♪ right now at 11:00 o'clock, protesters hit the streets of philadelphia. this as outrage grows over the deadly shooting of a man by police in baton rouge, louisia louisiana. local catholics react to new guidelines from archbishop charles chaput who he says should be barred from receiving communion. >> but first, feeling the heat even late at night people are looking for any way to cool off. excessive heat warning is in effect for most of the region.

good evening, everyone, i'm ukee washington. >> i'm jessica dean. let go right to meteorologist kate bilo who is live on our sky deck. kate, it's hot even at nightti nighttime. >> even at night it's hot, guys. sometimes you get temperatures to drop into the 60s, low 70s at night. it's a little bit of relief. not really feeling that over the next few nights. temperatures will stay general y in the mid 70 to go near 80 degrees even at night and humidity is climbing it feels pretty oppressive out here little bit of a breeze which helps at least slightly. today's high 94 degrees. hottest day of the season so far. the average high for today's date 87. 94 well above average and it looks like that's where we'll be tomorrow and again on friday. even right now, unthe cover of darkness still in the 80s. 82 here in philadelphia at the moment. 80 in wilmington and 82 in dov dover. today dew points stayed in the mid 60s but now they're climbing. dew points now in the 70s in philadelphia. and all points to the south and that means tomorrow is going to feel even hotter than today. with the added bonus so to speak of locally heavy showers and

sterling. moments later shots were fired and sterling was dead. >> there's a lot that we do not understand, and at this point, like you, i am demanding answe answers. >> reporter: baton rouge responded to call of a man with gun selling cd's outside a convenience store a little after midnight on tuesday. the owner of that store saw officers pull a gun out of sterling's pocket after the shooting. the governor of the louisiana john bell edwards called on the fbi and department of justice to get involved. >> sterling's son visibly emotional joined family members for a news conference. >> wasn't of the greatest fear social security to see your child hurt and know there's nothing you can do. >> reporter: in philadelphia, some 1300 miles away, about 100 demonstrators marched around the city calling for justice and the end to police shootings.

>> whether or not you believe that black people are being murdered rightfully, just physical, there's a consistent pattern and consistent amount of people saying this is what we feel, any community's duty to respond. >> reporter: philadelphia demonstrators blocked the vine street expressway. we captured several arrests on camera. >> they were given three warnings, and after the three warnings when they decided not to heed them, as you can see, we came in and made arrests. slowly very methodically make sure no one was injured. >> reporter: sterling's family and strangers in philadelphia both calling for a complete investigation. >> police officials expect to see more demonstrations like this on the streets of philadelphia when the democratic national convention comes in just about three weeks from now. 12 people wer were arrested to night. >> tonight another dire warning from septa about the regional rail car shortage as commuters prepare to face another hectic morning rush. today was day two of septa's limited service after a third of its rain cars were pulled for emergency repairs.

so far septa can't keep up with demand. trains have been forced to whiz by crowded platforms and septa says it's still trying to figure out the best way to maximize service. >> right now i'm trying to study at pat tension of what people are doing a boo because lost people that are taking one form of transportation coming might not take the same transportation going. our big thing we're trying to get those trains back in servi service. >> another problem the heat is causing speed restrictions on the tracks. that's slowing the trains down. septa officials warn these disruptions could last for an additional one to two months. let us know about any problems you're having just be use the hash tag cbs3 commute. heads up for drivers who take the betsy ross bridge overnight. traffic from new jersey to pennsylvania is now being stopped in 15 minute intervals and that is to let crews install new overhead signs. those temporary close showers will end at 5:00 tomorrow morning. the same closures at the same time will happen again tomorrow

continue to improve. >> about 9800 u.s. troops are in afghanistan right now. despite the exit strategy change, the president says the us and its allies have made progress there since 2001. a deadly fire in wilmington that killed two young girls last january is being blamed on a space heater. investigators ruled today the fire on north monroe street was an accident. they said unattended heater spark the fire that killed the three month old and three-year-old girls. their mother was badly burned when she wept back into the house to try to rescue her caughts. new tonight, local catholics are reaction to go new guidelines set forth by archbishop charles chaput. the new rules enforce standards catholics who are divorced, unwed or same sex marriage must meet before receiving communion. >> reporter: philadelphia archbishop chaput's to pope francis joy of love is raising

eyebrows. chaput released seven pages of pastoral guidelines reminding clergy divorced and remarried people are to remain abstinent and live as brother and sister in order to receive holy communion. he says the same of unmarried and same sex couples writing quote catholic belief rooted in scripture reserves all expressions of sexual intimacy of a man and a woman covenanted to each other in a valid marriage. parishioners who are divorced, remarried or in same sex relationship to shot hold leadership positions in the church. >> parishioners had mixed opinions. some say chaput's words are rooted in centuries of catholic tradition. >> as leader of the church, he himself is guided by tradition. he himself is guided by tradition that has existed and is continuing to explore and

evaluate those traditions and those teachings down through the years to this present day. >> reporter: while other boss like the church to be more inclusive. >> that would be my ideal wish, that, you know, everyone would, you know, sort of be under the same umbrella but it all gets back to basic respect and, you know, forgiveness i say but, you know, respecting, you know, everyone. >> reporter: when asked on twitter for response the archbishop's comments mayor kenney tweeted "jesus gave us gift of holy communion because he so loved us, all of us. chaput's actions are not christian ". and archbishop is out of the town. spokesman says no one else is available to speak on this issue but he added that the notion that a person needs to be in a state of grace to receive communion is nothing new. for now live from the cathedral basilica of saints peter and

♪ olympic sprinter oscar pistorius heading back behind bars. south african judge sentenced him to six years in prison for his girl friend's murder this comes a little more than three years after he shot and killed reeva steenkamp in his home on valentine's day 2013. pistorius said he mistakenly thought steenkamp was an intruder. american flag with a very special meaning to a local family goes missing on the fourth of july. the last 10 years the corcoran family raised a flag like this one in front of neighbor's house in north wildwood. that flag flew in honor of patrick corcoran a father judge graduate who died at 19 years old when two military ships collided during the vietnam war. his body never returned home. but the burial flag today. family members say they just want it back. no questions asked. >> what would you say to someone if they did come and return this

if you want to be outside limit your amount of time to short intervals or places where you can get cool quickly like a pool or library or shopping mall something like that over the next few days. let's take look outside right now. not a whole relief at night. roof cam watching the traffic come and go in center city. and it's pretty quiet night out there. it's not a bad night to be out and about as long as you don't mind the warmth and humidity levels rising as well dew points back in the 70s right now. but with that being said pretty quiet as we take a look at the entrance and exit ramps to the vine street expressway. storm scan3 looking clear at the moment there are a few showers and storms that are rumbling through western pennsylvania. notice these are diminishing a bit as promised. but some of these could hold together possible al few clouds moving in overnight and we do have a couple of showers down over portions of maryland. not expecting much to get in overnight but tomorrow especially in the afternoon we'll have the risk for shower and thunderstorm activity here and there. our next change maker front is all the way back here that's not going to get here until saturday until then we'll be baking with

temperatures in the 90s during the day. and upper 70s even at night. here's your excessive heat warning for the city and surrounding suburbs. it's not in effect for the shore or the far north and west suburbs aren't going to get quiet as hot and humid. heat index values could be around 100 degrees tomorrow and again on friday. what it feels like right now. still 86 degrees. that's your feels like temperature when you factor in the 82-degree temperature. plus the 71-degree dew point. 82 in reading feels like 82 in allentown right now as well. future heat index value show the full scope of this tomorrow at 2:00 p.m. much area will see heat index values getting very very close to the triple digit. showers and storms come through in the after and in that could provide cooling at least for an hour or two then friday right back into the same boat. feeling like 99 at 5:00 p.m. feeling like 100 in wilmington, delaware. saturday does look little bit better. few more showers and storms around during the course of the day and we'll see that each afternoon. timing this out tomorrow we start the day with some sun.

just isolated scattered showers and storms started about 1:00 o'clock and they'll pop up here and there through the late afternoon hours. some of these could produce intense downpours thanks to the amount of moisture in the air. that clears out by 8:00 o'clock tomorrow night. friday, another round of it again scattered in nature. but watch for those heavy downpours friday and possibly again saturday as cold front comes through and that will finally bring a little bit of relief to the area by sunday. overnight 76 partly cloudy. muggy. thursday night 94 feeling like 99 or one hadn't dread degrees. down the shore little bit better. thursday, fry saturday evening to feature the chance for a thunderstorm. a four-day heat wave. culminating tomorrow and friday that's going to be the hottest portion thursday, friday then saturday we start to feel a little change. sunday and monday look great. seasonal with lower humidity. but we're right back to the 90s by next tuesday. >> hello, summer. >> summer is here.
