flapping there on the parkway. katie let you know just when the whipping winds will let up. >> today is tuesday, march 29th. i'm jim donovan. >> i'm erika von tiehl. good morning to you. we check in with katie out on the skydeck, oh, just wait to go see what the hairdos out there, katie, sorry. good morning, guys, morning, meisha. >> good morning, hammy tuesday. yes, the winds is whipping around. we're seeing that some of that this morning, even out on the roadways, so, katie, you still look beautiful. looks like a fan just easily blowing at you. how does it feel outside? >> you know, not terrible. because i'm adequately dressed, you know? i have the winter coat on, obviously scarf, gloves, i feel okay. that's what i would suggest if you want to be comfortable waiting for the train on the platform today, waiting for the bus, yes, have heavier layer ready to go here. granted the wind still whipping, thankfully at my face this time, but we are going to be finding it really throughout the course of the day, not as harsh as yesterday, but certainly still noticeable. let's go to storm scan, start there first, things still pretty quiet. granted nothing more than few

clouds overhead, specking more sunshine than anything, so, storm scan, not really where you find your story, it is here, when we look at some of the west to northwest winds flow, that's picking up here, pretty good breeze out there at about 20 miles per hour at philadelphia international airport. 17-mile per hour sustained winds, in atlantic city, notice your temperatures here, too, at 49 currently at the airport, 35 up in mount pocono, but go ahead, take you to the feels like value. yes, do you have do some math in your head, looking at the car they are mom term, trying to figure out what it actually feels like, i would say just subtract five to 10 degrees at any point, because when the winds is blowing, it is not only blowing from a colder place, but blowing still pretty steadily. so, definitely going to notice that it feels colder than the thermometer reads. and as i say that, a lovely gust picks up on the skydeck, isn't that lovely? meanwhile through the course of the day here, mid 50's general expectation at the shore, in the sit, but just isn't going to actually feel like that at any point here today. forty-five is the best we can muster up up in the poconos,

"eyewitness news" reporter justin finch is live at the lower merion police department. justin, we understand, surveillance video just surfaced? >> reporter: jim, good morning, that is right. there are report as many as five dogs now missing, many approach the owners say in their front yard. the hope is this morning is that more dog owners who will be alert as well as surveillance cameras will help police track down these dog nappers. >> last week dog owners said he came close to losing willie, his 12 year old golden retriever. >> i walk up, i said hey that's my dog, yanked him out of there. >> willie was in joseph's bryn mawr front yard when joseph said he saw a couple trying to force will my a tan colored honda crv sedan. >> they tried telling me, you know, we thought it was our neighbor's dog, look like our neighbor's dog, he responded to our neighbor over's dog name. >> red flags went up for

joseph as surveillance rolled on the capture. his mind went to flyers like this on social media and along the main line. dated march 22, last tuesday, the poster warns dog owners to secure their pets after witnessing their dog taken by a man and a woman also in a tan sedan. >> i've seen this poster around the area. i've also seen missing dog flyers. >> anthony coil has seen those flyers, too, telling "eyewitness news" his neighbor has fallen victim. >> she would leave her dog out front, when the weather is nice, just went missing one day, she hasn't seen it since. >> story coil hopes to avoid by keeping close watch over his dog, joseph adds he was basilica of saints peter and paul surprise who had almost took will. >> i good chance it may be by somebody you totally don't think, how they appear to look like, i mean there is was couple with their kid. >> the main line animal rescue facebook page comment from people who say they've seen suspicious people around dogs in villanova, radnor, as well as ardmore, and that flyer

increases that area to collegeville and audubon, and again, five dogs now missing. police are hoping that alert dog owners and cameras will help clamp down on the outbreak. jim, erika, back over to you. >> thank you, hopefully get those dogs back soon. thank you. >> now, new overnight, police are investigating a shooting near temple university. that shooting happened early this morning, near broad and westmoreland street. police say 24 year old man was shot twice. he is in stable condition right now. the victim reportedly told police the gunman walked up, and shot him. there is no word yet on a motive. >> and, a good thing no one was walking by this building in north philadelphia when you can see them right there, bricks come tumbling down, section of the wall collapsed on the 900 block of north broad street, just after 1:00. we're work to go find out what caused that collapse. back to business this morning at the capitol visitor center less than 24 hours after man pulled a gun and police shot him. visitors panic, ran for cover, security rushed them into an

auditorium. as read bin john reports, the suspect has a history with capitol police. >> people definitely yelling and screaming. >> officials have confirmed the name of the suspect shot by capitol police monday after pulling out what appeared to be a weapon. police say 66 year old larry russell dawson is facing charges every assault with a deadly weapon and assault on deadly list officer. prompted lockdown at the capitol played out plaintiff says the suspect triggered metal detectors at the capitol visitor center entrance. >> weapon was recovered on the scene. >> officials say this isn't the first incident involving dawson. >> we believe the suspect is known to us. >> how was he known to you, sir? >> through previous contact. >> accuse in the this outburst in the house of representatives last year. dawson charged with assaulting a officer after that incident. his neighbors seem somewhat surprised after the monday lockdown. >> he is nice, he is a nice person, friendly with everybody, you never know who

you live beside. you can't be -- >> monday incident to the capitol came as the white house was also put on lockdown. in a unrelated incident woman arrested after attempt to go move a bike rack on the south lounge after the easter egg roll. she too previously cause the trouble jumping a bike rack earlier this month at the white house. cbs-3, "eyewitness news". >> embroiled in scandal, parent at connestoga high school are speaking out questioning serious allegations against football players. the school held the first public meeting last night since three juveniles were charged with assaulting a 14 year old with a broom stick. head football coach, john vogue and stepped down, his assistance were fired. but several people praised the former coaches, and some are saying that the alleged victim is lying. >> until they actually find out the full details and everything, i really just don't think, you know, to jump to conclusions. >> this meeting should have happened before the coaches were fired? i think they were judged too

57 degrees. and we're going to come awfully close to that today. cooler day factoring in the wind. then by the time you hit april 29th, you're close to actually just more than, you know, by couple of degrees, about 10 degrees warmer than that, and even warmer by the time you hit may 29th. so bathesly, adding basically, about 10 degrees, to typical daytime highs, with every passing month. that said, we do still have a retreating area of low pressure, even though that's not going to bring any additional precipitation today, you are seeing that wind tunnel effect basically take effect here as low pressure retreats, high pressure basically builds in here, bridges with it again almost like you are walking through the skyscrapers in center city philadelphia. you know how that winds can just shoot through the tall buildings. that's where that winds is coming f so high pressure is on our side, generally speaking, through the next couple of days, certainly through the day, still going to in the the win. but tapering with every passing hour. then, we keep the sun tomorrow, looks like lovely day. obviously new system waits off in the distance though. that will bring with it potential for some

i was about to say, pretty good thing. overall things looking okay here on the boulevard, just going to get busy. we saw this heat up. this is one of the areas in the morning that we usually see heat up the quickest. we certainly saw that yesterday. we're seeing it again today. make note of that. then once on the schuylkill, every camera shot i've looked at the schuylkill is actually looking pretty busy. overall the winds isn't playing so much after factor, have seen debris in the roadway, also seen some downed trees and downed wires. make note that the winds is certainly going to play a factor this morning, as it was a little bit yesterday. it certainly is today. but overall things are looking pretty good. we have accident just want to update too, accident easton road near map he will still out there, the construction moving in the westbound direction, that's all since been cleared. jim, erika, back over to you. >> meisha, thank you. septa says hey, keep the change. the transit agency's new budget has no fare increase through the middle of next year. septa's request ago 3% increase over the previous spending plan. officials say it reflect cost controls, including replacing

>> we start the half hour with breaking news in the middle east. says loan hijack is her responsible for commandeering an egypt airplane. the airbus was on it way from alexandria to cairo when the hijacker claimed he had a bomb belt and forced the pilot to fly the plane to cyprus. once the plane landed, he let everyone off except for the crew, and four foreigners. the president of cyprus says the hijacking has nothing to do with terrorism. sigh up from government official says the man seems to be in love.
