dallas. according to cbs news, there are unconfirmed reports that one or more police officers were struck. right now police are searching for suspect or suspects with rivals in a parking garage in downtown dallas. the protest was in response to the two recent fatal police shootings in minnesota and louisiana. we will continue to stay on top of this breaking story and bring updates as we get them. back here at home for the second night in a row protesters hit the streets of philadelphia calling for justice following the deadly shootings of two men by police. marches and demonstrations took place across the country tonight. good evening, i'm jessica dean. >> i'm ukee washington. the second shooting happened in falcons height minnesota. suburb of st. paul. a police officer shot and killed ferlando castillo during a traffic stop. on tuesday, two officers in baton rouge louisiana filled alton sterling after a confrontation outside a convenience store. both cases spark outrage.

>> "eyewitness news" reporter alexandra hoff is in center city with more on the protests taking place here today. alex. >> reporter: well ukee and jessica there are protests continuing on over at city hall right now. those would be beyond the itinerary of today's march. city's march was led by clergy members visit the in town for the international ame church convention. >> god, we're tired. >> reporter: it was less of a protest than collective prayer that began at 12th and arch. >> we pray that our march will represent our protest and represent the fact that we are the people are tired and we can't take it any more. >> yes. >> reporter: around 6:30 hundreds began to walk. call to action prompted by two deadly police shootings this week in other parts of the country. it was a different scene than yesterday's protests throughout the city which prompted police action and blocked traffic. but the message was the same. >> we of a policy agenda. we are people of faith.

>> reporter: this march was of both unity and outrage. >> i am out here today because i'm upset. >> reporter: the crowd made stops throughout center city. >> no justice, no piece! >> ♪ there is freedom >> no racist police. >> reporter: before bringing their message full circle. >> ♪ inside the arch street united methodist church it's a plea heard by police commissioner richard ross. >> there's work to be done in law enforcement. i think most leaders will tell you that. it is not an indictment of the men and women who proudly wear this uniform across the country much it just means you have to see things for what they are. >> reporter: what this was a peaceful demonstration of people seeking to have safe law enforcement. >> jesus name we ask it all. >> amen. >> amen. >> reporter: many are crediting the ame church members

carrying a gun. >> the video goes on to show reynolds exiting the car then being handcuffed as her four-year-old daughter streams in the background. police say they attempted to give castillo cpr but he later died. >> i wanted to put it op facebook and go viral so that the people could see it. >> standing outside the govern governor's residence thursday morning reynolds explained why she kept the cameras rolling. >> i wanted everybody in the world to see what the police do. and how they roll and it's not right. >> that's right. >> it's not acceptable. >> reporter: castillo's death comes one day after another black man was fatally shot by police during a scuffle outside louisiana convenience store. it was all caught on camera. >> while attending a nato summit in war saw, pole land, president obama called the shooting deaths tragic and demanded the country do better. >> to be concerned about these issues is not political correctness. it's just being an american and wanting to live up to our best

and highest ideals. >> reporter: president obama also used statistics to show that minorities are more likely to be pulled over, searched or shot at by police. deep seeded biases he said must be rooted out. >> nicole, thank you. >> sad end to a water rescue in fishtown. a 16-year-old who jumped into the delaware river has died. police say the teen went into the water near delaware avenue and b street around 5:00 o'clock this evening. the marine unit recovered him about an hour later. he was rushed to hahnemann hospital and pronounced dead a short time later. it's unclear why the boy was in the water but police say the delaware river is not safe for recreational swimming. bill cosby will face his accuser when his sexual assault case goes to trial. the comedian was in norristown courtroom this afternoon trying to get the case thrown out. his attorneys argued they should have been allowed to cross-examine his accuser former temple university basketball coach andrea constand during his

may preliminary hearing. the judge ruled prosecutors work within the law by using police statements as a stand in for her testimony. the district attorney applauded the judge's decision. cosby's lawyers said they will appeal. >> the defense operated under a mistaken belief that they had a right to confront the victim at this stage. they do not. >> today someone who has given so much to so many had his constitutional rights trampled upon once again. we are confident that our state's highest court will right this wrong. >> no trial date has been set. it's almost here. we are now just 18 days a way from the start of the democratic national convention here in philadelphia. and tonight authorities are sharing new details on the security plan in place for the tens of thousands coming to to town. "eyewitness news" reporter david spunt is at the wells fargo center tonight to show you how that plan is going to impact the

region. david? >> reporter: ukee, we are talking about a big plan. behind me is the place you want to be to so all of the action at the dnc if you're a delegate or an onlooker. it's 18 days out. we couldn't even get life in there tonight because security is high right now three weeks before this. protesters will be about a couple of blocks away and officials just want both sides to cooperate. city officials are planning for a successful convention. >> for an event like the dnc and there's not a city in the country i'd rather be than the city of philadelphia. >> reporter: the united states secret service released this map to the public. it highlights a secure perimeter around the wells fargo sent. the site of the convention. other streets around that area are impacted as well. but the dark area at the bottom of your screen is the secure zone. the map is a far cry from the one officials released for pope francis' visit last september. that shut down most of the city. >> you can't compare obviously the papal visit to the democratic national convention. it's much, you know,.

more confined area. it's minimally impactful. i know it impacts some people generally minimally impactful on businesses, residents, traffic. >> reporter: officials also talked about the thousands of protesters they're expecting. >> freedom speech is what our country is founded upon and we should be able to protest with or without a perm. >> reporter: but tobias has a permit to protest during the d inform c he applied for one months ago. and plans to be at nearby fdr park just a few hundred yards from the epicenter at wells fargo. >> a hundred% renewable power. that's our goal. we're trying to push as well as a ban op fracking. >> protesting is encourage according to authorities. they just want to keep it peaceful. >> going to respect the constitution and everyone's right to protest and i think the city and the police department as well as other entities done a pretty good job at demonstrating that, and trying to convey that to everyone involved.

hands during a news conference. this deal allows the ride sharing service to operate in the city legally for 90 days. uber will pay the ppa to end several legal disputes. uber must also monitor its drivers and responsible for background and insurance checks. >> we are making this exception to the law. we although hope we're correct in doing it. we feel we are. sometimes there is a need for people to come doing and make an exception. >> the taxi workers alliance says this decision will hurt taxi drivers. they wanted the ppa to wait until pennsylvania law make passed statewide legislation legalizing ride sharing. the rumor mill is swirling tonight. could next year's national football league draft be happening right her in philadelphia. >> sports director don bell joins us with some of the talk bubbling up around town right now. >> surfacing and it's been something we've been talking about discussing since may. the philadelphia inquirer is reporting that the nfl draft is coming to fill until april 2017.

we've got two rounds of showers and storms to watch for. one round is right about her over the great lakes one pulls of energy there and then this front moving through minnesota at the moment that's what will finally bring about some change as we head into part two of the weekend but right now it's still 85 degrees keep our mind our normal high is eighty seven. we're at 85 at 11:20 at night here. 77 in millville. 82 in atlantic city. our humidity levels still very high. so right now it feels like 88 degrees in philadelphia. 86 what it feels like in wilmington feels like it's in the 90's in dover, delaware. through the day tomorrow, we'll start off pretty quiet but then scattered showers and storms will start to pop up. today most of those missed us to the north and east. tomorrow a better chance for a couple of showers and storms and just off to our west, some spots are actually in a slight risk for severe weather heavy rain probably the biggest threat with anyone these storms thanks to all the moisture in the atmosphere. this could continue through 7:00 o'clock that could showdown the evening commute and possibly even that shore traffic. saturday will start with more cloud cover as you can see maybe
