to a close. prince harry's event proving whether or not they won the gold, all wounded warriors are champions. ♪ this is my fight song take back my life song ♪ ♪ prove i'm all right song good morning from the studio 57 headquarters here in new york. good to be with you. i'm anne-marie green. we begin with the battle over transgender rights. today the obama administration will tell every public school district in america to allow transgender stops use the bathroom of their choice. the letter does not carry the force of law, but it does carry an implicit threat. the white house describes it as guidance. hena daniels is here in new york. good morning. >> reporter: good morning. guidance implying that failing to comply could lead to the risk of schools losing federal funding. the obama administration says it wants to clarify the expectations of public schools when it comes to the rights of

transgender students. while not bound by law, the tone of the letter is forceful. the obama administration will recommend that all public schools allow transgender students to use bathrooms and locker rooms according to their chosen gender identity. in excerpts of the letter obtained by "the new york times," the white house maintains "the desire to accommodate others' miscomfort cannot justify a policy that singles out and disadvantages a certain class of students." failure to comply would put the students at risk of losing federal funding. the guidance comes in the same week the justice department took legal action against the state of north carolina over its law limiting the use of public restrooms to the gender on a person's birth certificate. >> they created state-sponsored discrimination against transgender individuals who simply seek to engage in the most private of functions in a place of safety and security.

>> reporter: in response, state governor pat mccrory filed his own lawsuit. >> we believe a court rather than a federal agency should tell our state what the law requires. >> reporter: the fight is spilling into other states. texas lieutenant governor dan patrick is calling for the resignation of the ft. worth school superintendent for approving a bathroom policy that accommodates transgender students. >> this is social engineering and political correctness run amok. >> reporter: similar public school bathroom policies are up for debate this week in michigan, florida, and georgia. the departments of education and justice are releasing their directive reminding school districts that they are obligated to treat transgender students in the way that matches their gender identity. this applies to more than 16,000 school districts and 7,000 colleges, universities, and trade schools. >> hena daniels here in new york. thanks a lot. it appears there has been

progress toward a detente between donald trump and republican leaders. speaker paul ryan said trump was warm and genuine thursday. ryan was still not ready to endorse the presumptive republican nominee. we have this report. >> reporter: donald trump and paul ryan pledged to work together for the sake of their party. the two met at the republican national committee building on thursday morning. >> i was very encouraged with what i heard from donald trump today. i do believe that we are planting the seeds to get ourselves unified. >> reporter: trump tweeted he had a great day in d.c., and things are working out really well. ryan is still not ready to endorse trump. >> in 45 minutes, you don't litigate all of the processes and issues and principles that we are talking about. >> reporter: ryan first made the stunning announcement he would not back trump last week. soon after, trump became the rnc. reince priebus is confident the

says there are checks and balances involving both software and humans to ensure the topics aren't biased. chief executive, mark zuckerberg, wrote, "the reason i care so much about this is that it gets to the core of everything facebook is and everything i want it to be. every tool we build is designed to give more people a voice and bring our global community together." it may be days before passengers who checked more than 3,000 bags on flights from phoenix catch up with their luggage. the bags never made it on to their flights because of a problem with the tsa screening system. yesterday afternoon, many were left sitting on a parking lot waiting to be transported by truck to other airports. the tsa cited unprecedented technical issues at the phoenix airport. on capitol hill, the head of the tsa was slammed by lawmakers for its operations, long lines, and the bonuses it hands out. one tsa securities and exchange commissi commissiontive was given -- one

tsa executive was given a $90,000 bonus even though missing weapons. it was criticized for giving workers poor treatment. overnight, the bid for the gun that killed trayvon martin exceeded $1 million. george zimmerman who used the pistol to kill martin is trying to sell it on auction websites. zimmerman's ad was pulled by two sites but apparently reinstated. zimmerman was acquitted in martin's 2012 death. he explained the sale to station wofl. >> what i've tried to do is not cower. i'm a free american. and i can do what i'd like with my possessions. >> zimmerman says he will use proceeds to support various causes including what he calls violence by the black lives matter movement and defeating hillary clinton. overseas now, more violence in iraq and top al qaeda leaders

killed. at least 13 people were killed when three gunman opened fire at a cafe north of baghdad. 15 others were wounded. the gunman opened fire with machine guns for about ten minutes before speeding off. later a suicide bomber killed four security person nell northern iraq. hezbollah of lebanon today announced the death of its top military commander. the shiite militants said that he was killed by an explosion in damascus, syria. hezbollah is fighting to keep syrian president bashar al assad in power. the group says the cause of the explosion is not known. and a developing story this morning in syria. 16 leaders of a group linked to al qaeda were killed in an air strike. an air base in the country's northwest was bombed. it is not known if the u.s. or russia launched the attack. the report is from a human rights group that tracks syria's civil war. early this morning, the turkish army says eight turkish military personnel were killed during fighting with kurdish rebels near turkey's border with iraq.

the settlement of a malpractice lawsuit brought by the family of joan rivers. a manhattan clinic accepted blame for her death and will pay an undisclosed amount in damages. the comedienne was 81 when she died during a routine procedure in 2014. an investigation is underway into alleged doping by russian athletes. they include some who won gold at the winter olympics. we have more in an upcoming report for "60 minutes." >> reporter: the international olympic committee said it's considering retesting blood and urine samples from this now-tainted russian lab at the 2014 winter games in sochi. based upon what we've learned from the lab's former director, any positive drug tests disappeared a long time ago. dr. rechenkov shared details of a systemic cover-up in sochi during skype conversations with a former russian anti-doping

official-turned-whistleblower. he allowed us to listen to 15 hours of conversations he secretly recorded. >> he had the ability to help to get the necessary results. >> reporter: those necessary results were gold medals? >> yes. >> reporter: in the recordings, he named russian gold medalists in three sports, bobsled, skeleton, and cross country skiing, whose dirty drug tests he helped cover up. all part, he said, of a scheme to protect russia's olympic medal winners with the help of is country's intelligence service known as the fsb. what did he tell you about the fsb? >> that the fsb tried to control every single step of the anti-doping process in sochi. >> reporter: the fsb figured out a way to open bottles considered to be tamper-proof, containing urine from drug-tainted
