leading up to the shooting. it's almost 80 and only 6:00 in the morning, katie will let us know how high the temperature will go and how long the excessive heat will last.erature today is thursday, july 7th. good morning, i'm jim donovan. >> i'm brook thomas, katie and meisha are keeping an eye on things the roads are looking good. dry out there. levels are starting to build. just as i was walking up to this desk and you can actually hear the traffic center the phones going off, i think we're seeing a water main break that looks nasty i. going to have that coming up in a few minutes. >> what we can expect for now is dry weather, something else that's going to change with time. there's scattered showers and storms, as you mentioned, we're almost at 80 right now. sun is barely over the horizon. but a beautiful sunrise currently underway, looking awfully hazy, that is being shown from the sky cam 3 shot. we go next to the live

neighborhood network. that humidity is palpable. you can see it in the form of a haze outside cape may courthouse in the distance. of genesis bay, steamy start to the day. region-wide, everybody is going to feel it. if you are waking up in an air-conditioned home and walk out. it's steamy. storm scan is nice and quiet for now, when you look at some of the streams, it shows you the wind flow, very calm but the wind flow is coming out of the south, generally speaking. so what that means is that we're just getting a very warm, very humid air shoved into the delaware valley, as a result, we heat up with no problem. later on today, it turn as bit unsettled a pop-up shower or thunderstorm you see this in the summertime. it will help to briefly cool down a couple of communities but we're going to soar with ease into the mid 90's and likely to feel closer to triple digits still with an excessive heat

warning remaining in effect all day. >> sometimes with this heat and humidity can do stuff to our roadways as well. we can see erosion, but what we're looking at right now, if you heard me when i was just saying at the desk, we have live breaking news got chopper over this, it's water is gushing out of this manhole right now and it sounds like the road is buckling. this is in south philly right now. so it looks like crews are already out there trying to get this at least blocked off until they get this under control. but whenever we have roads starting to buckle, that's when we have serious concerns. of i will keep you updated as this goes on. some water is just gushing out of that man whole right now at 5th and snyder in south philly. make note if you're in or around that area, you're not going to be able to obviously pass through and we got some of that road buckling and with warm conditions and humidity and heat can cause concern. moving on outside, schuylkill eastbound at spring garden.

plenty vehicles out there on the schuylkill right now. also in delaware county, 95 northbound 452 we're starting to get the haze out of the way but the sunshine is coming through. pack the sunglasses, jim and brook back over to you it's happened again this week, another young person is the victim of gun violence in the city. >> it was a 16-year-old girl hit by a stray bullet in juniata. of jan carabeo bow is live at saint christopher's hospital where she spoke with the girl's family. >> reporter: good morning. fortunately this 16-year-old is back home this morning. she was released from saint christopher's hospital a couple of hours ago. but her family tells us this could have been tragic. they say the 16-year-old could have been killed's the same goes for her four-year-old cousin standing right besides her. >> the family and friends are seeking justice thursday morning after a 16-year-old was shot and injured here in juniata overnight. the victim of violence, they say, she had nothing to do with.

>> she's going to work through it. >> reporter: it happened just before 11:00 last night at the intersection of o and lycoming street. family tells us the teenager was just walking home with her aunt and four-year-old cousin at the time. they say the victim saw a group of guys doing drugs and saw one of them with a gun. scared, she grabbed the four-year-old and ran. >> when she saw it, she go run and when she ran, when she had her back turned because of a bullet went into her back, i guess when she turned around to run, it already had gotten her. she was in so much shock she didn't feel it. >> the friend did not want to be identified but she says the teen found a family nearby and they helped call police. >> preliminary information is that the 16-year-old female shot in the leg is an innocent victim struck by stray to gunfire. >> reporter: east detectives are investigating as they process the scene act 23-year-old man showed up at a hospital shot in the chest. later transferred to area torresdale in critical

condition. police say he may have been the intended target of the shooting. this is third time this week a teenager was hit by a stray bullet in philadelphia. a 16-year-old was killed in grays ferry and a 13-year-old was injured late tuesday night in hunting park this family says enough is enough. >> i want justice for her. i don't want no danger for anybody. violence needs to stop honestly. this is just -- the too much. in one week, three teenagers, too much. >> reporter: now, it's unclear at this time if the 23-year-old man will survive. again, he's in the hospital in critical condition. in the meantime, police are investigating, they're reviewing a number of surveillance cameras in that area and interviewing witnesses. unfortunately at this time, there is no motive for the shooting. again, there's no motive and there are again no -- they are rather, they won't a good description of the suspect. brook and jim back to you. meanwhile a developing story this morning, the shooting of an african-american man by a

minnesota police officer. an marie green shows us the video live streamed by the victim's girlfriend. we must warn you this is graphic video. >> you killed my boyfriend. >> diamond reynolds says her boyfriend, castille was carrying a licensed handgun when he was pulled over. >> he let the officer know he was -- he had a firearm. he was reaching for his wallet. and the officer just shot him. >> reporter: the video shows castille slumped over in the front seat, as the police officer points his weapon at the couple through the window. >> i told him to get his hand off. >> you told him to get his id and his driver's license. >> reynolds says he opened fire as he was following his instructions. of. >> you shot full bullets into him, sir. he was just getting his license and registration, sir. >> reporter: reynolds and her daughter were not injured. castille died at the hospital.

>> we had an officer involved shooting in 30 years or more. i'd have to go back in the history books to tell you the truth. >> reporter: castille would have turned 33 tomorrow. an marie green, cbs news new york. the justice department says they're going to investigate the death of alton sterling. he was shot and killed by police tuesday if baton rouge. the department is prompting a fair, thorough and impartial investigation, a 37-year-old father of five was killed in an officer involved shooting captured on video. the shooting sparked protest and outrage across the country: that includes here in philadelphia. demonstrators demanded an end to police shooting and blocked the venal expressway. happening, bill cosby heads back to a norristown courtroom hoping to to have the case

thrown out. he's accused of assaulting andrea constand in 2004. of prosecutors say they can use her police statement instead. a trial date may be set during the hearing. septa riders should brace themselves for another hectic morning rush. this is unfortunately becoming the norm. check out a live picture from mobile three along the pool thorndale line, not too busy at all right now but expect the delays to build as the morning rush rolls on. many trains have been forced to bypass crowded platforms after a third of septa's train cars were pulled for emergency repairs. it's still trying to figure out the best way to maximize service. >> right now, trying to study patterns what, if any, people are doing. because a lot of people that are taking one form of transportation coming might not take the same transportation going. our big thing is we're trying goat those trains back in service.

. this is cbs3 "eyewitness news" this morning, with jim donovan, brook thomas, katie fehlinger and meisha johnson. ♪ . if you have a hover board at home, you want to play close attention to this story. the consumer product safety commission is recalling a number of hover boards, half a million because the lithium batteries inside can overheat and explode. the latest recall affect some of the popular brands, there have been nearly 100 reports of overheating battery packs. you can see all the affected models on cbsphilly.com. >> those are really popular.

that was surprisingly kind of went down >> they need their head examined. they should be in the pool. >> i'm with you. it's going to be so, so warm outside. why not find a coolest place you can seek out here. excessive heat warning that we continue to see in effect. still affecting essentially the urban corridor. from new castle county all the way to mercer county. that's where you got the excessive heat warning, still in effect today. it's still in effect tomorrow. notice again it lasts until tomorrow evening, this is a multi--day event we're dealing with. i do want to give you perspective. even though heat index values are going to soar to 100. it's not like we seen this heat in philadelphia, it's been a long time. so it does feel little more pressure because of that. the top three heat waves happened back in 95 as well as 1953 and then 1999 was the number three. 1713, 12 days at a stretch of 90

or above. that the pretty brutal. we're not facing that scenario here. meanwhile here's a look at stormscan 3, quiet start, very muggy. you notice it. trust me. when you walk out the door. this heat and humidity is actually something going to stick around. we look forward to the pattern. look at the color, you see this little spot that developed. that's the next system that's moving through and will eventually lead to some cooler weather. culprit crosses saturday. it will help trigger to few showers or storms, but sunday, it's still warm. it's not quite as humid. that's going to be our saving grace and the heat look like it's building back up. let's take a look at what that equates to on the seven-day forecast. mid 90's, day, tomorrow, saturday. watching for a shower or thunderstorm and scattered fashion all three days by sunday and monday, it's still hot, just not as humid. >> we all know that this heat and humidity can certainly wreak havoc on our roadways. what we're looking at is live

chopper 3 over a water main break. gushing out of the manhole. the road is buckling around this area. and where this is in south philly, fifth and snyder and we see crews out there. we actually just saw a police car drive through this area. you can see the water around it. it certainly is starting to reach farther out places. they will be closing all of this down clearly. make note of this, fifth and snyder right now, you do have a water main break. the water is gushing out. i think more probably concerning right now is that the roadway is buckling around that area. i'll have more of that coming up in a little bit. disabled vehicle, blue route, not causing too many slow downs but it is getting busy. construction on new jersey turnpike is cleared and also just a reminder here, betsy ross bridge westbound lanes closed, more on this but first we're

>> very steamy start to the day. we aren't hot just yet, temperatures are flirting with 80. it's only 6:30 right now and it already is nearing 80 degrees. we're actually already there, it's the humidity that gets you. a little bit of a haze to start the day. stormscan 3 is at least quiet and clearly take a look at those temperatures. 77 at philly international. there are spots in the city of philadelphia that are warmer. medium we're at 75 in atlantic city at the airport there. as well as 65 degrees up at mount pocono. of now, the wind is overall pretty calm. prominently coming out of the south. that's where this very hot air mass is coming from. in the meantime we should easily read down to the mid 80's in the shore point as well in the mountains. in philly, 95 with that factored humidity in, it feels like it's flirting with triple digits territory or above. hot afternoon expected here. worse frame up time. during the day is going to be at least most oppressive between

10:00 and 4:00 p.m. take the easy. we got an air quality alert posted for higher levels of ground level ozone once more, the excessive heat keeps on going. going to give you a sense of when that relief will take effect. along the way there will be showers and thunderstorms that but it will cool a couple of communities down, briefly. we know that this heat and humidity can certainly wreak havoc on our roadways. we're seeing repercussions of that right now. take a look at this, this is live chopper 3 over a water main break. it's gushing out of that manhole. fifth and snyder right now, that road is closed for those of you in and around this area, watch out for this. the crews are out there. they have closed that road down. yike s, take a look at this, i would advise not going there. you can see crews are out there try going to this roped off and

and say there is no issue. >> reporter: that fulfilled in baton rouge louisiana in the wake of a shooting death of alton sterling tuesday in police custody. >> people say we couldn't come out here without burning up our own buildings, without tipping over car, but this is baton rouge, louisiana. >> whether or not you believe that black people are being murdered rightfully, there's a consistent pattern and consistent amount of people saying this is what we feel. it's any community's duty to respond. >> reporter: the protest moved through center city and at one point blocked the vine expressway. "eyewitness news" captured some arrests. on the minds of many gathered cell phone videos circulating on social media showing baton rouge police officers wrestling 37-year-old sterling to the accident ground. at a wednesday press conference, sterile's son broke down. >> one of the greatest fears is to see your child hurt and knowing there's nothing you can

do. >> it ended with shots fired and sterling dead beginning with the 911 call about a man selling outside a convenience store after midnight tuesday. >> there's a lot we do not understand. and at this point, like you, i am demanding answers. of. >> reporter: the fbi and department of justice are investigating but already the convenience store owner says sterling had his permission to be outside the store. the owner also said authorities confiscated his store surveillance video and per department policy, the baton rouge officers involved are now on administrative leave. jim and brook back into you. meanwhile for the fourth time this week, a teenager is shot in philadelphia. the latest happened last night at o and lycoming streets in juniata. of the victim, a 13-year-old girl was hit by a stray bullet. she has been treated and released from the hospital. police say a 23-year-old man was also shot and is in critical condition. investigators believe he was the intended target. two of governor chris
