can cause some problems if you are sipping around, not really paying attention, so make note it is there moving in the westbound direction at spring garden on the schuylkill, starting to heat up, as well as right here, the schuylkill westbound, near the conshohocken curve pulled all the way off to the shoulder, another disable vehicle, not causing so many slow downs per say, although starting to see some brake lights go off. accident in hatfield, bethlehem pike at unionville pike. make note of that for those every you in and around the area, also, construction, excuse me, ramp closed in delaware, route 13 northbound ramp to 295, that ramp is closed so a lot of the stuff going on this morning, but over holding stead any terms of volume speeds, erika, back over to you. >> cell phone video shows small passenger busterring into flames, at a san francisco gas station. authorities say the driver pulled over when his engine began overheating. that fire caused some major damage, you can see it right there, taking out four fuel pumps. firefighter suffered minor injuries, but agree this could have been so much worse. >> also, one of the cars in

google's fleet of self-driving vehicles, has been involved in a crash, which appears to be the very first of it kinds. police say the google car is at fault so to speak. the car hit a bus near google headquarters. the lexus was outfitted when censors like that, and cameras, and the car's test drivers in the passenger seat, says did he not take over the controls, because he thought the bus would yield. >> all right, 5:49 right now. and the girl scouts get scammed on big purchase. how strangers are turning that wrong into a right. also: >> the awards season isn't over yet. that's right. we're celebrating the best of philadelphia sports. i'm pat gallen. finds out who takes home the hardware in the inaugural pat gal end awards.

anyway, we are here to find out who is the guess in each category pertaining to philly sports. let's begin. our first award goes to the individual who exhibit an understanding of how to lead a team of men or women, as far as their talent will allow them. who will be this year's best director? one person rose above the rest over the last year. the award, for best director, goes to ... j. wright. head coach of the villanova wildcats. >> about as good as it get. >> best costume is awarded to the organization, that stands out most, due to their vibrant colors and beautiful designs. the winner of this year's gallens award for best costume goes to the philadelphia 76ers. excepting this year's award on behalf of the team, sixers dancers, gamelan jessica. hi, ladies. >> high! >> here you go. here is your gallens award for 2016. >> thank, pat. >> your welcome. >> our next award is for best score. tan goes to the athlete that makes it look easy on the
