we begin with breaking news, a violent stand-off with application in kensington, and it just ended within the last half hour, but the police investigation is just beginning. >> we are following the latest on this breaking news coming up. >> heart break surrounds a philadelphia neighborhood after four year old girl is shot and killed. coming up what police are saying about the shooting. >> a deadly earthquake overseas. >> this one strikes he can quit or. more frightening images from the moment the powerful earthquake hit. >> well, today is sunday, april 17th, good morning, i i'm rahel solomon. lots of news to follow this morning, first we sends you out to justin drabick with the forecast. >> awesome forecast if you liked yesterday, you'll love today. finally making it through a

weekend dry. >> it was rough last weekends, with the cold temperatures, not happening. few more -- going to feel more like may, and bringing in some warmth. starting today, little chill think morning, the trend, but clear skies at night, calm winds, we get the cold mornings, but we have warm afternoons setting up. right now 46 degrees, officially at the airport, look at that, skies brightening up already, sunrise in less than 20 minute, light wind out of the northeast at 5 miles per hour, but you get outside the city it, get chilly, 35 allentown, 38 wilmington, mid and upper 30s in part of tyne year south jersey. look at quakertown sitting at the freezing mark, 34, in pottstown, and doylestown, because of those cold temperatures, in some locations, we do have the frost advisory in effect outside the city until 8:00 this morning. so, not looking at hard freeze, but little frost to deal with like yesterday morning, nice and quiet once again, a bun tanned sunshine today, that's going to rapidly warm up the temperatures, look at that, well above average.

we were upper 60s yesterday, low 70s today, high of 73 degrees, even at the shore, little milder, even with the breeze off the water, temperature of 60 in the sunshine, and mid 60s up in the poconos, and then tomorrow, it gets even warmer, it is really going to start feeling like late may. we will talk about how long this warming trend lasts, when i show you the seven day in a forecast in a few minutes. >> thank you, back to the breaking news, police stand-off ends in kensington, the intense moment lasting for over an hour. let's get right out to cherri gregg from sister station "kyw news radio", she is live on the scene, cherry, what can you tell us? >> good morning, rahel. yes, we just received a briefing from chief inspector joe sullivan just a few moments ago, what we know at this point is that the shooter is now in custody. the name that far shooter has not yet been released but we do know there are four victims, three are remain in the home here, on the 600 block of westmoreland street. near s street.

you can see, still active scene. there are police vehicles, still here, and we understand that there were four victims, one was found on the street in a 500 block of westmoreland, three were found inside of the home here, as you can see, there are police tape, homicide detective here, chief inspector joe sullivan is with homeland security, and he called it a tragic scene. did he not release any details as far as who the victims are, how they are connected to this shooter. he did say that there were multiple calls to 911. and he did say that the victims that were located here, one was transported to the hospital, the one that was found on the street, in the 500 block of westmoreland. again, he called it a tragic scene. investigators, homicide investigators, are on the scene, swat was here, and they were able to negotiate with that shooter during that tense stands off.

he says that the shooter surrendered without incident, no civilians were injured during the surrender, no police were injured during this surrender. again, there are four victims, three we believe are deceased because they are still at the crime scene. one was transported to the hospital. although the deaths have not yet been confirmed, as police continue to investigate the scene. again, this scene is considered to be very active. the shoot is her now in custody, as police try to investigate and determine why this happened. live at westmoreland, and f street, cherri gregg, "kyw news radio" for cbs-3, "eyewitness news". >> cherri gregg, thank you very much. we'll continue to follow up with you throughout the show, thank you. >> family and friends are mourning a four year old girl, shot and cold with a older sib lidge with the gun of their mother's boyfriend.

name. >> plenty potentials for a future that is now no more. >> all evening, stefan phillips did arrive here to headquarters for questioning. police believe that it was his gun that killed this child. but that it was likely in the hands of the four year old victim's five year old sibling. reporting from police headquarters, alexandria hoff, cbs-3, "eyewitness news". >> a fire rips through an apartment complex in pine hill camden county. take a look, this is eyewitness cam video from the mansion apartments on branch avenue. flames spread to multiple units reaching three alarms before crews brought it under control. no word if anyone was injured in this fire and the cause is under investigation. >> developing now, officials are calling it the strongest earthquake to hit he can quid or in decades, at least 77 people are confirmed dead, and cameras were rolling the moment the quake hit. >> as you can see there, store

shelves shook along the country's coastal region, damage is set to have stretched for hundreds of miles. the quake epi-center was 105 miles from the country's capitol. authorities say the airport is closed because the control tower suffered severe damage. and, us aircraft are helping with rescue and recovery efforts after japan's back-to-back earthquakes. at least 41 people there had died. saturday 7.0 magnitude quake toppled buildings and bridges, and an estimated two dozen people are believed to be trapped in rubble. the first earthquake hit thursday, and experts say that quake was a for shock. >> governor tom wolf will sign pennsylvania's medical marijuana bill into law later today. in a statement the governor says he is proud and excited to sign the bill. the bill will provide medical relief to patients dealing with illnesses such as cancer, epilepsy. pennsylvania will be the 24th state to legalize the medical use of marijuana. officials, how much, say it

>> clean up is underway in ogawa after giant tornado touched down and killed four people. tornado hit friday, in the city dolores, declared an emergency zone. force of the twister was so great it, through cars into the air. 200 people were injured, and hundreds every homes destroyed. tornados are rare in uruguay. >> back in the u.s., slow moving spring snowstorm slammed colorado. barry peterson shows us the severe includes hail, heavy rain, possibly tornados. >> reporter: hardest hit were areas in the mountains and foot hills, traffic going from a crawl to a stop. and the unlucky ended up off the road. >> over, oh, we're out driving around, making seem people from california don't get stuck. >> news reports talked about how the snow is weighing down trees. >> look at these trees, i'm standing around, and they're just plastered with a very heavy, heavy wet snow. >> and snow removal crews are

working around the clock. fortunately, for denver, and most surrounding areas, the precipitation didn't match the predictions. some weather models called for up to 18 inches, but now say, it will end up closer to eight. little solace for ooh needed airlines passengers, united yesterday canceled all of it saturday flights. outside of colorado, the same super cell of severe weather hit the southwest with multiple tornado, the oklahoma panhandle. in texas, it was hail pelting some areas, and in kansas, hail was the size of golf balls. back in colorado, and these kids were more than glad for the white stuff. joe really is 12. everybody says it is a bad storm. but you seem to be enjoying it. >> yes, it is really fun. >> see-saw weather, sledding this weekend, golf next weekend. people will be out and about and temperatures expected to be in the 80s. barry peterson, cbs news,

in our forecast, and let you know that arrives in just a second, but look at this, chilly temperatures, cherry hill, 36 degrees, we're 37 in dover, delaware, around the city. similar numbers, just outside, low and mid 30's, mullica hill, 33 degrees, 36 woodstown, good morning quakertown, you guys sitting at the freezing mark, here is a cold spot this morning, 34 in pottstown, so we have frost this morning, frost advisory in effect, may be wondering how long do these typical freezes last? well, here you go. the average last freeze, around philadelphia, is early april. so mid april i should say. so pretty much right there. little later in april for the lehigh valley and poconos, and even it can extends up into may for northern pennsylvania, into southern new york. nothing happening right now. high pressure over us. we have clear skies, calm winds. all of the heat we had yesterday just escaped right back to the atmosphere, that's why we cool down once again this morning, and again, abundant sunshine. >> this will be our weather maker once again today and tomorrow. notice, where the high goes it, starts to move to the south and west over the next

>> right out to cherri gregg from our sister station, and you spoke to police short time ago watch are they saying? >> reporter: good morning, rahel, yes, there are four victims in this particular incident. and the gunman has been taken in to custody by police, without incident. i'm here at the corner of f and east-west moreland street where police are still here. you can see the police tape, because this is still an active investigation. what we were told by chief inspector joe sullivan, of the philadelphia police home lan

security counter terrorism task force was that this took place around 3:43 a.m. here, the first shooting took place in the 500 block of east-west moore lands street. and that same gunman was involved and it took place the second shooting which is part of the one incident took place in the 600 block hereof east westmoreland street watch police said, it was declared a barricade situation, around 4:00 a.m. this morning. there have been multiple calls to 911. first, identifying the shooting victim in the 500 block every east west moore lands, then another call to 911 about the victims inside of that home, at 637 east westmoreland street. now, police say that the gunman called police and actually said that he wanted to surrender without incident and negotiators were able to talk him down without incident. and once they got inside the home, they discovered three

additional victims. now, police have not confirm whether or not those victims are dead, but they're -- we've been told that the victims are still inside of the home, they were not transported to hospitals, as they can at this point be presumed dead. still an active investigation. the gunman is said to have been known to police, and is currently in custody. we've not heard yet what weapon was used, whether or not it has been recovered, and police have not released any information on the gunman, whether or not he is connected to the victims in anyway, but we do know that the home at 637 east westmoreland street was the home of the gunman, as police continue to investigate this scene and determine why this occurred. live in kensington, cherri gregg, "kyw news radio", cbs-3 "eyewitness news". >> all right, cherri gregg, thank you for the update. of course we'll bring you more information just as soon as we get it, but turning now to check on weather, little chill think morning, no real

the sunshine, at the shore, we still have that winds off the water, that ocean water, generally in the upper 40's to about 50, that gives air temperature near 06 degrees, comfortable in the poconos, high of 65, and it gets even warmer as we head into the work week, also talk about next chance for rain, show you the seven day in a few minutes, rahel, back to you. >> looking forward to that, thanks, justin. >> four year old girl is shot and killed inside her kensington home. right now police are questioning the mother's boyfriends, and investigators say, an older sibling used their mother's boyfriend's gun to fire the deadly shot. a little girl was shot once in the face, and died at the scene. it happened around 2:30 yesterday afternoon, in the 200 block of east mayfield street. homicide detectives are questioning the boyfriends, his name is stephen phillips. >> young child is remembered in kensington, family and friends release balloons in honor of little david alicia, two year old boy was struck and killed by hit-and-run driver at mascher and lehigh one year ago, last night. his mother was injured trying

to protect him. >> hundreds walk for peace in north philadelphia. the peaceful demonstration started yesterday before noon at progress plaza near broad and oxford. the walkers then made their way to city hall. they were joined by philadelphia police commissioner, richard rot. the one day at a time group organized the walk. their goal to help stop violence and show people that they care and are in partnership with the police and the community. >> well, pennsylvania is set to become the latest state legalize medical marijuana. governor tom wolf will sign the bill into law this afternoon. the bill will provide medical relief to patients dealing with illnesses such as cancer and epilepsy. medical marijuana will be available in pennsylvania, and in forms such as pills, ointment. it will take couple of years to set up. campaign 2016, the presidential candidates are battling over who will serve as delegate at the national convention. ted cruz has asked wyoming
