bullets fly near a philadelphia bar what investigators say happened moment before more than 24 shots were fired. and we will take to you washington d.c. where dramatic standoff between republicans and democrats is entering its second day. and, blinded by the light, the way you may look at your smart phone right now that doctors are warning could cost you your vision, good morning, it is thursday, june 23rd i'm jim donovan. i'm brooke thomas. we will get to that breaking news from feltonville in a moment but first a check of the forecast from katie and what you can expect on the roads from more than. good morning, great way to the weekend. road are looking good. >> we know. >> yes, construction.

>> more construction. it is the season. weather has been very quiet generally speaking overnight but we are in the middle of a more comfortable air mass. we will look at storm scan three. you can see leading edge of some green starting to move in across central pennsylvania. let me zoom it out one time. the that looks menacing. we are expecting steady rain and heavier thunderstorms out of this, as the day goes on. now it looks like it is basically going to be clipping our region, brunt of the nasty severe thunderstorms will be happening, just off to the south but regardless we are still going to see potential for severe weather today. general gist for the day is this, rain in the morning, primarily south of philadelphia, at least, southern tear of the region and severe weather threat fires up in the p.m. main threats damaging wind and downpours. we're at 71 degrees for philadelphia and trenton. looking around the region as a whole here expect temperatures

in the lower 80's in philly at the shore, minimum sunshine, we will see some of of it and showers and thunderstorms for the day especially later in the day. they could turn locally pretty nasty. >> yeah. >> well, good news for our am commuters at least and p.m. commuters might get hit harder. thanks very much. happy thursday. so vine street expressway is, was closed it looks like it might be opening right now on the westbound side. eastbound side still closed between schuylkill and broad, i'll let you know when that happens but westbound side at least is now opening. we have got more construction here, 95 north off ramp to cottman avenue it is closed make note of that. we will let you know. usually right around 5:00 a.m. ben franklin bridge we have cop trucks paving work here one lane opened eastbound into new jersey, until 5:00 a.m. usually this flow is in to center city with you this is construction in new jersey. make note only one lane is opened. more construction in new jersey on 42 i'll get to that in ten minutes.

jim, over to you. gun battle of the streets of the philadelphia send one dozen bullets flying overnight. >> investigators tell us one of the victims is a uniformed security guard. "eyewitness news" reporter jan carabao is live at a large crime scene in feltonville. good morning, jan. >> reporter: good morning. east detectives are here on the scene processing the evidence behind me here on rising sun avenue. you can see the getaway car but i want to show you where shooting started. it started just around the corner and one block away down wyoming avenue. police say suspect was on the left side of the street there shooting from behind a getaway car, security guard was across the street returning fire. police have found at least 27 spent shell casing is here so you can imagine how intense this was. after this smoke cleared the suspect was gone, the the security guard was shot once in the head. gunfire erupted here just before 2:00 this morning a 22-year old security guard working at the bar of wyoming and north front street said he

exchange gunfire and stepped outside to see the shooter. police say security guard starts to shoot back in self-defense and hit once in the leg and taken to temple in stable condition. meantime shooter hops in the getaway car and flees the scene settle shooting. strangely they ditch that car just around the corner a block away on rising sun avenue. it was hit by gunfire at least five times. so in the wake of the shooting what is lefties shattered glass and bullet holes and two parked cars here. shooter on the run. a security guard shot in the leg. >> we don't know which started the shooting, other than the fact that the security guard who exited the bar where he was working that is when he saw an individual firing shots and he intervened and returned fire. it is a lot of shots fired because this is mainly a business and residential neigh hood. >> reporter: back out here live on the scene that getaway car is not stolen, it is registered to a home just 1 mile away.

police are waiting at this home this morning. at least half dozen businesses here of surveillance camera and they are hoping that this gun battle may have been caught on video. in the meantime detectives are interviewing witnesses. they are processing this scene, they tell us that this armed security guard is now in the hospital, again, shot the once in the leg in stable condition this morning they say he did have have a license to carry. we will continue to keep you up to dayton this story about bier live from feltonville, jan carabao for cbs-3 "eyewitness news". >> jim and brooke, back to you. a lot going on out there. meanwhile in other news two dozen resident remain evacuated as this fireman battle a brush fire at joint base mcinquire dix. the fire is 25 percent contained. chopper three over the flames in pemberton township late last night. much of the forest is still burning. earlier helicopters dropped water on the flames, 40 acres have burned. residents with respiratory issues are told to shelter in place, and keep their windows closed.

this morning, pennsylvania house representatives, chaka fattah says he is working with congressional leaders to figure out when he will step down. that is after house speaker paul ryan called on him to do so immediately, not in october like the fattah originally said. speaker ryan issued a statement saying fattah betrayed the trust of the people of the pennsylvania, earlier in the day, fattah offered his resignation from the house of the representatives, effective october 3rd. that is one day before he is scheduled to be sentenced. on tuesday, fattah was convicted of racketeering charges. now if fall fattah does not leave office until october o time for a special election. his staff will handle day to day operations until the even of his term. despite his resignation he will appear his convictions. house adjourned for the july 4th holiday as house democrats demanded votes on gun control bills. house speaker paul ryan golfed the house in session as republicans conduct business around the sit in. members of the congress

streamed the protest on social media after republican leaders turn off house cameras. >> it has never been done before in american his try. it must be something powerful. it must be something unusual. >> hard to know what i expected them to do. they have been given lots of opportunities. i believe there has been dialogue and is there no specific answer for another bill they would support. >> reporter: protesters also want gun control. gun rights defenders says a bill to take away their constitutional right to bear arms. new jersey state trooper is on the mend after a crash in at the plant i can county. trooper's cruiser and another car, collided at route 54, abe route 40 in buena vista township yesterday evening. the trooper suffered a leg injury, the other driver was not injured, and investigation into the crash, continues. a measure that would legalize internet gambling is moving forward this morning. the house gave preliminary travel to legislation yesterday. if passed, it would allow slot

with dunkin's new heath and almond joy candy bar flavored iced coffees. america runs on dunkin'. air man is in custody after investigators say he threatened a i crew from the san and ton ohio to los angeles. they had to make an emergency landing in tucson. >> this was the scene as man was taken in custody. passenger said the man refused to sit down and uncooperative before he made the threat. a fighter jet was called to escort the plane as it headed to arizona after this all happened, passengers had to get off the plane and had to be rescreened were being allowed to board again. flight resumed its trip at 8:00 o'clock local time. this morning we are still wait to go learn identity of the body recovered by coastguard. find was made during a search for a father and his three teenage children in the gulf of mexico.

crews have been searching all night for the family off the coast of southwest florida. they say despite finding the remains the search is still a rescue mission. man and his three teenage children were sailing from sarasota to fort myers on sunday when they were caught in rought seas and a thunderstorm. they have not been heard from ever since. wow. >> judge is scheduled to announce his verdict in the trial of the baltimore police officer, of a baltimore police officer charge hot death of freddie gray. the officer sees an goodson faces charges from murder tore misconduct. he was driving the police van when gray suffered a spinal injury. prosecutors say that the officer failed to secure gray with the seat belt. gray's death, sparked riots in the city f convicted he faces up to 30 years behind bars. wild life officials, believe they have captured the alligator involved in that deadly attack on a toddler at disney world. authorities are now suspending their trapping operations in the area around the seven seas lagoon where lane graves was killed. total of six gators have been

that will change because southern tear of our area, where we will see best shot for not just heaviest rain with you likely the strongest thunderstorms. let me get out first to the live neighborhood network where things are tranquil and you can see off in the distance in visibility problems here. center city visible a couple miles away as we stay south. 70 degrees current temperature. modest breeze. pretty comfortable start to the morning but is there wet weather in the wings. you can see leading edge of it moving right now into south i81 here, south of the state capitol of harrisburg. just a matter of time. what we are looking at here through southern tear of our region, so delaware, southern new jersey especially, heavy rain, gusty wind, frightening lightening and, possibility to see hail, very low risk for tornadic activity. this is similar scenario in terms of the threats like we saw with the last round that came in earlier this week. high just 80, limited sunshine and storm moving through. by friday we will clear it all
