breaking news overnight a truck smash necessary to a police car while an officer is sitting inside, we will tell you how that officer is doing this morning and what investigators say caused the crash. all that happen, not far from the scene, from an officer rolfe shooting. we will tell you what police say a man did to five people including a child and two teenagers before they shot and killed him. another day another wet commute, rain is moving through lauren tells us which places will get most rain and what area is under a flash flood watch. it is thursday, september 29th, i'm jim donovan. i'm brooke thomas. happy friday eve. we get your day started with weather and traffic with lauren and meisha, in for katie this morning. >> good morning, all right. wet commute, we know what that

will entail, very busy, we are seeing speed restrictionness places, we have a couple accidents and a lot have construction leave you home this morning. >> yeah, just a beautiful day to day. >> yes. >> just kidding. >> we do need rain but it will impact our commute. we are seeing flash flood watches and warnings issues for part of the delaware that have been dealing with the most rainfall over last 24 to 36 hours. storm scan three is showing us heaviest rainfall concentrated over parts of the delaware right now and embedded thunderstorm with lightening strikes, over the del marva peninsula over last several hours, maybe waking you up early. we are dealing with the area of widespread rainfall in center city philadelphia and parts of the southern new jersey. main concern is across delaware where we have a flash flood watch in effect and also some flash flood warnings in effect for parts of the southern delaware to the coastline and in effect some places until 7:15 this morning. also until 9:30 this morning. so take it very slowly on the

roadways. watch out for localized flooding. we can see high amounts in the live neighborhood network over last 24 hours, dover creek, air force basis picking up an inch and a half have rainfall already, half inch in salem and half inch in the villas as well. we have a breezy condition. more rain slicker day then an umbrella day. temperatures are cool, 50's and 60's. throughout the day we will deal with this on and off shower activity, winnie conditions meisha with high temperatures only in the 60's today, so kind of a brutal thursday, in philadelphia. >> yes, it is, it felt colder when i walk through the door i knew there was a shift, and it is very wet. we know on the roadways, that can actually be dangerous. we are looking outside at the vine that is closed overnight construction between schuylkill and broad, westbound side is closed, eastbound side is still closed as well. you can see how witt it is. ninety-five north at 45 2a

bird's eye shot here you can see droplets on the camera letting you know how wet it is but when we see reflection from the headlights you can see that wet stuff kicking up. that will go right on the windshield. that is help we can have real problems. we have an accident in west philadelphia cobbs creek parkway block both directions between christian street and catherine street, alternate 61st or 62nd street, brooke, over to you. thanks, meisha. breaking news right now philadelphia police say an officer is hurt because a driver, slammed into his patrol car. >> that driver is now facing charges, "eyewitness news" reporter jan carabao is live this cobbs creek. jan, any word on the officer's condition at this point. >> reporter: jim and brooke that officer was taken to the hospital. the he's expect to be okay. he was complaining of aches and pains but nothing too serious. you can see behind me live on the scene the pickup truck and the officer's cruiser they are still here. driver of the pickup truck was taken the two hospital for

evaluation, that is a person expect to be charged with driving under the influence this happened around 2:00 this morning at intersection of the cobbs creek parkway and christian street, investigators say driver of the pick up smashed into the passenger side of the police cruiser. that officer was actually on traffic duty at the time, his cruiser blocking the street as police investigate a crime scene a short distance away. that scene with the officer involve scene shooting that happened on the 700 block of cobbs creek parkway last night. you can see here that the impact was pretty strong. after the crash the officer said he had head, neck, back pain but again, he is expect to be okay. the driver is suspect of drunk driving. now back out here live on the scene, cobbs creek at christian street, it is still block off this morning as police investigate as meisha said you will want to plan for a detour around this area and that officer taken to the hospital for minor injuries, driver suspect of driving under the influence. we are reporting live from cobbs creek, this morning jan carabao for cbs-3 "eyewitness

news". back inside to you. that officer was injured while guarding a crime scene that unfolded last night in cons creek. police shot and killed a man accused of going on a violent rampage stabbing two children including his own son. police tell "eyewitness news" that the man confronted police and they opened fire striking him several times. both young stabbing victims are in critical condition, we will have much more on this story in a live report coming up in 25 minutes. a sad follow-up to a story we brought you last night, we now know a man hit and killed by a septa train was blind. the accident happened yesterday afternoon at race and vine station, investigators say that the five three-year old man stumbled before hitting a pole and then landed on the southbound track and was hit the by a train. man has not yet been identified. young boy is finally back home this morning after someone shot him, ten times, back in august. six year-old mahaj brown, and his godfather were caught in a hail of gunfire in germantown.

mahaj had dozens of surgery and it has been a long road to recovery but mahaj and his family could not be more excited that he is home. >> i'm just happy that he could come home and be able to start school and you he this be around his friends. >> cute little kid. mahaj is adjusting to life back home and learning how to get around in his new wheelchair. he is getting ready, to head back to school. in campaign 2016, donald trump's running mate is in pennsylvania today. indiana governor mike pence will rally supporters at penn waste recycling facility in york. 1500 people are expected to attend. democratic presidential nominee hillary clinton is in des moines, iowa. today is the first day of early voting in iowa. wednesday, she joined forces with her formal rival to energize young voters. at a rally in new hampshire clinton focused on two big issues from the bernie sanners

authorities in south carolina say they are trying to figure out what led a teen to opened fire at a elementary school. police say teen first shot and killed his father on wednesday, then he went to a small elementary school in a rural town and shot a teacher and two, six year-old boys. one of the children is in critical condition. the suspect is now in police custody. school administrators say classes are cancelled for the rest of the week and counselors are available to students. this morning the federal government is opened for business and will continue to be for a while. congress passed a spending bill to avoid a shut down. >> government was set to run out of money and could of shut down on saturday. hena daniels is in new york and tells us it end a month long fight over stopping of the spread of the zika virus, good morning, hena. >> reporter: yeah, good morning, guys. this took a while. u.s. house of representatives passed a bill 342-85, assuring the government will not shut down. now this bill will keep the government funded until

december 9th. this bill also includes a pledged $1.1 billion to fight zika virus. bill caps month of wrangling over money to fight the mosquito born virus. spending bill includes 500 million-dollar for rebuilding a assistance to flood ravaged louisiana and other states. also 37 million to combat opioid addiction. >> i know it is not in the bill but part of the compromise to get this bill passed was money for flint to deal with its water crisis. >> reporter: that is right, brooke. one of the reasons this took so long. this passing vote comes after bipartisan agreement to address and fund flint water crisis after the november elections. senate democrats blocked a republican bill to fund government on tuesday because it did not include money for flint, to address the cities drinking water crisis. well, after weeks of negotiation the senate approved resolution yesterday and late last night the house

rainfall in philadelphia since 10:00 p.m. last night and much more moisture up win as well as we are dealing with the very slow moving upper level low that will continue to keep these rain chances and cloud around in our forecast for a period of self days. we have seen heaviest of rainfall across portions of delaware and we are seeing heavy rain from millsboro and lewis. we have a flash flood watch in effect for portions of delaware, in fact, entire state has flash flood warnings in effect for kent, sussex county as we head in the next several hours. visibility is on the roadways are reduced but rain coming down, kind of foggy conditions, misty conditions down to 2-mile visibility, in wildwood. 7 miles in philadelphia. down to two and a half in dover. we're dealing with the breezy conditions, on top have of this, so umbrella, today will not be to effective getting blown inside out. reach for that, excuse he, rain slicker. wind speeds at the 15 to 20 miles an hour gusting higher, up to near 30 miles an

i know oil prices are soaring. >> that is right, oil prices jumped 5 percent after reports that opec members including saudi arabia and iran agreed to slash oil production so they are meeting in algeria. if this deal holds which is far from a sure thing this would ease a global over supply and send gas prices higher, that is down side for drivers, upside in gains in markets a boost yesterday, brooke and jim. i understand there is a big change in store for black berry. >> reporter: black berry announced it will stop making black berries, company reports revolutionized the industry when it created cell phones that have physical keyboards. this would let the company save money and focus on software and security services and then it plans to out source manufacturing of its black berry brand phones. >> boy, what a difference a day makes.

welcome back. your time 4:53 and a soggy look at center city philadelphia on this thursday morning. rain continues to fall, fairly light, across the area but we are seeing pockets of heavier

rainfall south of the city and across portions of delaware where we have a flash flood watch in effect throughout the day today and much of the night tonight. storm scan three showing us trend of the overnight period and that is wet weather. you can see green indicating intensity fairly light but we are seeing pockets of moderate rainfall and to our south and west we have more moisture in place, where we're dealing with the stalled out or very slow moving upper area of low pressure that will continue to traverse eastbound and keep these rain chances around delaware valley for next several days but rainfall intensity starting to pick up across cape may county and also a couple lightening strikes as well. we have rainfall and then we have wind on top of that, wind speeds around 15 to 20 miles per hour, and that breeze stays with us throughout the day to daze and with the rain continuing to fall, temperatures are cool, 61 degrees in philadelphia, we're in the 50's in the lehigh valley and a raw day and start in the poconos at 49 e

shore temperatures consistently in the mid to upper 60's but they are not moving all too much, high temperatures generally in the upper 60's with periods of rain, heavy downpours, expect that slow travel and ponding on the roadways. we could see localized flooding, already reports, meisha of localized flooding across delaware so definitely need extra time for that commute. >> we're seeing accidents out there right now, lauren, as well and we are seeing speed restrictionness delaware. first the schuylkill headlights moving in the eastbound direction letting you see how much rain is coming down, how wet it is, out there, you can see how slow commuters are traveling and we are seeing brake lights as well. then we have this accident i-95 south at bartram avenue. you can see flashing lights. this might just be a kind of sneak peak of things to come, this is second accident we have out there this morning in west philadelphia, cobbs creek parkway all lanes are block here both directions between christian street and catherine street. you will use alternate 61st or
