typically seeing it, so looking around the s curve looking good, i don't want to say quiet. but looking little quieter than maybe what we're used to on a monday morning, eastbound direction, at girard, what you are looking at there both moving in the eastbound and westbound side. you can see, it is looking pretty good. sure, a loft your neighbors out on the roadways, but overall still looking pretty quiet. boulevard, taillights moving in the southbound direction approaching the schuylkill. both southbound, northbound directions again, looking good. so let's talk about septa right now. mass transit, warminster line, you are dealing with some delays because of signal problems. twenty minutes there. also, for those that take the septa regional rails, you must pre-book your tickets for the evening, look at this p.m. fares collected in the platform area all center city stations so be sure to check your schedules on line, jim, over to you. >> happening today, smokers in

pennsylvania are coughing up some extra cash for pack every cigarettes. >> the state cigarette tax is going up a dollar per pack. "eyewitness news" reporter justin finch is live in spring garden where some smokers say it might be a good time to quit. goods morning, justin. >> good morning, definitely will save you some money, of course, we do now know that dollar sales tax is going to be applied through across the state, however, here in philadelphia, the last big hike was in 2009 for the state, we now have an additional $2 city school tax, for the buy a pack of cigarettes, now in philadelphia will cost you almost an extra $5. >> at harry's smoke shop in old sit a question no doubt asked all over pennsylvania today. >> why cigarettes? always the cigarettes and tobacco. why, why not alcohol? >> smoke shop owner, says it will hurt businesses like his. >> the more they tax it, the

less people will smoke. but that's not going to happen. >> 2.60, that's the new state-wide cigarette tax, raised 1 dollar, in philly, it is higher, 4.60. that's the state tax, plus the city 2-dollar public schools tax. pushing the price per pack up, almost five bucks, and pushing smokers to the edge. >> i think eventually it will go up to 12.40, time for me to quit. whatever will help people stop money is the reason. >> tax expected to be money maker. one tomorrow wolf planes will increase education funding. estimates that cigarette tax could rake in some $430 million a year, and help balance the budget. >> if there is anything that needs to be taxed, it is not sewed, a it is not smacks, it is cigarettes, because that's something that causes plenty of problems here. >> some of the new normal now for pack of cigarettes in the philadelphia area between 12

and $13, cigars, how much, are exempt from this new tax, so enjoy those for now. we can also tell you this: experts are expecting a slight drop in cigarette sales in the city, and across the state, but that's only going to be about a single digit percentage. live here in spring garden, justin finch, cbs-3, "eyewitness news", jim, brooke, back into you. >> thank you, justin. >> fire officials are investigating the cause of a five alarm fire that destroyed a landmark family business. the fire broke out sunday afternoon at the colucci lumber yard in gloucester county, sharing this eyewitness video with cbs-3. fire officials were not only dealing with a burning building, but dangerous chemicals. >> next thing you know, flames engulf, little explosions are happening in the building, and it just trashed the place. >> driving by here 11:30 in the morning, everything was fine, uncle was here hour before. a local spot, but sometime do you have move on in life or you got to rebuild and reclaim

it. >> two firefighters were taken to the hospital for heat exhaustion, county fire marshall and prosecute letters try to zero in on a cause. >> hard to believe this driver survived crashing into a philadelphia firetruck in center city. the crash happened around 7:00 yesterday evening, at mark and 23rd street. we're told the firefighters were responding to a call when the suv t-bonds the truck. the truck swerved to avoid hitting people on the sidewalk before knocking down a street light and nearly crashing into the peco building. the fire department tells us no one was hurt. >> police are investigating deadly stabbing in philadelphia's point breeze neighborhood. investigators tell us man in his 50's was stabbed multiple times, it happened around 9:00 last night in the 2300 block every garrett street. officers returned the man to the hospital. he died from his injuries. new this morning, police are investigating a shooting that sent a 21 year old man to the hospital. they say the man was shot in the arm and leg about 12:15 this morning near 60th and haverford, in west

philadelphia. the victim is in stable condition at presbyterian hospital. so far police have made no arrests, two former temple university police office remembers facing murder charges, in the death after woman in germantown last week. investigators say the 24 year old woman was beat tone death friday morning, in a home on the 4600 block of green street. police have charged 47 year old aaron wright and 41 year old omar keys robinson in her death. temple university confirmed to "eyewitness news" that robinson was fired as an university police office they are weekends. wright was also an officer at the school, before he resigned in 2012. >> if you take septa regional rail, listen up, some changes going into effect today. septa will no longer sell tickets on trains leaving the city from several stations, instead, you will have to show your ticket before you go to the platform. the station's include jefferson, temple, suburban, 30th street, and university city. septa made the change because of congestion, from the emergency repairs to more than 100 train cars.

>> firefighters battling the huge roaring lion fire in montana bitter rude mountains have their hands full. flames are shooting some 200 feet in the air and sweeping through dense forest with a speed making it hard to contain. the terrain also dangerous. crews responding to the fire are hitting it with everything they have. and the team expected today knows the terrain well. those emergency responders battled the deadly saw tooth fire in the same area about four years ago. >> maryland state police used a helicopter to rescue a teenager from a remote area in the national park. the teenager was critically injured in a fall friday. rescuers got him out of a crevice, and air lifted him to children's national medical center in washington, d.c., the teenager expected to recover from his injuries. >> also, maryland, two people including a woman from pennsylvania are dead after severe flooding over the

construction, that has also been cleared. the vine, we're used to that construction, over night construction between the schuylkill and broad, we didn't have that last night, overall doing pretty good. take a lock at this in new jersey, 42 freeway northbound, creek road, approaching 295. i will say you are still traveling at posted speeds in this area. we probably won't keep that all the way through the 6:00 hour. i would imagine. but right now, enjoy it, if you are just walking out the door in new jersey because you are looking pretty darn good 95 south add girard, still traveling posted speeds but this many vehicle on the roadways we know we won't for that much longer. overall looking okay, i would say looking pretty typical for monday morning in the area. blue route southbound baltimore pike what you are looking at both moving in the southbound and northbound side starting to heat up little bit. construction, sanatoga at

happen, but key word today for the showers would be scattered. low and mid 70s for the air temperatures, so it is a warm state to the -- start to the day. coolest spot doylestown at 69 degrees, talking about humidity today. it is really high. dew point number, i show this all the time, so important, this time of year. right now 72, that means it, feels oppressive, a lot of moisture content in the air, finally by the middle of the week it starts to creep back down little bit. but today on our way up to 88 degrees, which is average for this time of year. mid 80s at the shore, upper 70s in the poconos. temperatures actually make return below average later this week. i'll let you know when he that arrives when i show you the seven day forecast coming up in a few minute, but checking the roads with meisha, a what's the latest out there? >> good morning, justin, good morning to all of you at home. things are looking pretty good this morning, roadways nice and dry. we are starting to heat up on all major interstates and highways, and we do have accident out there, gulph mills eastbound, schuylkill, rather, eastbound at gulph mills. you can see it in this camera, at least you could before, pulled all the way over, off to the shoulder, but it is

blocking part of that right lane, as well. now, when we look around there, though, it doesn't look like it is slowing you down, little bit. you will just have some vehicles driving by, maybe tapping their brakes, get maybe just a slight amount of gaper delay, but overall things are looking good with that being said we are starting to heat up. basically anywhere driving on the schuylkill this morning, give yourself maybe couple of extra minute, we can expect that specially early on in the work week, taillights moving in the westbound direction, approaching collegeville, looking in both directions both westbound and eastbound side, looking good, i don't want to say quiet, starting to heat up little bit. but overall holding steady there on 422, ben franklin bridge, for those every you coming into jersey into center city what you will be looking at there, i would say, 20 minutes, quiet, looking little more crowded more and more vehicles getting on to the roadways, accident clear in awed on bonn road, where car had hit with a deer. that has, like i said, now been cleared. mass transit, warminster line, delayed 20 minute, because of

signal problems, there is going to be many other delays as well because of the train shortage, just make note of. that will be sure to check your schedules on line, also septa regional rails for those of how take that in center city must pre book your ticket. take a look at this, tweeting that information out to you. >> thank you, meisha. this morning the nfsb investigating after deadly crash involving hot air balloon in texas. they're inspecting power lines, authorities say, the balloon hit before the crash. sixteen people were killed. correspondent omar villafranca with those who knew the pilot. they say safety was a big priority for him. >> forty-nine year old skip nichols was the pie loft of the balloon that has now flat mends this field. in it interview last year, nichols talk about how he got hook on flying. >> your first flight, then at that point, being a pilot, or are you just going to be a passenger and crew? and i foresee being a pilot. >> so there we go, taking off. >> steve shot these pictures

just two months ago riding with nicole's company, heart of texas. he said the pilot put safety first. >> how was it, was he passionate about it? >> you know, the guy seemed very relaxed like he really enjoyed his job. he was constantly looking around. he was definitely checking for power lines. >> investigators are now gathering evidence that may explain what led to the worse hot air balloon accident in us history. robert, with the ntsb, says they're examining the high voltage power lines. >> there is physical evidence to indicate that the balloon or some component of the balloon hit the wires themselves and not the tower. >> it was like a big bonfire, all the sudden got going, and just went up. >> margaret lives near the crash site. >> just who are end us. >> matt row and and his wife among the passengers according to rowan's brother.

>> the pilot's roommate and co-worker says there were no children on board the balloon. investigators have not released any of the victims' names. cbs news, marks well, texas. >> election is just 100 days away, so, presidential candidates and their runningmates are hitting key battleground states today. it looks like hillary clinton got a slight bump after the democratic national convention here in philadelphia. clinton jumped back of battleground states, now leads the republican nominee by 2%, trump held slight lead last week after the republican national convention, now, he faces new criticism for his so-called attacks on the parent of a muslim american soldier, who died in iraq. hena daniels with the latest on the campaign trail. >> mike pence sought to diffuse the conflict sunday

speaking at church in cleveland, hillary clinton called him out directly. >> mr. kahn made the ultimate sacrifice for his family, and what has he heard from donald trump? nothing but insults. >> clinton now holds a slight lead over trump, in 11 key battleground states following her party's convention. hena daniels, cbs-3, "eyewitness news". meanwhile, trump stomps in cumberland county today, he will be at free rally at cumberland valley high school from 4:00 to 7:00 this evening. >> philadelphia police are looking for the driver of a black cadillac they say pulled a gun and fired at another car, sunday evening, road rage incident happened near the onramp at academy road. cars were heading south on i95, then they say a driver in a black cadillac fired a gun, at a silver honda. the shooting happened around 7:10. so far, there is no other description of the shooter.

>> well, triple a says now is a good time to hit the road because gas prices are down. gas prices are below $2 in some mid-atlantic states, in new jersey, and delaware, below $2, in pennsylvania, just around 2.25. officials say the national average price for regular unleaded gasoline sits now at 2.14 a gallon. which is the lowest mark since april. >> and happening today, pennsylvania smokers will cough up extra cash. the state cigarette taxes increasing by dollar per pack. governor tom wolf recently signed the tax increase into law, as part of the state budget. the tax is expected to raise $430 million to balance the budget. >> appropriate dollars, as far as tax money, goes up, either you quit or you keep on smoking. >> i don't think i will ' buy another pack, i mean, what's it look like, 11, $12 now? that's crazy. >> now the state hopes to use part of the new cigarette tax to add more than $30 million a year to children's health insurance programs, and $20 million to preserve statefarm land. >> well, coming up: jason

chance to form into tropical system, and it is moving off to the wet, looks like it could impact cancun, or parts of mexico, especially later on this week, into the upcoming weekend, so if you have a trip planned down there, just heads up there, for some disturbed weather. back home today, clouds this morning, maybe a scattered shower or storm coming in during the afternoon and evening, tonight, and could drop heavy rain, then things quiet down little bit tomorrow. still maybe stray shower, but we do see improving conditions with drier and cooler and less humid air building back in. today warm, humid, 88 for the afternoon high, tonight still mug which evening thunderstorm 71 degrees. that extended forecast, shows the drop in temperatures, feels much better, especially on wednesday. sunny, 85, low humidity, but then the heat craps back up into the lower 90s by friday into the weekend, could get shower or storm on saturday. now we head over to meisha with with a check on the latest traffic conditions. >> look at the 90s return. thank you so much. good morning, everyone, happy monday. if you are just waking up with us, i'm happy to report that

traffic is actually looking pretty darn good. the dnc now moved out. so obviously no closures, check point, restrictions, those long since been lifted so what we're looking at this morning, just easier commute. starting to build on certain interstates and highways, but overall, things looking pretty good. take for example this. ninety-five south, past girard, looking good. i mean, typically on a monday morning as we approach the 7:00 hour we see this looking very, very busy. i would say actually looking pretty darn good right there. schuylkill westbound at the boulevard, see kind of an accident, maybe pulled all the way off to the partial, not going to cause too many slow downs, you might get some gaper delay, some brake lights going off overall, but see you've dropped slower than supposed speeds on the schuylkill basically anywhere on the schuylkill right now starting to slow down. vine was not closed overnight for the construction, moving in the westbound and eastbound side, looking pretty good. starting to slow down just little bit. overall on the vine looking fairly typical. we do have car fire here that just cleared, lincoln driver at rid earn house street like i said has all since been

clearedment take a look at all of the red moving in the westbound direction, you see how slow moving it is, the schuylkill. also, some construction, 422 westbound between sanatoga and armand hammer boulevard, right lane block, that's going to start at 7:00 a.m. snow about ten minute here, tan will linger through your lunch rush until around 1:00 p.m. or so. just make note of that for those of you and around the area, slow you down ever so slightly in the 7:00 and 8:00 hour specially. then, mass transit, take a look at this, warminster line is delayed 20 minute, because of signal problems. and of course dealing with many other delays as well, because of train shortage, and also, septa regional rails for those every that you take it through center city you must pre-book your tickets and i'll be tweet that out as well, jim, over to you. >> breakfast before long day at the beach makes a great start to any day. >> so what about breakfast with a seagull, if you love the beach, not talking about dining on the floor of the tall building, pat gallen here to tell us about breakfast in the sky, pat? >> really tough job. put it that way, really hard
