schedule that's starting monday. i'll be tweeting this information out, as well. jim, over to you. >> thank you so much, meisha. ntsb investigators on the scene of the deadly train crash in hoboken, new jersey. >> yes, they'll be questioning the train's engineer, now out of the hospital, and said to be cooperating with authorities. "eyewitness news" reporter jan carabeo live for just hoboken where the investigation is just getting underway. jan? >> nicole, jim, good morning, this will be the first full day for ntsb investigators here on scene in hoboken, new jersey, how much, they've already been hard at work. they've been trying to access the trains black boxes, event recorders, one more easily accessible than the other. one every them located in the locomotive in the back of the train. the rest of the train little bit harder to access, because all of the debris is still on top of it. take a look at the video here. instill fresh in minds, when the packed rush hour new jersey transit train smashed through the station here, just before 9:00 a.m. yesterday, a 34 year old hoboken woman stands g on

the platform killed by debris, more than 100 others injured nfsb is looking into how this happened. they'll also review the train's outward facing cameras, and, they'll examine the engineer's performance. she is identified as 48 year old thomas gallagher, close to 20 years of experience. gallagher was injured in yesterday's crash, but already released from the hospital and officials say he's cooperating with investigators. >> our investigations will continue here on scene, for seven to ten days. and our mission is to not just understand what happened, but to understand why it happened. >> now, this crash has renewed questions about whether automated braking technology known as positive train control would have helped stop this crash. this train did not have ptc. we will continue to update

from hoboken, new jersey, coming to you live this morning, back into you in the studio. >> jan, thank you very much. meanwhile, first responders leap into action after the crash rushing many of the victims to area hospitals. jersey city medical center, the cafeteria became triage area for the walking wounded. the victims describe the moment that train 1614 barrelled into the station. >> everyone was trying to figure out what happened. there was stuff falling from the ceiling, a loft dust, screaming, crying. >> it was pretty strong. people got thrown around who were standing, the train just didn't stop. >> now, officials at jersey city medical center say they expect quote good outcomes for all of the patients being treated there. >> as jan mentioned, many are wondering if the crash in hoboken could have been prevented by something called positive train control. that technology helps control the speed of trains and is not installed on the new jersey transit rail line. despite being mandated back in 2008, congress extended its deadline for ptc implementation to december of

2018. >> we've made progress, but it is just not the urgency there should be in investigating in ptc, which is an advancement that this would be done sooner. >> new jersey transit says it is work to go install ptc. meantime septa is beginning to implement positive train control on it lines. beginning in april, they started installing ptc, half dozen regional rail lines have it, septa officials say all will be equipped with the added safety measure by the end of the year. >> the train knows where it is at, it knows what the allowed speed is in that territory. and it will enforce that speed. there is an on board computer on the train. and so if you're going too fast, it will put you in a emergency brake condition. >> installing ptc on septa's rales has been 328 million-dollar endeavor. stay with "eyewitness news" as we continue to follow development on this deadly train crash in hoboken.

you can find the latest information on cbsphilly.com and on the cbs local app. >> new this morning, police say a man was shot to death right outside his hunting park home. >> "eyewitness news" reporter justin finch is live outside police headquarters with the latest on the murder investigation. good morning, justin. >> reporter: nicole, jim, good morning, philadelphia police tell us alert witnesses helped them nab two suspect, soon after the hunting park shooting that left a man dead, by his front door. now, here is a look at the scene, at this time. the 700 block of west ands berry street. here, close to 11:00 p.m. thursday, 25th district police got calls after man shot. he was found lying on the sidewalk with at least one shot to his head. investigators say it is likely at least four shots were fired, some at very close range. the victim, age 42, was taken to temple hospital, where he died. now, witnesses report a man in a gray hooded sweatshirt running from that scene after the gunfire, and white sedan speeding off.

those details went out over police radio. that white sedan was found virtually around the corner by eighth and wing hocking street. inside police found two men and that gray sweatshirt. what they're after now is a motive and account of that victim's final moment. >> the victim lives right where he was found. he was on the sidewalk, just inches from his front steps, just few inches or feet from his front door. so we don't know whether he was just exiting his how the -- house or getting ready to go back in his house when he got shot. >> witnesses were brought here for questioning with homicide detectives. the victim has not yet been identified. we are live here, outside police headquarters, i'm justin finch, cbs-3, "eyewitness news", nicole, jim, back into you. >> justin, thank you. >> in other news this morning, second public viewing will be held today for wilmington firefighter jerry fickes, one of two firefighters killed saturday while battling a house fire. family and friends pay their final respects last night, at

grace lutheran church in hokessing. today's viewing will be at the same church from 2:00 to 4:00. a private funeral will follow. lieutenant christopher leach will be remembered to the add saint elizabeth catholic church in wilmington, viewing ten to noon folds by the funeral mals. then joint memorial service for the firefighters at the chase center on the wilmington riverfront starting 1:00 tomorrow afternoon. >> meantime, authorities have arrest add woman accused of set that fire last saturday. investigators believe ruiz was drunk and using anxiety medication when she started the fire in her family's lakeview road home. neighbors tell us they don't think she was capable of doing such a thing. >> she was a good mom and all of that, always talk about her son. to me i don't think so, you never nope, people when they're drunk, they do different things. >> now, lieutenant christopher leach and senior firefighter jerry fickes were killed during the fire when a floor collapsed. four other firefighters were injured. two are recovering at crozer

burn center. >> right now, former israeli president, and nobel prize winner shimon peres is being laid to rest in jerusalem. perez will be burried at israel national cemetery in a career spanning six decades, perez was israel's president, prime minister, served in several other posts in government. former president clinton, israeli prime minister, benjamin netanyahu and president barack obama eulogized. perez died wednesday, at the age of 93. well the rain has been coming down in our area for quite a while. even worse to the south. >> indeed. >> we'll take to you some of the places hardest hit by rain and flooding. one town even had to close schools because of how bad it was. >> small pennsylvania town council is demanding its mayor step down. what he is accused of doing that everyone for council members to the police chief call disturbing. we will be back.

>> just who work at the criminal justice center want an attorney to look into the safety of elevators in the building. paul owens seriously injured when an elevator at the cjc crashed august 4th. now, repairs have been made, and inspectors say the elevators are safe to use. the judges, how much, want a second opinion. they say the elevators car a lot of weight all day, especially, in the morning.

>> meanwhile, the mayor of a small pennsylvania town is facing pressure to resign over racist posts on his facebook page. charles the mayor every west york, about 100 miles west of philadelphia, wasco has negative images on his facebook page reference cents president obama and making fun of the muslim religion. several council members want him to resign immediately. wasko isn't paid as a mayor, works only to break tyson the council, also overseas the police department in that town. >> well, schools in many areas of north carolina are closed for second straight day after more torrential rains and dangerous flooding. up to 10 inches every rain have fallen across the central part of the state including raleigh, fort bragg, and roads are basically washed out there. more rain is expected today, and forecasters are keeping an eye on hurricane matthew, which could come close to the north carolina coast next week. >> and further north, in virginia, more flooding the

scene in half order county. some roads are covered by almost a foot of water. now, it was so bad that schools there had to close. that's because one of the biggest roads for the county was just passable. the this morning, though, schools are back open. >> we're getting rain in delaware really hit in the past few hours. >> it has been pretty bad coming down out, there lauren, not great situation, but nothing like we're seeing the taught. >> some road closures reported across southern delaware, we received over foot of rainfall within the last 24 to 48 hours. and the rain continues to fall across the delaware valley, making for a miserable end to the work week. temperatures are cool, as well, you need that jacket, rain slicker, everything this morning, all of the weather accessories. 58 degrees right now in philadelphia, chilly in the poconos, al 46 degrees. fifty-three in the lehigh valley. and it is damp and then we have the winds on top of that to add insult to injury. winds speeds right now 15, 20 miles per hour, out of the northeast, with those higher

gusts, and doppler rainfall estimates over the last 48 hours, throughout the duration of this event, so far. we're seeing the most rainfall of course across portions of delaware, where we have pick up over 12 inches of rain across portions of kent, sussex county, and the rain is continuing to fall. storm scan3, showing us, we do have flashflood watch in effect for large portion of area, including philadelphia, and delaware counties, this runs until 4:00 this afternoon. seeing some of the heaviest rainfall extending up into the lehigh valley. berks county, very widespread rainfall right now. roadways, very slick, some pockets of heavier rainfall moving through reading over the last hour. so this morning, expecting periods of rain, heaviest to the city and south, slow travel ponding on the roadways, and also, some poor drainage flooding. do watch out for that. want to take it slow this morning. talking about hurricane matthew now category two hurricane, winds at 100 miles per hour. expected to move off to the west, then make pretty dramatic turnoff to the north, as category three hurricane.

potentially impacting cuba, as we head into next week, then you see, this cone of the uncertainty starting to climb up toward the united states, than is a system we're going have to keep an eye on as we head into next week, some of the model projections taking this system april long the us coastline, so really as we head into the end of next week, and next weekends, we have to watch this system to see how close it is going to make a path. for the upcoming weekends scattered showers still in the forecast for tomorrow. we start to warm things up. 73 degrees, might even see some peaks of sunshine sunday, high of 76. still lingering shower, and then meisha finally dry forecast, as we head into monday, and tuesday. >> all right, lauren, well today we know as lauren just said that it is very rainy, and sometimes those rainy conditions can certainly be dangerous. what you are looking at behind me right now, this is an accident, scrub westbound, approaching the vine, temporarily all lanes are block here. one person has been transported to the hospital. i would say, right now, if you want to use an alternate, i certainly would, 95, broad street, to the vine, back to

the schuylkill, probably going to be your best bet. take a look at this. this is really going to slow you down, even though we're in the early part of the 5:00 hour. then, we have another accident. the schuylkill westbound before 202, both the right side, kind of authorities see, but both the right side and left side right now is compromised so you'll have the right and the left, have the middle lane to drive through, but again, schuylkill westbound before 202, this is also going to start to really slow you down this morning specially on wet rainy day. then, talk about new jersey transit. so, no service in and out of hoboken. past is her -- path service is restored however in and out of hoboken. hudson bergen light rain will resume for the morning rush, great news for those of that you take this that, new jersey bus, private carriers, cross-honoring, but because of this, you can absolutely expect some over-crowding. plus, the local roads, right around hoboken station, those are also closed. very localized. not going affect awe loft you. heads up on. that will in the world of septa, regular weekday service
