>> she had to give that car back and then walk around, with her new born, on buses. >> reporter: investigators say that is just one story of an unsuspecting victim, swindled in an alleged auto theft and fraud scheme. and it is not just car buyers feeling the hurt. tonight officials say that the ring leaders have been busted thanks to a major investigation. good evening, i'm ukee washington. i'm nicole brewer. jessica has night off. greg argos is in the cbs-3 satellite center to break down how this scheme worked, greg. >> investigators junk cars work with dishonest rent hours reported their vehicles star. and, big of the. entire operation bagging more than a half million-dollar. these are so-called donor cars, fix up, replanted with stolen vin numbers and then sold for a huge profit. >> this was a detailed, intricate, criminal

organization, with many moving parts. >> reporter: stolen vehicles were often sold to unsuspecting buyers, anywhere between 5,000 to $20,000. >> reporter: wednesday philadelphia district attorney's office announcing 32 arrests in the scheme including master mine, jihad miller and preston thomas. owners of the on line company, cheap auto. >> cheap auto is not a brick and mortar business, it only existed on paper. >> reporter: in some cases miller and thomas bought salvaged vehicles and swapped vines. >> many of them were nothing but shells and scraps. >> reporter: in others investigators say they have schemed with dishonest car renters who falsely reported cars stolen, those vehicles then replayeded and inspect by coconspirators who filed false inspections and registrations with the state. >> state inspections replaced vehicle identification numbers and more than 100 fraudulent insurance cards, made it possible for this criminal organization to make profit, from stolen cars, and

insurance fraud. >> reporter: investigation all began by accident when an owner of one of those cars brought a vehicle to dealer for routine maintenance and learned it was not the new you car that she thought it was. >> because it didn't belong to her, it belong to the stolen owner, she had to give that car back. >> reporter: officials say they are still looking for one suspect kareem upsure who fraudulently registered 17 vehicles with fake insurance policies. as for those 32 arrested some pled to avoid jail time but mastermind behind this could face, get this, 50 to 100 years behind bars. live, greg argos for cbs-3 eyewitness nice. a six year-old girl shot in east germantown last night is improving. police say a bullet intended for someone else hit the girl in the shoulder as she sat on the north wood stock street. child is now in guarded condition and at st. christopher's hospital. some neighbors tell

this should be day one of a five day heat wave before it is all said and done. right now 91 in philadelphia. upper 80's in wilmington, millville. ninety in dover. this time of the year especially this week temperatures only tell you half the story. you have to look at the dew point as well. the current dew point in the 70's. 71-degree dew point right now. that put us in the oppressive range. this is not worse it will be. some indications we could get in the upper 70's dew point wise later in the week bringing us in the unsufferable range but factor in the humidity and this is what it feels like. dangerous heat feeling like 98 in philadelphia. 104 in dover. we have an excessive heat warning to tell but start ago the noon tomorrow and continues right the through at 6:00 o'clock on saturday. coming up i'll tell you when hottest day will be and when then are storms could return to the area, we have got more on that and when relief returns coming up. see you shortly. new jersey governor chris christie is pushing back on claims that he lied about the bridge gate scandal.

heat warning in effect for philadelphia and surrounding suburbs at noon. bethlehem not included in the warning but be safe, drink plenty of water heading out this week. storm scan three showing showers and thunderstorms are pretty much stationary off to the west and in the really moving much. they are slightly pushing east but weakening. i don't think much gets in here if we get anything we will see portions of berks county, lancaster county could pick up a shower or storm. one cell over pocono region right now producing rain, not a whole lot of lightening with that. stationary boundary that promotes a lot of instability in the atmosphere. temperatures warm up and we will get scattered storms, every afternoon, right through, sunday and monday. those may be the more active days especially sunday. here's what it looks like, showers and storms off to the west today, tomorrow, hazy hot
