. right now at 11:00, a southwest philadelphia man claims he's been stopped so many times by police, that he turned to facebook to get a very important discussion going. his video, the police response and tips on what to do if you are stopped by police. the stage is set. we're three days away from the start of the democratic national convention right here in philadelphia.

first, the speculation is over tonight. hillary clinton picked virginia senator tim kaine as her running mate. the presumptive democratic nominee for president took to social media to make her announcement. i'm ukee washington. >> i'm nicole brewer. jessica dean is on assignment. clinton is said to introduce her running mate at a campaign rally tomorrow in miami. did any of you watch that convention in cleveland? >> during a rally at the florida state fair grounds, hillary clinton kept the crowd giving deciding to tweet her presidential pick. she wrote i'm thrilled to announce and i running mate tim kaine. of she also said this text message which reads, i'm thrilled to tell you this first, i've chosen tim kaine as my running mate. welcome him to our team. the 58-year-old virginia senator who also served as lieutenant governor and governor of that state is a bilingual father of three but claims he's not very

interesting. >> i'm boring but that's the fastest demographic in this country. >> reporter: in an interview clinton reacted to that assessment. >> i love that about him. he's never lost an election. he was a world class mayor, governor, and senator. >> reporter: while in tampa today, clipped had far less flattering words for donald trump. one day after the republican national convention wrapped up in cleveland. >> last night's speech took it to a whole new level. he offer a lot of fear and anger and resentment but no solutions about anything that he even talked about. >> reporter: on monday, clinton will be in philadelphia for the start of the democratic national convention. but before leaving florida, met with family and friends of the victims involved in the pulse night club shooting. >> we have to stand against hate and bigotry. >> agriculture secretary was

high on clinton's list alongside with new jersey senator corey booker and elizabeth warner. they will appear on 60 minute on their first interview at 7:00 right here on cbs3. the clinton king ticket will officially accept their party's nomination at the democratic national convention in philadelphia. the opening gavel is three days away. our natasha brown is at the wells fargo center tonight to show you the venue's transformation into convention hall. >> reporter: good evening to you, it was certainly unveiled earlier today with much fanfare. we can tell you we've seen many media representatives filing in, staking out their place inside, trying to get the best vantage point, i'm sure. this is a venue that will be shared with thousands of delegates taking part in the democratic national convention.

plenty of activity surrounding the wells fargo center well into the night as bike patrol officers circled. hours after unveiling what will become the epicenter of the 2016 democratic national convention. >> it's amazing to see a transform the way it is and for the national world stage, we're proud of philadelphia. of this building, of the work that was done here and what's going to happen here. >> reporter: after months of planning and extensive work. the center was opened to the public each absorbing moment. >> i think we're going to do wonderful because that's what we are, you know, we're the city of brotherly love and sister's affection. >> we're going all the way for hillary. >> as as many as 22,000 will pack the center. those thousands of visitors are finding here way into center city philadelphia, an area bustling with crowds and folks pack i do not local hotels and businesses. >> there are plenty of activities planned throughout

the city of philadelphia well re welcoming the delegates, this of course leading up to first gavel at the convention beginning on monday. we're live in south philadelphia tonight to being natasha brown cbs3 "eyewitness news." thank you. and tonight, drivers in the region are beginning to feel the impact from road closure around the wells fargo center. at 8:00 penndot closed the i95 exit rams to broad street. chopper three over the scene. exits will be closed the next week. beginning at noon, south broad from packer to the navy yard and roadways surrounding the wells fargo center and fdr park will be closed off as well. this will be in effect through next friday. in an exclusive interview with cbs3, the head of the secret service in philadelphia says his team is ready to protect the convention vips. the fencing is up surrounding the wells fargo center, special agent james henry says the security plan has evolved over the past ten months and ready to go live tomorrow afternoon. it has been reassessed and

which was held right here in philadelphia. also, what do the delegation think about philly's food scene? all that and so much more, monday at 7:00. donald trump and his running mate indiana michael pence thanked volunteers in cleveland for helping to make the rnc a success. now that the republican ticket is set, trump jokingly cautioned if he loses it won't be his fault. >> you got to understand, i ran as an outsider. of i didn't want anybody. of now i have guy like michael pence. this isn't supposed to happen. now if i don't win, i'm going to blame mike. we have to blame mike. >> trump will head back on the campaign trail next week. he's expected to visit is scranton next wednesday. authorities gave the all clear after the eight hours after a gunman open fire in a crowded shopping mall.

police identified the gunman as an 18-year-old with dual german and i ranian citizen shipment at first they indicated it could have been more than one shooter. now they say he acted alone and taking his own life. police say one person dead after car collided way minivan and then skidded into a couple and their 2-year-old child in south philly. it happened at 21st and jackson just before 8:00 tonight. police say the wife was killed. her husband and son suffered serious injuries and four people in the minivan were also injured. police say the car that hit the minivan fled from the scene. it was located and the driver of the vehicle was arrested. the debate over police stops involving black men is becoming one of the hottest topics of this election. >> we have a story of a southwest philadelphia man whose recent facebook live video of his encounter with police went viral and this wasn't his first stop. . >> as cherri gregg explains.

>> reporter: meet mr. williams. >> i live in philly practically all my life. >> reporter: the 34-year-old is always on the road. he volunteered at prisons, has a full-time job and takes care of his three children. and it's on the road where some of his worst fears bubble to the surface. >> it's like i'm being targeted, you know? >> reporter: williams says philadelphia police pulled him over roughly 20 times in the past year. ten in the last three months, four he caught on video. >> nothing else better to do, man, stop me for my tinted windows. it pays to be legitimate. >> he pulled me over, said my truck, same kind of jeep was in an arm robbery. >> every time, man. >> reporter: he says police didn't give him tickets. most of the officers were professionals. >> my apologies for the inconvenience. >> but the repeated stops and news of shootings in baton rouge and minnesota were too much. so when williams was pulled over by police sunday in williamsport for illegally wearing ear buds,

he turned to facebook live. >> sir, as i explained to you. >> and when the officer asked to search his car, he reached his limit. >> stop targeting black men. >> the encounter ended with a $125 ticket for the ear buds. >> when i see the lights, it's like, you know, am i going to make it home tonight? >> given everything going on around this country. he had good reason to be concerned. >> reporter: david sued the city of philadelphia in 2011 over its stop and frisk policies and also look at car stops. he says philadelphia police make roughly 200,000 car stop as year and believe what williams has faced is excessive. >> absent something else, it certainly raises the question of why this young black man is being stopped so often in philadelphia. >> reporter: he said african-americans are stopped more than other groups but when researching his case, he found little evidence of racial profiing.

>> the great majority of stops in philadelphia and across the crew are for alleged traffic violations. >> reporter: philadelphia police must keep records of all stops. but that data is not made public. so i showed lieutenant john stanford williams's video and asked how someone could be stopped so many times. >> there are multitude of reasons why you can legally stop a vehicle. >> reporter: stanford said those included tinted windows similar to the ones on williams's car or broken taillight or one of many traffic violations. >> an officer approaching a vehicle, they're using their approaching with caution because they don't know who is on the inside of that vehicle. >> reporter: williams decrease. >> it's becoming like the common that many for our community. >> reporter: he hopes his story starts a conversation. >> we need the police, we need our government, but at the end of the day that's a trust level position. >> we have to come and meet in the middle. >> have a nice day, officer. >> reporter: this is tough issue with all the recent protests and shootings. nervousness is reasonable. police say if you are stopped,

. the pacific make patriotic make over is complete just in time for the dnc. politics and you debuted as part of a political fest. showcase of american government includes replicas of air force one and the oval office. it runs through next wednesday. soon you will have a chance to be an eyewitness to history, it's first handwritten draft of the united states constitution ask going on display right here in philadelphia. >> officials are pulling it out of not one but several vaults. as eyewitness reporter david spunt shows us, you have to act fast, it's only available for a limited time. >> reporter: inside this center city building, are some of the

oh rarist documents found in the united states. the historical society of pennsylvania has kept them under lock and key for years. but in just days, you can have a look for yourself. typically, these one of kind documents are kept in a vault that is surrounded by several other vaults. we took an exclusive tour inside to show you what we're talking about. dr. lee arnold is the director of the library and collections. >> they thought the first name for our country was going to be the united people and states of america. no one knows that. >> reporter: here it is the first draft of the united states constitution's we can't show you exactly where he keeps them for security reasons. >> this is the oldest part of constitution that exists. nobody else has this. >> no one. >> reporter: this belongs to james wilson, he represented pennsylvania during the drafting of the constitution. he also signed the declaration of independence. >> he wrote on the right on the left, page one, not too men corrections, page four a lot.

>> reporter: dr. arnold says the democratic national convention is a perfect time to show off this document. the first printing of the declaration of independence will also be on display. it's called a dunlap named after prayer john dunlap and it too is incredibly rare. >> when i first came here, none of these were encapsulated like this. they were lying loose in folders and i was terrified to touch them. >> reporter: you won't be able to touch them but get inches away next week at the building located a the 1300 locust. a chance to see the first words in ink that shaped the united states of america. >> these are the documents that were first in philadelphia, they were printed here. they were handwritten here. this was our first capitol. they really belong here and they deserve to be displayed here. >> reporter: in philadelphia, david spunt, cbs3 "eyewitness news." >> that is so cool. one jersey shore town is making the beaches quieter this summer. starting today, seaside heights

common. but definitely have to take those precautions. you got to play it safe. stay cool, stay calm. drink plenty of water and stay out of direct sunlight. basically use common sense in a heat situation like this one and try two cool off any way you can. let's take a look outside. we'll start off at the shore, it's hazy, warm and it's steamy tonight feeling pretty tropical here on the ocean city boardwalk. a lot of people out walking the boards tonight. maybe going on the ferris wheel, getting some of that sea breeze in their hair and also a little bit of a breeze coming in off the water as well. but it's hot and going to get hotter. here's a look at an excessive heat warning that will kick in tomorrow morning. it's for all areas shaded in that pink color. basically, philadelphia, portions of bucks and montgomery counties. all of delaware county, new castle in delaware. camden, gloucester counties and portions of burlington and chester counties as well. this is for saturday all the way through monday afternoon. heat index values 100 to 105, especially saturday and monday. you might say, what about

sunday? sunday is actually going to see a little bit of a reduction in the heat and humidity. it's still very hot. don't get me rock but it's not going to be feeling like the triple digits like saturday and monday will. stormscan 3 shows we've actually lucked out as far as thunderstorms are concerned. we got nasty storms over coastal new england getting the brunt of it and we're staying generally dry. maybe an isolated shower pops up overnight for the most part, no problems. highs today, 94 here in philadelphia, 96 was the high in reading. here still the core of the heat. 105, high in witchita and little rock, 100 in dallas and oklahoma city. tomorrow high pressure to the north, we get a west wind don't sloping wind temperatures in the 90's feel like 100 to 105, hot, sunny, hazy, hot and humid, not as human as saturday then ramps up again and monday looks like the record breaker. here's the worst. it will feel up to 105 tomorrow,

feeling closer to the thermometer temperatures sunday but monday feeling like up to 104. heat safety precautions head for the shaded areas, try to stay out of full sunshine, keep chugging the water. light colorado clothes. seek out places with air conditioning especially with the kids, indoor activities take them to museum, a matinee or go to one of those indoor place spaces in the malls. some place to get out of the heat. especially in the hottest part of the day late afternoon. shore forecast hot and steamy at the shore. wear that foot protection, don't try to step on that sand tomorrow. it is going to be sizzling and definitely the high spfs as well. it will be hot. you can take a dip in the water. in the city, got to find a pool. we got temperatures upper 90's. monday to add insult to injury, heavy thunderstorms in time for the start of the dnc. not the best way to start it off. but we'll make it through. >> check on the elderly, especially those living alone. children and pets. >> thank you. >> don.
