good evening everyone i'm ukee washington. i'm jessica dean. cbs-3 was the only station at the meeting and "eyewitness news" reporter joe holden is live in blue bell with details of what went on inside, joe? >> reporter: jessica, ukee, good evening, we are told that the archdiocese scheduled these two meetings now and it lasted some two hours. inside, sources tell us, there was a lot of question/answer with the archbishop following a formal, more of a formal setting and in the end though this dealt with how the church might be confronting significant revisions the to the statutes of limitations. it was the archdiocese filled with the private gathering between archbishop charles chaput and scores of priests, sources inn said saint helena this blue bell says chaput the leader of the church and 1.4 million catholics addressed statute of limitations reform in harrisburg. >> we have had so many secret meeting and agenda and all we ask for is transparency.

>> reporter: south side the meeting with police patrolling the property protesters from victim advocacy organizations called foul over the church over perceived opposition, experts say the legislation would considerably reverse how victims can come forward to police and the courts. >> he is going to claim that this will bankrupt, any bill, that will give victims access to the courthousees, it will bankrupt the catholic church which is a lot of non-sense. >> reporter: mayor kenney released a strongly worded statement saying enough is enough. he called on law make tours pass the bill quoting it will hold our parishes and organizations accountable for their actions in the handling or concealing crimes begins children. sources in the church claim that changes to the statute of limitations would be drastic enough to financially crush the archdiocese. a spokesmen for the archbishop wouldn't comment, except to say meetings like this are routine. critics tonight say the meeting sets a bad tone. >> i don't think they have gotten the message. i mean they have not.

this would be over if they grabbed the bull by the horns, so to speak, early on. >> reporter: state representative mark rob this morning from, berks county and says urging passage of house bill 1947. as for the church he is hoping they understand the problem because in his words, it is not going to go away, and it is only going to get worse for them. now is there another meeting set for 7:00 o'clock tonight here at saint helenas roman catholic parish. the reporting live, joe holden for cbs-3 "eyewitness news". >> joe, thank you. easton high school substitute teacher is facing charges for an allege session you'll relationship with the 17 year-old boy, and easton officer says they spotted kelly and a 17 year-old having sex at easton cemetery earlier this month. investigation show alldinner was a substitute at the high school. police say no others have have come forward but the investigation is ongoing.

meeting here at ntsb headquarters in washington d.c. the cause of that deadly amtrak crash was finally announced and in the audience listening very attentively, was one of the passengers, on board the train that may night. a year and a week after amtrak train 188, flew off the rails, the national transportation safety board ruled that engineer brandon bostian most likely was distracted just before the crash by messages on his train radio from a septa engineer whose train had been pelted with rocks on a adjoining track. >> he went in a matter of seconds from distraction to disaster. >> reporter: losing track of where he was, bostian the board concluded accelerated to 106 miles an hour, not realizing he was heading in the curve where the speed limit is just 50. >> he had loss situation of

awareness and awareness of where he currently was, and believed that he was at a location further down the track where it was appropriate to accelerate his train to 106 . >> reporter: on board that night, and now, watching as the board announced its findings, this temple university professor. >> am i mad? part of me is mad at amtrak. part of me is resigned that there is something that happened and you have to endure and survive and move on. >> reporter: he explained that despite all of the new information, he was still struggling to understand just how it could happen. >> how do you that when you are in charge of a seven car train or however long the train was with 53 people on board. >> we immediately said we were responsible. we took responsibility. we know that there is pain and

suffering. we understand that. we're moving forward as we know they are. >> reporter: now the ntsb also saying that amtrak's failure to install positive train control, at the time, ptc a safety device, that would have stopped the speeding train was a contributory factor. that has now been installed along the entire northeast corridor. bostian's attorney did in the respond to repeated requests by cbs-3 for comment. live from washington d.c. at ntsb headquarters i'm walt hunter for cbs-3 "eyewitness news". >> thanks, walt. now that the ntsb has released its fine goes, is what next. there are two answers. philadelphia district attorney seth williams could file criminal charges. williams said an investigation is ongoing, some victims and families have filed civil lawsuits in the case and there could be more to come. rescue crews freed a man trapped in the west philadelphia home that

partially collapsed.
