someone can get seriously injured. >> neighborhood nuisance in the northeast and it is causing major concern for residents, roads are crumbling and crumbling walls and sidewalks. why is it happening? we went in search of the source and solution. good evening, i'm ukee washington. i'm jessica dean. lets get out to "eyewitness news" reporter walt hunter live in mayfair where he went digging for answers, walt? >> reporter: well, jessica, there are some beautiful rolling hilly lawns here in the 3500 block of aldine street, the problem is, there is supposed to be flat. they began sinking several months ago on nearly a dozen of these houses and along with holes opening up in the sidewalks and other problems, neighbors here, they are desperate for answers. >> as you can see, that deck is about 4 feet long. >> 4-foot. >> reporter: no one knows how deep this hole or this one really are. >> it is hallow. >> god forbid if this street

caves in. >> reporter: neighbors trying to fill them with bricks and dirt that just keeps disappearing into an underground void. >> where is the dirt going? >> reporter: to a very large hole. >> yeah, where is it going. >> reporter: somewhere, something is very wrong. deep under the 3500 block of aldine street where over the past year, neighbors say, flood lawns have becoming rolling hills. sidewalks are rippling upward. patios cracking, and tilting. >> god forbid this hole, it is leaning, this pole, it is lining toward the street. >> i would like city to come out here and tell us what is going on. >> reporter: the water department officials neighbors say have come out, twice but so far they have provided no definitive answers. however, another city department, streets, did present this notice, telling ray and bash lowe to level their sidewalk, on a block when many other things are now tilting. >> to you wonder what is going on underneath there. >> yes, do i.

>> reporter: responding to our inquiries the water department e mailed saying they have inspect street and sidewalk outside several homes and they say that they will do more inspections, if neighbors reach out, quoting, if we determine that this is a city-related issue we will correct it as soon as possible. >> reporter: back live as you look at the not supposed to be rolling lawns, the water department emphasizes in all of their inspections so far on both private and public property they have not found any problems but they vow they will come back, inspect, reinspect until they get answers. neighbors hope they are coming quickly because they fear the growing problems could become major problems if this continues. live from mayfair, i'm walt hunter for cbs-3 "eyewitness news". >> keep us updated walt, thank you. take a look at this surveillance unit just in from the special victims unit. police are looking for suspect seen here attempting to sexually assault a woman at 13th and wharton this happened in passyunk square april 20th.

during the struggle victim was able to fight off the suspect by spraying him with mace. please take a good look at this man if you recognize him you are asked to contact the philadelphia police. a break right now from the rain, it seems like but don't get used to it, wet weather is far from over. meteorologist kate bilo has more. when is the next rounding to go hit. >> it looks like by early tomorrow morning we will be dealing with yet another round of light rain, ukee and it will be on and off through the next few days. you can see off to the south, is there a batch of rain just moving south of baltimore. these showers could get in here, through the rest of tonight the but i'm saying tonight is a complete thely dry night. just scattered showers. but we're actually luck anyone regard because it has been so cloudy and cool we don't have the fuel provided, needed really for severe weather to take place and that is exactly what is happening here across portions of virginia. take a look at one storm just quickly i want to show you this one cell, actually a tornado warning, you can see outline of the box just south of virginia, where it is moving eastward, tornado

warning, heavy rain and frequent lightening with that cell. the very cool, cloudy conditions keeping us safe, from severe weather but not keeping us protected from the rain. that will creep in overnight into tomorrow morning. the right now chilly 57 degrees in philadelphia. fifty-eight in reading. could see a few showers creeping in through the overnight hours but it is early tomorrow morning, by about 8:00 a.m. we will wake up, hit the road for morning commute, at least some light rain here and there and another snow commute tomorrow morning, we will time out a few more waves of rain through the end of the week and tell you if the weekend hold improvement for us coming up, jessica. >> thanks, kate. manhunt continues for a inmate who escaped from a camden county prison this morning. thirty-eight year-old arthur buckle was reported missing after a 6:00 a.m. head count at the bay side state prison in winslow township. buckle arrived at the minimum security facility in january after being convicted of aggravated assault, burglary and drug charges. people who live nearby are on high alert. >> i'm in the real keen about

it. my wife, she's usually here by herself and i'm like working not home during the day. my aunt lives over there by herself and it could be bad. >> buckle was set to be eligible for parole may 21st but authorities say he could serve up to five more years behind bars for the escape. there are new developments tonight in the verizon workers strike that is now entering its fourth week. health insurance benefits for striking workers expired may 1st. verizon says those on strike have the option of continuing coverage under cobra, or looking to the union for assistance. last week verizon offered what it deemed the best and final contract offer which was rejected, by the union's representing the workers. now in campaign 2016, the indiana primary is underway and tonight could signal the end for the republican race in for president. win would push donald trump closer to majority of the pledged delegates. ted cruz needs to win to keep hopes of a contested

well, special swing, for a local boy who has been through quite a lot. >> ten surgeries in his young life but his spirit is as strong as ever. "eyewitness news" reporter pat gallen introduces us to this little superstar and tells us about the amazing chance that has come his way. >> reporter: this is alex force and his older sister evelyn. alex is six years old, and loves sports.

>> what is your favorite. >> soccer. >> reporter: alex has a lot of heart but that heart needed a little tune up from the start. >> he was born with what is called a problem. >> tricuspid valve regulates the valve that goes to the pulmonary artery. without thank form his one ventricle did not form fully and has required several corrective surgeries. >> reporter: at just 27 days old alex had his first surgery, the first of ten he would have in his young life. for parents colleen and bernie force their lives were turned upside down. >> it is all in a whirlwind, we don't know what is happening from like day to day, minute to minute. >> alex is doing good right now, you know, it is one of those things where we take it day today. if there is a day where he is not in the hospital or needing a doctor's appointment then it is a great day. >> reporter: those great day become a reality with the help of great events for home runs for heart at citizens bank

just keep on coming. >> it just keeps on coming and it has been a full week. today is day seven of the largely gray, glummy weather. the last tuesday was last time we had any decent sun and temperatures above average. we cannot break out of this pattern but eventually things do start to change as we head through weekend and next week. but first we have to get through another trio of gray days, lets take a peak outside, right now we will go down the shore and you can see how glummy, it is, those dark gray clouds, in ocean city. it is dry there you can get out for a walk on the boardwalk but with the clouds in place all day licensing not even a break of sunshine. it has been chilly. temperatures only in the 50's. with the breeze off the water you will need to bundle up if you take that stroll this evening. we saw blue sky in bernville in the poconos. you can see blue trying to peak through the cloud trying to find any little piece peak of sun we can get but we will stay cloudy through tonight. you can see here on storm scan three the cloud developing a little bit of the hole in portions of the area that may

be seeing sunshine before the sunsets in a couple of hours but that is best we can hope for. then more showers trying to creep in tonight. we have nasty storms in virginia, even a tornado warning has been issued in that area the good news, it is just too cool, cloudy and atmosphere too stable for severe weather to impact us. we will deal with the threat for showers overnight. next storm is up here this one will dive down thursday into friday and that will bring us our next threat for steadier rain. lets take a look what it looks like. the visible satellite shows a few holes in the included cover but not enough to warm us up, we will stay in the 50's through this weekend. fifty-seven in philadelphia, only 55 in millville right now. scattered showers, steady rain to the north and west of philadelphia in the morning and then it looks like intensification of the rain down the shore tomorrow afternoon. here comes this storm. it dives to the south. thursday not much more than a stray shower but watch what happens this storm head off the coast, draws in more moisture and then friday starts wet and most of the the day we could be dealing with some steady rainfall.

and outdoor oasis with quite a view but you might not believe what this spacious park sits on. >> "eyewitness news" reporter vittoria woodill is in university city to explain, torey. >> reporter: that is right, well, it is above a parking garage and not only green but it is green, blue, and brown all over. lets take a look. this is sierra green, 1.5 acres of oasis elevated 95 street above the streets of philadelphia parts of the 11th floor of the c ira center south garage this public park is not only green, but blue. >> the pavers that we are standing on are permanentable pavers rainwater soaks through them and it is stored and that
