you are looking live inside philadelphia's city hall, where city council is getting ready to vote on attacks, that supporters say, will fund important programs and critics say, will drive businesses out of the city and drive up your grocery bill. good afternoon, i'm in for

jim. the. >> final coat could come this afternoon, our alex andre hoff live at city hall as lawmakers get ready to vote. >> well, yes, weeks past, what we would have been hearing are soda companies glaring their horns and protesters on mega phones, but at least now here it is relatively quiet today. that is because at this point, this tax, is just about a done-deal. >> all in favor, say -- >> poised to give their final vote in the next two hours, what the mayor's signature will make philadelphia the first major city in the united states with attacks on sugary drinks, last week council gave preliminary approval to the one and half cents per ounce tax that was brought into include diet beverages, as well, mayor kenney has pushed this plan to raise over $90 million a year, to funds expanded pre k, and other community programs. while the opposite agrees that these are worthy causes, concerns have been raised over

the implementation of these initiatives. >> if i were a businessman, if i owned my own company, i go to a bank and ask them for money to loan me so i can do these particular different things i want to do, the bang will ask me for a business plan, detail, mr. miller, you're going to do this, this, this, right? yes, all spelled out here. where is the implementation plan here? >> another item that's caused concern last week's discovery that 4% of the funds raised will be directed away from community program, toward the city ' general balance. mayor kenney told cbs-3 he didn't feel the amount was significant enough to warrant a discussion. once again, we are waiting for the final vote could happen any moment now. i have been told this issue could be taken to court by soda companies challenging the city's authority, and implement g such attacks. reporting live from city hall, alexandria hoff, cbs-3 "eyewitness news". >> well, steady rain, thunderstorms have been moving throughout the delaware valley

today. when will it taper off? first look at the forecast with meteorologist, katie fehlinger in the cbs-3 weather center. >> hey, nicole, like you said we've been tracking this wet weather now all morning into the afternoon, as well it, has been coming through scat nerds nature granted but even though i call it far from a wash out, still the kind of weather you probably want to keep your umbrella on stand by, in just the tri-state sweep, you have these pockets with locally steady rain. zoom into this guy, just southeast of i-95, you have actually had couple of lightning strikes being reported within this particular cell. and the precipitation rates where you have the heaviest rainfall intensity as much as shy of an inch and a half per hour there is cell isn't own for you an entire hour necessarily with the rain like that, but indicative of the fact you will get soaked if you are underneath one of these, off to the west, start to zoom about, throw the cloud cover over top, look at the squawl line set up across western pa. notice see some of the clouds starting to just rebuild here,

between these pockets, so, we could still see some stronger thunderstorms before the day's all said and done, but heavy rain, wind, as well as lightning will be the primary concerns out of this if it happens at all. we do regardless sit in a marginal risk for some stronger storms in the southwestern tear of the area. mid upper 60s generally around the bore, temperature wise we expect to at best top off mid 70s in philadelphia, down the shore, nothing better than about 71. again even though it is scattered, the wet weather is set to linger for us for the rest of the day, it does finally taper off, in time for the weekend, but, even into tomorrow, guys, we may still be stuck with some wet weather. we'll track that a bit more in detail later in the show. >> thanks, katie, morrisville bucks county homeowner takes matters into his own hands goes after alleged thief. it all started early this morning, when that homeowner saw a man stealing ate premise his car so he confronted him. the suspect then took off in another car, so the homeowner gave chase. as you can see in this surveillance video it, all

came to crashing ends when the suspect slammed into a building on pennsylvania avenue. when the suspect tried to run, the homeowner shot at him, hitting him in the arm, something more still say was not a good idea. >> call 911. don't take this into your own hands, let us handle it. call us, and good witness, don't be, you know, don't go out there and do this, not worth, you know, anybody's life. >> just on breaks. >> will determine if charges will be filed against the suspect as well as the homeowner. >> now, do you recognize this man, if so, police want to hear from you, he's want in the connection with theft, which took place at walnut st. office building on june 8th. they say the suspect entered suite in the building and took desk top computer. he was captured on surveillance video leaving through the lobby, then fled on a bicycle. again, if you have any information, call police. >> president obama and vision president biden are heading to

orlando today where they'll meet with family member of the victims involved in the night club massacre. meantime, federal agents are stepping up their investigation into the shooter and the possibility he may have had help. cbs news reporter kennel craig has the latest from orlando. >> cbs news has learned federal agents are investigating multiple family members of the orlando massacre shooter. they're already taking a very close look at omar mateen's wife, law enforcement sources say nora solomon, purchased ammunition with her husband, and believe she dove with him as he scouted the pulse night club. >> at the end of all of our interviews, if someone is able to be charge in the this investigation, we will bring them to justice. >> investigators and lawmakers are also digging into the killer's use of social media. it is believed at least five facebook accounts were associated with the 29 year old. in one post, just before the attack, mateen raged about the filthy ways of the west, the

senate homeland security committee sent a letter to facebook ceo, mark zuckerberg, asking the company to help investigators as they try to figure out why the shooter picked the gay night club for his killing spree. >> this is just one of the memorials here in orlando, you can see, there are pictures and flowers and handwritten notes that together tell the stories of the 49 lost lives. this woman fought back tears, and told us she came to the memorial to put faces to the names of those who died. she says it is part of the healing process. later today, president obama, and vice president biden, will meet with family members, as the city begins to say good-bye to those who are killed. all who went out for a night of fun, and never came home. kenneth craig, cbs-3, "eyewitness news". >> meantime, senate democrats, say, they've made gains in the gun control debate after nearly 15-hour filibuster on the senate floor. connecticut senator chris murphy led that filibuster.

gop leaders reportedly agreed allow two proposed votes. one is whether to ban people on the terror watch list from obtaining gun licenses. and another would expand backgrounds checks to gun shows and internet gun sales. an investigation continues today into the death after two year old boy who was killed by an alligator at walt disney world. the police and state wildlife expert say they are looking into issues of signs around seven sea lagoon, marlie hall with the latest. >> an autopsy is scheduled today for two year own lane graves, snatched from shallow water by alligator at walt dust disney world. >> no question in any mind that the child was drowned by the alligator. >> lane's body was found yesterday about 16 hours after the alligator grabbed him while he was wading in seven sea lagoon at the grand floridian resort. his father desperately tried to fight off the animal, but could not. the family lives near omaha,

nebraska, attended st. patrick church and school. >> there are no reservations in the back of my minds in terms of when you think about them, and their children, you know, what that family dynamic was, it was a good strong one, responsible people. >> a park spokesperson says review is underway to determine if signs posted near the lagoon need to be changed. >> there are no swimming signs there, but nothing warning of gators. as there are in other part of the park. >> i think there should be more sign and that says, hey, watch out, there are alligators here. >> five alligators near the area captured and killed, their bite marks will be used to determine if one of them was responsible for killing the boy. marlie hall, for cbs-3, "eyewitness news". the cockpit voice recorder from the doomed egypt air flight has been pulled from the mediterranian sea on its way to investigator, the flight data recorder remains missing at this point, cockpit recorder black box is damaged, but crews were able to save the so-called memory unit which is apparently the most

>> jurors are back to work for the second day of deliberations, and congressman chaka fattah tearing trial. accused of arranging illegal $1 million campaign loan, then paying part of it back with campaign money and charitable foundations, and blame two political consultants who already pleaded guilty. as soon as there is averred, we will let you know here on "eyewitness news". >> police are hoping new surveillance footage leads them to the driver of the car that struck and killed a 17 year old girl on the boulevard this week. "eyewitness news" reporter justin finch has the latest on the investigation. >> monday night, just after 11:30, this van, philadelphia police say was making his way north on roosevelt boulevard, outer lanes, and at some point this likely early 2,000 model chevy venture struck and killed 17 year old mikhail a jackson. >> it was an accident, let the judge deal with that, but as of right now, do the right thing, according to scripture, turn yourself in, plead your

cause, but don't do a hit-and-run. it is not good. >> police say she was crossing adams avenue in the crosswalk and with the green light, it appears she was on her cell phone. the impact launched her out of her slippers and tossed her almost 200 feet. the van, we're told, just kept going eason adam, never stopping, a clear violation of the law. >> all the drive her to do at that point was stop, because the driver had a green light. as did the pedestrian, had it pulled over, like they're supposed to call 911 and render glade jackson was pronounced dead on scene, and now as police search for this van, and the driver, a family and a father are left grieving. mikhail a set to graduate from excel academy next week. >> come forward, just come forward, very overwhelming, i can't even speak right now, i am at a loss of words, i didn't want the person -- i want the person who hit me daughter to come forward. >> anyone with information to come forward, and investigators say that van slykely has heavy front end

damage, including a shattered windshield. on roosevelt boulevard, i'm justin finch, cbs-3, "eyewitness news". >> well, this is certainly not what you want to hear as we hit the busy summer travel season. but, apparently, there is a shortage of air traffic controllers which could mean even more delays at the airport. >> congress heard from controller officials wednesday, who said delays are getting worse, because there are not enough train controllers. the number of air traffic controllers is at 27-year low, part of the problem stems from a 2013 hiring freeze, due to the congressional budget battle. after that it takes up to four years to truly train new hires. >> how about that? still ahead on "eyewitness news". >> what a way to ends the school year. it started with a limo ride for these local students, and ended with a show-and-tell. katy? >> interesting. well, we are looking ahead here to certainly still wet weather in the forecast, however, the pay-off that we get down the road, it is worth the wait. stick around. we'll have your full forecast

to the cincinnati suburb of hamilton, ohio, they say they could have an answer by later this afternoon, trees were knocked down, and power knocked out, by the severe thunderstorms, there are no injuries reported, but, a lot of damage. >> wow, not a good situation there, at all. here at home, contends withing little rain. >> and there are some thunderstorms, west of our area, right now, some pretty nasty storms lighting up. so it will remain to be seen whether they hold together, as they head our way, we do sit in marginal risk for stronger storms which we will get to here, but at least initially what you are finding, yes, nicole right, primarily more rain than anything, although couple of spots where you have few up bedded thunderstorms, we take you outside, show you the deal, not the best beach day, sorry, guys, just not looking great. this is live shot for you here, it is clearly not stopping people. you have quite a few people actually walking around in the rain and the gray skies here in ocean city, cape may county. but yes, quite the dreary beginning to the afternoon, and this is pretty much the story everywhere, even if the rain is not falling.

next to one of the in neighborhood network shots, typically in the distance, clear day, see center city off in the distance, here but tough to make it out. so, while visibility isn't horrible, it is obviously a very gray sky out here, tracking wet weather as we speak, right now across portions of delco, i-95, some of the rain that we talked about earlier in the broadcast coming down heavily, have seen lightning strikes embedded within pockets. the batch of wet weather and the stronger storms that we had talked about a moment ago. here it is, basically migrating right now in toward penn state area. >> this again will remain to be seen whether it holds together, and a lot of cloud cover developing in advance of it, so, not necessarily see really strong thunderstorms, but could easily be some that fire up as the afternoon progresses, actually awaiting area of low pressure to streak southeast as the system continues to push through. that's why we sit at least to the southwestern tear tear of our area in marginal risk of strong to severe weather but the main issues, heavy

downpours, gusty winds perhaps and maybe lightning, we've seen at least two of those issues, downpours, lightning, already as a theme here this morning in spots. now, good news start to see brighter days from here on. as the low we talked about streaks off to the southeast, i won't be shock, delaware, south jersey, talking to you, see additional showers or even steady rain into tomorrow morning, but skies will be clearing from north to south. we are going to really see high pressure take the lead here, and lead to some absolutely gorgeous weather for the weekends, saturday and fathers days with high pressure in place, might be actually one of the top five weekends that we've had so far this year. scattered showers, though, in the meantime, here is the beach forecast for you, if you are brave enough to actually go out on the beach, don't expect the prettiest weather obviously, at least rip countries social security low, uv index not all that high. meanwhile, summer will officially begin this monday, at 6:34 on the button, i feel like we need to have some sort of celebration, at that point, we will be on the air with you as we hit the solsus, but will
