"eyewitness news" reporter anita oh is live outside east detectives with the very latest on this investigation, good morning, anita. >> reporter: good morning. while police are still looking for hen responsible victim is fighting for his life at einstein medical center. he is in extremely critical condition and unclear when will survive his injuries. we're told that the three men beat the victim even punching him in the face on the 700 block of adams avenue. it happened around 6:00 last night behind a beer distributor near tabor road.

in the cross fire of the shooting in camden, new jersey has died. gunman shot gabriel carter in the head around 8:30 wednesday night during a shoot-out in the 900 block of south eighth street. she was standing in front of her home help she was hit. shooter remains on the lose, there is a $2,000 reward for information leading to those arrests. police say a man in custody after crashing a stole up car in the police cruiser in north philadelphia, it happened around 9:00 last night in the 200 block of montgomery avenue. authorities say the police officers was responding to a call when a man driving south on 23rd street ran in the police car. police car was damage and officer was hurt in that crash. federal investigation in the union boss john dougherty expand to the philadelphia a's mayor's office. investigators have not said what they are looking for but mayor jim kenney is cooperating. fbi agents raided ibew local 98 headquarters and boss john dougherty's home mayor jim kenney confirmed that his campaign documents will be reviewed by federal investigators. he spoke to kyw news radio by phone. >> my understanding it is quite standard to request these documents to check them out to make sure they all make sense and that is all i know. >> reporter: kenney says he has not spoken with anyone from the federal government about the documents. >> i think federal government is doing their job and in an effort to get them to do their job and come to some conclusion with this you need to be cooperative and whatever they ask for you give them. >> reporter: kenney's piece of the puzzle comes weeks after authorities raid two offices of the councilman bobby henon a dougherty alley. dougherty's chiropractor who happens to be chair of the zoning board appointed by mayor kenney was also raided. just earlier this week federal investigators took documents from this south philadelphia home, where ward committeeman mike masooka lives. in one was home help we stopped by for comment.

camera. emergency happen train 1134 pull up to to the 30th street station thursday afternoon. septa a police officer james mayo was first on the scene and started chest compressions on the passenger. that man in his 50's barely had a heartbeat. former paramedic happened to be on board. daniel cordero saw what was happening and jump in to help. >> i said, he volunteered to give rescue breath while i did chest compressions. >> then we cleared the area and began cpr. >> reporter: philadelphia fire department took over and rush the passenger to hahnemann university hospital. at last check incredibly he is in stable condition, and expected to be okay. your commute on septa could soon get faster. officials say they are testing some of the newly fixed silver liner five cars this weekend. if all goes as planned replaced cars will be rolled out of full service but that could take a full weeks. septa is increasing express

high pressure dominating mid-atlantic, northeast, mostly clear skies, clouds out across ohio valley but it will stay there throughout the next couple of days n threat have any rain. shore forecast noticeably less humid, lots of sunshine. 84 degrees. we will get late in the season. uv index dropping. this is high. burn time ten to 20 minutes without any protection. wear sun block. moderate threat for rip currents throughout the weekend and next week part of the reason northeast wind ten to 15. we will feel effects of gaston which is way out over central atlantic but swells will move in. we will not see any huge waves but notice we will have more power, over the next few days. still investigating this disturbance over southern bohamas having a tough time forming and again this is heading west war so it will bring rain in south florida, and gulf coast and there is gaston still at tropical storm status, staying out over opened waters of the atlantic and will head back off to the

north and east as the jet stream picks it up. gaston stays out to sea. watch out the for increased rip currents tomorrow and next week for east coast beaches and that investigation still looking disorganized but could strengthen this weekend as a 40 percent chance becoming tropical over the next five days. back home we have cold front moving through. today up around 90 with that front passing by but less humid. tomorrow, same deal, near 90, a lot of sunshine. monday a weak front tries to come through but does not make it. so still 90's in the sunshine. look at these temperatures lower 90's today close to 90 in the lehigh valley. heading out this evening eight or 9:00 we will be this is 70's clear skies and then tomorrow slightly cooler, upper 80's but still hot with that full sunshine. today 91, noticeably less humid and then tonight mostly clear 70 here's that extended tore cast more 90's in the forecast as we finish off month of august.

a potential speed bump for truck drivers across the u.s. a new proposal is aim at slowing them down on the roads. plus police are looking for two suspects prayed on a mother in a pick pocket scam at a popular restaurant. it is race against time as rescuers search for survivors, on wednesday's deadly earthquake in italy. i'm jonathan vigliotti, with that report coming up. good morning it is 5:30 i'm greg argos, meteorologist justin drabick is out on the cbs-3 skies deck with eyewitness weather a what a beautiful morning it is. >> big difference. we are dropping humidity a little bit. still a hot weekend all across the region. we will see a nice pattern without door plans over next several days. temperatures across the region generally anywhere from the lower 60's in the cool spots to the mid 70's at 74 still

on the way in the seven day forecast and let you know how long in a few more, greg, back to you. federal officials are considering a plan to install a device on a new truck and other large vehicles that would limit how fast they can go. speed is a key factor in the growing number of traffic deaths in the u.s., correspondent chris van cleve reports on this new propose aal aimed at slowing you down on the road. >> reporter: police believe speeding was a factor in the crash that killed six people including a ten year-old child in new york last week even. it is type of the tragedy that is increasingly common on u.s. roads. according to a new report traffic deaths surged 18 percent over last two years, more than 19,000 died in the first half of the 2016 alone. >> our place presidency when it comes to highway fatalities is killing us. >> reporter: deborah is former chair of the national transportation safety board ape new runs the national safety council. >> one-third of all deaths on the road are due to alcohol impaired drivers. speed again we see seed limits

going up across the nation. we know that is adding to the death toll. >> reporter: while traffic deaths have been on the decline, this surge comes as more americans are driving to the low gas prices and improving economy. federal regulators are trying to understand what is behind this sudden change in traffic deaths including a 13 percent rise in deaths among cyclist and 10 percent for both pedestrians and young drivers. traffic deaths are on pace to finish up nearly 10 percent, cars are increasingly coming with collision avoidance technology and there may be a learning curve here because 40 y they have been startled or advised by something that their car did. chris van cleve, cbs news, washington. police make an arrest in the murder of a delaware college student. police say someone called in the trip which led to the arrest of the 46 career old cheryl jennings in the shooting death of 19 year-old malcolm evans. july 9th evans was shot while driving in his black bmw near his bear delaware

neighborhood. after getting shot evans lost control and crashed. authorities say it appears jennings and evans did not know each other and law enforcement did not talk about a possible motive. we did hear from the victim's moth ther. >> over the last six weeks my family or friends have spent so many sleepless nights wondering who and why someone would commit such an unspeakable crime against such an amazing young man. >> jennings lives in the corner of the road where authorities believe evans was shot, the arrest comes about a month after investigators offered a $40,000 reward for any information in this case. evans was a student at delaware state university in dover, delaware and hoped to be one day a doctor. a west department toward man is in custody this morning accuse of murdering his own parents in their home on pens field drive. bodies of 58 year-old edward coals junior and his five
