morning. the accused child abuser and the two parents who admit to handing their teen daughter to him are due in court this afternoon, for a preliminary hearing. during which we will likely learn more details about this complicated case. let's get you now to video here, on lee kaplan's docket, eight felonies, two misdemeanors, including several counts every sex assault, unlawful contact, with a minor, indecent assault, and corruption every minors. now, cap hand is -- kaplan said to father two children with now 18 year old woman, the daughter of daniel and stayvilla of lancaster county, amish couple reportedly gifted her to kaplan for payment for a debt. the pair claim they were unaware that was illegal. kaplan now charged with conspiracy, sex assault, child endangerment. wife also faces felony charge, of child endangerment. lower southampton police were tipped off back in june, prompted by child abuse reports, that kaplan's

feasterville house on old york road inside they found 12 girls, ranking in age from six months olds to teenage, and back in june, we spoke to a concerned neighbor. >> unbelievable, had no idea, because they would only let three kids out at a time. even when the detective asked me, over a year ago, what are the ages, and i said they look to be about six, nine, maybe pre adolescent, but that's weird in itself because the next time i see some kids, my ages that i thought were are different. and now i know why. because there was more than three kids there. >> and neighbors like kevin are saying for years they were concerned about that house on old york road. now those three defendants are due in this courthouse at about 2:45 this afternoon. police were unable to find any school records orbiter records for any of those children. more on that could come out later today in court as well. we are live here, southampton

8:00. three people were taken to the hospital. there is no word on the extent of the injuries. pennsylvania's top prosecutor want the state supreme court to throw out her own criminal charges. jury selection for kathleen kane's trial set for montgomery county court next week. kane accused of leaking secret grand jury testimony and lying about it. kane argues the special prosecutor in the case had no authority to act in that capacity. >> monsignor william lynn want to be released on bail, now that the pennsylvania supreme court has granted him a new trial. lynn is the first person charged and convicted of henge the roman catholic church protect child molesters witness it ranks, served three years in prison, due to be parolled in september. prosecutors haven't said if they plan to retry monsignor lynn. >> national night out event scheduled around the region today, but celebrations started early in west philadelphia. the annual event bridges police and neighbors together to have fun and promote safety

in their community. city officials say, safety start at home. and last night they passed out free gun locks in overbrook park. meantime, congressman bob brady says he's working hard with his fellow democrats to get gun control laws passed. >> accidents happen in the house, so, prevent mistakes we should have gun locks. >> we got the attention, we'll keep it up, keep doing it, until we get decent gun control legislation. >> the city plans to give out a thousand gun locks over the next several days. further north in abington township, residents also celebrated national night out. abington pre-night out is a 17 year tradition bringing 4,000 people together to strengthen the relationship between the community and the police department. first responders and public officials talk with people there. there was also plenty to do, including a writer -- rider doing tricks on bmx bike. >> energy a look at newspaper headlines from across the

region. >> from the cover of the trentonian, eight year old with special needs sexually assaulted on a school bus. this allegedly happened last tuesday while the girl was headed home from trenton extended school year program. the age of the male student involved is unknown. >> in the philadelphia inquirer, the parent company of term inch ex has reached tentative agreement to pay $87 million to a delaware family. the company admitted to using methyl bromide at 14 locations, including a virgin islands resort, where four members of the this family got sick after exposure to the pells side in 2015. >> from the delaware county times the ends of an era at newman university. doctor rosa lee moran dez announced she will be retiring at the ends of next school year, has led the college for the last 20 years, she joined newman in 1973, as a member of the nursing school faculty. and that's a look at some of the newspaper headlines from around the delaware valley. >> still ahead: new research being done in our area offers

two men in the lake struggling to break the car's windows. police jumped in to help and they were able to free the man with just moments to spare. >> i jumped off my machine, and i ran toward the water, took off my boot, through my wallet and phone and jumped in. >> we get paid to do this, and we'll do it, but ordinary resident risk their lives to jump in the water and help a fellow human t makes you feel good inside. >> the elderly man was rush to the hospital where he is said to be recovering, we're told it was a medical condition that caused the accident. >> the brother after pennsylvania woman, who died in a flashflood in maryland, says, she held on to a telephone pole for deer life before she was swept away. saturday, jessica of lebanon was with three relatives, just driven away from a restaurant when they were caught in the rising waters. one of the relatives was her sister-in-law. her brother, curtis, of dover, described how their car started drifting away.

>> my sister pretty much screamed: we need to get out of here now. all four managed to get out of the car. the car drifted away, and all for of them clung to a telephone pole. they were clinging to the telephone pole, the water to up their chest, and my sister, the last thing remembers, my sister said was god help us, god help us. >> three people survived, but jessica was swept away. searches found her body sunday morning, she leaves behind a ten year old daughter. >> meanwhile, a woman who was rescued from those flood waters thanks to human chain got to meet one of her saviors. >> the rescue was captured on video. jamie knight was trapped in her car. jason barnes grabbed hand with several other men to pull her out. she got to thank him personally on sunday. he said everyone there saturday was a hero. >> the decent thing to do. it is just the neighborly love is always there.

so i think most areas do stay dry. maybe stray shower, mainly west of the city coming in later on this afternoon, into the evening hours, but most areas will be good for the outdoor plans, definitely a go for today. check it out. storm scan3, drier air moving in from the great lakes into western pennsylvania, skies are clearing out nicely, we have the cold front that pushed on through, so still see a lot of activity to the south. and just off the coast, but little cluster many some showers up-state new york and into new england, that should stay up there. so we will see increasing sunshine today. not full sun. still some clouds around. but you will notice a drop in humidity, too, as we head into the afternoon hours. low 70s from the temperatures right now with the clouds kind of keeping temperatures uniform all across the reporting stations. nice breeze out of the northeast at the shore, low to mid 70s, stone harbor, ocean city. ocean water at 75 degrees. breeze will kick up little bit today along the coast. call it breezy. that wind off the water actually keeps all the temperatures below average. dew point numbers not bad. upper 60s, still on the steamy side.

returning by the weekend. meisha, what's the latest out on the roads? >> on the roads right now, justin, starting to heat up ever so slightly, steel dealing with construction, good morning, happy tuesday, taking a look at the 42 freeway in new jersey, approaching 295, looking good. i would say fairly typical. seeing activity over here little while ago, now since cleared. so avenue all on 42, looking good, looking just as you should be looking right now. schuylkill headlights moving in the eastbound direction montgomery drive. you can see, both moving in the eastbound side, and westbound side. all lanes on the schuylkill are looking good right now, however, i will say that the eastbound side is heating up little bit quicker than the westbound side. a lot of early risers out there, we can expect that on a tuesday morning, we usually see that between monday and wednesday. vine, closed overnight for construction, between the schuylkill and broad. that's now since been cleared. so westbound side, you're looking good, eastbound side, you're also looking good. eastbound side what just opened, just about now, so for those of you waiting to get on the vine all clear. go i give you the green light
