it is thursday august 18th, i'm jim donovan. i'm brooke thomas. katie and meisha are here as well keeping an eye on things outside. >> good morning. >> overall roads are looking good. maybe a little wet, damp, not too bad. >> whatever. >> usually i'm debbie downer in the morning but i will not even go there. it is thursday. we are close to friday and we're looking okay. >> good, fantastic. i will be the debbie downer then. we have some weather to track courtesy of storm scan. but first lets go back in time here. we will show you a little bit about what happened yesterday ape hot stretch continues, we will call it a eight day heat wave, longest we have had so far this season, we expect to break heat wave today. it will be close though, until we see how we do but 91 was official high at philly international yesterday. here's that look at storm scan 31 more time, we will zoom it out and back in. we will get to the closer zoom if we can. we are looking at a couple

scattered showers but where we have them we are flicking windshield wipe their could be slowing you down. you have spray from other vehicles but at this point no lightening, thunder reported with these pockets. that is good news. mid 70's where we currently stan or lower 70's in the northwestern suburbs outside of philadelphia. seventy-three appease in dover, millville and you are in the mid 70's as well up and down the 95 corridor. looking ahead to the rest of the day it will be close. eighty-nine is the spec high in philadelphia. while the bulk of any showers are spotty, happened this morning, then there may be a left over one here and there at some point later on today. overall second half of the day is partly sunny but don't be shock if you feel rain drops out there. mid to lower 80's the spectation meanwhile for the rest of the resort towns, back over to you. >> that rain is taking humidity we are all for it. >> there you you go. >> thank you so much. looking outside right now we are waking up to some wet

roadways. so we have an accident, in the eastbound schuylkill at city avenue i know. so just give yourself a couple extra minutes. you will need to do so. we have lost that left lane here and you can see how many are starting to pile up as we come up around this ben and try to immediately move over in the right lane. it will slow you down a little bit so give yourself i would say 20 minutes at this point. i'll update you whether he that does clear maybe a little bit more if you heading out the door in the next 30 minutes or so. boulevard moving in the southbound direction, you are looking good once you jump on moving in the westbound side we are looking okay. just schuykill eastbound side we are keeping an eye on. we have a disable vehicle not slowing anyone down. opened roadways. one or two vehicles passing through. i-95 north at broad street pulled off to the right shoulder not causing any problems. new regional rail schedules started this past machine so lansdale doylestown west trenton media, elwyn, warminster i will tweet this one out. others are still in the interim schedule. down wires in new castle county delaware are still out

there intersection is still closed. jim, back over to you. thanks, meisha. there are new developments in the robbery of u.s. swimmer ryan lochte and three teammates. >> two of those swimmers were detained last night, as they tried to leave brazil. "eyewitness news" reporter justin finch joins us live from the cbs-3 news center with the very latest, justin, what can you tell us. >> reporter: brooke and jim, thinks an ongoing probe involving law enforcement and olympic officials. concern is that parts of the story has descrepancies, that is why those swimmers were held because the judge wants to hear from them what happened. american swimmers gunner bentz and jack conger forced off their flights home and rerouted in to brazil police custody. speak nothing portuguese a lawyer for the pair says that they were at first confused about their detainment but will comply with authorities request for testimony. >> the issue, report of the robbery this week involving them, and fellow u.s. star swimmer ryan lochte.

>> lochte right behind him. >> reporter: lochte made headlines winning gold as part of the mens relay team and with the claim he, bentz, conger and fourth swimmer jimmy feigen were robbed by men posing as brazil police after leaving a party 4:00 a.m. local time on sunday. >> he got his gun, cocked it, put to it my forehead and i put the my hand up, i was like whatever. >> reporter: then this surveillance video obtained by daily mail claiming to show swimmers return to the olympic village that night. a judge reportedly noting none of men seem shaken up an investigation is now underway. >> we just got a quick report that it does not confirm the information that he was detained at gunpoint. >> reporter: back at the olympic village relief among fellow u.s. swimmers. >> certainly very happen that i all of those boys are safe, you know, the number one priority. >> and brooke, jim, we have conflicting reports of the number of robbers who were

present and just where that gun was aim. swimmer jimmy feigen is safe but you reportedly does not feel safe in rio. other u.s. swim team members say there were extensive discussions and training about safety and, of course, all side here want this sorted out. back inside to you. >> thanks, justin. new this morning officials are investigating a row home fire in the cities strawberry mansion neighborhood. it happened around 2:00 a.m. in the 2700 block of new kirk street, fire fighters battled flames while dealing were on going heat wave, thankfully, in one was injured in this fire. well, child sexual assault charges are filed against a chester county man with ties to local scouting groups. police arrested michael kelon of parkesburg on wednesday, their investigation of child sexual abuse dates back to 2011. they are asking parents to contact them if their children may have had contact with him. he remains behind bars on $300,000 cash bail. they put their lives on the line every day to serve

and protect and now a delaware county police department is celebrating the achievements of some of their own. folcroft police chief presented commendations for several office are are for their service. among them recognized way officer chris dorman, he is survived being shot, seven times, on the job back in june. he and fellow officers david depietro took home first commendation of veil our award. >> it is nice to get the recognition but i was just doing my job and it could have been anyone else, in law enforce; and i was just unlucky one who got there first and thank god i was working with who i was and they saved my life. >> dorman is still recovering from the june shooting but said he hopes to be back to work before the summer is over. funeral arrange also have not yet been announced for former philadelphia police commissioner john timmeney. he passed away yesterday after a battle with lung cancer. timmeney was the top deputy in new york, when then mayor ed rendell recruited him to philadelphia back in 1998.

he served here for four years before becoming chief of the miami police. john timmeney was only 68 years old. well, in the race for president donald trump will have his new team with him today as he hits the campaign trail in north carolina experts say trump's decision to hire former breitbart news executive steve bannon as his chief executive is a risky one. meantime trum received his first classified security briefing yesterday. republican nominee also met the with advisors to discuss his plans, to fight terrorist. hillary clinton will be campaigning in monday tan a a new poll find that lath teen owe voters trust democratic presidential candidate hillary clinton much more to trump. surveys conduct by "fox news" latino said they believe that the g.o.p. presidential candidate donald trump is neither honest or trust worthy. now some polled believe the same thing about clinton but by a much smaller margin.

back on "eyewitness news" with flooding in louisiana head of the home land security will tour damage today. >> at least 13 people have died, and officials say that at least 70,000 people have already been asking for federal disaster assistance. done ton champion reports on the recovery efforts from baton rouge. the head of the home land security will tour damage from the historic flood in south louisiana today. the fight to protect downstream communities from the water that already flooded the baton rouge area has taken to the skies. the mississippi national guard helicopters have been dropping massive sandbags, to control the flow. >> i appreciate that.

>> reporter: in places with new flooding, like the town of moreapaul, crews used boats to check on people still in their homes. not far away from the town of sorento, mayor estimated 75 percent of the land in his town is under water. >> my house has probably 5 feet. >> right here is like this. >> reporter: in baton rouge where water has receded, homeowners like mrs. johnson are starting the clean up process. she said it is overwhelming. >> i know it is material things and you can always get them back but you feel like you are violated. >> reporter: for yet another night curfews were in place in hard hit areas. done ton champion for cbs-3 "eyewitness news". katie, it is awful that this same area is having to deal with something so tragic, again. >> absolutely. it looks as though things will start to get better for that area in terms of the weather

pattern and same can be said for our pattern as well. we are still dealing with our own share of wet weather issues but certainly far cry there what has gone on in louisiana. we are left with lingering showers, even though storms that did rumble through you can see how heavy they were in the beginning of the loop there. now they are long gone, out to sea but they are still a scattered variety of showers still coming down. no thunderstorms just showers. that is good news. back down toward louisiana things have begun to calm down in the sense that we are not finding as much heavy rain pushing in the area. i do want to turn our focus on quickly to the tropics as well. we're coming up believe it or in the to the heart of the hurricane season in the atlantic basin. new through late september is when you have the heart of the hurricane season and you do see the jet stream and westerly wind pushing off to the north here. what that basically means is it provides a pathway for storms to form and head our way. you have got warmer water, an active trade wind and with the strong ridge of high pressure

set up over center of the atlantic it steers things that may start to bubble up. we have got something that bubbled up. tropical storm fiona now a name system and if i'm not mistaken this is earlier f named storm system we have seen here since 2012. taking a look at greater picture here it does at this point appear to be staying out to sea. still many days away from even this point in the latitudes but bermuda may need to be on their guard and if you have travel interest, stay tune we will keep you posted. taking a peak at what the rest of today has in store 89 to break heat wave and left over shower here and there and later tonight we will have a partly cloudy, warm 72 degrees. i would jump to the early part of next week we will be back to much more sunshine and thankfully the losees humidity we have seen in a while. >> absolutely gorgeous. >> all right, thanks very much. happy thursday, to you. so this is what you are waking

up to the schuylkill eastbound, we have an accident there blocking that left lane. it is causing some slow downs now, because we have all of the vehicles, on the roadways. it is just leaving a stream of vehicles around this ben having to make a quick right-hand turn into a string of vehicles, sometimes they don't want to let you in. so slow you down a little bit. this is for sure slowing you down. so would i say at this point give yourself a extra half an hour if you are traveling right past schuylkill eastbound at city avenue. these are your backups. thinks belmont avenue. backup extending to gladwynn. just a sea of headlights out there just that minor accident block ago this left lane on the schuylkill in the 6:00 o'clock hour can cause this backup. just make net of that. give yourself at least 30 minutes. the accident all cleared, pennsauken new jersey involving a down traffic signal. we have got down wires i will have all that coming up plus a lot more when we return from this quick break. stay right where you are.

governor christie signed an executive order to fund emergency road projects this comes as the fight continues over raising of the gas tax to replenish the nearly deleted transportation trust fund. construction workers pleaded with governor christie and the legislature to make a deal to end the shut town. workers hoff been off the job for seven weeks say they are

on the brink of desperation. christie and lawmakers agree on raising gas tax by 23 cents but they have competing plans on how to cushion that blow for drivers. and if you are planning to sight see in washington d.c., scratch the washington monument off the list for the time being. it is closed until further notice. electrical problem shut the elevator down sunday, it was fix monday but then broken cable shut it down again wednesday. about 80 visitors had to walk down 900 steps in the the heat to get out. workers are repairing it right now. well, we always hear about benefits of exercise but now there may be an upside to being lazy. >> what? >> a new study find people who tend to be more lazy also tend to be smarter. doctor todd todd mcilroy led three-year study, he says it is because lazy people have time to think. study got the attention of students at florida gulf coast university, where mcilroy teaches. >> lazy people are smarter, they have more things on their mind, they just don't do it

of showers, note the umbrella, it is a fine, fine mist american anything out here but just enough that i say you know what i better break it out. it is your call as to whether you take umbrella with you this morning, what you will notice here is everything out there is pretty scattered in nature. some of you are not seeing a drop of rain and you very well may in the see anything for rest of the day but we are finding these showers regardless so they are out there, see damp roads, you may have to flip the wipers but just a day where it is in the a requirement to take umbrella but up to be your call on this one. moving forward throughout the rest of the day what we will experience is worst of the the dew points dropping, we should be back in the 60's but it is still muggy with dew point at 71. so we do coin it oppressive but again whole day is not going to be that way as we move forward, in the forecast and as hours past the sun comes up and helps to dry out the surface of the atmosphere

where we will end up with temperatures that read up in the upper 80's. we should break our heat wave here. that is what we think will happen. we will see it brighten up for more sunshine. i could still see a left over shower at some point later today but main extra energy producing those showers is with us right thousand. so this really is worst of what we will deal with today, meisha, back to you. >> looking like mary poppins out there so cute to see that umbrella not that we ever want to see the rain which is what we are seeing. good morning, happy thursday to you. so, what we are looking at right now is an accident on the schuylkill eastbound at city avenue. it is pulled off to the shoulder. yes, it is causing some slow downs, we are seeing some significant backups because of that accident but good news is that it was previously blocking this left lane and it has now been moved over to that shoulder easing that attention. some backups that we were seeing was going back to gladwynn. we are not seeing it extend so

far and seeing it as i said ease, and you can see how much space we have. moving over to the westbound side though do you see that. disabled tractor trailer on the westbound side. this is around the conshohocken curve, and yikes, taillights moving in the westbound direction. really you are hit on both east and westbound side one because of that accident, down shoulder, another one because of the disable tractor trailer thaw cannot see. either way if you are around either one of the areas conshohocken curve in the westbound direction city avenue and eastbound side give yourself at least 20 minutes. i would say, 30 minutes, at least, especially moving in the westbound direction by conshohocken curve. this is i-95 south at cottman we are keeping an eye on that as we push toward that 7:00 o'clock. no longer traveling at posted speed there as well. brooke, over to you. >> this morning team u.s.a. swimmers jack conger and gunner bentz are a at an

there are more roaches around. >> that is an odd question. but there are fans of the heat and humidity. they thrive in it. experts from academy of natural sciences say hot weather increases their

population and helps them move around more. the heat also gives them the strength to fly. >> up here on cooler days, dryer days our cockroaches that we see a lot in the city aren't able to really take full flight because they don't have enough energy to do so. but where that heat helps give them that and they can take off more. >> is everybody in the room freaking out like me or just me. to keep roaches out of your house keep damp areas well ventilated, and keep loose food sealed. roaches will start flying. i feel like we are not grasping how serious of an issue this is. >> i see a bug like that, i move. very simple. >> i'm out. i'm out of town. >> i have to give it to karen at the academy of natural sciences, she has giant roaches crawling all over her with a smile on her face. i at least are coming bearing
