>> breaking news, father confess today accidentally shooting his four year old daughter yesterday in kensington. investigators tell us her father said he was playing with a gun when it shot the little girl in the face. she died inside their home. yesterday afternoon around 2:30 in the 200 block of east mayfield street. the father is in police custody, but they are not releasing his name at this time. and, today is sunday, april 17th, good morning to you. i'm rahel solomon. thanks so much for being with us, let's sends it over to justin dray brick. he has good forecast this week for a change. >> for a change. you know, you're right, the first nice dry weekend. >> it is. >> since early march, march 5th and 6th. so well deserved. >> has it been that long? >> about month and a half. last week dealing with snow, cold temperatures, now more like spring, actually more like late may, and making a run at 08 degrees possibly this week. already, it is shaping up to be a nice morning. little cooler earlier. we had the frost advisory,

that's discontinue, as of 8:00. and now already up to 49 degrees, officially at the airport, nothing but full sunshine right now, that's the trends through the afternoon, light breeze out of the north, 6 miles per hour, and that winds stays on the light side. the exception along the shore, could come little breeze think afternoon. forty-three, we jump up at allentown, mid four an in berks county, reading. we were at freezing earlier this morning in quakertown, 39 currently there. and the 40's, already, in mt. holly, new jersey, light winds, less than 10 miles per hour, out of the north, some areas still calm this morning, some very comfortable, headed outside, the next couple of hours, and rapid warm up by afternoon, high temperature, well above average of 73 degrees. average high is 64, at the shore, i mention little breezy, with the wind off the chilly atlantic ocean, temperature there near 60. and nice day up in the mountains, mid 60s, under mostly sunny skies, and warms up even more for the start of the work week, as the dry stretch continues. but there is rain in the seven day. i'll let you know when the best chance will be coming up

in just a few minutes, rahel, back to you. >> justin, thank you. we will check in to you then. >> police stands offends in kensington, one man in custody, three people dead. the intense moments lasting for over an hour, cherri gregg from sister station "kyw news radio" live on the scene with the latest, and cherri gregg, what do you know at this hour? >> reporter: good morning, rahel. a long night and a tragic morning as neighbors begin to wake up and they see these police vehicles and learn that three people have been killed, one person injured on their block in the shooting overnight. as you can see, it is still a very active crime scene with police on the scene, holding a home in the 600 block of east westmoreland street. what we know at this point is that the saga began when police received a call around 3:45 a.m., about a man getting shot in the arm in the 500 block of east westmoreland. it continued with more calls about a shooting inside a 637

east westmoreland street. police declared it a barricade situation just after 4:00 a.m. they say the gunman called 911, saying, he wanted to surrender. police spoke to the shooter through the door with police radio negotiating with the gunman on the phone. chief inspector joe sullivan describes how it all went down. >> check the home lan security unit hostage negotiators working with police radio were able to talk the subject out without any use of force. and without any injury to police or civilians. so it has been a long night and, unfortunately, here, it has been quite a tragic night. >> once they talked the gunman out, they found three victims inside of the home, dead, sullivan called the scene tragic, this is the second barricade stands off police had to deal with

overnight again, three dead, one man hospitalized. no word on his conviction, no word on the identity, motive, or connection to the victims. live in kensington, cherri gregg, "kyw news radio", for cbs-3 "eyewitness news". >> cherri gregg, thanks very much. >> fire rips through an apartment complex, in pine hill, camden county. take a look, this is eyewitness cam video from the mansion apartments on branch avenue. flames spread to multiple units, reaching three alarms, before crews brought it under control. no word if anyone was injured in this fire. the cause is still under investigation. >> well, governor tom wolf will sign medical marijuana bill into law later today, in

a statement, the governor said he is proud and excitement today sign the bill. the bill will provide medical relief to patients, dealing with illnesses, such as cancer and epilepsy. pennsylvania will be the 24th state to legalize the medical use of marijuana. officials, how much, say it will take couple of years to set up. so what does all of this mean to patients, how can it be used and prescribed? expert on medications related to pain management is here. doctor fred goldstein, thanks for being with us this morning. >> thanks for the invitation. >> doctor, professor at the college of osteopathic medicine. doctor, what were your thoughts when you heard about this bill now being passed here at pennsylvania? >> i thought it was great. excellent bill. my congratulations to the legislatures. they covered everything that i would want as medical scientist that includes both ths, one used for epilepsy, includes both of those. they have monitoring in place. , physicians can prescribe it,

but they would have to take a four hour continuing medical education course. >> so not any doctor can prescribe it? do you have take some additional training? >> correct. >> it is a four hour course, but again, it is a great bill because it really makes sure that to the extent they can won't be any diversion. >> how significant do you this this will be for patient including patient you treat? >> well, it is very significant. because there are individuals who have some problems with narcotics or opioids, which we all know, we know there is a problem, opioids are good drugs when they are used properly, but some individuals who do get relief from pain from we know from stud that's were done. and one of the things that the bill does is encourage studies, at medical centers, or academic institutions like us, to look at pain issues. >> we know parents have been at the forefront of pushing this legislation. what type of patients are going to see the most use, maybe patient with seizures, what type of illnesses will this most likely help the

most? >> for sure seizures, there is no doubt that some particularly inch tractable, means seizure after seizure after seizure, it is very effective. again, certain individuals with pain, and you can have various conditions with pain, bowel disease, multiple sclerosis, so pain is spread across many different diseases, so it should help in that regard, as well. >> some question why the need for marijuana, or thc, not traditional prescriptions. >> well, because there is evidence that this is actually better. it is relatively safe. in other words, it takes -- we don't know anybody died from an overdose of the compound. concern about prague rest i have use to drug addict, but it doesn't really happen with patients. so some regard it is safer. and again, it is -- has been sloan to be effective with less side effect. the opioids, for example, cause constipation. so there is no evidence that thc does that in relieving pain. >> speaking of side effect,

with possibly some children, possibly being prescribed the thc or the marijuana? >> yes. >> are there any potential dangerous side effect for them ingesting such a compound, ingesting such a ingredient at a young age when they are still developing, still forming? >> well, i mean, there is some concern about that, there are some studies which show it may have some effect on brain development. but, again, we don't know -- we haven't had a controlled study yet. >> and, you know, i come from colorado, where i worked last, and we saw a lot of parents really desperate for medical marijuana because their children were just in really terrible positions. are you seeing some of the same things, are these parents who feel like they have no other choice, no where else to go? >> right. and my son lives in colorado, so i know the story pretty well. yes, they had to go to colorado to get it medication, bottom line is it works. so that's what prompts some of these parents to actually help pass this bill. because they testify time and

time again? pennsylvania, so definately the help of the parents every these kids to say we need this drug in pennsylvania. >> and, you know, i wonder, some people might question is this also going to get children or patients hi, so to speak? does it have that effect as well. >> or is it completely removed from what you would assume to be the effect normally ingesting marijuana? >> it will not get anybody hi, one of the things, the other ones, yes, it would be thc in there, but again, most patients who are doing this are not, well, they don't want to get hi, just want their pain relieved. they want this taken care of, not look to go get high. so i don't think we'll have abuse issue, again the controls in this law are really, really pretty tight. >> okay. >> one other point, can you not just call a physician and the physician has to be taking care of the patient for some time. >> very interesting stuff. thank you, doctor, for sort of breaking it down for us. i know we will likely be

news room, people trying to rescue people trapped in cars over collapsed overpass. >> calling it the strongest earthquake to hit that country in decades. at least 77 people confirmed dead, cameras were rolling the moment the quake hit. >> well, as you see there, store shelves shook along the country coastal region, damage is set to stretch for hundreds every miles. the quake's epi-center was 105 miles from the country's capitol in ecuador. the airport is closed because the control tower suffered severe damage. >> and, us aircraft are helping with rescue and recovery efforts, after just hands back-to-back earthquakes. at least 41 people have died there. saturday's 7.0 magnitude quake toppled buildings and bridges, and an estimated two dozen people are believed to be trapped in rubble. the first earthquake hit thursday. experts say that quake was a

across the entire eastern us. miss out on nice weekend weather, you have a shot the next few days because it will stay nice, will feel more like late may over the next couple of days. now making some progress here up to 44 degrees at this hour south jersey, cape may courthouse, live look here, where we had the frost advisory foreign land new jersey earlier, temperatures got down to the 30's, but full sunshine right now. really start to go warm things up. we have the rapid warm up in response to that sun. so the sunny stretch continues. not much change in the weather pattern. just gets little warmer, we do bring back some rain chances though, coming up until the seven day forecast, i'll show that you in just a minute. so far, the month of april, even though it has been warm recently, overall, you average it up, below average. almost 2 degrees below average. highest temperature 80 degrees, that happened on april 1st. lowest was 29. and we almost reached half inch of snowfall, last weekend, and we do average half inch in philadelphia, for the month of may. so, that's not unordinary area. 45 degrees in millville. same deal in capitol city of

delaware at this hour. similar numbers around philadelphia. close to 50 now at the airport, chalfont one of the colder spots 38 degrees still, we were freezing in quakertown, now approaching at 40 degrees mark in the lehigh valley well into the 40's, already. there is that rain and snow across the west, still snowing, just areas north and west of denver. look at the east, still dry, under the influence of high pressure. that's been the trend for the past several days, so loving this forecast. maybe the allergy sufferers aren't liking the forecast too much, been rough for you guys, will continue that way. when you have dry conditions, little breeze, blows the pollen around, high left of pollen, maple, juniper, pop letter, main tree pollens. tuesday looks to be the worse the next few days, because the winds kicks up blows the pollen even more. high pressure over us, still in control tomorrow. moving little farther to the south and west, that allows this cold front to dig in from the north. and that just bridges more clouds on tuesday, to finally see some clouds back in our forecast for tuesday, no rain,

still dry, winds shift out of the north just cools us back down closer to average this time of year. today well into the 70s, exception right along the immediate shore line. then tonight, not as cold, so tomorrow morning, waking up to some 40's, maybe in some lower 50's around philadelphia, and then off to the races, monday afternoon, upper 70s, getting close to 80 degrees, still no humidity, very pleasant conditions for mid april. today warmer, 07 degrees, light win out of the north five to ten, tonight not as cold, with the skies, 53 for the city. again cooler, some of the suburbs but not dealing with any frost or freeze advisories. the trends, still for dry weather over the next several days. outdoor plans are certainly a go. overnight lows, actually, warm up, in the 40's, 50's, tomorrow, the warmest day at 78 degrees. little bit cooler on tuesday, with the front. still warm though, high near 70. wednesday, that's the coolest day of the week, 65 degrees. that's actually average, and then there is the next chance for showers, holds off all the way until friday.

and onto i95, at the walt whitman bridge, i95 is in fine shape. so is the walt whitman bridge. and all of the area bridges, if you are headed to the shore, no delays on 42, 55, or the a.c. expressway. that's the latest from the cbs-3 traffic center. i'm ann evans. back to you, rahel. >> ann, thank you. inaccurate test results for sexually transmitted diseases it, happens more often than you think. people are told they have syphilis, when they really don't, and then they are suggested to unnecessary potentially harmful treatment. it happened to one philadelphia woman who says the misdiagnose nearly ruined her life. health reporter stephanie stahl has her shocking story. >> reporter: when edna was three months pregnant, routine test showed she had sexually transmitted disease, syphilis, but she had been in a monogamous, long-term relationship with michael, the father of her other children. >> i was in shock. honestly i was in shock. i didn't know what to think. >> michael syphilis test was negative. the relationship fell apart.

edna was an emotional wreck. >> in my hearty new i didn't do anything wrong. >> the drexel clinic that did the test treated edna with penicillin. edna says it was a tough pregnancy. she wasn't gaining weight. so four month after the first test, a second one showed edna did not have syphilis after all. >> i've been really upset, hurt, embarrased. >> the baby haley born a month prematurely. >> from a terrible pregnancy, she is just beyond awesome. >> we know mistakes happen. >> edna's lawyer suing drexel for negligence. >> and there is a significant percentage of tests that are false positive. there should have been a retest. >> says between 18 to 30% of syphilis it is cents rink ac amount, positive results are really negative. and because of that, people who get positive results, should be immediately re-tested. that didn't happen with edna. >> this is a letter from drexel apologizing to me for the mistake on their behalf. >> reporter: letter from the drexel university college of
