222 and then collided head on with a tractor trailer. it happened in upper macungie township just before 4:00 o'clock yesterday afternoon. the road reopened overnight. the names of the victims have not been released. we are expect to go learn more about the autopsies, being conducted today. tractor trailer driver was not injured. happening today philadelphia mayor jim kenney is bringing his first budge tote city council. it looks like the priorities he outlined during his campaign. a car fire. so both sides thinks where car fire is, tinicum township in delaware county. i-95 north bound at bartram avenue. traffic is getting by here but it is very, very slow moving. would i say 15 minutes ago, penndot whipped this camera around and what we were seeing is significant slow downs backing all the way up. good news is, where this car fire is right now we are starting to get buy. we saw crews putting out that fire, quite a bit ago, actually. they are still working on the clean up causing some gaper delay and the volume levels are starting to pick up a little bit. that is why we're still seeing slow downs but thinks looking better then it was, would i say 15 minutes ago. make note of that. ninety-five north off ramp to bartram avenue. delaware county we are slowly starting to get that sunrise, and in fact, we heard you might get some sun up, slow downs, make note of that, pack your sunglasses but looking good i-95 north at 452 there. slow here at i-95 south at cottman. we can expect this in the 6:00 n the 7:00. this is where we have jackknife tractor trailer. new jersey turnpike before

rahel solomon explains innovative idea and benefit it brings to the students. >> reporter: typically it is student pouring over numbers and building graphs and classrooms but at laguardia academy. >> it is air traffic control center. >> reporter: they call this room mission control. this is where a small group of and educators, want to trust his progress of 205 students, and, ago tellcally. >> schools have a hard time, informing students, parents about how, they do algebra until 45 days until after the school day start. >> reporter: as students complete on line assignments, teachers can see how each student is progressing and if they are not on target it is time to intervene with more one on one instruction from the teacher. >> this particular student did very well with high frequency words, word recognition and fun i cans. where they are struggling is with spelling and reading comprehension. >> reporter: one teacher says since using the program the things he has noticed most is

confidence level of the students, soaring. >> i have kids that are way far behind and in math, so eighth grade are on sixth grade level. we are hoping to get him back on the eighth grade level by end of the year. and we are halfway through the year and he is progressed farther then we thought so far. we are looking to go above and beyond by end of the year. >> reporter: like all things in education parents have to be included. so they often have skype, video calls with members of the team who hope to have an entire mission control center school, in september. >> we are looking to compliment the program in the school, not to say that teacher is not doing the job well but just to help them with the population of the student who for whatever reason has some type of difficulty in the learning experience. >> reporter: in center city remarks hell solomon for cbs-3 "eyewitness news". students get a a sweet treat for passing their reading goals in west chester. the students at chesterbrook academy elementary turned their principal and teachers into human sundays.

tinicum township, i-95 north, to bartram avenue. traffic is getting by here right now but you can see, man, we have been trying to get this cleared out of the way, still some significant slow downs here. we will see traffic, starting and going and then stopping and starting and going again. if you can avoid this area, right now you want to do so because right now, it is not moving again. another accident here at the 422 eastbound near 202 you can see flashing lights where this is all happening. we have pedestrian pedestrians out of the vehicles and, law enforcement is on site here forcing everyone to the far left, trying to wig alloway but take a look at how far back those delays are. that will cause you some delays and another thing that might sun up, slow down, schuylkill eastbound past 202 beautiful sunrise but when we're driving in the eastbound direction that can slow up down. new jersey turnpike, north before highs town. outer lanes block.

happening today, philadelphia mayor jim kenney is ready to show his first budget, in city council. "eyewitness news" reporter justin finch joining us at city hall. lawmakers see it for the first time later today good morning.
