watching, i'm anne contractors . live from the cbs broadcast center in philadelphia. this is cbs3 "eyewitness news" this morning. an had innocent teenager was caught in the cross fire. we'll show you where the 16-year-old girl was walking when she was hit by gunfire and the possible link to someone who showed up to a hospital minutes later. . happening right now, a woman live streams the aftermath of a fatal police involved shooting. it's a story that is sparking outrage. we'll tell you what happened right particular the shots were fired. the mercury rises after a day of excessive heat. it will show you how hot it will feel today and the big question is when we get relief ot it will today is thursday. i'm jim donovan van. >> i'm brook thomas, we're going goat you started with a check on weather and traffic. a lot going on today. >> there is, the roads are

with there. couple early risers out there. 422 freeway, we have construction clear just moments ago. both direction between 295 and creek road. we're looking good on 42. of you can see it's only 4:33 in the morning, already, we have this many vehicles on the roadway. good indicator it might be busy. construction at the tacony palmyra myra bridge and alternating traffic lanes, jim over to you. >> thank you, meisha. it's happened again, another young person a victim of gun violence. >> "eyewitness news" jane carabeo is live at saint christopher's hospital where the teen i was just released. jan? >> reporter: good morning, we just spoke to the family of this 16-year-old victim after she was shot in the leg. as you mentioned they tell us she was just released from saint christopher's hospital here early this morning. they say she is very shaken up but she's going to be ok. north carolina they are seeking justice.

investigators believe the 16-year-old is an innocent bystander in the shooting hit by a stray bullet. mega her the third teenager injured or killed. this latest happened here just before 11:00 p.m. last night at o and lycoming streets. the teenager was walking home with her yawn and four-year-old cousin. they say the victim saw a group of guys doing drugs and then she thought she saw a gun, scared. she grabbed her cousin and ran. before she knew it, she was shot. family said she found people nearby and them helped her call police. she was treated at saint christopher's and released. of in the meantime, a 23-year-old man was driven to area frankford hospital shot in the chest. he was transferred to torresdale. it is unclear whether he will survive. he may have been the intended target of the shooting. right now, these detectives are investigating, they have motive a good description of the suspect. family of the victim just want justice and they recall the

terrify to go ordeal of the victim seen. take a listen. >> she go run and right when she ran, when she had her back, because of, and i got she turned around to run it already had gotten her. she was in so much shock and so scared at the moment that she didn't feel it. she doesn't want to leave. eventually she get over it. is she's going to work through it. she's a strong girl. she got, this she's good. >> reporter: police are reviewing surveillance video in that area of juniata, as also interviewing witnesses, this is the third teenager shot or killed this weekend in the city of philadelphia earlier this week. a 16-year-old was shot and killed hit by a stray bullet and yesterday overnight a 13-year-old was hit and injured. we're going to continue to follow this. we're live outside sane christopher's hospital. jan carabeo bow cbs3 "eyewitness news." back to you. >> scary situation.

thanks a lot. a developing story this morning. minnesota police officer is now on administrative leave after he shot an african-american motorist to death after a traffic stop. family members identify theville as 32-year-old. she streamed the incident on facebook live. she says he was told police, told police he was licensed to carry a weapon. when he reached for his wallet. he was shot several times in the arm. his family is demanding answers. >> he never been in no trouble. he did everything, and he died by the law. >> by the less than by the law. >> a handgun was recovered from the scene. we'll provide information as their investigation progresses. >> the family gather to do the hospital. authorities are looking at that facebook live video. this morning, the justice

department is going to veteran the death alton sterling. he was shot and killed tuesday in baton rouge. sterling a 37-year-old father of five was killed in an officer involved shooting captured on video. it has sparked protests across the country. the fall-out from his death is being seen here in philadelphia. about a dozen people have been arrested after demonstrating a response accused of blocking the ramp to the vine street expressway. this unfolded after rush hour. they gave the protesters three warnings before mega the arrests. that was one of several taking place throughout the to city. marchers also went up and down streets old city chanting no justice, no police. >> whether or not you believe black people are being murdered there's a consistent amount of people saying this is what we feel. it's any community's duty to respond.

>> philadelphia police were o on hand to minority those marches. getting to work may be tougher, not just because it's more comfortable to be outside but because the heat can also slow down the operations at septa. three speed restrictions on the train track, as you know, septa already dealing with a regional rail car shortage. it had to pull a had third of its train cars off the tracks for emergency repairs. septa management says they're trying to figure out how to respond to commuter demand with fewer cars. >> right now i'm trying to study patterns of what people are doing because a lot of people that are taking one form of transportation coming might not take the sam transportation going. our big thing is we're trying to get those trains back in service of. >> septa had to take about 120 train cars out of service after finding defects in them that could cause a derailment. the repairs could take until august. comedian bill cosby will return to a norristown

loretta lynch says the case was closed and no charges will be brought. james comey will speak before the house committee on oversight and government reform. its chair jason says the fbi recommendation that clinton not be prosecuted was surprising and confusing. meanwhile, lynch will be testifying next tuesday before the house judiciary committee. this week comey called clinton's handling of classified information extremely careless when she used a private server to send official e-mails. drivers effort to get out of the hov lane ended in an unbelievable wreck. the whole thing caught on camera. take a look. this happened on i 75 in dallas. the white suv you see weaving over a gas of down highway divider hit the driver next to them. the people in black car say they're ok. the driver of the suv tells our sister station in dallas he's not driving in hov lanes anymore. >> who was videotaping that?
