washington. i'm jessica dean. our joe holden was only reported that confronted vince fenerty about the allegations yesterday and he joins us now with new developments from center city philadelphia. joe. but jessica parking authority behind me is where vince fenerty worked for last 30 years, and just within the last hour we were told he handed in his letter of resignation, essentially, taking a fire from the board. they were expected to terminate him, in the morning. in the meantime, there is a call for inquiry, a probe into how the parking authority does business. twenty-four hours after the philadelphia parking authority was further rock by scandal, city council members are demanding a thorough review of the agency's operations. >> my concern is that it appears to be a very poorly run, poorly managed organization. >> reporter: councilman david oh says city controller and attorney general should initiate audits, late wednesday an attorney general spokesmen told me that they are looking into that. >> well, i think they need to

clean house. i don't see the current leadership getting out of it. >> reporter: council woman helen gin has been most sharp critics and questioned how parking authority board handled 2015 complaint of sexual harassment made against executive director vince fenerty. fenerty was allowed to keep his $230,000 a year job after footing $30,000 bill for a private investigation. but hours after standing behind him the board on tuesday did an about face when it was learned that fenerty had sexually harassed another woman ten years ago. victim at the time was reportedly offered a $150,000 settlement but declined it. >> the image is that there is a problem going on that public funds are being moved around in ways that benefit special people. >> reporter: about sexual harassment, now the board is tasked with explaining what authority officials may have known and when. >> clearly they were either aware of and not honest about what had happened before, back

former rival campaigned together today, sanders called clinton's plan to provide free college tuition to middle class families revolutionary. it would help millions of young people from middle class and low income backgrounds go to college. donald trump's running mate mike pence will visit york, pennsylvania tomorrow. there he will rally supporters at the penn waste recycling facility. 1500 people are expected to attend. it is only more than 40 days now until voters cast their ballots, be sure to stay with "eyewitness news" for next six weeks for everything that you need to know before election day. bucks county father is facing charges tonight in the shooting death of his toddler son, 26 year-old nicholas wyllie is accused of leaving a handgun in the reach of his two-year old son benjamin smith. police say that the boy accidentally shot himself on september 12th and then died at the hospital. wyllie is charged with with involuntary manslaughter, reckless endangerment and endangering welfare of a child. district tern says that there

are no winning sides in this case. >> the defendant is going to be serving a life sentence regardless of what happens to him criminally. it the is a terrible tragedy here. >> reporter: wyllie is free, on $50,000, unsecured bail. we're now hearing from an eyewitness who rushed into help when a driver hit and killed a pedestrian and then crashed into the victim's home. our cleve bryan also spoke the to the victim's sister about how she's remembering her brother following that freak accident that took his life. >> it is a freak, freak accident. >> reporter: family of daniel quinnlen are trying to understand how a driver went off the road in hamilton township tuesday night, ran over quinnlen and crashed in his parent's house. >> she went airborne over hedge and didn't see it coming. >> reporter: forty year-old jeffery from lambertville was driving westbound on the road just before 8:00 p.m. he crossed lanes, launched his suv off an embankment and landed in front of the home. neighbor michael nowicki ran

over with the fire extinguisher to help. >> i went into the house, checking the car, driver's not there, i shut the car off, the driver asked for his cell phone, grabbed his cell phone for him and then come back out and make sure there was nobody else around. >> reporter: immediately following the crash family didn't know where daniel was located. they thought he went out to the store but it wasn't until they realized his car was still here that at first responders began looking around, that is when they discovered that he was still in the tea brings. >> didn't say anything to the family at the start, immediately when they hung up the phone and said we have to extend the crime scene, i oughtcally knew what happened. >> reporter: while skrow was being treated for minor injuries, daniel quinnlen was pronounced dead at the scene. it turns out he was taking trash out for his parents when suv hit him. >> caring, sweet, sweet man, he lived with them and he was their caretaker. my parents are elderly. almost 90. so, you know, he was, a gift. >> reporter: police have not

charged him and made no mention so far of distract driving or intoxication. >> he claims he just blacked out. >> reporter: police say cause remains under investigation. in hamilton township mercer county, cleve bryan, for cbs-3 "eyewitness news". two wilmington fire fighters injured in the deadly house fire that killed two of their brothers continue to recover. today we received this photo of fire fighters brad speakman at crozer burn center, you see he is walking around the hospital. fire fighter artis hope is also recovering at crozer-chester. saturday's fire ripped through a row house on lake view road. lieutenant christopher leach and senior fire fighter jerry f ickes died in a fire when a floor collapsed. cosi fast food chain known for its sand watch witches of filed for bankruptcy. the boston based company cosi incorporated says it has between 10,000,050,000,000 in assets, and the same amount in debt. the company has closed 29 stores, but says least make 76 will stay opened through the bankruptcy process.

well, flu season is once again upon us and camden county freeholder's board is offering free flu shots, for the first time this season. "eyewitness news" at the 22nd annual senior health fair, the freeholder board scheduled 16 more site locations this season. according to the cdc annual direct costs of the flu are more than four and a half billion dollars, which includes both doctor visits and medications.

john mcdevitt for cbs-3 "eyewitness news". wow. >> time to check your attic. >> no kidding, a hundred thousand dollars. >> a $150. >> yeah. >> hundred thousand dollars. >> okay. >> old toys. >> kate joins us now with our forecast and a little rain. >> indoor toys, later this week. no bikes and baseball out in the yard because it will be just soggy for next couple of days. the good news is we're missing out on the worst of it, we will see parts of our area picking up an inch or two of rain before the week is through but off to the south and west around d.c., portions of virginia, that is area that could pick up some serious, and dangerous flooding work flash flood watches in effect and some spots could take over 6 inches of rain. here's what it looks like. heaviest rain is off to the south, delaware you will want to watch as well because, some of that heavy moisture will be impacting the state of delaware and also the western parts of our viewing area, lancaster county especially but it does look like heaviest will be off to the south and to the west of philadelphia,

so what is happening light now, most of our region is seeing a few scattered showers. we have heavy rain and just now a, well, lightening reports here in eastern lancaster county n western chester county you may pick up steadier rain here in the next few moments and as we zoom down to the the south you can see storms really firing up around the chesapeake bay area, portions of eastern, virginia that is where heaviest rain will be and we will see this rain continue to lift from south to north, all night long and all through the day tomorrow. and as well, it is all part of the larger system that upper low we have been talking about sitting and spinning and pulling moisture in the region for next several days. in the meantime with the cloud cover it is cool outside, only 66 right now in the city, 67 in wilmington. sixty-eight in allentown. chilly 57 degrees in mount pocono. lets time this out, hour by hour because you can see heaviest staying off to our south and west but here's overnight 1:00 a.m. we have a couple showers around philadelphia steadier rain over new castle county delaware. 9:00 o'clock tomorrow morning heaviest rain is falling to

the west and in the city south jersey we have got scattered showers and that will be the case as we head through the take tomorrow. again, heaviest off to the west, you can see it keeps coming in our area that is why we're seeking flash flooding for us scattered showers and as we head into friday steadier downpours late tomorrow night into friday morning and then all day friday the rain just keeps coming through. we're not seeing sun again at least until the weekend. but notice by friday at 4:00 p.m. heaviest rain lifts to the the north. still some showers around. this is when we will start to see things begin at least to weekend. as far as future rain amounts are concerned by friday evening some spots off to the west we will see bright shading there over 6 inches of rain. inch and a half inner lancaster and dover and just shy of the inch in philadelphia, is there a chance we could have over an inch depending where heaviest downpours set up. here's latest track from the national hurricane center expect to be a hurricane by friday and then strengthen into a category two before heading to cuba as we get into
