new jersey but father told agents he had been angry and didn't mean it. sources tell cbs news they recovered from rahami a handwritten note and notebook with the bullet hole in it. notebook included references to osama bin laden and radical american cleric. rahami is a u.s. citizen from afghanistan, he traveled to afghanistan at least three times recently, wraps as late as 204 and once to pakistan. david, was a neighbor who knew rahami as a quiet, nice kid. >> only thing i can say is he left his country to go over there, maybe he net some people who talked bad about our country. >> reporter: rahami is suspect in the manhattan bombing saturday that injured 29 people, and pipe bomb explosion at jersey shore. police say he left behind evidence tying him to the crimes. he was captured after a man found him sleeping in the door way, at his bar. >> i just follow policy. i didn't do anything. i did what any american would have done.

the department of transportation, released new regulations for developing self driving vehicles. they include a 15-point safety assessment from the vehicle's designed, testing to deployment. federal transportation officials say they want the ability to approve new driverless technologies and regulate post sales software upgrade. the safety of driver less cars has come into question in recent months after a fatal crash involving a tesla and auto pilot hoed and several crashes of the google's self driving cars. >> we are laying out today a standard that we believe is flexible, it is nimble but nonetheless, lays out clarity

engine running cleaner with the higher octane. >> it is easy to believe something that says premium, sounds like a treat. >> reporter: john neilson. >> the truth is if your car is designed to run on regular gasoline, using the premium fuel or 93 octane isn't going to make it run better, better fuel economy or lower emissions. >> reporter: triple a looked at cars with the v6, v8 and four cylinder engines and found no benefit of using higher level of gas then what was called for by the manufacturer. triple a says 16.5 million drivers missed fueled their cars by upping the octane unnecessarily last year. costing them an extra $2.1 billion. only 16 percent of vehicles on the road require premium gas, they are typically high performance or luxury cars. 10 percent run best on mid grade while seven in ten cars on the road only need regular. triple a says using premium won't hurt your car's engine or its performance but if the

will get close by end of the week. we will look outside, show you difference between our shore spots and our inland spots. look at ocean city, it looks down right miserable right now. there is no two ways about that. it is cloudy, foggy, glummy, couple of showers moving through but mainly just cloud cover that has been really impacting the shore especially all day. we had trouble breaking out here in philadelphia as well. we can see one other beach town boardwalk plaza and rehoboth beach looking gray, overcast people outside walking boardwalk. brighter an hour or so ago there were a few brave folks outside on the peach but not a great beach day. contrast that to the city where things look brighter this afternoon, palmyra cove nature park you can see sun off water but still more cloud then sunshine today. 81 degrees in the city. further are west you go more blue skies you see. still cloud around in kutztown but definitely looking brighter there with temperature of 81 degrees. you can see is what happening. we have a storm off to the south that is ending cloud cover back inland, thick

clouds, of course across jersey shore points right through delaware beach where it is overcast, seeing some breaks in the cloud cover around philadelphia and further north and west you go more sunshine you see. but this system is sitting, and spinning off coast of the carolinas. pretty steady showers. hampton roads area of virginia and north carolina and that is there tomorrow bringing risk for clouds to the shore especially clearing out further inland. temperatures 78 in millville. much cooler down the shore then inland thanks to the cloud cover. we are in the mid 70's there. eighty-one in philadelphia. notice heading north and west more sun means more warmth. we are at 84 in allentown. eighty-two in reading and lancaster. what to expect moving forward again? it is still warm for next couple days. you can see cloud hang on overnight down the shore. tomorrow more sunshine from the city on north and west but still 1:00 o'clock tomorrow that system hanging out producing cloud cover for south jersey and delaware. warm pattern continues, jet stream locked up to the north,
