a pennsylvania woman is one every two people killed after flood waters rip down a main street in maryland. more than 100 people had to be rescued, turning a saturday night out into a night of terror. this is what's left after the water receded. good afternoon everyone, i'm jim donovan. >> i'm brooke thomas, more on the deadly flooding in maryland from those torrential weekends rains, first it is another miserably sticky day

with the possibility every thunderstorms this afternoon putting us under flooding risk. >> first look at the forecast with meteorologist, justin drabick live on the cbs-3 skydeck. good afternoon. >> good afternoon, certainly historic flooding there in maryland, almost 6 inches every rain in just two hours, now, we have our flood potential here today, just because we had recent saturated ground over the region over the weekends, so any additional rain could cause some problems, some parts of the area. a lot of clouds over us right now, not seeing whole lot of sunshine, could get few peaks every sunday this afternoon, would help fuel more showers and thunderstorm, storm scan3 does show little light rain activity near the shore point, nothing heavy at this point, we do zoo seize a heavy shower over lancaster county sitting in the same area, so that could possibly produce some flooding. everybody else pretty much dry. but we will see the scattered showers, few thunderstorms pop up, during the afternoon hours, into the evening, so, really the northern half of the viewing area, from philadelphia on northward, up through the poconos, is under the flashflood watch in effect

through this evening, really anywhere across the region could get flooding from any showers and storms that do develop. sunshine down in delaware, eight p degrees, everybody else in the 70s at this hour, 79 in philadelphia, 75 in allentown, sub, same deal, lower 70s up in doylestown. it is so humid outside, right now, that's been the trends over the past several days, dew point temperature tells us how much moisture humidity is in the air, running hyatt 71, that's tropical air mass, feels oppressive, that will continue through the afternoon, it is all that moisture, which will help fuel some heavy rain and any showers that develop. more on our way up to 88 degrees this afternoon once we get some sunshine, 85 at the shore, and up in the poconos upper 70s, some good news if you don't like the humidity, it will go downward heading toward the middle of the week, cooler temperatures, full forecast in a few more minutes, jim and brooke, back to you. >> more on the deadly flooding in maryland. one victim, from our area, is 35 year old jessica wattsula, resident of lebanon, pennsylvania, visiting her

family. in ellacott maryland where people helped to survive the raging water. >> this dramatic cell phone video shows people in ellacott singing ton save a woman from her car. it was being washed away by the force of the flood. >> we all started yelling, get out of your car. >> through the main street art gallery he owns with his wife, came up saw people taking refuge in their foyer. >> that's when they spotted the stranded driver. >> water went from just above the curb, to 20-inch higher in the street, just couple of minutes. >> i will never forget seeing that video of the human chain saving that person on that car, i'll never forget that. >> oh, my gosh. >> scenes like this, plays throughout the small town, 16 miles wells of baltimore?

>> sweeping away anything its path. >> there are people in the water. >> diners at this restaurant watched cars, some with people holding onto them, the aftermath just as striking. in some cases, cars ended up stacked on one another, right next to destroyed homes, businesses and streets. >> officials say at least 200 buildings, with damage, most of them significantly, some destroyed. and consider this: 170 vehicles were swept up by this flood. arron barnett. >> montgomery county authorities investigating shooting that left two people dead, joe holden live in ambler with what police know so far. good afternoon, joe. >> reporter: jim, good afternoon, it is a big mystery at this point, in fact, i just spoke to the spokeswoman for the montgomery county district attorney, she does confirm at this point the possibility of

a murder suicide is off the table. you can see a pat troll aoun fit ambler behind me keeping guard of this apartment complex, since very early this morning. now, the calls came in to 911 just after midnight. neighbors described hearing a series of gunshots, now, it is not clear if anybody was seen running from the apartment building. family of one of the victims who lived here as far as gardens and the tells cbs-3 she got a call around 2:00 this morning, that her sister had been shot and killed. family identified one of the victims as janice trunk, second person was also shot, it is unclear what the relationship is between the two victims. it is also unclear if this was a break-in or a robbery or perhaps if the victims were targeted. >> i can't even cry, i'm in shock, my last relative, that's it. i don't have anybody now. somebody took it from me.

>> now, at this point, we did place calls to the montgomery county medical examiners office. they did confirm for us within the last 15 minutes that janice trunk is among the victims here. the second person shot and killed here, still yet to be identified, of course, a lot of questions remaining behind how this happened and who was the triggerman behind all of this, of course, we will continue to keep you posted on line and on the air throughout the day. but for now, that is the latest live from ambler, joe holden, cbs-3, "eyewitness news". >> thanks a lot, joe. pennsylvania lawmakers hope smoker will help them balance the budget. the state cigarette tax goes into effect today. and as "eyewitness news" reporter justin finch explains, it will cost smokers even more if they buy cigarettes in philadelphia. >> in certainly err city frank watches the day goes on, punching on cigarette like he often does, well aware today his three pacca day habit has grown more expensive. as every august 1st, city smokers pay two cigarette

taxes, a new state-wide tax of 2.60 raised 1 dollar, plus a $2 city tax for the philadelphia school district. that is a grand total of extra 4.60 on each of frank's three packs. by his count, more than 40 of his dollars a day up in smoke. >> poor people like me, i can't afford to keep going up and up and up. want to go up on soda. >> if there is anything that needs to be taxed, it is not sewed, a it is not smacks, it is cigarettes. >> the tax is expected to be a money maker for the state budget. one governor tom wolf said will increase education funding. >> the pennsylvania department of revenue estimates the tax will bring in about $425 million a year, and help balance the budget. >> i think it is great. whatever is going to help people stop. >> and, old city harry smoke shop, a question that will undoubtedly be raised across the keystone state. why significant threats. >> smoke shop staffer worries cigarette customers will flea

the city and state searching for deals. >> i very to go to delaware and get my cigarettes. they're cheaper. >> so in the city the new norm for a pack of cigarettes will be between 12 and $13 per half -- perhaps even more, and there is expectation of a drop in cigarette sales across the state. they'll only buy a single digit percentage, and cigar sales, for now, are exempt from this tax. in spring garden, justin finch, cbs-3, "eyewitness news". in other news, police hope that you can help them finds the suspects in a robbery at a restaurant in olney. surveillance video shows the suspects inside area of the main chinese restaurant on the 5100 block of north fifth street on july 20th. one suspect was armed with a handgun. the suspects got away with cash and cigarette. more surveillance video, teenager and another person forced to withdraw money from atm in west philadelphia, police say an armed man, took cash and cell phones, then forced the 14 year old to take money out of the atm near 52nd and market. he threatened to shoot the

teen when he couldn't withdraw more. if you recognize the suspects, in these videos, please call police. two former temple university police officers are facing murder charges in connection with the death of a woman in germantown last week. these are the suspects. forty-seven year old aaron wright and 41 year old marquis robinson. wright admitting beating his 24 year old girlfriends until she collapsed. police arrested wright friday at the victim's home, 4600 block evergreen street. robinson was arrested short time later. philadelphia police need your help in identifying a road rage driver who pulled a gun and fired at another car. it all happened near franklin mills mall on knights road last night. the 19 year old victim told police he exchanged words with a hispanic man driving black cadillac srx. when the driver pulled off, the victim says he heard a single gunshot. he wasn't hurt but a bullet struck the hood of his silver honda. police are investigating the incident. >> coming up on cbs-3 "eyewitness news". >> well, it was a chase that

>> back on "eyewitness news", in keeping a close watch on threatened homes. now, firefighters are also dealing with triple digit temperatures, and forbidding rain. crews also fighting a fire near big sir. that fire destroyed more than 60 homes, and threatening thousands more. they can't get a break out there. >> no, not at all. too bad key can't give them some of our rain and humidity. see what i can do. we'll work on that, but kind of the same deal this afternoon, a lot of humidity out there, could run into heavier showers, maybe thunderstorm in some spots, could lead to localized flooding depending on where you go, not everybody will see these scattered storms, if you are headed outdoors later keep your eyes in the sky. shore, not bad place to be yet today. had couple of light rain showers, over the past couple

of hours, but, people are still out on the beach, enjoying the nice day, filtered sunshine, still need the umbrella, see them all up there, uv index very high this time of year, looks like we're in low tide, people hanging out at the water edge. ocean comfortable now back to the mid and upper 70s over just off the coast of most of the beaches here in new jersey. storm scan3, shows the last of the light rain exiting the jersey shore, since moving out to sea looking better there, still some clouds, may start to thin out, see more sunshine. notice the cluster of heavier showers still sitting over parts of central lancaster county. that could lead to some flooding there. we'll just have to watch out for the clouds to dissipate little bit, we heat things up, see the scattered showers, few thunderstorms popping up. good thing these storms should not be severe if they develop just got to watch out for the heavy rain. here we are august 1st, wrapped up july, above average, why not, it was a hot month, just over 3 degrees, above average. and we got close to about half inch of below average on the rain, not too bad.

ate the deficit, pretty good past week or so. 97 degrees, hit that twice for the month of july. six a was the lowest temperature. still the clouds over us right now, limiting the sunshine for philadelphia, doesn't feel too bad. but to the south, had little sun, temperatures responding nicely, dover at 83 degrees, mid and upper 70s, pretty much everywhere else. the dew point temperatures running so high, look at dover with dew point of 83. i don't know if i've ever seen it that high around here, that's just nasty stuff, breeds off the delaware bay, very tropical feel to the air down in dover, everywhere elsa cross the region, that's why we could see these heavier downpours develop once again. so today on the oppressive side, tomorrow, still humid, but not as bad. wednesday, thursday, really the best days of the week, as far as the humidity goes. couple of days to look forward to. so you have outdoor plans this week. again the rest of today at the shore, some sunshine, warm, eight a degrees for the high temperature, watch out for scattered shower or storm, water 74 degrees, tropics heating up, one area of concern over the caribbean

sea, watching this right now, has 8% chance of formation it, will continue to track to the west. so this could impact the uketon peninsula, mexico, maybe plans to hit cancun by the end of the week, next week, could be impacted there. here is the time of year august 1st, we start to ramp the activity up in the atlantic hurricane season. don't peak until september 10th. we have a while to go yet. back home again, showers, storms, may fire up later this afternoon into the evening. impacting commute. later in the evening hours, we start to diminish the threat little bit. tomorrow morning, looks okay, could be a stray shower, same deal in the afternoon, but should be much drier, wednesday should be tonightly dry, everywhere, we are going to see more sunshine, not bad day to be outside. today still humid, watch out for the showers, storms, up to 88 degrees, muggy tonight at 71, here's the extended forecast, get little cooler, tomorrow, 84 for the high, actually below average, mid 80s on wednesday, but the heat get back in hereby the end of the week, approaching 90 on friday. also humid again saturday high

of 92 degrees, maybe shower or storm. so enjoy the next few days, little cool down. >> that's awesome.
